Section 2: Structure, governance and management

Description of the charity’s trusts

Type of governing document:

The Group’s governing documents are those issued by The Scout Association. They consist of a Royal Charter, which in turn, gives authority to the Bye-laws of the Association and The Policy, Organisation and Rules (POR) of The Scout Association.

In 2022 our Constitution was refreshed to accord with the standard POR constitution with a reserves policy and participation support fund and adopted at the AGM,

How is the charity constituted

The Group is a trust established under its rules which are common to all Scouts.

Trustee selection methods

The Trustees are appointed in accordance with the POR of The Scout Association and in accordance with Charity Commission guidelines.

Additional governance issues

The Executive Committee

The Group is managed by the Group Executive Committee, The members of which are the charity trustees of the Scout Group which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.

The Group Executive Committee (the Executive) consists of three ex-officio officers, Chair, Secretary and Treasurer, together with the Group Scout Leader, individual section leaders and parent’s representation.

The Committee meets periodically to manage the affairs of the Group. This Committee exists to support the Group Scout Leader in meeting the responsibilities of the appointments and is responsible for:

SECTION 3: OBJECTIVES AND ACTIVTIES

Summary of the objectives of the charity set out in its governing document

The objectives of the Group are as a unit of the Scout Association. We encourage young people to do more, learn more and be more. Each week, our young people aged 4-14 enjoy fun and adventure while developing the skills they need to succeed, now and in the future.

We actively engage and support our Young People in their personal development, empowering them to make a positive contribution to society through our core values of Integrity, respect, care, belief and cooperation and for our Adults to develop their skills, make an impact and change lives. We’re talking about teamwork, leadership and resilience – skills that have helped Scouts become everything from teachers and social workers to astronauts and Olympians. We help young people develop and improve key life skills.

We believe in bringing people together. We celebrate diversity and stand against intolerance, always. We’re part of a worldwide movement, creating stronger communities and inspiring positive futures.

Summary of the main activities in relation to these objectives. What Scouts do

Young people in the Scouts take part in an exciting programme of activities from kayaking to coding. They develop character skills like resilience, initiative and tenacity; employability skills such as leadership, teamwork and problem solving; and practical skills like cooking and first aid. And research proves it really works. A 2018 report says Scouts are 17% more likely to show leadership skills and work well in teams. They’re a third more likely to support their communities to.

The Group meets the Charity Commission’s public benefit criteria under both the advancement of education and the advancement of citizenship or community development heading.

SECTION 4: ACHIEVEMENTS AND PERFORMANCE

Treasurers Report 2022

The Group have ended the year in a good financial position.

Due to a misunderstanding, there was one subscription arrears of £45 for the Winter term, this was collected in January 2023. Group reserves have decreased from £12,660.76 in 2021 to £11,644.60 in 2022. The decrease is due to a one off payment of £1250 for an insurance policy required for the scout site at Sutton Gault.

Cash Account

Subscriptions for the year increased from £6,330 in 2021 to £10,475 in 2022.The Group has grown across all sections over the year and Section numbers increased across the year moving from 63 in Autumn 21 to 101 in Autumn 22.

Membership fees of £3400 for the 68 youth members and young leaders on the roll in January 2022 were paid to Scout HQ in February. This was our biggest outlay from reserves.

The Group is now required to hold reserves of £8,000. Gift Aid claimed on subscriptions of £1549.39 (Up over £1,000 from 2021) was received during the year and the reserves now total £11,644.60. Without the one-off insurance payment, the reserves would have increased by £233. £74 has been set aside from kayak hire proceeds to cover future replacement of this type of equipment.

During the year, the group supported five children using our Participation Support Policy. This was set up in 2021 to encourage participation in scouting for those who may not be able to afford the financial commitment required. Details of the eligibility criteria are available from the Treasurer.

The policy states that up to 50% of Gift Aid received on subscriptions for the relevant year may be allocated for this purpose. This can now be reviewed and possibly decreased as for 2022, children within the Parish of Sutton, have been fully supported by the Poors Land Charity. We thank them for their very generous and continued support. In total £233 was spent by the Group in 2022 on Participation Support. For the 2022/23 school year, I estimate that circa £500 will be spent.

