The Trustees have pleasure in presenting their report and financial statements for the year ended 30 September 2021. The Trust's contact details and names of the Trustees are included in the Independent Examiner's report.

Trustees are responsible to ensure that the charity:

New trustees are elected by the existing trustees from the members of the church.

The Trustees have considered the Charity Commission's guidance on public benefit.

ACHIEVEMENTS AND PERFORMANCE

1) Preaching the Gospel of Jesus Christ

a) The church continued with the usual weekly Sunday services but with significant interruptions.

In November 2020 the UK Government prohibited public worship for a period of four weeks. During this second lockdown, all services were live-streamed from the Rector's home; the Rector delivered the Blessed Sacrament to members' homes for family or self-administration during live-streamed services. Once physical gathering resumed after the lockdown, the Sacrament continued to be offered to those isolating for health reasons.

The usual Christmas Eve, Ash Wednesday and Holy Week services were all cancelled because of health concerns and related issues, as were four Sunday services in December 2020 to January 2021.

b) Eating together after the service was suspended because of health restrictions but was eventually resumed as these were lifted.

c) The women's ministry, which had continued online during the previous period, stopped meeting after conflicting schedules resulting from changes during the first lockdown led to a significant decline in attendance.

d) The intercessors' group continued on a weekly basis through video calling. An additional group, also meeting online, was formed specifically to pray for the members' children.

e) Parish meetings resumed online, with low but slightly increasing attendance.

f) The Rector provided pastoral ministry to individuals as needs arose.

g) The annual Christmas party was cancelled because of health concerns.

h) Most of the small groups for Bible study, prayer and fellowship which resumed or began during the first lockdown, including participants in Edinburgh, Europe and the Philippines continued to meet on a monthly or weekly basis.

i) A 28-week online character development course for men attracted regular participation from three members of our sister churches in Estonia.

j) Some members stayed two nights at a local campsite at the end of May 2021 and a few others joined for fellowship and the Sunday service. They were also joined by another family from London whom they met during the weekend.

k) One of the young adult members participated in the diocesan online seminary and was mentored regularly by the Rector. Whilst this does not necessarily indicate future ordination, it is encouraging that anyone in this challenging environment has sufficient interest to undertake serious study in order to grow in understanding the faith and to be equipped for ministry.

l) The Rector continued to participate in prayer meetings with other church leaders from the Borough of Redbridge when not prevented from doing so by lockdowns and other factors.

m) The Rector on behalf of the church was a signatory to letters sent to the UK Government on behalf of a group of church leaders to uphold the freedom of worship.

2) Ministering to the needy in the community

a) £35 was raised for a general alms fund. As in the previous period, most of this fund was reserved for emergency use. b) £61 was raised and donated to victims of typhoons in the Philippines.

c) A tablet was purchased to assist a young adult member to participate in the diocesan online seminary.

Further details

Attendance finally began to recover in October 2020, three months after the first coronavirus lockdown had been lifted, despite some members isolating.

In November this recovery was interrupted by the UK Government prohibiting public worship for four weeks with the sanction of heavy fines, despite admitting a lack of scientific evidence for doing so. Such measures hinder the church's objectives as listed above and reports from other churches indicated that significant harm was caused to their members as a result of

being unable to gather to worship, maintain social relationships and receive necessary pastoral care. The Rector on behalf of the church was a signatory to a pre-action letter on behalf a group of church leaders challenging the legality of these measures (at no financial cost to the church).

We are thankful that this prohibition was not repeated during the third lockdown at the end of December. However, the combined effects of restrictions during all three lockdowns, public health advice from various sources, and general concerns about coronavirus, had a significant impact.

The first two services after the lockdown were poorly attended, and the next five, including Christmas Eve, were cancelled because of health concerns. Services resumed again in mid-January with very low attendance owing to concerns about coronavirus and travel and seasonal obstacles. As a result, the Ash Wednesday and Holy Week services were cancelled. There was a gradual but extremely slow recovery in attendance to almost 50% in July but this was followed by a slump in August as six members tested positive for coronavirus, leading to 3 families isolating.

