Blackpool Teaching Hospitals Charitab18 Fund and Related Charities is registe￿d with the Charity
Commission (registered Charity number 10515701 in accordance with the Charities Act 2011. The Charity
Commission approved the use of a worklng name, Blue Skles Hospltals Fund, in 2007.
In p8rtnership with BlaGkpool Teaching Hospitals NHS Foundation Trust (the Trust), this Charity enhances
the provision of first-class patient care for public benefit. It supports the provision of h8allhc8re, free 81 the
point of need and care5 for staff, patients, carers, and familie9 by focusing on areas not covered, or fully
supported, by central NHS funds. Blue Skies Hospitals Fund exists lo support the best in h¢alth¢are and
medical research al the TnJ81. Ils aim Is lo help the Trust become wortd-class in-patlent care.

To Increa88 unrestricted monies Ihrougfv appeals, grant applications and corporate partnerships.
During this financialyear we have se¢ur•d gr8nts IIKough NHS Charit￿$ Together, HSBC & Rosemere.
We had another successful Christmas 'Give a Fiver, ap￿￿1 and obtained match funding from one of our
corporate partners.
To continue lo promote Blue Skle$ Ho¥pllals Fund a¥ the primary fundraising vehicle for the Trust both
internally and externally by pro8￿1Ve1Y engaoing with patients, staff, and volunteer8 as well as
busines$e¥, groups, schools, members of the community and the local media.
In 2022123 we appli9d tsa grantfrom NHS Charities Together to fvnd an Internal CommunilyFundr8iser
for 12 months with the aim lo incr&•se staff engag8m8nl. This grant was suGG8ssful. 8nd the pjst W8S
lilled in June 2023.
To actively promote tax effective giving through Gift and Legacy fundraising.
We continue to womote Lega¢y Fundraising Ihrough our m?g8zine and visiting solicilws al￿ have a
regular advert on th8 b8ok of 8 double deGkgr bus whiGh fr8vels up and down the Fylde Coast. M we

The Charity's reporting year runs from 1 Apnl lo 31 Marth. In the reporting year 2022123, Iho Charity

lo take place and rai81ng awaren888 around the Charity's work. The increas'e In incom6 Is mainly due lo
donations and legacy whlch ha8 Increased by £481 k 81nce 2021122.
The nal a888ts of the Charlty, held on 31 M8reh 2023 were £1,528k12021122 £1,226k).
The financial g18lement5 have been prepared in ac￿rdance with the accounting pollcles set out In note5
lo the accounts and comply with the Charlty's governing document, the Chartlies A¢t 2011 and

Rosorves Policy
The Charity receives income mainly from fundraised income and legacies which il is difficult lo predict in
advance when il will be received. It is therefore essential that the Charity can maintain a Sufficient level
of r8serve5 to meet its commitments.
The Reserves Policy stales that free {unre5trictedl reserves are maintained at a level that enough money
is sel aside to cover costs if the Charity was lo cease trading. The value of free reserves on 31 March
2023 was £973k1£736k on 31 March 20221 and forecast ¢e88alion cost was £121.6k.
The Charlty Is fvlly committed to spending any surplus reserves In a limdy and appropn'ate manner lo
meet the charllable objectives.
It should be nolad that the Charity's structure includes reslricled funds, and this limits the Corpcrte
Truslee's freedom lo act lo reduce the level of reserves.
Invo8tment Pollcy
The Charlty identrf￿s monie8 throughout the financlal year Ihat are not Immediately required lo fund
expenditure and u888 those monle$ lo Inv881 in short term deposits with Trust Board approved counter
parties (for example, bankslbuilding 5QGiel￿). The approved threshold for investments agreed by the
Charitable Funds Committee 18 sel al £2m. The level of fund5 available for investments in 2022123 was
below the agreed threshold Iher8fore no investments were made during the year.
Analy81s of Rlsk
A general redu¢lion in the level of donations has been idenllfied as a risk, however, the risk 18 not
considered slgnificanl as, generally, the Charity only sp8nd3 up to the level of balances brought forward
from previous years plus income re¢eived in the current year after allowing for existing commitments,
rather than planning developments based upon anticipated income. Irre8peclfve of the limited naluro of
the risk, Ihe Commlttee monitor8 trend8 donations al 118 quarterly meetings, whlch aims to highlight
any polenllal problem a￿a al an early slage.
The Rlsk Register for the Charlty was updated and reviewed during the year. The Corporate Truslee
wlll conllnue lo review these risks and ensure that these are adequately miligaled,

81ue Skies Hospitals Fund {Blackpool Teaching Hospilals Charitable Fund and Related Chafiliesl is
registered with the Charity Commission and the funds are hèld on trust by Blackpool Teaching Hospitals
NHS Foundation Trust as a corporate body. It has existed in ils pr8sent form since 2003. The Trust. as
a Corporate Trustee, is managed by a Board of Directors.
Managemenl of the Trust's Charity 1$ off￿1allY (lelegated to a committee of the Board called the
Charitable Funds Committee. The Commlllee u$u811y meets quarterly and monitors all aspects of the
Charity's activities. The membership of tho Commlllee is detailed in the 'Reference and Adminlstratfve
Details for 2022123° section.
New Charty truste88 are appointed and inducted on Charity specffiG governance requ1￿Ments by virtue
of their membership of the 81ackpool Teaching Hospitals NHS Foundation Tnjsl Board of Directors.

In its role as reP￿SentatIve of the Corporate Trustee, the Committee has taken into consideration the
Charfty Commission's guidance on public benefit.
Day to day administration of the Charity is undertaken by the Fundraising Departrnenl of Blackpool
Teaching Hospitals NHS Foundation Trust and the initial point of contact {and Charlty Commission
correspondent) is the Trust's Head of Financial Services.

Purposes Fund Spendlng Is in accordance with the four spending priorilles 8el out in the Charitable Fund8
Policy and in accordance wllh donor w18ho8.
The Charty stts beneath the Trust and the Trust Is consldered the sole related party of the Charity Any
related party Iransaclions between the Foundation Trust and the Charity are disclosed in th8 fSnancial
statements.
To provide assur8nce that apwoprlate standards of management and g0vema￿e are malnlained an
independent advisory body has been commissioned lo undertake a review. The resullanl
recommendalions wlll be overseen by the Trust's Audit Commlttee.
As al the 31 March 2023, the Charity comprised of 37 individual funds and these are listed on our
summary ￿gIStratIOn on the Charity Commission web8118 l￿w.Char1ty-C0mM1SSIon.gOv.ukI. Where
there 1$ a balance at the end of the period, these are disclosed in Not8 12.
Charitable fund8 received by the Charity are ￿Cepted, held and administered as furKls and property
held on trust for purposes relating lo the health service, in aCC￿danC& wlh th6 National Health Service
Act 1977 and the National Health SeNlce and Communty Care Act 1990. These fund8 are held on trust
by the Corporate Truslea body.
The use of our ￿ndS is restricted by the Charity's governing document. which established the Charity

wilhln their aree, oversee the lunds. Once these recommendations are agreed the funds can be

Commission approved the use of a working name, Blue Skies Hospitals Fund. In 2007. The funds are held
on trust by Blackpool Teaching Hospitals NHS Foundation Trust as a corporate body. 11 has existed in its
presènt form slnce 2003. The Trust. as a Corporate Trustee. is managed by a Board of Dlreclors.

Teaching Hospitals NHS Foundation Trust. The registered office is given on page 8.
