The objects of the Church are:
The advancement of the Christian rellglon by the proclamation and furtherance of the Gospel of God
concerning His Son Jesus Christ the Lord and teachlng the Word of God by the Church, in accordance
wSth the Statement of Fundamental truths of Assemblles of God in Great Britain and Ireland as
approved by the General Council from time to time;
Such other charitable purposes as shall further the attainment of the above of the Church:
The furtherance of the other charitable work of the Church consistent with the Statement,,
The furtherance of the work of the Assemblies of God in Great Britaln and If eland and the promotion
of the spiritual teaching and the maintenance of the statement and the promotion of religlous
observances within the Statement.

The premises is fully utilised throughout the year, for the services and activities of a fully-functionlng church.
Post-covid, streaming of the main servlces continues on-line, and the technology provldes links with people
not only locally but across the world.

The Charity is committed to operating the above activities, and others, successfully through the year.
Finan¢lal Revlew
a. Golng concern
After making appropriate enquiries, the Trustees have a reasonable expectation that the Charity has adequate
resources to continue in operational existence for the foreseeable future. For this reason, they continue to
adopt the going concern basis in preparing the financial statements. Further detalls regardin£ the adoption of
the going concern basis can be found in the accounting policies.
b. Reserves policy
The Church Council consider the reserve position on a regular b3sls to ensure surplus is available to maintain
the ministry. As a guide we seek to malntaln a balance equivalent to around 4 months, cash flow, which
equates to about £30,000. On 5 April 2024 this reserve stood at £30,369.
c. Financial Review
The statement of financial activities shows total incoming resources of £165,225 (2022-23 E155,5891 and total
resources used of £136.845 12022-23, £141,794). This resulted in a net surplus for the year of £28,380
{2022-23, £13,795). Closing cash balance was £36,761 12022-23, £45,301). The Charity had taken out a
mortgage of £190,000 in 2017, which at the close of the present year in Aprll 2024 stood at £60,135 lan
approximate £130,000 reduction in 7 years).
d. Prlnclple Fundlng
Almost all of BCLC'S funding comes Irom the congregation and from the assoclated gift aid reclaimed on this
giving.
Structure, government and management
a. Constltutlon
Bexley Chrlstian Life Centre IBCLCI is a registered charity, number 1054363, and is constituted under a Trust
deed.

b. Methods of appolntment or eletllon of Trustees
The management of the Charity is the responsibS1ity of the Trustees who are appointed under the terms of the
Trust deed.
c. Organlsatlonal structure and declslon-maklnE pollcles
The Church Council operates under the Constitution and Trust Deed adopted 30 May 2006 (which replaced the
earlier version o11997}. The Trustees have overall charge of the charity and are responsible for making sure it
is doing what it was set up to do including the ongolng spiritual vision and strategv.
The Church is managed by the Church Council (known as 'The Oversight") comprising the Pastors and dulv
appointed Elders and Diaconate members of the Church. The Church Council appolnts Holding Trustees for the
purpose of holding the land and buildings of the Church who act on the directions of the Church Council, and
who will be responslble for proper account to the Charity Commission.
The Church Councll who served durlng the year are those listed in a previous paEe of this report
The Church Council meets frequently through the year to conduct the administrative business of BCLC. The
Church Council Is responsible for the legal and financial guardianship of the Church and oversees the general
financial dimension of the work of the Church by monitoring expenditure, budgeting and handling of finances.
The Trustees have had regard to the guldance Ss5ued by the Commission on publlc benefit. The change by
wldenlng the Church Council, or Senior Leadership team, to include other ministry leaders came into effect in
perlod at the start of th15 reportlng year, so as to meet the ongoing challenges of a growing church.
In May 2017 owing to the impending change of premises, it was necessary to appoint local Holding Trustees in
place of the Assembly of God Property Trust, and the Counc51 appointed D.J. Be3rfoot, B.l.Ojo and A.E.Nicholls
into this role, being satisfied that these persons met the criteria as loid down by the Charity Commission.
BCLC is affiliated to the Assemblies of God in Great Britain, a company limited by guarantee INO 28734151, and
a registered charity INO 10322451.

to report that there have been no issues arlslng to cause concern.

