MINUTES OF 54TH ICKNIELD SCOUT DISTRICT ANNUAL GENERAL MEETING HELD ON 9TH SEPTEMBER 2020 BY ZOOM COMMENCING AT 7.30 PM

Welcome by District Chair
The Chair of the meeting, Rex Horton, thanked everybody for attending the meeting on zoom. He apologized for the fact that the meeting had not started until 8.10 pm because of unforeseen computer problems.
Mr Horton gave details of how any vote which may be necessary would be conducted. Silence by an attendee on a vote would count as a ‘Yes’. People should state their name when proposing or seconding a matter.

Minutes of the 2018 AGM
The Minutes of the 2018 Icknield District Annual General Meeting held on 12[th] June 2019, were accepted as a true record and will be signed by the Chair.

Treasurer’s Report
Sue Horton, Treasurer, said that she had nothing to add to the Annual Treasurer’s Report.

Annual Reports to be received and considered by District Scout Council
Rex Horton said that the booklet containing the Reports from all Sections, together with the Annual Accounts and Trustees Report, had been circulated to everybody by email. He individually asked those who had contributed reports to the booklet whether they wished to add or amend anything in their report. Nobody wished to make amendments. He thanked everybody for completing them in good time.
Approval of DC’s Appointment of District Chair
Libby Bassam, District Commissioner, took over the chair of the meeting and said thank you to Rex Horton for all he had done in the past year. Rex had agreed to stand again and happily accepted the appointment as District Chair.

Election of Officers
Rex Horton expressed thanks to the District Treasurer and Secretary for all they had done in the past year, and the District appreciated their work. Sue Horton and Janet Gilkison had agreed to stand for another 12 months, but if there was anyone else who wished to take on these positions please let him know. They would both be accepted in one vote.

Election of Executive Committee Members
- a) Elected nominated from the floor The following four people had been nominated by a member of their Group to sit on the Icknield District Executive Committee, and were elected unanimously by those present at the AGM: Alan Wood (Sell’s Seventh), Sandy Reeve-Smith (District Explorer Unit), Elaine May (St Joseph’s Group) and Ash Chambers (Warden Hill).

b) Nominated by the District Commissioner
- The following people were nominated by the District Commissioner to be members of the Icknield District Executive Committee: Nick Jarman, John Shepherd and Keelan Pannell (who was the 18-25 year old on the Committee). A fourth person who had been nominated had declined at this time.

Sue Horton nominated David Suthurst as the Independent Examiner, which was proposed by Alan Wood, seconded by Maureen Hammond, and accepted by those present.
e) Other Appointments:
Nick Jarman proposed the appointment of the following people as Vice Presidents of the Icknield District in recognition of their dedication and long service: Mike and Rita Jarman, Roger and Heather Lake, Ray Aldous and Gill Wareham.
This was proposed by Alan Wood, Seconded by Elaine May, and accepted by those present. Thanks were expressed for their many years of service.

County Representative
Martin Wesley (CC) was asked to say a few words and he thanked the District for inviting him to the AGM. He congratulated those members of the District who had been voted in as Vice Presidents, and who had done a lot of service over the years. He had read the District Report and said that Icknield had had a good year. The number of youngsters had gone down slightly, and adult numbers had also gone down.
He said that this year they were finding that Groups who had provided activities for the young people to do during the time when they could not meet, returned when starting back to proper face to face scouting. Parents have taken an active interest in what the young people are doing during lockdown so there may be some new members.
During his talk about the situation in respect of the coronavirus, Martin received a Newsflash from Scout HQ (following the Government’s decision to allow only 6 people to socially meet at one time, indoors or outside) saying that young people could continue scouting under the current guidance from HQ.
Awards
The DC had sent Awards to the following people before the meeting, asking them to open their envelopes at this time during the meeting. Libby told the meeting that the Awards were as follows;
James Hinkins: 25 years’ service
John Worthington: 50 years’ service

