and needing fwd banks and fuel vouchers. Average financial gains per client have significantly increased Dver 2022, partty reflecting the
increased level of issues clients were facing. On occaslons in 2023 we were re￿IVing over 20 referrals a day, and we saw increases in
cases of safeguardin& people feellng domèstic abuse and people in emergency homelessness situations. Complex caseworl

Most of our cllents in 2023 had debt Issues and, as with the previous year. they continued to experience hish levels of anxiety and
stress. exacert)ated by complexlties of their case5, housing concerns. people feeling suicidal and safeguardlng Issues. All of this
¢ontributed to the severity of their mental health challenges. The uplift lout of tenlls a relatlvely hlgh Increase and indicates the people
we help fell the service had made a dlfference to them.
BCVS performance and activities continued to build in 2023, when we..
Engaged and 5UPPOrted Leeds City Council with the Household Support Scheme and Enerbry Redress by distriblrting over £92,700 in
food and fvel Vouchers and wider essentials to vul￿rable people. Knowing that familie5 could stsy warrn for longer and fted their
chilijren was rewarding for all our stsff, who quite reBularly went more than the extra mile to help people.
Provlded popup outreach Services at Post-offices in Leeds.
Provided a Debt Relief Order service, which contributed to the payment of Debt Relief Orders for those who qualified.
EnBaged with Local Councillors and created a direct pathway for them to refer to the Money Buddy services.

One of our mlssions is to get to the root cause of poverty, deprivation and isolation, and 8ddr888 It. Our Money Budd168 and
Benefit Buddies outreach services are 211 face to f8C8 and demand for hélp often exceeds our capgcity. Our debt alfvicè seNices
8r8 delivered by face-to-face. telephone or digital options depending on what people accessing the service want or neeL1. We
found thatfinancial phobia is on the incre55e and after supportfrom our Money Buddles, Benefit Buddies 8nd Debt Advisers. the
peopLe we helped yvere reporting they were experiencing less stress and anxiety, and were feeling less suicidal. where the root
cause of their problern5 was theirfin8nci81 circurn5tances before they sought help from us. Our being able to providg solutions to
the problems that people were presenting with. had 8 huge ￿sitIve impact and peop18 told u5 they were more optimistic for the
future which we noted from Dur clientfeedback records.
Our website was developed 80 that it can be read in m8ny different languages. 8nd we can be 8ccessed vi8 tel8phone. face to
face eppointment. Microsoft Teams virtual meeting, email. post 8nd tace-to-face drop-in as well as using the website contact
forms. We have a diverse st8ff that can speak many different languages and we also havè access to Language Line for Maps
funded cases.

ontribute to tha city's 5tr8tegic 8pproach In th8 allevigtion of debtand poverty. For example. we ch8ired the ciwlde Leeds Debt
Forum in November 2023. whlch brings multiple organis8tions together to act as 8 voice for the vulner8ble 8nd tho8è in poverty.
We regularly had a pr886nce gt Lgeds Clty Council's Financiol Inclusion St8ering Group's quart8rly meetings, which guide the
Councll's dlrectlon and priorities. In addition we chaiT the Leed8 and West Yorkshir8 Debt Advlce Nemrk, a renowned pressure
group. which brings front Ilne debt advisers together 80 they Can eoLi8borate wlth each other in mangging demand for seNices as
weil as working wlth the Local Authority in tockilng debt. povèrty and Isol8tton.

Throughout 2023 we co118t8d case studies where we fett that therè was soclal Inlustlca, and we used social media and contscts
with our local MP8 to C8mpaign for change, W8 workad closely wlth AdvlceUK and Citizens Advlce on their c8mpalgns for chang8
and we worked closely wlth We Are Debt Advisors, who aL80 C8mp8igned for change when it c£mè to fundSng debt athice. Wè
contlnued to have 8 good relationship with thè local MPS. who would often touch base wlth us to leorn from what W8 W8rè seèing
8t ground roots level. as well as work closely wfth our partners in Leeds who were seeing simSlar188ue8. In 2023 wè took part In
programmes of a lew national media outlets, Including You and Yours on Radio 2, to help g8t the message across of the social
Inlustrce that pèoplè we helped were Seeing, os the cost-of-lwingcrisiswas hitting all our cllents very hard.
Th8 quality of advice and support we provide is what we take great pride in. Hamng developed a nation818w8rd-winningfinancial
capability project in Money Buddies. working with local and national politicians to imprDve the lives of the vulnerable and in crrsis

