Meithrin. The Cylch follows the policies of the Mudiad in its operation and
has adopted the Mudiad's 'Cylch Meithrin, model constttution.

(Cylch Meithrin Bethesda Statement of Purpose 2023)
The aim of the Cylch Bethesda (hereinafter referred to as 'The Cylch,) is
to offer early years care and education through the medium of Welsh to
every child under school age. The Cylch a￿ptS children between the
ages of 2- 4 years whatever their needs, colour, ethnic origin, religion,
social background or family situation and can accommodate a maximum
of 24 children per session. The Cylch welcomes children with special
needs and is commrtted to providing appropnate support to children with
educational or physical difficulties.
The Cylch Gonforms to the registration conditions laid down by the 1989
Children Act, regarding the age of children and the numbers allowed.
Admission times are 09.'00 hrs to 11.45 hrs - Monday to Friday for
sessional care and 09:00 hrs to 13".00 hrs for Wrap Around Care, there
are currently no aftemoon sessions.
The Cylch endeavours to develop children through play, creating a
happy, secure, caring and stimulating environment where boys and girls
can reach their age potential. All sessions are planned beforehand with a
mix of activities aimed at retaining the interest of young minds. Session
plans are available on request. All sessions start with registration and
feature a drink and snack break mid session with at least one structured
activity with a free play and story period.

All children are required to be registered before first attending the Cylch
without their parents or guardian. Children, whilst in our care, will remain
the legal responsibilty of the parenvguardian and will be cared for
according to individual child contracts. The Cylch would wish for all
children to be accompanied by either their parent or guardian after
registration until the child is happy to attend unaccompanied.
The operation of the Cylch is regularly evaluated utilising a brief
parenuguardian questionnaire (HOL1). However if any parent or guardian
has cause to make a complaint they can do so by either contacting the
registered persons:

Welsh. The Cylch is inspected biannually by the CIW and no major non
confomiities have been recorded from re￿nt inspections.

The Cylch seeks to always operate wrth a small banking surplus which
will not exceed £5k at any time during the year. This amount is seen as
sufficient to cover all business eventualities including, insurance tax and
national insurance liabilities.

Respectlve The charrty's trustees are responsible for the preparation of the accounts.
responsibilities of The charity's trustees consider that an audit is not required for this year
trustees and examiner under section 43(2) of the Charities Act 1993 (the 1993 Act) and that an
independent examination is needed.
It is my responsibility to:
examine the accounts under section 43 of the 1993 Act,
to follow the procedures laid down in the general Directions given by the
Charity Commission (under section 43(7)(b) of the 1993 Act, and
to state whether particular matters have come to my attention.
Basis of Independent My examination was carried out in accordance with general Directions given
examiner's statement by the Charity Commission. An examination includes a review of the
accounting records kept by the charrty and a comparison of the accounts
presented with those records. It also includes consideration of any unusual
items or disclosures in the accounts, and seeking explanations from the
trustees conceming any such matters. The procedures undertaken do not
provide all the evidence that would be required in an audit, and
consequently no opinion is given as to whether the accounts present a 'true
and fairf view and the report is limited to those matters set out in the
statement below.
Independent In connection wrth my examination. no matter has come to my attention
èxaminer's statement (other than that disclosed below ')
which gives me reasonable cause to believe that in. any material respect,
the requirements:
to keep accounting records in accordance with section 41 of the 1993
Act,. and
to prepare accounts which accord with the accounting records and
comply with the accounting requirements of the 1993 Act

2. to which, in my opinion, attention should be drawn in order to enable a
proper understanding of the accounts to be reached.