The Rector on behalf of the church was a signatory to a letter to the UK Government on behalf of a group of church leaders opposing the possible imposition of compulsory vaccine passports as a condition for church attendance. Besides lacking scientific support, such measures could be regarded as discriminatory, potentially coercive, and as violating Christian conscience.

In December, the church accepted an unexpected and generous offer to rent from an Anglican church in Woodford Green at an affordable cost on a trial basis. In March, their bishop required a lengthy assessment process before this arrangement could continue with the likelihood of significantly increased costs.The church then accepted another generous offer to use the adjacent Scouts' Hut at a low rate. This has the advantages of its own kitchen and toilets and more storage space.

FINANCIAL REVIEW

Financial review

Income was again affected by lockdown measures but not as significantly as in the previous reporting period. We are thankful that several members began giving their usual donations electronically.

As always, the Trustees are grateful for the assistance of Gift Aid, which has proved particularly helpful with the challenges of the last two years.

Before the first lockdown in 2020 it had been agreed to reserve £15,000 as a building fund. It was encouraging to end a second accounting period with this fund still intact.

Outlook for the future

Beyond encouraging the more cautious members to gather physically again whilst continuing to minister to those who isolate, one of the first priorities is to restore a fuller expression of worship with more extensive participation of the members in ministry roles. There is an ongoing need to implement youth and children's ministries and men's and women's ministries in which parish members will engage and to encourage the younger adults to become more involved in the life of the church.

In order to minister more effectively and extensively it would be desirable to obtain the use of a building in a more visible location, with more storage space and greater flexibility as to times of availability and to increase the rental time. Savings could help to facilitate a future purchase with the assistance of international church funds. However, running and maintaining a building would require an increase in regular income, as would increasing rental hours at the venue from before the lockdown or renting one more fully suited to the church's needs.

The new venues used in this period are more visible than the previous two, but availability on Sundays is only for a specific three-hour slot in the afternoon. Storage in the present venue is better than the other venues in Woodford, but nevertheless limited.

The expansion of London's Ultra-Low Emission Zone in 2020 affected access to the pre-lockdown venue in Pimlico for approximately 25% of our members, who travel by car. Together with the use of venues in Woodford Green, this led to considering the possibility of long-term relocation. The Rector and another family live in Woodford Green. It is easier to envisage reaching out effectively in this area than around the venue in Pimlico, although there were only two visitors from the local area during this period. It is more easily accessible for more of our members, including the car users. However, it is further to travel for almost one third of the members and this has contributed to at least one family attending less frequently and another not attending at all during this period. The matter remains open to consideration.

I report to the trustees on my examination of the accounts of the charity for the year ended 30 September 2021.

Responsibilities and basis of report

As the charity trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the 2011 Act').

I report in respect of my examination of the charity's accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiners statement

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the Charity as required by section 130 of the 2011 Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair view' which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. Accounting Policies

Basis of accounting

The financial statements have been prepared under the historical cost convention, except for investments which are included at market value and the revaluation of certain fixed assets and in accordance with the Charities SORP (FRS 102) ‘Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102), and the Charities Act 2011.

CHARISMATIC EPISCOPAL CHURCH TRUST meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s).

Going concern

Statement of cash flows

The Trustees have taken advantage of the exemption in Financial Reporting Standard 1 from including a cash flow statement in the financial statements on the grounds that the CHARISMATIC EPISCOPAL CHURCH TRUST is small.

Incoming resources

All incoming resources are included in the statement of financial activities when the Charity is entitled to the income and the amount can be quantified with reasonable accuracy. The following specific policies are applied to particular categories of income:

Taxation

The charity is exempt from corporation tax on its charitable activities.

Tangible fixed assets

Tangible fixed assets, other than freehold land, are stated at cost or valuation less depreciation and any provision for impairment. Depreciation is provided at rates calculated to write off the cost or valuation of fixed assets, less their estimated residual value, over their expected useful lives.