Fundraising Account

Over 30 fundraising events were supported in 2022; I acknowledge the commitment of our volunteers in fulfilling such a heavy schedule. This cannot be sustained, and I hope that 2023 will be a little quieter. There are eight events undertaken in 2022, with receipts totalling £6634.81 where expenses need to be settled and it is therefore not possible to give a definitive total for funds raised. Without these the amount raised was £10,745.

Fundraising activities were varied and included catering for weddings and birthday parties, supporting the Feast Committee with the Jubilee and Party in the Park events, providing barbecue food for Open Farm Sunday and other local events. Our annual Christmas draw raised a fantastic £880 thanks to very generous donations from the local community and Domino Printing.

In November we held the first Sutton Fireworks event, working in partnership with the Feast Committee and sharing expenses and profits. This inaugural event raised over £500 for the Group.

Gift Aid on donations of £1179 was received, this included £542 claimed from the Crowdfunding conducted last year.

Donations of £2310 have also been received, these included £500 from the Open University given in thanks for our support with their graduation event in Ely, £220 from a raffle held by the Co-op in Sutton and £200 from Domino Printing, who also provided a £100 Christmas draw cash prize.

Thank you to everyone who has donated, your support is much appreciated. In total (without the eight events mentioned above) the amount raised for the building fund stands at £82,162.03.

During the year the Group completed the purchase of a piece of land adjacent to our existing grounds. We are extremely grateful for pro bono support from Birketts Solicitors who worked tirelessly to complete this extremely protracted and complex transfer. Without their assistance the £28,000 that has now been spent on land purchase, landscaping, planning fees, a tree survey, hut demolition, electricity disconnection and professional fees (Architects, Structural Engineers, Vendors solicitors’ fees) would have been significantly increased.

The Group has £52,742 in the bank to commence the build or for other campground projects and to form the basis for any large grant applications we can apply for. Additionally, a donation made in 2021 of £9528 for a specific campground related project is being held in a designated fund until this project can be commenced.

The Group have a potential liability of £1972 for VAT on items purchased where we have issued a S708 VAT Exemption Certificate. Professional advice was sought prior to issuing these certificates however it is prudent to note this potential liability due to the possible length of time between expenditure and the build commencing.

The group currently has monetary assets of circa £80k with CAF Bank. Under the Financial Services Compensation Scheme, CAF Bank covers deposits held of up to £85k. We may need to consider moving some of our financial assets to another (unconnected) financial institution in 2023.

Overall Achievements and the future - A message from the GSL - Group Scout Leader

The leaders have done an amazing job of putting together a thoroughly imaginative programme for the children again this year, for which we thank them for their continued hard work and time voluntarily given so the children can achieve goals and learn new skills.

I would also like to thank the Exec team for their support in the continual development and review of suitable risk assessments to allow activities, meetings and events to happen over the last year and to the parents who have supported the sections with their programme. I hope you have had as much fun as the children have had.

We were absolutely thrilled when the news came through that we had finally completed on the purchase of the land adjacent to the Scout Hut. The work put in by Jane, our Chair and Ali, our Treasurer has been immense to say the least. The Group was very fortunate that Jane and Ali gave so much of their time to make this happen. We were even more excited when the fence was installed by parent, Dave Himpett in December.

My grateful thanks go to our fundraising group and catering team who continued to bring in funds in the shape of catering at events, prize raffles, Santa’s sleigh and other events. This has all enabled our Hut Fund to grow.

There was great excitement when in May, we opened our first Squirrel Drey to twelve very excited 4 and 5 year olds. It was an amazing evening which has led to the Drey growing in size. I thank Louise Pitt, Samantha Sharp, Sarah Newman and Elaine Chamberlain for your support in getting this new adventure of the ground.

Our Beaver Colony has grown too over the last year to the point where we had to open another Colony. With the commitment from Sammi Barrett and Mel Seymour we were able to do this and now have two colonies called Wildwood and Riverbank. Thank you for the team effort working with me to achieve this.

We are, as always, still looking for extra adults to come forward and help us at meetings and events.

The Group continues to be an asset to this community and is well supported by many people within the village.

Finally, we said some sad goodbyes to long standing supporters of the Group, Bev Lewis stood down as Group Secretary after many years of supporting us and giving gentle reminders to me when I had forgotten something (thanks Bev) and also Rebecca and Ness. Thank you all for your time and help.

With the losses, we gained new support from Laura Collins who stood up to become our new Group Secretary (thank you Laura for joining the team) and also we gained Ken Docherty (thank you Ken) who agreed to be our Quartermaster. We also welcomed parent support from John, Andrew, Jenna, Philip and Harriet. Thank you all for joining the team.

