The organisation was formed and granted charitable status on 4" June 1996 (charity number 1055834). The charity is governed by its constitution which was adopted on 17" October 1995,

TRUSTEES’ ANNUAL REPORT The trustees present their annual report together with the financial statements of the charity for the year ended 31* March 2025, Legal and administrative information set out on page 1 forms part of this report, AIMS AND OBJECTIVES OF THE CHARITY

To provide affordable, pre-school care and education for children through the medium of Welsh.
HOW OUR ACTIVITIES DELIVER PUBLIC BENEFIT
The Trustees are aware that the Charity has a responsibility under the Charities Act to demonstrate that it has charitable aims that meet the public benefit requirement and are therefore charitable. The Trustees confirm that they have had regard to the Charity Commission’s guidance on public benefit and comply with $17 Charities Act 2011 when considering, planning and implementing the activities of the charity, As Trustees, we believe that the aims of our organisation are charitable and for the public benefit.
We have provided activities for the children which allow them to learn though play. Activities are organised by fully qualified staff, allowing staff to plan, carry out and evaluate each activity for each child in its care. A record is kept of each child’s development and additional needs are determined and help sought if needed. Children’s fees are kept as low as possible and have not risen for some time, with the cooperation of the trustees. We have flying start children’s places at the moment, for which we receive direct payment from local authority. We have recently also extended our operating hours to offer working families 30 hours of free childcare.

Cylch Meithrin Cymnedd has provided pre-school care and education to children aged 2-3 through the medium of Welsh. We are registered to care for 20 children at any one time. We employ 7 part time qualified members of staff. We have one pre-school manger.
FINANCIAL REVIEW

The charity has been successful in maintaining income during the year, however due to essential maintenance work and IT enhancements, a cash deficit of £34,566 was incurred. Bank & Cash Reserves therefore fell from £42,076 to £7,510 at the end of March 2025. The charity received total funding of £99,875 in 2025 compared with £95,587 in the year to 31“ March 2024. It is the aim of the charity to continually source additional funding and will aim to increase funding levels over the next 12 months. It is the aim of the charity through careful business management and budgeting by the trustees, to continue to be able to build up reserves of the organisation. At the 318' March 2025 the charity had £7,510 in the bank,
Principal Funding Sources
Neath Port Talbot County Borough Council remain our main funder. Other funding sources can be found on the Receipts and Payment Account with the Financial Statements.

Risk review

The trustees have conducted a review of the major risks to which the charity is exposed. Where appropriate, systems or procedures have been established to mitigate the risks the charity faces, Internal control risks are minimised by procedures of authorisation of transactions and projects. Procedures are in place to ensure compliance with health and safety of staff, volunteers and clients,
At present, the trustees have identified that the biggest risk that the organisation faces is due to the loss of income from various funders..

Steps have already taken place to streamline the expenditure of the charity, with no adverse effects on the needs of our users. It is essential to the continuing financial health of the organisation that any ‘lost’ funds are able to be replaced by income from other sources. The Trustees are continually investigating other means of raising income.
Organisation
The method of appointment of trustees is set out in the constitution. There are currently four trustees involved in the organisation.
This report has been prepared in accordance with the Statement of Recommended Practice - Accounting and Reporting by Charities (issued in January 2019).

Independent examiner’s report to the Trustees of Cylch Meithrin Cwmnedd
1 report on the accounts of the Charity for the year ended 31‘ March 2025., which are set out on pages 5 to 6.
Responsibilities and basis of report
As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the charity as required by section 130 of the Act; or 2. the accounts do not accord with those records.

the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.

I have no concerns and have com across no other matters in connection with the examination to which attention should be drawn in this report on order to erlable a proper understanding of the accounts to be reached.
