STRUCTURE, GOVERNANCE AND MANAGEMENT
Canon Street Church is a charity registered with the Charity Commission, number 1050304.
The members of Canon Street Church are appointed by the Church Council according to arrangements set out in the Constitution.
Membership is open to any individual who:
-
a) by grace have exhibited saving the faith in the Lord Jesus Christ;
-
b) desire to worship and serve God in the context of the Statement; and
-
c) is committed to promoting the Objects.
Prospective members shall apply to the Church Council for membership.
New members of the Church Council receive an induction and, as a minimum requirement, shall receive the Commission’s guidance on trusteeship in any media now known or developed in the future and a copy of the most up to date version of this Constitution and such new member shall be reasonably familiar with its provisions.
The Church Council met 4 times a year.
RISK MANAGEMENT
The Church Council is aware of the risks to which it may be exposed. Financial risk is managed through the Church Council financial procedures and those of its accountants. Insurance continues to be with Ansvar Insurance. Statutory and legal requirements, in particular health & safety and safeguarding are closelymonitored by nominated individuals on the Church Council and consents, processes, procedures and records are sought or maintained, as necessary. The Church Council is aware of the introduction of the General Data Protection Regulations in May 2018 and maintains arrangements to ensure compliance.
REVIEW OF ACTIVITIES AND ACHIEVEMENTS 2020
2020 was dominated and overshadowed by COVID and its related restrictions.
Our building closed at the end of March and with it, much of our previous activity. Despite this we have been able to continue to financially support local initiatives, including Taunton Team Chaplaincy, Taunton Foodbank, Taunton Youth For Christ, ROC TD and others. We were similarly able to continue significant financial support of mission partners overseas, including WOW, and four other individuals/couples around the globe. Technology has allowed us to stay connected with our friends from across the world.
Our Sunday morning meetings continued on Facebook and then on Zoom where a small but committed core regularly joined in. The aim of much of this has been to help people feel connected and not alone during lockdown. This sentiment has been fostered across generations regardless of peoples’ IT abilities! Likewise, our relationships with other Taunton churches continued to grow and provided the foundation for other online joint services. One example being at Christmas time where we worked in tandem with another local church to create three Christmas family programs aimed at children and interactive in nature. We were able to give away over thirty Christmas activity packs as part of our Toddler group Christmas giveaway which was also integrated with these programs.
For much of the year, we were also able to continue to hire our building out to a local CIC which provided weekly support for new mums and dads.
Our older, at risk, church members all had weekly devotionals delivered throughout lockdown which also provided the opportunity to have a doorstep conversation with many of them—especially welcomed by those who live on their own. More support like this was given to those who have needed it for whatever reason.

The Church was involved in discussions with the council in a bid which we were jointly invited to pitch for that would have involved setting up a night shelter for the homeless community in Taunton. The bid wasn’t accepted and other plans were put in place which were eventually approved, with our involvement ending at that point.
We have also supported an online ‘safe space’ for young people as the Friday Night Project went online by providing volunteers and finance. We still work this in conjunction with Taunton Youth for Christ, and it serves young people in school years six to nine.
REVIEW OF FINANCIAL ACTIVITIES 2020
Because of the Covid-19 pandemic, 2020 has been a very challenging year with the church building closed from the initial lockdown, apart from a few limited small prayer meetings and a number of hirings to a local Community Interest Company which provides support services to young families.
As a result income has declined, a fall which wasn’t offset by the reduced running costs of the building. Reserves have now dropped well below our preferred minimum so we are carrying out a full financial review in order to remedy this situation.
In spite of this we are pleased to have been able to continue to support the various ministries, locally and abroad, with which we’ve been associated for several years.
CHARITY’S OBJECTS
The objects of the Church are for the benefit of the public:
-
a) to advance the Christian faith in accordance with the Statement in such ways and in such parts of the United Kingdom or the world as the Church Council from time to time may think fit
-
b) to relieve sickness and financial hardship and to promote and preserve good health by the provision of funds, goods or services of any kind including through the provision of counselling and support in such parts of the United Kingdom or the world as the Church Council from time to time think fit; and
-
c) to advance education in such ways and in such parts of the United Kingdom or the world as the Church Council from time to time may think fit.

TRUSTEES’ RESPONSIBILITIES
The charity's trustees are responsible for preparing the Trustees Annual Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
The law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that period. In preparing these financial statements, the trustees are required to:
-
select suitable accounting policies and then apply them consistently;
-
observe the methods and principles in the Charities SORP;
-
make judgements and estimates that are reasonable and prudent;
-
state whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements;
-
prepare the financial statements on the going concern basis unless it is Inappropriate to presume that the charity will continue in operation.
The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011 and the Charity (Accounts and Reports) Regulations 2008. The trustees are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
RESERVES AND RISK MANAGEMENT
Whilst the property fund is an unrestricted fund part of it may be used for improvements to the church building or for the purchase of another property.
Apart from this the Trustees do not consider that substantial amounts should be held in reserves but that there should be sufficient funds to cover short term cash flow fluctuations and legal obligations to staff. The amounts held at the year-end are considered to be adequate for these purposes. The major risks to which the charity is exposed, as identified by the trustees, have been reviewed and systems have been established to mitigate those risks.

I report to the trustees on my examination of the accounts of the above Charity (‘The Trust’) for the year ended 31 December 2020 that are set out on pages 6 and 7.
RESPONSIBILITIES AND BASIS OF REPORT
As the charity trustees of The Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
INDEPENDENT EXAMINER’S STATEMENT
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect:

the accounting records were not kept in accordance with section 130 of the Charities Act: or
-
the accounts do not accord with the accounting records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.

The Church premises at Canon Street, Taunton together with the furniture and equipment of the Church.
NOTES TO THE ACCOUNTS
The accounts have been prepared on the receipts and payments basis.
TRUSTEES REMUNERATION
None of the trustees received remuneration in connection with their role as trustees. Mr S Cracknell received remuneration during the year amounting to £30,451.70 for his work as Pastor of the Church (2019:£28,306.36). Due to the way payment dates fell, this years figures represent 13 payments as opposed to 12 payments in 2019 year. Amounts were contributed to Nest Pensions, a defined contribution scheme, under Auto enrolement entitlements, for Mr S Cracknell totalling £618.04 (2019:£612.23). Amounts totalling £33.30 were paid to cover Mr S Cracknell’s travel and accommodation expenses in the year. (2019:£325.30)
TRUSTEES TRANSACTIONS
Included in the amount for Tithes and Offerings received is a total amount of £7,741 given by the trustees. (2019: £7,760)
FUNDS
The General Fund represents the general giving to the Church which is not subject to any restrictions regarding use.
The Missionary Fund shows the gifts received specifically for missionaries which are passed on in full to these missionaries.
The Property Fund represents monies arising from the sale of property owned by the Church.
There is no restriction on how these funds can be used.
