The Trustees present their report and the flnancial statements for the year ended 31 December 2023.
The flnanclal statements have been prepared in accordance with the accounting policies Specified in
the Charitrfs trust deed, the Charitles Act 2011 and the Statement of Recommended Practice:
Accounting and Reporting by Charlties {FRS 10212015.
Legal and Administrative Information
Bethesda Eventide Homes, Ipswich is a trust created by a deed dated 25 October 1995. The Trustees
set out below held office durin8 the financial year and to the date of thi5 report unless otherwise

At the end of the flnanclal year131 December 2023) there were seven Trustees.
The mlsslon of the Homes is an extenslon of the Care mlnlstry of the 8ethesda Baptlst Church, Ipswlch
but there is no direct organisatSonal or financlal relatlonship between the two charltles, except that
by tradltlon all trustees have been members of the Church.
Object
Bethesda Eventlde Homes (the "Homes" or the "CharStf) provides hlgh quallty resSdentlal care to the
elderly In an envlronment where Indlvlduals are encouraged to retaln thelr own Identlties and the
lifestyle of their choice accordin8 to their physlcal and mental capabllities. The actlvltie5 of the Home5
are carried out at the address of the Homes.
Our objectlves are the relief of the elderly by providing and rnaintaining a residential or convales￿nt
care within an environment to benefit those elderly Chrlstlan persons who are In necessltous
clrcumstance
Organisation
The Trustees have a collectlve respon51bilty for all of the CharitVs assets. ￿s1deftts, staff and to satisfy
the requirements of the Trust Deed.
The Trustees maintain an active responsibility for the secretarial and financial management of the
Homes and oversee the social and maintenance activities, and the recruitrnent of Management staff.
Ouring the year Trustees and three senlor members of staff have met formally on a regular basis to
revlew and address flThanclal and operatlonal matters.
The Charlty Is a member of the Suffolk Association of Independent Care Provlders CSAICP) and
Community Action Suffolk. Contact with the Care Quality Commission ICQC) and Suffolk County
Countll Adult Community Services is maintained where assistsnce and advice can be sought by the
Manager and Trustees rf needed.

Transactions with related parties

Activities during the course of the financial year
The Trustees have complied with the duty in Section 17 of the Charities Act 2011 to have due regard
to public beneflt 8uidance1s5ued by the Commlssion.
It has becorne apparent, due to the rapldly Sncreasins cost of livln& that the disparity between councll
support and our fees means that we are no lon8er able to support purely councll funded residents
wlthout a thlrd party top up agreement In place.
Residents
Durlng the year 10 resldents passed away. The Homes are reglstered to provlde care for up to 27
residents and at the end of the year there were no unoccupled homes and there was a total of 26
residents. One Home is designated as a double but at the yearend the room was occupied by a slngle
resldent. The Homes continue to welcome residents requSrlng speclallst care Includlng provldlng
Increaslng support for Indlvlduals Ilvlng wlth dementla.
A programme of soclal events Is organlsed by the staff, A5 a Chrfstian Charlty, the resldents, spirltual
care is consldered of vltal Importance and re8ular devotional times and Holy Cornmunion were
organised throughout the year. The Trustees and other member5 of Bethesda Baptist Church, Ipswich
and other local churches, provides spSritual support to IndNidual residents,
The care of our residents contlnues to be the priorkty and everything possible is done to provlde them
wlth everythln8 they need day by day. A close relatlonshlp exlsts between the Homes, staff and
residents, families and next of kin to aid this objective.

The Management Stnjcture Is under constant revlew to keep up wrth the changin8 requlrements of
the Home and Its resldents constantty chan8ing needs.

