Structure, Governance and Management
Organisation
Emmanuel Christian Centre (the Church) has been registered with the Charity Commission since 23[rd] January 1996. The charity is a member of the Evangelical Alliance and Churches in Communities International, governed by a constitution and trust deed last updated in 2012. It is administered and managed by a board of trustees known as the Church Council. Members of the Church Council give their time freely and receive no remuneration for managing the charity.
Organisational Structure
The Church Council meets at least four times a year and is responsible for the strategic direction, policy and dayto-day running of the charity. Every issue considered by the Church Council is determined by a simple majority of the votes cast. For the sake of public con�idence, whenever a member of the Church Council has a personal interest in a matter to be discussed at a meeting, they are required to declare their interest and then be absent from that part of the meeting.
Recruitment & Appointment of Trustees
The senior minister nominates an individual to be a trustee and the Church Council sanctions the appointment. This ensures that any new Trustee is a respected member of the Christian faith who understand the foundational tenets and can effectively promote our objects.
Induction & Training of Trustees
Induction and training of a new trustee is conducted under the guidance of the existing Church Council. A new trustee is given a copy of the Constitution and Trust Deed, copies of adopted policies and procedures and a guide booklet to the rules and operation of the Church Council. They are given access to other Charity Commission publications and are made aware of their responsibilities, accountability, scope and limits in the role.
Risk Management
The Church Council has assessed the major strategic and operational risks which the charity faces and they have systems in place to protect the charity. Regular reports are produced so that necessary steps can be taken to lessen any risks. Insurance cover is in place, �inances are kept under review, policies are regularly updated, and appropriate background checks are taken for those working with children or vulnerable adults.
Mrs Terry Piper is the safeguarding coordinator who works with Thirtyone:eight (formerly the Churches Child Protection Advisory Service) to protect children and vulnerable adults using or attending Emmanuel Christian Centre’s services.
Overview of Aims and Objectives
The purposes listed as Emmanuel Christian Centre’s charitable objects are the primary goals for the charity and the various internal departments are assigned to achieve these. From the founding of Emmanuel in 1986 the original vision statement of the Church is still actively pursued and each member of the Church is encouraged to demonstrate our latest core values.
Emmanuel Christian Centre is accredited by Churches in Communities International, recognised in the Free Churches Group, and it is a member of the Evangelical Alliance. Teaching input and advice has also been provided by Servants of the Lord Ministries who do not have a day-to-day controlling in�luence. Emmanuel Christian Centre promotes and supports these organisations that also help to ful�il the vision.
The founding vision statement of the church is ‘ to enable the saints at Emmanuel Christian Centre to hear and obey the voice of God, personally and individually, and for each person to be equipped and encouraged to move out in their personal ministry’ .

Charitable Objects
The main objects of the charity continue to be as follows:

To advance the Christian faith in accordance with the Statement (of faith) in such ways and in such parts of the United Kingdom or the world as the Church Council from time to time may think �it;

To relieve sickness and �inancial hardship and to promote and preserve good health by the provision of funds, goods or services of any kind including through the provision of counselling and support in such parts of the United Kingdom or the world as the Church Council from time to time think �it; and
-
To advance education in such ways and in such parts of the United Kingdom or the world as the Church Council form time to time may think �it.
During the year ended 31 January 2021, after consultation and review with the various Church departments, the Trustees believe that the charity is meeting all its objectives.

