## **Adult Awards 2022-23** 

We are delighted that a number of scout volunteers across the South West Lakes district have been recognised for their service. The awards, including those acknowledging length of service, as well as those recognising good, distinguished and exceptional service. The awards ranging from Chief Scouts 

Commendation for Good Service, Award of Merit, Bar to Award of Merit, Silver Acorn, and Bar to Silver Acorn, up to the most distinguished award of the Silver Wolf, the highest award made by The Scout Association "for services of the most exceptional character." It is an unrestricted gift of the Chief Scout.

## **Chair** 

I’m proud to continue leading the South West Lakes Trustee Board and excited about our developing plans to transform the way we deliver Scouting to our Young People. 

The Trustee Board remains focussed on its core role of supporting the District to deliver high quality, safe Scouting for our Young People. 

2022/23 has been another good year for South West Lakes, I am disappointed that we have not been able to grow our offering but I am confident that the building blocks are in place to remedy this over future years. 

The District remains in a relatively sound position financially although our District Campsite at Urswick continues to require maintenance and updating and I am very pleased that we have been able to financially support Groups which are continuing to build and restart following COVID. 

Thank you to all the Trustees for their continued support and I look forward to volunteering with everyone for another twelve months!

## **Appointments Advisory Committee** 

The Appointments Advisory Panel have met via “Zoom” 6 times since the last AGM. 

- 2 New Leader Appointments are currently being processed and will meet with the Appointments Advisory Panel when all relevant details are received. 

- 20 Provisional appointments have been approved. 

- 36 Occasional Helper appointments have been given DBS clearance. 

- 38 DBS renewal checks have been carried out. 

- 17 Role changes have been made. 

- 2 Appointment changes have been made. 

- 11 Leaders have taken additional appointments. 

- 9 Leader Appointments have been cancelled for varying reasons. 

- 26 Occasional Helper Appointments have been cancelled. 

As can be seen from the report above it has been a very full year with new Leaders, Occasional Helpers, Appointment and Role Changes. 

The Panel meets as and when required. Since the Covid Pandemic the Panel have met with new Leaders via “Zoom”. The Panel is made up of Chairperson, Secretary and seven active Leaders from all sections in the District. Non active members of the Panel have previously been Leaders in Scouting. The normal meet is with three members of the Panel, usually the Chair, Secretary and and one of the Leaders that are from the relevant section the candidate will be with. The emphasis with the meet is on welcoming new Leaders and explaining what is required of them regarding training and the Yellow card. We also offer independent advice if needed.

## **Assets Retained for the the Charity's Own Use** 

In addition to the monetary assets listed above the charity also owns the following items which have been purchased over many years at a total historical cost of £156124 (2022 - £156124). The current value of these items has not been quantified at 3 1st March 2023 

- Freehold Urswick campsite, Flat Woods, Great Urswick Campsite buildings, huts, camping equipment and furniture 

- Toilet and shower block at Urswick campsite 

- Building & Contents of Scout HQ Park Drive, Barrow-in-Furness 

- Badge machine, laminator and other equipment 

- Marquee tent 

- Toaster, plates and cups, boiler & PA System and carry case 

The freehold title to the campsite at Flat Woods, Urswick, Nr Ulverston, is vested in the Scout Association Trust Corporation as Trustees for the District. 

## **Restricted Funds** 

During previous years the charity received donations totalling £23000 to pay for Local Development Projects.Payments of £18525 have been made towards the cost of the Local Development Projects and therefore the balance of £4475 is carried forward as a restricted fund. 

During previous years £4504 was received from the former Duddon and High Furness District Executive from their Closed Group Fund. It has been decided that this will be used only to provide financial assistance to new groups. During the year £275 was given to groups for set up costs - the balance of the fund is now £4229 

In previous years the charity received donations of £12000 from the John Winder Fund. The donor has indicated that the capital should only be used for long term capital projects 

In previous years the charity received a donation of £8000 from the JR Oldfield Deceased Will Trust. This donation has been designated as being for long term capital projects.

## **D.C.’s section** 

The last twelve months have been another great year for South West Lakes Scouts. I never fail to be impressed by the enthusiasm and dedication of our Volunteers who strive weekly to provide skills and adventure for Young People throughout the District. 

The year hasn’t been without challenges, it was disappointing that we were not able to grow our offering to Young People this year and it made me sad to see the end of 1st Leven Valley Scout Group - this despite the tireless efforts of Marguerite and Joseph to keep things going. 