On average durlng the year 67 staff, many of them part tlme workers, were employed at any one tlme.
The staff requirement at a particular time 15 dependent on the overall care needs of our residents but
the effect of a stable workforce 15 very much to the residents benefit in ensuring a continulty of care
and good relationshlp between the staff and residents. Staff trainin8 Ss a vitally important a5pert in
providing good care and with the intske of residents living with dementia, a considerable amount of
5pec5al training continues to be Provided to staff.
At the end of the financial year 55% of our care staff were qual"rfled to NVOIQCF Level 2 or above, all
new care staff complete the Care Certificate.
Staff related costs accounted for approximately 75% of expenditure.
Pay pollry for senlor Stsff (Key management personnel)
This is reviewed annually with reference to appropriate indices. The annual appralsal systern for Senior
management Includes performance objectlves that are utllised In pay revlews.
Volunteers
All Trustees have specific responsibilitSes and duties relating to the operation of the Homes, which are
carrled out on a voluntary basls. Trustees are usually recruited and appointed from the fellowshlp at
Bethesda Bapt15t Church and are recrulted accordln8 to thelr sklll set. There should be at least three
Trustees and all new Trustee5 a￿ appointed by a resolution of the Trustees carried by 75% votes
followin8 a Special Meetin8 of Trustees.
Newly appointed Trustees are subject to an induction process. whlch includes spending time with the
Managers, so they are aware af the operational policies and procedures adopted wlthln the Homes.
They are also advlsed of thelr responslbllltles under the Trust Deed In respect of the flnanclal and
organlsational responsibllitles. New Trustees recelve a copy of the Trust Deed and latest Annual
Report and have acces5 to other Trustees for guidan￿ and advSce.
There are many people who are not Trustees, particularly frorn Bethesda Baptist Church. Ipswich and
other local churches, who regularly contribute to social and splrltual actlvltles on a voluntary ba515.
The substsntlal number of hours glven by these people contlnues to have a significant beneflclal
Impact on the Homes financlal situation. All volunteers involved with the Homes residents, are the
subject of an enhanced level Dlsclosure and Barring servi￿ dlsclosure. Volunteers are known to the
Mana8ers and where necessary will be briefed by them re8ardin8 their role and Its Impact on the
Homes generally.
Building maintenance
Durlng the year routine repairs, renewals and decoration5 were carried out to maintain the standard
of the Homes with many homes being decorated and new flooring laid. trtems that were capitallsed
amounted to £lllk and included a full kitchen refurblshment with uprated electrical wirln8 and
electrlc range oven and stearn oven and a new double glazed kltchen door / window unlt to matth
windows that were rePla￿d in prevlous years. A fire rated storage cupboard was Constructed in the
lower ground floor extension. Additionally. a number of fire doors were upgraded and the new fire
door inspection certification was awarded. The dinin8 r(￿rn tables were replaced to create a more
usable and soclal dlnlng experience and a defibrlllator machSne was Installed at the Home.

Financial review
The Homes completed the year with a surplus of £110,628. Due to inflation forecasts of over IO% and
Increasingly higher costs, care fees were increased by IO% in April 2023. Employees were awarded a
IO% pay increase in April 2023 to ensure that we were above the National Lrving wage of £10.42 whlch
Increased In April while still maintainlng the dlfferentlals between the varlous pay grades. Capltal
expenditure reached a total of £111,425, wFth a new kitchen refurbishment totalling nearly £52k. a
new platfom) lift £16k, Initlal pergola costs £8k and a new window in one of the Homes £4k.
Going concern
The Trustees have wn51dered the financlal posltlon of the Charlty and wlth the resldents and staff all
benefitting from vaccines and boosters, it has enjoyed a lon8 period without any seriou5 impact from
cov1￿19 and expects this to continue.
The Trustees are confldent that the Charity remalns vlable as a goln8 concern. OUT going concern
a55e55ment is further described In the Notes to the Accounts.
Reserves Policy
At the end of the year the total amount of funds held amounted to £1,622,043. Thls comprlsed of
tan8lble flxed assets, free reserve funds. deslgnated funds and restricted funds.
A level of reserves Is beneficlal In order to fund any future Capital expenditure. to cover plar)ned
repairs and renewals and to glve the Chadty reslllence agaln5t unexpected adverse events. The
Trustees alm to retsln a Free Reserve fund of 4 months expendlture and as at 31 December 2023. the
Free Funds amounted to £370,196 which represented 3.1 morrths expendlture.
The amount of desl8nated funds amunted to £84,597. These funds are used for short to medium
term expenditure and each year conslderatlon Is 8Sven by the Trustees to addlng to these funds. Thls
reserye should be malntained to cover unforeseen ernergency expenditure.
The balance of the Charivs funds Is the totsl value of flxed assets whlch amounted to £1,167,250
Investment Policy
The CharFty takes a low-risk approach to Investment, preferrSn8 to malntaln 8reater securlty of fund5,
where matching its cash needs are more important than generating profit.
Plans for the future
The Charity alm5 to contlnue to operate the Homes. malntalnln8 and Impmln8 the facllltles whllst
being aware of the ever-increasln8 livinB costs.
Information on fundraising practices
The Charlty does not undertake fundraislng artivlties. Additlonally:
The Charlty does not have any third-party fundraisers actin8 on its behalf.
It Is not bound by any voluntsry scheme or standard for regulating fundraising.
It has not received any complaints about its fundralslng actlvity over the last year.
The Charity has a complaints procedure and would review and learn from any complaints if
they were received.