Rex Horton: 50 years’ service

Sue Horton: 40 years’ service

Martin Wesley: 40 years’ service (26 years of which had been served in Icknield)
Keelan Pannell: 5 years’ service
Nick Jarman: Commissioner’s Commendation. The DC said that Nick had been her ‘Rock’ and wished to thank him for all the work he had done during the pandemic. He had contacted, updated and explained to everyone in the District the numerous changes made by Scout HQ (keeping to Government regulations) and had also continued his normal duties as Appointments Secretary. Martin Wesley said that Nick had also been helping other Districts in the County, and wished to thank him for his work. Those attending the meeting applauded his work and showed their appreciation.
Any Other Business
The next meeting of the Icknield District Executive Committee would be held on Wednesday, 30[th] September 2020.
Rex Horton thanked everybody for logging into the meeting and hoped that the next 12 months would be easier than the last.
50/50 Club
The AGM Draw of the 50/50 Club was made at the start of the meeting because the Chair and Treasurer were not able to log in. The following people were drawn: No 27 Miss L Hill (receiving £40), No 28 Mrs J Hill (receiving £25) and No 12 Mr J Worthington (receiving £15).
On behalf of the District, Rex Horton thanked Alan and Maureen Hammond for running the 50/50 Club.

The members of the District Executive Committee (The Trustees of Icknield District Scout Council) present their report, Statement of Financial Activities and Balance Sheet for the year ended 31 December 2020.
Structure, Governance and Management
Governance
The Charity’s governing document is the Royal Charter granted by King George V to the “Boy Scouts Association” on 16 December 1911. Its name has since been changed to “The Scout Association”. This Charter has been supplemented by further Charters granted by King George VI and Queen Elizabeth II. These Charters give authority to the Bye Laws of the Association, which are approved by Her Majesty’s Privy Council. The Bye Laws, in turn, authorise the making of rules for the regulation of the Association’s affairs and thereby give authority for the Rules known as “Policy, Organisation and Rules” which are located at www.scouts.org.uk/por
Icknield District Scout Council was registered in 1967 as an educational Charity
The Charity is aware of the Charity Governance Code and its seven principles and will continue to critically review its approach to governance and assess how effective it is against these principles in 2021.
Structure
This report and accounts cover the activities directly controlled by Icknield District Scout Council which is an autonomous organisation admitting people to membership subject to the policy and rules of The Scout Association. The activities of the Scout Groups in Icknield District are not reflected in the report and accounts. These bodies are autonomous charities affiliated to Icknield District Scout Council which together form Scouting in Icknield District
Icknield District Scouts are led by the District Commissioner, and managed by an Executive Committee. They are accountable to Icknield District Scout Council for the satisfactory running of Scouting in Icknield District.
Management
The management of the business of the District Scout Council is vested in the District Executive Committee. The District Executive Committee (Trustees of the Charity) is appointed in accordance with Policy, Organisation and Rules of The Scout Association.
The District Executive Committee met six times during the year to manage the affairs of the Charity. The Trustees will continue to meet with this regularity in 2021.
The District Executive Committee has responsibility for:

The maintenance of District property;
-
The raising of funds and the administration of District finance;
-
The insurance of persons, property and equipment;
-
District public occasions;
-
Assisting with the recruitment of Leaders and other adult support;
-
Appointing any sub committees that may be required;
-
Appointing District Administrators and Advisors other than those who are elected

The District Executive Committee is responsible for policy making but delegates some operational decisions to its sub committees which may also recommend policies for the consideration of the District Executive Committee. The District Executive Committee appoints Chairs and members of sub committees annually.
There is one sub committee for the Charity:
- The Appointments Advisory Committee – responsible for the appointment and review of District adult appointments
Organisation
The District is led by the District Commissioner who is assisted and supported by:

Group Scout Leaders
Appointment of Trustees
Trustees are appointed in accordance with the “Policy, Organisation and Rules” of The Scout Association. Trustees and newly appointed Trustees will be invited to attend the new HQ Executive Training.
Risk Management
The District Executive Committee has identified the major risks to which they believe the District is exposed, these have been reviewed and systems have been established to mitigate against them. The main areas of concern that have been identified are:

Damage to buildings, property and equipment. The District would request the use of buildings, property and equipment from neighbouring organisations such as churches, community centres and other Scout Groups and Districts. Similar reciprocal arrangements exist with these organisations. The District has sufficient buildings and contents insurance in place to mitigate against permanent loss.
-
Injury to leaders, helpers, supporters and members. The District, through the membership fees, contributes to The Scout Association national accident insurance policy. The District has additional insurance for Occasional Helpers who are not members of The Scout Association. Risk Assessments are undertaken before all activities.

