MINUTES OF AGM HELD ON Tuesday 10[th] May 2022 AT 7.30PM
HELD at 1[st] Rainford Scout HQ.
1. The Annual general meeting was opened by the Chair of Trustees, Frank Grayson who welcomed all to the event. A special welcome was given to Peter Oliver, County Commissioner.
2. Apologies had been sent by Diane Roberts and Wesley Sloane. Twenty four members were in attendance. The Secretary apologised to all present that a failure in communication meant documentation for the meeting had not been prepared, The DC had left the meeting to print documents for the meeting. The agenda would be slightly altered.
The minutes of last year's AGM were briefly summarised by the Secretary. The minutes were accepted as a true record of the meeting.
4.Election of Officers and Executive Committee - Mike Mills (The District Secretary).
Appointment of District Association Officials: The District Commissioner’s appointment of the following officials was agreed: President Mr M Harrison, Chair Mr F Grayson, Deputy Chair Mrs A Peers, DDC (Support) Mr L Rowe, DDC (People) Mrs C Williams, DDC ( Programme) Mr D Singleton, ADC Beavers Mrs H Archibald, ADC Cubs Mrs J Houlton, ADC Scouts Mr G Melling, DESC Mr C Maw, DSNC Mr T Howarth and Miss J Miller, DDC (Development) Mrs K Ackers, Adult Training Mr W Sloane.
Election of District Association Officials: The following nominations were put forward as sitting members and elected unopposed. Secretary Mr M Mills, Treasurer John Beech, Badge Secretary Mrs C Williams and Auditor J Podesta FCA.
Election of District Executive Committee: The following nominations were put forward as sitting members and elected unopposed,
Uniformed Scouters: Mr V. Roberts, Mrs K Savery, Mrs E Bache and Mr B McKee , Mr S McCarrick had received a nomination to serve as a uniformed scouter, Mr McCarrick was not present so missed the opportunity to introduce himself to the meeting, he was duly elected with five members present registering abstentions.
Lay Members: Mrs J.Tickle, Mr K Roughley, and Mrs D Roberts.
4. End of Year Accounts – John Beech (Treasurer).
While waiting for the DC to return the meeting agreed a recess for refreshments.

5. Treasurer's Report.
The District accounts for the end of year 31[st] December 2021 had been agreed by the District Executive and would be presented to the AGM following a favourable report from the auditor. The Treasurer was not in attendance; copies of the accounts were circulated to the meeting. The Chair asked for any questions relating to the accounts, no matters were raised. The Treasurer would be available to answer any questions from members. The Meeting voted unanimously to accept the end of year accounts to 31[st] December 2021.
5.District Commissioner's Report.
The DC would be taking on his new role of County Commissioner in the coming week. This was his last report as District Commissioner for St Helens. He presented a light hearted look at his five years in office with some interesting statistics. A more detailed final report would be circulated to all District members in the coming week. The DC recorded his thanks to all, for him it had been a privilege to serve such an amazing bunch of volunteers. He was proud to be leaving the District in a healthy and happy state.
7. County Commissioner – Peter Oliver. Mr Oliver echoed the thoughts of the District Commissioner expressing his appreciation of the commitment and endeavours of the Leaders across the Districts of St Helens and Knowsley. He expressed his thanks to the retiring DC for the tremendous amount of work carried out in the last five years. There had been a balance between keeping heritage and introducing new ideas. A DC's role is a rewarding one making a difference but often the work is unseen. He wished the DC well in his new role as County Commissioner shaping the lives of young people across Merseyside. Peter then thanked the Executive for its support to the DC and the District, he thanked all volunteers for their efforts over the past two years, for their energy in dealing with the stop start situation. It was a testament to the leadership of all groups that numbers were now climbing and reaching towards those pre pandemic levels. The District should look to the future picking up the pace and embrace the skills for life strategy. Scouting was heading for a period of change Finally Peter thanked all for their support and appreciated the warmth of his welcome.
8. Vote of Thanks – Les Rowe . Les Rowe thanked the County Commissioner for his appearance at the meeting and for his continued support throughout the year. .
9. As a token of their appreciation Annette Peers, on behalf of the Executive, made a presentation to the retiring DC, Christopher Valentine-Burrows.
Any other Business Two items of AOB had been submitted by Mr W Sloane, GSL 1[st] Whiston. One concerned the need to update on brand and the other concerned the AAC's rules regarding the requests for references. The Chair deemed the items were not the concern of the AGM and would be passed for discussion to the relevant sub committees.