Achievements and performance
Review of the Year
During the year the Church has continued to promote and ful�il the objects within Emmanuel Christian Centre and in outreach to the wider community. The charitable objects have been ful�illed through various activities and in particular the following departments:
1. Vibe Youth and Schools Work
The Vibe department is geared towards advancing the Christian faith to those of school and college age. Vibe held mid-week groups and occasional Sunday morning sessions at Emmanuel Christian Centre. Abbey Smith is assisted by Charlie Thompson to lead the Vibe services which are now ad-hoc but still supporting school-aged members pastorally. Lisa Smith is an accredited community chaplain for students and young adults, working inter-denominationally with young people throughout the area. The schools work is mainly conducted under the auspices of the Be Me Project which is a separate charity.
2. All-Stars Junior Church
All-Stars is the children’s church at Emmanuel Christian which runs on Sunday mornings. During the year AllStars was run by a team of parents and helpers who on a rota basis were teaching the children Christian messages and Bible stories. All-Stars used scripture Union resources as a basis to provide fun lessons. All-Stars is open to all children in the area and it promoted the objectives of advancing education and the Christian faith. The lessons from All-Stars teach the children to be respectful, caring and good citizens within their community. This has an impact on bene�iting society as a whole.
3. Emmanuel Toddler Group
Emmanuel Toddlers was suspended due to Covid-19 restrictions for this �inancial year. Previously, Toddlers has served young families in the community by providing a warm and stimulating environment for parents, toddlers and babies to interact and build supportive relationships.
As an objective this related to the relief of sickness and �inancial hardship, and to the promotion of good health by the provision of a service with counselling and support. The Toddler Group, when, operational, uses the minor hall of the Emmanuel Christian Centre building. Mel Tressider has stepped down from leading this group.
4. Missions Department
This year the Missions Department had the purpose of raising funds and communicating with people and organisations that bene�it from the Emmanuel Christian Centre charity, both locally and internationally. The Missions Department, led by Mr Paul Sedgwick, reported to the Church Council and presented requests from organisations and individuals who were in need of charitable assistance. Paul Sedgwick regularly communicated with the missionaries and bene�iciaries throughout the year.

5. Carelink
The purpose of Carelink is to demonstrate the love of God in a practical way mainly through the provision of meals. The meals offered are either part of Carelink’s regular meals service which replaced Cumbria County Council’s meal-on-wheels provision, or they are given as Carelink free meals which were open to anybody in the community experiencing short-term crisis because of illness or �inancial hardship.
The community meals service has been running for over 7 years and, as anticipated, there was an increase in the number of people served. At Christmas Carelink normally holds a free community Christmas dinner at the Centre but during the Covid-19 pandemic opted to deliver meals to clients homes. The department is led by Lynne Matthews who oversees a team of volunteers who assist with the driving and the preparation of meals.
6. House-groups
Emmanuel Christian Centre concurrently runs 4 house-groups throughout the year. The aim of the groups is to provide Christian teaching, develop relationships between members and to prepare members for work in the community. The groups now have different formats and no two are the same, as you might expect with people gifted in differing but still as valuable talents. The groups thus met our objectives of advancing education and advancing the Christian faith as well as the provision of counselling and support to group members.
This year, group leaders are David & Lisa Smith, Colin & Sue Thornhill, Stuart & Elizabeth Matthews and Paul & Karen Sedgwick. During the Covid-19 pandemic meetings were online.
7. Worship and Music Group
As a Christian organisation our Music Group plays an integral part in our objective to advance the Christian faith. The team provides live music at our Sunday services and also supports all the other departments in various ways. The Music Group allows for our members to meet for corporate expressions of worship and none of this would be possible without their regular practice nights and training. George Brettle led the Music Group in 2020.
8. Training Department
One of the initiatives this department has been involved with is a correspondence course based on the book ‘My Sheep Hear My Voice’ by J.C. Hedgecock. This forms the �irst step in any future training for candidates wishing to train for ministry with Servants of the Lord Ministries and to some extent Emmanuel Christian Centre. Sue Thornhill assists with the marking and correspondence in this. Over 50 people from all over the world have completed the course and have been issued with a certi�icate.
Rev Adrian Tamblyn-Watts works with Darren Roy to run the Emmanuel School of Leadership and Ministry which is a competence-based approach to training similar to vocational studies. In 2020, when possible, the school was run as an extension made up of 2 groups; the Development Group (midweek) led by Darren and the Theology Extension (Saturdays) led by Adrian.