Reduced income from fund raising. The District is primarily reliant upon income from subscriptions and fundraising. The District does hold a reserve to ensure the continuity of activities should there be a major reduction in income. The Committee could raise the value of subscriptions to increase the income to the District on an ongoing basis, either temporarily or permanently.

Reduction or loss of leaders. The District is totally reliant upon volunteers to run and administer the activities of the District. If there was a reduction in the number of leaders to an unacceptable level in a particular section or the District as a whole then there would have to be a contraction, consolidation or closure of a Section. In the worst case scenario, the District would be unable to support the Groups.

Reduction or loss of members. The District provides activities for all young people aged 6 to 25. If there was a reduction in membership in a particular section or the District as a whole there would have to be a contraction, consolidation or closure of a Section. In the worst case scenario the complete closure of a Group.

Internal control. The District has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include two signatories for all payments and comprehensive insurance policies to ensure that insurable risks are covered.

Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society.

Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and:

make and live by their Promise
The Charity Trustees have a duty to report on their public benefit in their Annual Report. We have assessed our aims, activities and charitable objectives which are:
“Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society.”
We believe we have met the Charity Commission’s public benefit criteria for both the advancement of education and the advancement of citizenship or community development.

Achievements and performance
All of the decisions made by the Trustees have been in the interests of young people and adult volunteers and we hope that everybody in Scouting in Icknield District will have benefitted from them.
The Trustees recognise the huge contribution made by each and every adult volunteer without which the Charity could not exist.
The District runs a 50:50 Club, a bi-monthly lottery which raises funds for the Explorer section. In 2020 it maintained the current level of membership and raised £545
District organised activities for the young people include:
-
Due to the restrictions placed upon the whole country from March, it was not possible to organise the normal style of activities as previous years.
-
Before lockdown The Board Game Competition for the Beaver and Cub sections took place.
-
Since lockdown most groups have continued to meet either online or face to face (when permitted) offering quality programme for the young people ensuring they received the level of Scouting needed to gain many awards and badges throughout the year.
-
Also ensuring the young people had fun
District organised activities for adult volunteers include:

It was not possible for The Training Academy to hold their two training weekends during the year.
-
Training and validation have continued online.
-
Module 10 (First response) has been split into two modules with 10a being offer online and 10b will be completed when we can meet face to face.
Plans for future periods
The Scout Association “Skills for Life”
This is the five year plan for The Scout Association.
Our vision
By 2023 we will have prepared more young people with skills for life, supported by amazing leaders delivering an inspiring programme.
We will be growing, more inclusive, shaped by young people and making a bigger impact in our communities.

What does this mean for Icknield District Scout Council ?
Growth – we have incorporated the information received from Groups to create the District Development Plan to achieve our growth goals and support Groups.
Inclusivity – We will support development work to ensure that Scouting is reaching all sectors of our community.
Youth Shaped – Ensure that young people are at the heart of our strategies and represented on key committees.
Community Impact – The District is providing resources to enable projects which might not have gone ahead or have been more poorly resourced to have greater community impact.
Financial Review
Reserves Policy
During the year the Trustees have conducted a fundamental review of the Charity’s reserves policy. The policy has been established to protect the Charity and its charitable programme by providing time to adjust to changing financial circumstances. It also provides parameters for future budgeting and strategic plans and contributes towards financial decision making.
The Charity’s reserves policy establishes an appropriate target range for the level of general reserves. The range is based on a risk assessment of the probability and likely impact on the Charity’s activities that might be caused by a decline in income, an inability to meet financial obligations, or an inability to reduce expenditure in the immediate short term. The policy ensures a balance between spending the maximum amount of income raised as soon as possible after receipt, while maintaining the appropriate level of reserves to ensure uninterrupted operation. The policy and target level will be reviewed annually to reassess the risks and reflect changes in the Charity’s income, financial obligations and expenditure.
The District Executive Committee considers that the District should hold a sum equivalent to a normal preCovid year running costs with an additional £10,000 to ensure there are sufficient funds to maintain uninterrupted operation during a time of adjustment. This is estimated at around £25,000
The District held reserves of approx. £37,000 at the year end which is above the level required for operating expenses.
Due to the Coronavirus lockdowns in 2020 the District spend was approximately £6,100 lower than the amount forecast. As the District is the lender of last resort it is proposed to set aside the unused income to enable the District to offer help to any Group or Section that may request financial support.
Investment Policy
The District’s Income and Expenditure is very small and as a consequence the District does not have sufficient funds to invest in longer-term investments such as stocks and shares. The District has therefore adopted a low risk strategy to the investment of its funds. All funds are held in cash using mainstream banks or The Scout Association’s Charity Deposit Account.
The District Executive regularly monitors the levels of bank balances and the interest rates received to ensure the District obtains maximum value and income from its banking arrangements. Occasionally this may involve using an account that requires a period of notice before funds may be withdrawn, before doing so the District Executive considers the cash flow requirements.
The District Executive reviews this policy annually.