Statement of Trustees, Responsibllities
The trustees are responsible for preparing the trustees, report and the financlal statements In accordance with
the United Klngdom Accounting Standards (United Klngdom Generally Accepted Accounting Practice) and
appllcable law and regulations.
The law applicable to charities requires the trustees to prepare financlal statements for each flnanclal year
which give a true and fair view of the state of affairs of the charity and of the incoming resources and
application of resources of the charity for that period. In preparlng these financial statements, the trustees are
required to..
select suitable accounting policles and then apply them consistently:
observe the methods and principles in the Charities SORP,-
make judgements and estlmates that are reasonable and prudent;
state whether applicable accounting standards have been followed, subject to any materlal departures
disclosed and explained in the financlal statements; and
prepare the financial statements on the golng concern basis unless It is Inappropriate to presume that the
charSty will continue in business.
The trL¢Stees are responsible for keeping proper accounting records that disclose with reasonable accuracy at
any tlme the financial positlon of the charity and enable them to ensure that the financlal statements complv
with the Charities Act 2011, the Charities IAccounts and Reports) Regulationg 2008, and the provisioiis of the
constitution. The trustees are also responslble for safeguarding the assets of the charity and hence for taking
reasonable steps for the prevention and detection of fraud and other irregularities.
The trustees are responslble for the maintenance and integrity of the corporate and financial Informatlon
included on the charitable company's website. Legislation governing the preparation and dissemination of
financlal statements may differ from legislation in other jurisdictions.

Independent Examlner's Report to the trustees of Bexley Chrlstian Life Centre
I report to the charity trustees on my examination of the accounts of the charity for the year ended 5 April
2024 which comprise the Statement of Financial Activities, the Balance Sheet and related notes.
This report is made 501ely to the charity's trustees, as a body, in accordance with section 145 of the Charitie5
Act 2011. My work has been undertaken so that I might state to the charitws trustees those matters l am
required to state to them in this report and for no other purpose. To the fullest extent permitted by law, I do
not accept or assume responsibllity to anyone other than the charity and the charlty's trustees as a body. for
my work, for this report, or for the oplnions I have formed.
Responslbilities and basls of report
As the charity trustees of 8exley Christian Life Centre you are responsible for the preparation of the accounts
in accordance with the requirements of the Charities Act 20111'the Act'l.
I report in respect of my examination of the Bexley Christian Life Centre's accounts carried out under section
145 of the 2011 Act and in carrying out my examlnation I have followed all the applicable Directions glven by
the Charity Commission under section 145(5llbl of the Act.
An independent examination does not involve gathering all the evidence that would be required in an audit
and consequently does not cover all the matters that an auditor consider5 In givlng their opinion on the
financial statements. The plannlng and conduct of an audlt goes beyond the limited assurance that an
independent examination cèn provide. Consequently l express no oplnion as to whether the flnancial
statements present a 'true and fair, view and my report is limited to those speciflc matters set out in the
independent examiner's statement.
Independent examlner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection
wlth the examination giving me cause to believe that in any material respect:
accounting records were not kept in respect of Bexley Christian Life Centre as required by section 130 of
the Act,. or
2. the financial statements do not accord wlth those record5: or
3. the financial statements do not comply with the accounting requirements concernlng the form and
content of accounts set out in the Charitles (Accounts and Reports) Regulatlons 2008 other than any
requirement that the accounts give a 'true and fair view, which is not a matter considered as part of an
independent examination.

or transaction value unless otherwise stated in the relevant notelsl to these accounts.
Going concern
The trustees consider that there are no material uncertainties about the charlty's abillty to contSnue as a going
concern.
Judgements and key sources of estimation uncertainty
In the applicatlon of the charity's accounting policies, the trustees are required to make judEements, estimates
and assumptions about the carrying amount of assets and liabilities that are not readlly apparent f rom other
sources, The estimates and associated assumptions are based on historical experience and other factors that
are considered to be relevant. Actual results may differ from these estimates.
The estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting
estimates are recogn15ed in the perlods in whSch the estimate is revised where revisions affects only that
period, or in the period of the revision and future periods where the revisions affects both current and future
periods.
Income and endowments
Voluntary Income Includlng donatlons, glfts, legacles and grants that provlde core fundlng or are of a general
nature is recognised when the charity has entitlement to the income, it is probable that the intome will be
received and the amount can be measured with sufficient reliabllity.

