Minutes of AGM –September 30[th] 2020

1. Welcome by Chair

The Chair would like to welcome everyone to the remote meeting. Unfortunately the corona virus pandemic has caused 3 potential meetings to be canceled and so the only way forward was to hold a remote option this year. Advice has been sought from the Charity Commission and they have put in place a temporary clause allowing remote AGMs until December 31[st] .

These have been included at the end of this report . There is no business outstanding from these minutes.

. 4. Secretary’s report – Kim Underhill

From March 2019 to March 2020 the committee met regularly with meetings in May, July, September, November and January. For this period the normal activities of improving, repairing and general upkeep were completed either by committee members or outside help was sourced from professionals. Two air conditioning units have been installed in the refurbished lower ground floor ROSPA visited in August for their annual inspection and some small repairs were completed in line with this. The returns for the Charity Commission were completed in October 2019. Events in the hall have been advertised not only in Mobstead news and the local noticeboards but also in NOVA News and Gnosall parish news. We benefitted from a number of elections were the hall was used for the polling station. Bromstead now has an automatic external defibrillator along with the existing defibrillators in Moreton and Outwoods.

On March 23[rd] the country went into lockdown. Events including the 2020 planned AGM were cancelled and the hall essentially shut for business. During lockdown and prior to re-opening the committee regularly reviewed government guidelines, information from ACRE and other relevant bodies and potential support available to village halls / community centres. A grant for £25,000 was paid from Stafford Borough Council to support lost revenue and costs to upkeep the facility. The social club was re-opened on July 8[th] , 2020. Prior to re-opening

there was a deep clean of the hall. Thanks to all the volunteers who supported the cleaning operation. Risk assessments were completed and arrangements for contact tracing and the following regulations for hall users put in place.

Follow the safety measures put in place by the club and hall committees to minimise the risk of transmitting the virus, as follows:

  1. Use the hand sanitiser on entry to the building and at regular intervals during their visit.

  2. Observe the 2-metre social distancing rule, including in corridors where possible.

  3. If using the club, remain at the selected table alone or with your small household

group.

  1. Only leave the table in the event of requiring the toilet, or to leave the premises.

  2. Adhere to the “Catch it, bin it, kill it” guidance as advised on the notices.

  3. Adhere to the “One in, One out” policy for the use of the toilet facilities. 7. Take reasonable actions and inform bar staff or any committee member if required

to keep hall users and visitors safe.

Regulations have been continually reviewed and government guidelines observed. A QV code is now on the front door to comply with the NHS track and trace system.

Further attempts to hold the AGM have had to be postponed.

5. Treasurer’s report – Joy Pownall

I would first like to thank everyone who is here to attend the AGM whether virtually or in person. Due to the present circumstances with covid I am going to keep my report very short.

I wish to present the audited accounts for Moreton, Outwoods and Bromstead Community Centre for the year ending 31[st] Dec 2019. The accounts have been prepared by Barringtons Chartered Accountants, Abbey Court, High Street, Newport. The accounts are in the format required by the Charity Commission.

The audit has found no irregularities or omissions.

Barringtons Accounts show net amounts whereas the information in my report is purely a list of every payment and receipt as shown on the bank statement.

The audited accounts show an excess of income over expenditure of £3,141 which is good news compared to last year’s loss of £1,860. This is due to increased revenue from hire charges and a gain in the value of our investments in the Charifund.

EXPENDITURE

Looking at major expenditure 2019 saw some renovation of the social club, installation of new air conditioning downstairs and

repairs to the main hall.

In April the gutters were cleaned out at a cost of £80. This had not been done for many years and there was a lot of grass and other vegetation which had taken root up there.

In June all small electrical appliances were tested at a cost of £80 In Sept ROSPA inspected the outdoor play equipment at a cost of £114 .

Also this month £1274 was spent on new lighting and suspended ceilings as part of the re decoration of the social club.

In October £3000 was spent on air conditioning units downstairs. This was funded from money transferred from the Charifund account.

In November repairs were needed to the floor and roof of the main hall at a cost of £802.

INCOME

Income sources remained much the same in 2019 although there was a decline in revenue from ballroom dancing and whist. However a new Rugbytots club opened.

£125 was also received from Susan Howlett’s employer as a charitable donation for her voluntary work on the Mobstead News.

The lottery has continued as before. Out of 59 numbers there are 29 free numbers. If anyone would like to have one of these number at £1 per week please contact me - Joy Pownall

6. Presentation of Chair’s report

The Chair would like to thank the committee for their work over this last year and particularly Colin and Tony for all their work keeping the hall compliant with the government regulations during the pandemic. During this year Jan Breeze retired from cleaning the hall and the Chair and committee would like to thank Jan for all the work she has done for the committee over the years.

Finally, the Chair would like to say that he will be standing down as Chair after this AGM.

7. Adoption of Report and Accounts for 2019

The existing committee of , Kim Underhill, Tony Innamorati, Ray Griffiths, Joy Pownall, Colin Turpin and Bob Hayes have all agreed to stay on for the next year. There have been nominations from:

  1. Thank you to Stan for all his contribution as Chair over the last few years. He has worked tirelessly for the committee to enable the hall to be managed and ensure the upkeep of the building and improvement of the facilities 10.

Minutes of AGM – 26th March 2019

1. Welcome by Chair

The Chairman thanked and welcomed those in attendance at this Annual General Meeting.

3. 2018 Minutes

The secretary circulated the minutes. These were agreed and there were no queries. Acceptance proposed by Tony Innamorati and seconded by Colin Turpin.

.4. Secretary’s report

The secretary’s report concentrated on the members of the committee since there have been some changes since the last AGM. The committee have met 5 times formally since the last AGM. The secretary also stated the work that had been completed over the last year, the changes to hourly rates for hall bookings. An extraordinary meeting was also held to try and promote more interest in the hall as agreed at the last AGM.

5. Treasurer’s report

The treasurer presented the audited accounts or the year ending 31st December 2018. The accounts were prepared by Barringtons Chartered Accountants, High Street, Newport.

6. Presentation of Chair’s report

The Chair thanked the committee for their work and support during the last year. The improvements made to the hall have also helped with efficiency which is better for cost. The Chair reminded the meeting that the hall required support from the community to remain as a viable facility.

7. Adoption of Report and Accounts for 2018

The accounts had been discussed under item 5 the Treasurer’s report. There was unanimous support for these minutes. Proposed by Ray Griffiths, seconded by Colin Turpin.

8. Election of Committee Members

The existing committee members have stayed in post. No new nomination forms were received.