Specific Financial Activities
The monies received after the closure of St. Andrews Scout Group are still invested separately from the other District funds as Designated Fund (2) which supports new Groups and Building Projects within the District. At the end of the year Sells Seventh completed negotiations for their 125yr. lease from Luton Borough Council. A total sum of £7225.80 was invoiced by Taylor Walton in legal fees for 2020. The final total for legal work is £22,600.80. St Augustine’s Scout Group share of this total is £8007.60 with the trustees already agreeing that the Group can pay back to the fund with 3 equal annual payments commencing September 2021. Sells Seventh Scout Group share of the legal fees was £14,593.20 which was reimbursed to the District in full by the 31st December 2020.
The District is still the lead partner for the fund set up by Luton London Airport Ltd. (LLAL) for voluntary uniformed youth organisations within the Luton Borough boundary which is the Restricted Fund. From 1st April 2020 the LLAL fund was to be managed by an appointed third party and would be known as The Luton Community Investment Fund, and any monies paid into the fund were grants and if not used in the 12 month period would need to be handed back. To date due to the current travel restrictions and financial climate no monies have been paid into the new fund. Previously all monies paid into the LLAL fund were donations and not required to be returned, therefore any surplus of funds can only be used to offset further cut backs of LLAL funding. One quarter payment of £22,500 was received from LLAL before the change to The Luton Community Investment Fund and £20,949.91 was paid out before lockdown and organisations stopped meeting. The balance of the account on 31st December 2020 was £188,992.38

Statement of Trustees’ Responsibilities
The Trustees are responsible for preparing the Trustees' Annual Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
The law applicable to charities in England and Wales requires the Trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that period. In preparing these financial statements, the Trustees are required to:

a) Select suitable accounting policies and apply them consistently;

b) Observe the methods and principles in the Charities SORP 2015 (FRS (102);

c) Make judgements and estimates that are reasonable and prudent;

d) State whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements;

e) Prepare the financial statements on a going concern basis unless it is inappropriate to presume the charity will continue in operation.
The Trustees are responsible for keeping accounting records which disclose with reasonable accuracy at any time the financial position of the charity and which enable them to ensure that the financial statements comply with the Charities Act 2011, the Charities (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
Systems of internal control are designed to provide reasonable, but not absolute, assurance against material mismanagement or loss. They include:

Responsibilities and basis of report
As the charity trustees of Icknield District Scout Council, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the Icknield District Scout Council accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

DISTRICT CHAIR
Well what a year that was.
I believe Scouting has helped us all get through the challenges we have faced during the past twelve months. We have also learnt new skills, maintained our commitment to help others and we can take a lot of positives from what we have all just experienced.
Thank you to all the adults who are involved in the movement, for writing Covid Risk Assessments, organising Zoom meetings to ensure we all try to stay free of the virus, but stay in touch with our fellow scouts. It is great to know that Groups have organised imaginative programmes, shared with other Groups activities online and made new friends, which will hopefully continue in the future.
Scouting became more demanding in 2020, as our adults could have been working from home, may have been furloughed or even been made redundant, but you all still ensured our young people would receive the very best standard of Scouting that could be provided. Our young people also gained many awards through the year thanks to your commitment.
We have managed to carry on with our bi-monthly District Executive meetings via Zoom, where we have gone into committee members’ homes, which must have caused disruption from time to time. I would like to thank all family members for your patience over this period. Let us hope it will not be too long before we are back to our normal face to face meetings.
Your positive outlook and imagination over the past twelve months has been fantastic and it will help to ensure that Icknield District will be ready when Scouting goes GREEN.