Donations and legacies are recognised on a receivable basis when receipt is probable and the amount tan be
rellably measured.

Investment income
Dividends are recognised once the dividend has been declared and notification has been received of the
dividend due.
Expenditure
All expenditure 15 recognlsed once there is a legal or constructive obligation to that expendlture, it is probable
settlement is required and the amount can be measured rellably. All costs are allocated to the applicable
expenditure he3ding that aggregate similar costs to that category. Where costs cannot be direttly attributed to
particular headings they have been allocated on a basis consistent wlth the use of resources, with Central staff
costs allocated on the basis of time spent, and depreciation charges allocated on the portion of the asset's use.
Other support Costs are allocated based on the spread of staff costs.
Charltable activlties
Charltable expendSture comprises those costs incurred by the charity in the delivery of its activities and
services for its benefic13ries. It includes both costs that can be allocated directly to such activities and those
costs of an indirect nature necessary to support them.
Support cost5
Support costs include central functions and have been allocated to actlvity cost categories on a basls
consistent with the use of resources, for example, allocatinE property costs by floor areas, or per capita, staff
costs by the tlme spent and other costs by their usage.
Taxation
The charity is considered to pass the tests set out in Paragraph I Schedule 6 of the Flnance Act 2010 and
therefore it meets the definition of a charitable company for UK corporation tax purposes. Accordingly, the
charity is potentially exempt f rom taxation in respect of income or capital gains received within categories
covered by Chapter 3 Part 11 of the Corporation Tax Act 2010 or Section 256 of the Taxatlon of Chargeable
Gains Act 1992, to the extent that such income or gains are applled exclusively to charitable purposes.
Tangible fixed assets
Individual fixed assets costing Enil or more are initially recorded at cost, less any subsequent accumulated
depreciation and subsequent accumulated impairment losses.
Oepreciatlon and amortlsatlon
Depreciation is provided on tanglble fixed assets so as to write off the cost or valuatlon, less any estimated
resldual value, over thelr expected useful economic life as follows:

Trade debtors
Trade debtors are amounts due from customers for merchandise sold or services performed in the ordSnary
course of business.
Trade debtors are recognised initially at the transaction price. They are subsequently measured at amortised
cost using the effectlve interest method, less provision for impairment. A provlslon for the Impairment of trade
debtors is established when there is objective evidence that the charity will not be able to collect all amounts
due according to the original terms of the receivables.
Cash and cash equlvalents
Cash and cash equivalents comprise cash on hand and call deposits, and other short-term hlghly Ilquid
investments that are readily convertible to a known amount of cash and are subject to an insignificant risk of
change in value.
Borrowlhgs
Interest-bearing borrowings are Snltially recorded at fair value, net of transaction costs. Interest-bearing
borrowings are subsequently carried at amortised cost, with the difference between the proceeds, net of
transactlon costs, and the amount due on redemption being recognised as a charge to the Statement of
Flnancial Actlvities over the perlod of the relevant borrowing.
Interest expense is recognised on the basi5 of the effectlve Interest method and is included Sn interest payable
and similar charges.
Borrowings are classifled as current liabilities unless the charity has an unconditional right to defer settlement
of the liability for at least twelve months after the reporting date.
Fund structure
Unrestricted income funds are general funds that are available for use at the trustees d15cretSon in furtherance
of the objectives of the charity.
Restricted Income funds are those donated for use in a particular area or for specific purposes, the use of
which is restricted to that area or purpose.
