(C) PROMOTE OR ASSIST IN PROMOTING RESEARCH INTO ALL ASPECTS OF SUCH NEEDS AND TO DISSEMINATE THE USEFUL RESULTS OF SUCH WORK FOR THE BENEFIT OF THE PUBLIC