Another year has passed – and what a year!
I don’t think anybody could have envisaged the changes that would happen in Scouting, but in true Icknield style we have delivered exciting and challenging Scouting to all the Young People.
There was a drop in both the number of youth members and the number of adults, but this was something to be expected due to the way that Scouting was being delivered, as many people prefer to be involved on a face-to-face basis.
It is hoped that once we return to face-to-face Scouting, numbers will start to rise – and return to preCoronavirus levels.
We still need to be more inventive in our recruitment methods – and make good use of the media to advertise Groups and the District.
We are now getting support from the Regional Development Team to recruit adult volunteers and encourage more youth members to join in the hope that we can re-open both Manor and Sundon Scout Groups which have closed due to lack of both adult and youth members.
2020 proved to be very challenging as the Coronavirus pandemic meant that no face-to-face Scouting was delivered for most of the year.
It also meant that new methods of delivering Scouting had to be learnt – and I am truly amazed at the ingenuity and inventiveness of Leaders in developing ways to deliver an exciting and challenging programme to all the Young People – albeit it by virtual means.
With constantly changing guidelines and restrictions, it has meant a great deal of additional paperwork for Leaders – and I would like to thank them all for rising to the challenge.

Unfortunately, due to lockdown, the number of District events we could hold was restricted. They will still all be included in the calendar for future years.
I would like to thank everybody in the District – from the Executive Committee, the District Team, the Fellowship and all the Adult Leaders for their support and encouragement in the past year.
I would especially like to thank Rex Horton and Nick Jarman for the additional work they have taken on this year. Without their support, I think the role of District Commissioner would have become unmanageable due to the additional workload the pandemic caused.
I realise that we all lead busy lives, but the commitment to Scouting in these difficult times makes me proud to be your District Commissioner and without your support, I wouldn’t be able to carry out my role.
Icknield is a great District and if we all work together, it will continue to provide a fun and exciting environment for the Young People in which the Young People can progress and grow, whilst learning new skills.

BEAVER SCOUTS
The Beaver Scout Section has enjoyed an “interesting” year – with meetings being delivered online during the Coronavirus lockdowns.
Leaders have still delivered a varied programme and there have been twenty seven Bronze Chief Scout Awards presented throughout the year reflecting the hard work put in by both the Beavers and their Leaders.
Unfortunately, due to Coronavirus restrictions there were no opportunities for camps and sleepovers, but that is something for the Beavers to look forward to in the coming year.
With regards to this past year, the only District event that was able to take place was the Board Games, held jointly with the Cubs, at Sells Seventh Scout HQ. Three Colonies took part – and a great afternoon was had by all those present – with St Joseph’s coming out the overall winners.
As no face to face Scouting was taking place, the Sports Day, Swimming Gala and Christingle didn’t take place, but will be kept in the District calendar for the coming year.
As the Acting ADC (Beavers), I am limited in what support I can give this Section so I am extremely grateful to all the time and work put in by David Gilkison as District Beaver Leader. Thank you very much indeed.

CUB SCOUTS
The past year has been busy for Icknield Cubs with exciting programmes for all Packs and nineteen Silver Chief Scout Awards presented throughout the year. Meetings have been held online for most of the year, with some Packs managing to hold a few face to face meetings during the brief respite from lockdown.
Over the year, the number of Youth Members has fallen, but hopefully will increase in the coming year when face to face Scouting resumes.
Due to Coronavirus restrictions, no Nights Away events were held – something to look forward to in the coming year.
My grateful thanks to Adam Mitchell for his excellent work organising the District Board Games, at which five Packs took part. This was only District event able to take place during the year.
The other District events will be kept in the calendar for the coming year in the hope that we will be able to hold them. These are Football Competition, Sports Day, Swimming Gala, District Cub Competition.
My grateful thanks go, as ever, to all those adults who work within the Cub Section in any capacity. This is especially relevant during the past year as Leaders have had to discover ways of delivering a varied programme by virtual means.
Without all that support, our Cubs would not receive such great Scouting.