In 2023 as we had just about recovered from the impact of the 202012021 pandemlc and services were now fully resumed throughout
Leeils, with the Benefit Buddles service in full 5wlngt our debt advlce service contlnued to be delivered both face-to-lace and over the
telephone, wlth only the odd servicè not runnln8 because of covid. However, following the pandemic the cost-of-living crisls hot hard
with more people presentlng wlth deflclt budgets and stlll needing the face-tTrface debt advlce services. C35es remalned more complex
to manage than prlor to the pandemit, as the country was heading for ? recesslon and even more safeguardlng Issues presented
them5elve5. Houslng and homele5sne55 Issues were on the rise, and more people presented wlth sulcldal thoughts and slgnificant
mentsl health challenge5. All of thls also impacted on the staff dellverln8 the service5.
We were able to offer both fuel and food vouchers to our dlents wlth not enou8h money to Ilve on throuBh other projects (such as
Household Support Fund and the last of Energy Savlngs Trustl, although this had a s￿Ificant impact on the amount of work needing to
be done In relatlon to admini5tratlon of the varlous projects.
In the early part of 2023 we had a waiting Ilst of up to 140 people, because all advSce services in Leeds were overvlhelmed and clients
inslsted that they Stayed en our waitlng Ilst despite kr•)wing it would be some tlme before they could be seen. Durlng 2023 we took the
declslon to close the waltlng11st and book appointments ts¥o weeks in advance, whlch was conslstent with what our colleagues workinB
for other seNices were dolng In Leeds. Through the Leeds and West Yorkshire Debt Advlce Network all front-line money advisers had
built up a good working relationship with each other and we were able to collaborate on sharing the workload when we were
oversubscrlbed. This arrangement worked very well and helped us all manaBe the demand on our seNl¢es.
We stsrted the year wlth 20 member5 of staff, 3nd thls soon Increased to 23. We malntsined that stsffing level and In addition to havlng
one long stsndlng Money Buddy volunteer, we also had two other volunteers to WO￿ alon8side Money Buddles and Benefit Buddle> By
the end of December 2023 we were dellverlnÉ services in 33 sltes across Leed5, a5 well as rernotely over the phone and from the central
hub.
We are stlll Short of space at the central hub where we are based, and the stsff remain worklng In a rots so as to manage numbers In
the bulldlng. Even though we were through the pandemic, we also stlll had preventative measures In place Ilncludlng risk assessments)
to protect staff and people accesslng the service. Hybrid workin8 and the use of digital technology has become the new normal for stsff
whilst we find larger appropriate prernise5.
All prolects continued to over-perform In relation to the number of pecfjle that we We￿ expected to help. In addltson to the
exceptional performance on quantity, the last quallty a￿lIt of our debt advice servlce In December 2023 evidenced we were meeting
93% on our quality of advlce, which is over targeL
The Money and Pensions Servlce IMaPSI funding Continued to be a challenge, even though there was confirmation of fundlng for debt
advice services commencln8 from 1st February 2023 for 26 months. The funding level remaSned the same meanlnB a IO% cut In real
tem)s. as salaries and costs had Increased in line wlth Inflatlon. It did not provide etwugh to fully cover stsff 5alarle5 ?nd we had to fund
some of thls from our reserwes. We were fortunate to be able to do this in 2023, and we lost no MaPS funded advlser hour4 but thlsls a
challenge to continue doing as our unrestricted reserves are limited.
We continLted to use social media, includlng tskln8 part in interviews on varlous natlonal and local TV news programme5, plu5 attended
and supporteil the We Are Debt Advlsers campaign group, AdVI￿vK meetlnBs and Maps Advlsory Groups with a view to try and
influence positive changes to the MaPS contrart. We also met regularty with MaPS to tslk about the fundin8 challenges that the
contract wa5 presenting, especially around the fact It was not er￿ugh to pay for all the salarie5 to run the project. Whilst some of thls
work prove(I beneficial and some pre55ure was taken off the extensive quality of advice measures and revlews, the impact on the new
contract wasrft as mueh as we would Ilke to have seen. Fundingfor the debt advice Sector contlnues to be a concern.
As the MaPS fvndlng had so many challenges over the past few years, many debt advisers left the sertor. On one of our retruitment
drlves for debt advisets, we saw no application5 at all for the debt advlser role. Through the natlonal meetlng groups that we attended
we learned that th15 was in line with what other or8anlsatlons in the sector were facln& both locally and natlonally.