Risk Assessment
The Trustees continue to rnonltorthe factors which can have a seriou5 detrimental effect on the future
viability of the Charlty. The Care Act 2014 continues to have a 5i8nlficant impact on the provlsion of
all Health and Social Care and the Trustees will be closely monitorin8 any future developments which
may lrnpact on the future viability of the Homes.
It has been the Charity's experience that the average age at which people are taking up residency
continues to increase along with the health complicatlons that accornpany advanclng years. The
pre55ure on staff resources continues to rlse along with the cost of funding the care required. Income
from resident5 who qualify for %xial fundin8 from Suffolk County Council continues to be
unrealistically low, despite Continuing representations to Suffolk County Council. This is why the
Charlty is no longer able to take council funded resldents without a third party top up to full fees.
As a Chrlstian Charlty we belleve we should provlde care for all sn need and not Just those who have
the financial means to pay the normal fee rates, however new ￿SidentS upon acceptance into the
Homes are now a(fvised that should council fundin8 be required they will be required to have a thlrd
party top up in place in order to continue to pay the care fees in full. This15 now required to ensure
that the total care fee Income remalns at a level whlch enables us to remaln fftnanclally vlable.
Durlng 2022, the Home undertook a complete revlew of the cate8orles of care In Ilght of the Increaslng
d5fferentes in the level of care requlred for resldents who Ilve with dementia, as opposed to those
who do not. Full account has been taken of the physical support needs and as a result the Homes now
have slx categorie5 of care three for residentlal care and three for dementia care residence, during
2023 these new categorie5 were workin8 well and represented a truer reflettion of the cost of
provldin8 such care.

Trustees, responsibilities in relation to the financial staternents
The trustees are responsible for preparing the Annual Report and the financial ststements in
accordance with applicable13w and regulations.
The law applicable to charities in En8land & Wales requlres the trustees to prepare financial
statements for each financial year in accordance with United Kingdorn Generally Accepted
Accounting Practice (United Kingdom Accounting Standards and applicable law), The
trustees must not approve the financial statements unless they are satisfied that they 8ive a
true and falr view of the state of affairs of the charity and of the incomin8 resources and
application of resources, includin8 the income and expenditure, of the charity for that
period.
In preparlng these flnanclal statements, the trustees are requlred to:
select suitable accounting pollcies and apply them consistentlv;
observe the methods and prlnclples Sn the Charities SORP,.
make judgments and accounting estimates that are reasonable and prudent;
state whether applicable UK Accounting Standards have been followed, subject to
any material departures dlsclosed and explained In the financial statements.
prepare the financial statements on the going concern basis unless it Is inapproprlate
to presume that the charity will continue to operate.
The trustees are responslble for keepln8 sufficient accountln8 records that di5dose with
reasonable accuracy at any tlme the financlal posltlon of the charlty and enable them to
ensure that the flnanclal statements comply with the Charlties Act 2011, the Charfty
(Accounts and Reports) Regulatlons 2008 and the provlslons of the trust deed. They are also
responslble for safeguarding the assets of the charlty and hence for taking reasonable steps
for the prevention and detection of fraud and other irregularities.
Auditor
On 28 March 2024 our auditor, S8 Audit LLP. merged with Sumer Audltco Limited.
Accordingly SB Audit LLP formally resigned as the as the Charivs auditor with the Trustees
duly appointing Sumer Auditco Limited to fill the vacancy arlsln8.
The Trustees review the appointment of the auditor annually.

We have audlted the flnanclal statements of Bethesda Eventlde Homes (the 'Charlty') for
the year ended 31 December 2023 which comprlse of the Statement of Financial Activlties,
the Balance Sheet, Cash Flow and the related notes, including a summary of significant
accounting pollcies. The flnancial reporting framework that has been applied in their
preparatlon is applicable law and United Kingdom Accounting Standards, including Financial
Reporting Standard 102 The Financlal Reporting Standard applicable in the UK and Republic
of Ireland, (Unlted Klngdom Generally Accepted Accountln8 Practlce).
In our opinion, the financial statements:

We are Independent of the Charlty In accordance with the ethical requirements that are
relevant to our audit of the financial statements in the United Kingdom, Includin8 the
Flnancial Reporting Councll's Ethlcal Standard, and we have fulfllled our other ethlcal
responsSbllltle5 In accordance with these requirements. We believe that the audit evldence
we have obtainedls sufflclent and appropriate to provlde a basis for our opSnlon.
Concluslons relating to going concern
In auditing the financial statement5. we have concluded that the Trustees, use of the golng
concern basis of accounting in the preparation of the financial statements is appropriate.
Based on the work we have performed, we have not identified any material uncertainties
relatlng to events or conditions that, individually or collectively, may cast significant doubt on
the Charity's ability to continue as a going concern for a period of at least twelve months from
when the financial statements are authorised for issue.

We have been appointed as audltor under sertion 144 of the Charitles Act 2011 and report In

desi8n procedures in line with our responsibilitles, outlined above, to detect material
misstatements in respectof irregularities, includingfraud. The extent to which our procedures
are capable of detecting irregularltles, Including fraud is detalled below:
We identlfled areas of laws and re8ulatlons that could reasonably be expected to have a
materlal effect on the financial statements from our general charitable or8anlsation
experience and through di5CU55ions and enquirle5 of Trustees and management. During the
engagement team brieflng, the outcomes of these discussions were shared w5th the team, as
well as consideratlon as to where and how fraud may occur In the Charlty.
The following laws and regulatlons were identified as being of significance to the Charity:

management and those charged with governance as to whether the Charity complies wlth