SCOUTS
Another year which has seen Scouting continue within Icknield, but in a different format from the usual programme delivery and range of activities.
Overall, numbers in the District have fallen, but hopefully this is a temporary glitch caused by Coronavirus lockdown restrictions and once face-to-face Scouting recommences, numbers will rise again.
Even although meetings were being held virtually and the subject of programme ideas may have changed, as always in Scouting, leaders have been very creative in their delivery of a varied and exciting programme.
I have had the pleasure of attending several meetings throughout the year and presenting Chief Scout Gold awards. A total of ten awards have been presented in the past year.
Congratulations to all the Troops that gained awards – they are testimony to the hard work and commitment of both the Scouts and their Leaders.
Due to coronavirus restrictions, Nights Away had to be put on hold for the year, although some Troops did manage to attend Winter Camps before lockdown came into force.
With many Troops pushing planned Nights Away until the coming year (once restrictions are lifted), there should be some exciting times ahead.
In the last twelve months, all the activities planned at District level for Scouts had to be cancelled.
These included St George’s Day, Swimming Gala, Pat O’Hara, and Challenge Day – all of which will be reinstated as soon as Coronavirus restriction allow.

All in all, it has been a strange year, with many Troops finding it difficult to engage the young people at times. I am sure that once face-to-face Scouting resumes, we will again see the passion and ingenuity from both the young people and Leaders in engaging in exciting and varied programmes.
Scouting in Icknield will continue to develop the young people, perhaps in a different format from the “norm” but will ensure that they are taught valuable life skills.
Thank you to all the Leaders and their assistants for the many hours that have been given to ensure a healthy future for Scouting in Icknield.

EXPLORER SCOUTS
The past year has seen a drop in the number of Explorer members, but it is hoped that the coming year will see numbers increase with the provision of Duke of Edinburgh training as part of the Explorer programme. Special congratulations should go to Griffen Chambers and Billy Grey who gained their Chief Scout Platinum Awards – an extra special achievement because of the restrictions currently in force.
Numbers within the Young Leader Unit have remained steady, with some also attending Riparian Explorers. This is very positive thing as it is ensuring a continuity of future Leaders for Groups.
Due to Coronavirus lockdown, Riparian were unable to spend any time on the water at Stewartby, so will be looking forward to the time when they get the green light to commence their water activities. They were also unable to hold any overnight activities because of lockdown restrictions.
YL training has been delivered online throughout the year, in conjunction with Falkes District, thus enabling the young people to work towards their Young Leader belt buckles, even although face-to-face Scouting wasn’t happening.
The past year saw five Young Leaders being awarded their Young Leader belt buckle after completing the required modules and missions.
D of E provision is being developed as part of the Riparian programme and there have been four Bronze Awards completed.
I would like to thank all adults and Leaders who have helped the sections in any capacity. They are ensuring that the Young People are continuing to learn new skills and enjoy an exciting, varied and fun programme of Scouting – and hopefully, providing us with the Leaders of the future.

NIGHT’S AWAY
2020 should have been another busy year with Groups offering Nights Away experiences to all sections in a variety of settings and themes. The variety of camps being a testament to the dedication of the leaders, from ‘back to basics’ to themed camps and sleepovers.
The only camps and sleepovers held were before the country went into lockdown. These were in the form of sleepovers – and some hardy Scouts attending Winter Camp.
We have also been able to renew some Nights Away permits so Leaders are ready for when we get the green light from Scout HQ and can start overnight / residential experiences again. This has been possible by using previous experience / paperwork to ensure that all renewal criteria were met. Many thanks to James Hinkins (NAA Falkes) for assisting with this.
Looking forward to when Coronavirus restrictions are lifted and we can resume overnight activities, it has to be noted that gaining a Night’s Away permit is not an easy thing to gain and it may take more than one attempt to confidently achieve all the criteria. It is a huge responsibility, looking after a group of other people’s most precious ‘possessions’, their children. There is so much to consider, from nutrition to safety. So, hats off to all those who gain a permit, and all those working through it. It’s because of these lovely people children have an enriched and vibrant programme.
Here’s hoping that all Groups manage to arrange some Nights Away events during the coming year – and continue building on the experience and memories that the Young People (and adults) gain from these exciting activities.

SCOUT ACTIVE SUPPORT UNIT
Numbers within SASU have fallen slightly, with the sad passing of some members.
A social calendar was planned for the year, but due to Coronavirus restrictions, all but our annual lunch had to be cancelled.
We hope to be able to plan some events in the coming year – and will always welcome new members, so that we can continue to provide support across the District, when required.

