The trustees present their annual report and finandal statements for the y8ar ended 31 March 2025.
The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the
financial statèments and compty with the charity's govemlng document. the Companies Act 2006 and
"Accounting and Reporting by Chartties." Statement of Recommended Practice applicable to charities preparing

Our main focus and achlevement has been to secure new buslness to dellver Carer support s8Dilces
8nd continually adapting the delivery of our exlsting services to meet the n88ds of our service users and
satisfy the exp8Ctations of our commissioners and funders. Thls has result8d not only in the retentlon of
our ICA 8eNices that were ￿ tend8rad durlng the year but additionally the award of two new conlracts-
firstly the Stockton ICA contract and secondly th8 brand new Gateshead All Carers contract dellverfng
Carer support to all ages across Gateshead.
All of the charity's services hav8 continued to perform w811 during 2024125 not only meeting the needs of
our stakeholders and receiving excellent feedback but also performing well financially against budgets.
Tr•lnlng
The Tralnlng Department contlnued to operate 8 flexlble approach to the dellvery of Advocacy cours8s.
Providing 18arners with a ¢hoi¢e of either online or face to face training. In addition. a number of
bespoke workshops were dev8lop6d and dellvered to meet the needs of our leamers.
The department continues to meet all City & Guilds requirements and remains an approved centre of
a￿reditatIon.
The Virtual Learning Environment (VLE) was also further developed to update and Improve conlent and
improve user experience. The devebpment of the VLE is a continuous process. Courses avallable
during 2024 -2025 includ8d'.

Tha Carers Hub
Delivering support to all Adult unpaid ¢arers across Nottinghamshlre and Nottingham City. The Hub
provides a fr8e and Confidential service, providlng infomation advice. signposting and support to Ca￿rS
and provides an opportunlty to meet other carers through groups helping to reduce isolation and
loneliness.
Independent Complolnts Advocacy IICA)
Our NHS Independent Complalnts Advocacy service continues to perform very strongly across the
North East of England covering five individual Local Authority areas: North Tyn8side. South Tyneside,
Newcastle, Darlington and County Durham and addrtionally successfulty tendered for a new contract to
deliver the seNicè across Stockton. During the year the Newcastle contract came to th8 end of lis
contract. The ICA service holds the Quality Perfomianc8 Mark (QPM) in advocacy.
Quallty Standard In Carer Support (oscs)
Continued dellvery of Carers Federation QSCS to 30 colleges across the country. In addltlon, smaller funding
was secured during the year to dellver the QSCS to multiple primary schools across the Nottingham area.
Individual accredltations w8r8 also delivered to independent schools and colleges. The accredltation aims to
improve 2nd evidence the support carers In education can access to enable carers to continue with their sludies
and has a broad crlteria covering areas such as having a Carers Lead, staff training, providing Infom8tion and
slgnposting, offering flexible working or maklng reasonable adjustments for carers and ensuring the organisation
has eslablished and con8iSt8nt policies and processes to 8UPPOrt carers, employees or learners. Further
d8velopm8nl of the standard is an ongolng process to ensure new legislation is included and fully up to date.

2024r25 w88 another chall8nging but positive year for Carers Fedèration Limited where reduclng the
operating deficit was a key priority.
Opportunities to generate new income Streams In Ilne wlth the organls8tlon's Income Generatlon
strategy hav8 been selzed where possible throughotrt the year along with 8n$uring efficiencies are
Identlfied in all aspects of delivery. The main financial aim of the organisation has continued to be
addressing and reducing the operating deficit.
The Carers Federation Llmlted reported an operating surplus for the year end8d 31st March 2025 of
£311.555 (2024: deficit £76,906).
A150 recognlsed during the period were actuarial gains on the Nottinghamshire County Council defined
benefit pension scheme of £954,000 (2024: £766,000).
Finally, a gain on revaluation of the bulldlng was recognised during the period of £41,287 (2024.. £nil)
Net assets of Carers Federation Llmlted at the 31 st Marth 2025 were £3,141,557 (2024: £1,834.735).

The principal fundlng Sources for Carers Federatlon Ltd are ¢urr8ntly income from grants. National
Lottery. and service funding agreements with multiple local authorltles and 10¢81 academies. The
contractual income and grant funding received from thase sources is used by Carers Federatlon Limited
to provide Carers support, Advocacy and Training services that match the objectives of Carers
Federation Limited.
Fundlng sources Socurnd durlng the year
Durlng the period ended 31BI March 2025 Carers Federation Limited was able to negotiate seDIic8
funding agreements as follows..
Contrad Fundlng arrangements were exlended for a further period with Northeast Local Authorities
to continue the delivery of th8 Independent Complaints Advocacy Service for be￿een 12 months
and uy to 3 years (dependent on individual contract). Induding the award of the new contract from
Stockton Local Authority.
Contract Funding arrang8ments were agreed wtth Gateshead Councll to deliver the new Carers
Connected Servlce for lh8 next 3 years.
Small amounts of new restricted funding were secured from verlous sources to support the delivery of
seNlces to Carers, these included, Caregivers Conneded Gat8sh8ad Funds, C8rers Wellbeing Fund &
Gateshead Young Carers Coun8elling.