Benefit Buddie5 was in Its final year of the BIB Lottery fundlnL whlch we were able to extend by three months untll the end of
November 2023. This 15 a prolect that wa5 in a great deal of demand, which we We￿ able to support with dedicated volunteers as well
a5 pald staff. The project wa5 very successful, making a huge impact on people's live5 wlth significant financial gains. In comparison to
the Money Buddie5 project the Benefit Buddies project was relatively small but wtth big L)Utcomes. At the end of the project in
November 2023 the performance of thi5 project was at 150% of ta￿et. We managed to retain the full staff team within the
organisation. including some redeploymenL
Money Buddies. main Leeds City Council project funding changed during 2023. as it moved from Area Committee funding to grarrt
fiJr¥Jing from Leeds City Council. Some of the Area CommSttee Money Buddy services were front-loaded financially by BCP. The move to
central council gtant funding Éave us more Stability for the main Money Buddy project, which was needed, however, the funding was
only for one year (until the end of March 20241. Thi5 meant that we were still having to fundraise for the main Money Buddy project
year on year. In terms of performance, all the Money Buddy funded projects ex￿￿ed their targets, with the Trussell Tmst fvnded
Money Buddy projert endin8 the year at over 198% of target.
Money Buddy tralning was revamped in 2023. expandSng frorn a two-day tralning course to a four-day tralnlng course. The revamp of
the training meant that we could go Into more detsil, incorporating prlnclples and value5 more, and cornplimenting It wlth a training
k￿klet and homework. Feedback on the trainin8 wa5 that It was very good, and It covered 311 the attien5 a Money Buddy wa5 required
to tske. We had recruited a Training and Development Manager who oversaw all the tralning of the staff and volunteer5 in 2023 and
who delfvered the Money Buddy trainin8 face to face.
FINANCIAL REVIEW
The financial ststements comply wlth the Companles Att and the Ststement of Recommended Practlce on Account1￿ by Charlttes and
the condition5 In the Companvs Memorandum and Articles of Association. The movement In funds is shown on the Ststsment of
Financlal A(￿vItIeS on page 11.
The charity's total Income for the financlal year was £886WJ912022- £1,122.4681. Total expendlture was £1,022,20412022- £869.3231
resulting In a deficit for the year of £135,30512022 yielded a surplus of £253,145).
The charity continued to face the challenge5 of 5ecurln8 long term and more general funding. We continue to work towards diversifying
our fundin& so that we are not totally reliant on one source of funding, but the demand for funding has increased across the advice
sector and fundin8 available 15 unfortunately limited. Redurtion5 in over311 fvnding secured as at the end of 2023 meant the charlty
madè the dlfficult decision to restructure in early 2024 $0 the charity could continue and funded services were maintained.

The company 15 ￿gIStered as a charity under The Charlties Att 2011 and Is Bovemed by its Memorandum and Artlcles of Association as
amended by spedal resolutlons on 29th September 1995, 11th April 2011 and AprS12018. A revlew gf the Artlcles to ensure they
continue to meet the needs of the charity is nearlng completion. This has not resulted in significant changes belng proposed to the
framewo￿, but some artlcles have been clarlfled and terminology updated.
The members of the charlty are the current Trustees as named on the Referen￿ and Administrative Detslls page. The maximum ￿abilIty
of each member is limlted to £1.

At the start of the reporting period. Bunnantofts Community Projects was holdlng £1.652 on behalf of the Leeds Debt Forum in the
Ebor Garden5 Advice Centre bank account, Previously these funds were not InclLKled in the accounts. It was declded that Burmantofts
Community Projects will now tske control of these ftjnds to distribute, so these funds have been transferred from the amount held as
an a8ent and recognised as restrlcted funds. The Inrtial absorptionls reco8nised as a donation.
At the year*nd, £309 was held on behalf of two clients whlch was grant fundlng to meet the needs of two Indfvi(luals. These funds
are also not Included in these accounts.