Despite this, when I visit Groups I am always enthused by the happy smiling faces both from our Young People and the gratitude from Parents & Guardians - I know that they appreciate your tireless efforts even though sometimes on dark February evenings it does not seem worthwhile or recognised! 

2022/23 will bring its own challenges and I look forward to volunteering with you all as we roll out the changes to Scouting going forward. These will be wide ranging, some we will be comfortable with and some may take some time to get used to. One thing that will not change though is the need for all our adult Volunteers to continue giving up their time to help our young people thrive - most of this effort goes unseen and often unrewarded but please be assured I am aware and very grateful of the effort that goes in every week to provide a varied and exciting programme.

## **Transformation plan summary** 

Most of you will have read about the changes to how we deliver Scouting locally and nationally. Over the next few months we will start to see this develop in South West Lakes. As a reminder, the four themes are: 

1. Warmer Welcome for everyone – review of Appointment Process 

2. Simplifying roles & structures 

3. A more engaging learning experience 

4. Digital Support to get things done 

While our plans are developing, the initial changes will be the formation of new District Teams: 

- District Leadership Team

- Programme Team 

- Support Team 

- Volunteering Development Team 

- 14 - 24 Team 

I will be looking for support to put these teams together (including appointing leads) over the next three to six months. There will be lots of opportunities to get involved, watch this space for further details over the coming months!

## **Urswick** 

The site has been used regularly this year, both evenings and weekends, with four occasions of four days or more camping. We have hosted the Cumbrian contingent going to the World Scout Jamboree in South Korea for a training weekend. 

From outside the District, 1st Hensingham Scouts (Whitehaven) and the 1st Madeley Scouts (Shropshire) used the site as a base for their Expedition Challenge, other groups that have camped are, 1st Cark and Cartmel Scouts, 1st Silverdale Scouts and the 1st Cringleford Scouts (Norwich). Our own District continues to support the campsite, with evening meetings and weekends camping, we are seeing more local Guide and Brownie Units using our facilities. Barrow Division Guides used the site again this year for their May Bank Holiday camp, they have also booked a skills day in September. We have also had five regular private bookings and ties with these groups are getting stronger. I think the year ahead is looking good. 

Work around the site continues, regular maintenance, eg. Cleaning Main Hall, and toilet block, gutters, cutting grass and regular checking of Fire alarms, emergency lighting and disabled alarm, plus yearly inspections of fire extinguishers. Due to the very cold weather earlier in the year we experienced two floods in the toilet block due to split water pipe connections, these were repaired and damaged insulation removed and replaced.

The porch to the main hut was blown down due to high winds and old age and this has been replaced. 

Managing the wood continues, we had a couple of trees blown down due to high winds; these were quickly removed, and several saplings have been planted. We are starting to improve the path up to the site from the paddock. 

Our water pressure issue is under investigation by United Utilities and Water Plus, a subsidiary of United Utilities, who have found three leaks in and around the water meters in the paddock just waiting for them to be repaired. 

An activity area is being developed to the left of the main path which, on some old plans, was originally a patrol campsite. There is still plenty to do, but with the people we have supporting the site things can only get better. To book the site contact: - urswick.warden@southwestlakesscouts.org.uk

## **WSJ25 - My Jamboree** 


Despite the jamboree not going to plan, my experience was nothing short of life changing; the original ten days on the campsite was shortened to four, however that still left more than enough time to meet and bond with other Units from all over the world. One of my favourite things to do was trade neckers, kit and badges with other contingents. This meant we got to talk to lots of people. 

The news of the evacuation wasn’t taken lightly however, it ensured we enjoyed every remaining moment to the fullest. I experienced an event like no other and for that I am beyond grateful. As reluctant as we were to leave, we unanimously got into the spirit of “change the plan, but not the goal” and decided to have a good time regardless of whatever has happened and will happen. After a nice warm shower and a couple of TikToks (@unit48wsj) we were back on our feet in no time. 11 



If this trip has taught me one thing, it would be that no matter the level of preparation, you can’t prepare for everything but that doesn’t mean you can’t enjoy yourself and make memories that will stay with you forever. I’m sure it goes without saying I’m more than thankful for my place on the Jamboree and for everyone who helped me get there. I hope you rest well knowing that you’ve helped change the lives of multiple young people and help them form friendships like no other.