At 31st March 2025 Carer8 Federation Llmited held restricted funds totaling £83,680 (2024: £9,771).
This amount 18 made up of funds provided to Carars Federation Limited for use by speclflc seNices to
dellver specific time-bound outcom88. These funds are not available to the Board of Trustees for
fulfilment of general charitable objectives.
The level of unrèstrlcted reserves held by Carers Federatlon Limited at the 31st March 2025 was
£3,077,877 (2024.. £1,824,984) Unr88trlcted funds not invested in tanglble fixed assets wert £2,483,788
12024,, £1,261,209).
Unrestrlcted reseNe8 are held by Carers Federatlon Llmited In order to mitlgate agalnst future expected
reductions in contracvgrant income and to provide continuty in the central business functions of the
organisats'on. The charity's Reserves Policy is to hold at leasl six Tnonths, expendltur8 within the balance
of Net Current Ass8t8 attrlbutable to Unrestricted Funds, whlGh amounts to £945.766 in 2024125. Total
{12 months) unrestricted expenditure In 2024125 amounted to £1.253,108. Therefore, the Trustees
consider that they have fulfilled the charity's Reserves Pollcy requirements at the currant time, and have
SLrffiLi8nt reserves to cover expected increases in expenditure ovar th8 next few years.,
Flnonclal effect of $lgnlfl¢ant events
City & Guilds wrf(hdrawal of their level 2 In Advocacy qualffication (wlthout notice) in October 2024
negatively impacted projected incomè of the Training department. However, th8 development of a new
Carers Federation qualification has was completed in the second half of the year and can be offered to
learners as an alternative. This did not negatively Impact the organizalion's reserves but did reduce
forecast income for the year.
Winning the Gateshead All Carers contract fvnding agr88ment alongside the ongoing delivery of
Nottinghamshire County and Nottingham Clty Carers Hub funding agr88ment has PQSitivety impacted
on the future sustainability of the org8nisation.

Impact of a penslon asset ari•lng from the definèd ￿nefft penslon scheme
The surplus presented as al 31 March 2025 of £1,538.000 (2024.. £553,000) has been calculated to meet the
requirements of FRS102. FRS102 ￿qUireS the use of a prescribed discount rate based on corporate bond yields,
which can be very volatile.
Contributron5 to the Nottlnghamshire County Council LGPS Fund ar8 set at ea¢h triennial valualion of
the Fund, based on a discount rate derived from assumptions about future retums from Ihe Fund's
investment strategy, whlch results in a much lower valuation of liabllltles than a discount rate based on
corporate bond yields and consequently a smaller deficit. Therefore, the FRS102 deflcAt has no direct
bearing on the contributlons pald to the Nottinghamshire Local Government Pension Scheme.
Plans lor futurn P8rlod8
In response to the c￿MpleX financlal landscape the Board of Trustees develop8d a robust &year
strategy early In 2025, to reflect th8 market position and funding landscape. The strategy Included
revised Income Generation strategy considaring ihe successes within the year and a continued
proactive approach to take the organisation forward into a strong financial position over the next five
years.
The strategy has been developed to stablllse and stop the current annual operating loss. It also
identifies key prlorliy areas of intended seNice delivery and provld8s a clear direction for new inltlatlves
withln Carers Federation Limited.
In addition, the strategy has (and will continue) to:

The charity is built on a solid foundation of slgnlficant cash and property assets and is continuing to
develop sustainable income streams. This combined with an ongolng process of efficiency measui8S
should ensure that the organisation and its seNlces will flourish, evolve and grow.
Governlng Documont
The organisation is a charitable company limited by guarantee and is governed by a memorandum and
articles of association. In the event of the charity being wound up, the liability in respect of the
guarantee is limited to £1 per member of the Charlty.

Appolntment ol Truste08
The Board of Trustees is appointed by the charity members with trust88S S8tvlng for no set period and
retiring in rotation. The Articles provide for a maxlmum of sixteen members, induding Honorary
Members. At the end of each Annual General Meeting all the members of the Board of Trustees whose
period of ser4ice Is due to 8nd during the calendar year In which that annual general meetlng Is to be
hekl. Shall retire from office but they may be re-el8Cted or rfrappointed.
The chair of the Board is elècted by the twstee membership.
The Board of Trustees may delegate any of ts powers or the impl8m8ntatlon of its resolutions to
committ88S to facllitate effective operations.
Trustee Inductlon and Tralnlng
New members of the Board of Tru8tees undergo an induotion to brief them on thelr legal responsibilities
under charlty and company law, the content of the Memorandum and Artides of Association, the
commlttee and de¢i8ion making processes, and recent financial perfomiance of the charity, During the
induction they meet key employees and other members of the Board of Trustees. Members are
encouraged to attend appropriate training events Whe￿ these will a8SlSt them In dlscharging their duties
as tru8tee8.
Organlsatlon
The Board of Trustees holds monthly m88tlngs and at least iwo ordinary meetlngs each year al which
its members agree strategy and areas of adiwty for the charity including consideration of s6NIco
dellvery, investment, reserves and risk management policies.
The Charity tnjstees work in partnershlp wlth and oversee the Chief Executlve who Is responsible for
successful implementation of strategies set by the board and for ensuring that tha charity and tradlng
operations perform as directed by tha Board of Trustees.