APPOINTMENTS COMMITTEE
The visible part of the Appointments Committee work is approving new leaders. During 2020 the committee met on three occasions and saw seven people, all of whom were approved for their new roles. Please join me in welcoming these new leaders, and please support them at every opportunity.

Less visible is that the Appointments Committee then oversees these new adults through “Getting Started” and for those where the role requires a Wood Badge, through that too. Our work is therefore with these new adults, their line managers, the Leader Training Manager and the Training Advisors.
We also ensure that all relevant members have a valid DBS, complete mandatory ongoing learning and that reviews are completed in a timely manner.
I’m pleased to say that in all the above, the District is in good shape.
I must thank Deborah Bachini, Jan Gilkison, Teresa Loughbrough, Jean Mitchell and John Shepherd, the members of the Appointments Committee, for their support during 2020. I would be pleased to welcome new members to the committee especially those in the 18 to 25 age group.
I must also sincerely thank Teresa our LTM, Libby our DC and all the GSLs for their support without which I would not be able to make such positive comments.

TRAINING REPORT
Training in Scouting is to equip people to do their roles, so we have a modular based scheme which means that people have different modules to complete depending on their responsibility when they start a new role. When people do a training module there are two parts to complete – learning and validation. If people have the knowledge and skills required, they don’t need to do any further learning, but all modules need the validation to be completed. Wood Badges are now role based not section based, so if you change roles within a section you will need to complete a new Wood Badge, but not necessarily redo all modules.
During 2020, Scout HQ announced some training changes

Safety and Safeguarding are now online only, everyone now has to repeat these every 3 years

Module 1 is now online only

Module 1EX is discontinued, the “EX” part being a new online only module called Trustee Introduction

Due to Coronavirus, First Aid has been split into Module 10A and Module 10B. We are indebted to Cathy Stapleton of Falkes who is running Module 10A online, many Icknield members have completed the course. Everyone who completes Module 10A will then have to complete the face to face elements in Module 10B once this is possible
Any training that you complete, inside or outside Scouting, which will help with your role can be classed as Ongoing Learning. All Leaders need to complete 5 hours of Ongoing Learning every year. This needs to be recorded on Compass.
Finally, I must say a big thank you to all the Training Advisers. They do a great job supporting all leaders through their training; David Gilkison, Jean Mitchell, Martin Wesley, Nick Jarman and Libby Bassam.
Well done to everyone who completed their Wood Badges (shown below) and to all the Sectional Assistants and Executive Members who completed their training as well.

MEDIA
2020 has been an interesting year for Scouting and especially the Media Team.
We started the year promoting the usual positive Scouting Stories across social media, the web site and the printed press. The Winter Camps, Founders Day Hike, the sectional meetings and events across the town.
As lockdown became a reality, the media team regrouped on-line to promote virtual scouting, sharing programme ideas and encouraging Scouting to continue despite the peculiar circumstances. You only need to look back at the Luton Scouts social media pages to see the increase in posts and events being actively promoted. The Camp At Home weekend, Virtual St. George’s Day, Posters to print and colour, GeoCache Exercise Hours, Virtual Camp Fire, support for leaders as a return to face-to-face Scouting required Risk Assessments and with advice on what is allowed under the National Youth Agency & Scouting HQ Guidance as readiness levels changed.
The team includes Paul Oakley, Emily Baker, Stephen Avis, Stuart Else, Helen Halsey, David Colclough, Mark Chamberlain, Ray Aldous, Helen Mann, Jean Mitchell and Gerald Law.
Emily and Stephen head up the Social Media team looking at new approaches to Social Media activities which support website and printed material activities.
The Luton Scout Website development continues to enable non Scouting people to find local Scouting, despite the pandemic join enquiries have continued each month. We continue to look at how the website can support the membership by making it the starting point to find answers to questions, looking at Scouting activities, campsites, training, international activities and finding historical information.
Communication of activities, dates, waiting lists and other changes remains a challenge. Positive information creates a positive portrayal of Scouting in the eyes of both the public and the membership.
I would like to thank members of the Media Team, YSP’s and Groups for their hard work in projecting Scouting in a positive way throughout 2020.
In December 2020, Gerald Law stood down as Media Manager handing the baton over to myself. I look forward to working with the Media Team in the coming year and helping to further grow the very impressive work that has already taken place.