appllcable in th8 UK and Republic of Ir8land {FRS 102) (effective 1 January 2019)" The charty a Public
Benefil Entity as defined by FRS 102.
The financial statements aré prepared in sterling, whi¢h is the funclional currency of the charlty. Monetary
amounts In these financlal statements are rounded to the nearest £.

1.2 Golng concorn
The trusta6s assess whether the use of going con¢em is appropriate, 1.8. whether there ara any malerial
uncertainlies related to events or condltions that may cast significant doubt on the ability ol the charitab18
company to contlnue as a going concern. The trustees make this assessment in respect of 8 period of at
least one year from the dale of 8Uthorlsatlon for issue of the accounts and have concluded Ihat the charlty
has adequate resources to continue in operational existence for the foreseeable future and there are no
m8terial uncertainties about the charty's ablllty to continue as a going concern. Thus they conts'nue to adopt
the going concem basis of accounting in preparing the accounts.
12 Charftable funds
Unrestricted funds are available for use at the discretion of tha trustees In furtherance of thelr charitable
objeclives.
Restricted funds are subject to specrfic condrtions by donors or grantors as to how they may be used. The
purposes and use8 of the restricted fund8 are set out in the notes to the financial stat8m8nts.

The cost of any unused holiday entitlement is recognised in the perltxl in whFch the employee's servlces are
received.
T8mination benefits are recognised immedialely as an expense when the charity is demonstrably committed
to temiinate the employment of an employee or to provide temiination beneffts.
1.8 Retlr•ment benefits
The cost of providing benefits under defined benefit plans is detennined separately for each plan using tha
projected unlt credlt method, and is based on actuarial advice.
The change in the net defined beneflt liability arising from employee seplice during the year is recognised as
an employee cost. The cost of plan introdudions, benefit changes, settlements and curtailments are
recognised as incurred.

Rentals payable under operating leases, including any18a88 Inc8ntlves received, are charged as an expense
on a straight line basis over the term of the relevant lease.
1.10 Pon•lon•
The company partlclpates In a multi employer defined b8n8fit scheme administered by Nottinghamshire
County Council (Nottinghamshire Admlsslon Agreement ETC Pension Fund). The amounts charged to
operating profit ar8 the current service costs and gains and losses on settlements and curtailments. They are
Included as part of staff costs. The int8r8st cost on the expectèd retum on assets are shown as a net amount
In oth8r financ6 costs or credlts adjacent to interest. Actuarial galns and losses are re¢ognisad immediately in
the statement of total recognised gains and k)sses.
The defined benefit scheme 15 funded, with the assets of Ihe scheme hèld $8paratety from those of the
company. Pension scheme assets are measured al fair value and liability are measured on an actuarial basls
using the projeded unil method. Ful acluarial valuations are obtained periodlcally and are updaled at each
balance sheet date. Thè most recent full aduarial valuatlon Is dated 31 Mar¢h 2024. This valuation has been
rolled forward using financial assumptions that comply with FRS 102. The r8sulting defined benefrt asset or
liablllty Is presented separately after other net assets on the fa¢e of the balance sheet.
The company operates a defined contribution penslon scheme for all qualifying employees. The assets of the
scheme are held separately from thos8 of the company in an independently administerèd fund. Payments to
the scheme are Charged as an expense as they fall due.

The Carers, Hub Seplice Donations was established to provlde enhanced support to young carers over and
above what is possible under the contract with Nottingham Cty Council. The fund balance consists of
restricted donatlons provided for this purpose.
Awards For All Is working in partnership with Ihree prlmary schools in deprived areas of Nottingham City to
identify and support hidden young carers (5-11 years). The project's alms to reduce, or improve, the caring
role of the young carer,18ssen isolation, and increas8 posslblllts-es to link with other young ￿ers. Outcomes
Include improved school attendance, educational attainment. and support with kéy Ilf8 transltlons.
Carers Hub is an opportunty for carers and various organisations to apply for fijnding toward setting up
Carers Groups in and around Nottingham and Nottlnghamshire.
Dlgltal Notts is to support carers who are digltally excluded to become trained by digital champions around
being able to access H8alth APPS and the NHS APP to improve thelr own wellbeing, alongside upskilling
around job searches applications etc.

Cost of living fund is to work with YC'S In Nottlngham8hlre to facilitate and provlde Nutrftlon and cookery