Squirrels Drey

In May 2022 the 1st Sutton Squirrels Drey welcomed 12 Squirrel Scouts to the group. Over a number of month’s, the Drey has grown to 24 Squirrels who attend every week. The Drey has been exceptionally popular with the local community with 26 Children on the waiting list to date.

The Squirrels have had an amazing year, completing over 100 badges between them. This includes their Local Superhero badge, where they visited our local Fire Station, created their own Superhero and then became local superheroes themselves by organising a collection for our local Food Bank. Other badges include, 'Feel Good', 'Be Active' and 'All About Adventure'.

The Squirrels are supported by a committed and passionate team of leaders including the Section Leader, 2 Assistant Leaders, 1 Section Assistant and a rota of 2 parents for each session. We are also lucky that other leaders within the group attend our Squirrel sessions to help support their transition as they move up through the group.

We look forward to the next 12months and the adventures ahead for Squirrels, and would like to thank everyone who has supported Squirrels from day 1 and beyond.

Beavers Colony

We started the year having fun with Roald Dahl themed evenings, moving on to money skills with fun evenings introducing concepts of saving and investments.

We had an escape room challenge that all the Beavers really enjoyed and then ended the summer term making coracles which we sailed on the river.

We had enough children on our waiting list in July to open a new group in September, so we are now 2 sections, Riverbank and Wildwood. Both groups do the same programme each week at the same time and when the weather improves, we hope to be together as one outside.

We ended 2022 with 30 Beavers attending our groups.

Cubs Pack

The Cubs began 2022 in much the same way as we had been accustomed to in 2020 and 2021 with a few cancellations due to Covid in either leaders or Cubs. Cubs numbers on average around 25 (with several joining Scouts after the summer term).

From Spring things returned to a little more ‘normality’ and we were able to take the Cubs to Bradfield Campsite in Suffolk over the May bank holiday enjoying hikes, go karting, tyre swings, pioneering and lots and lots of food. There was a visit pond dipping at Wicken Fen.

Cubs were able to use some newly acquired tomahawk throwing equipment, following Akela completing a tomahawk throwing safety course and the executive funding equipment. Cubs were able to spend some time on the water with raft building and launching at Holywell in Summer and canoeing at the start of the Autumn term.

The Cub County Challenge Day was another big success in October with Cubs (and leaders) enjoying the climbing wall, aerial skyline, pioneering, campfire cooking, fire lighting, caving and much more. 11 of the older cubs had an overnight camp in early November and were joined the next day by Squirrels looking to sample a taste of camp life playing games and having campfire cooked breakfast.

Leading up to Christmas we made paracord poppies as part of remembrance, booked Ely college for cooking a Christmas buffet and visited Clip n climb for an end of year treat.

Scout Troop

2022 we started the year with 15 scouts and finished with 25 scouts. It's been great to see the troop grow over the year and move our meeting place to Mepal village hall from the 21st March 2022 to accommodate this growth and future growth. Unfortunately, the troops young assistant leader left at the end of 2022 however we welcomed a new assistant leader to the team during 2022.

The scouts completed 73 badges in 2022. This included 2 scouts achieving the chief's scout’s gold award. In the spring term the scouts made good progress on their outdoor challenge badge, covering camp hygiene, map reading and pitching tents. This was in preparation for a camp with Littleport scouts for one night in May where the scouts hiked from the hut in Sutton to the campsite in Haddenham and covered activities like cooking pizza, archery, tomahawk throwing and catapults.

The scouts concentrated on the creative challenge badge in the summer term, making videos to promote the scout troop and some wood work making a pencil box for Father’s Day, finishing off with some more adventurous activities such as an incident hike and tomahawk throwing. In the final term of the year the scouts covered a wide range of the challenge badge sections with animal first aid, litter pick, trust tail, wide games, crafts and a forum to voice their opinions on what they enjoyed and didn't enjoy. Finishing off the year with a trip to clip and climb and the chip shop challenge.

Big thanks to the hard work of the Exec, GSL, leaders, young leaders and supporters to make these meetings possible.

The Group

Sutton Scout Group is over 76 years old. Today it remains a thriving group comprising Squirrels Beavers, Cubs and Scouts.

All groups have a mix of boys and girls.

The groups currently meet in different locations in the village, whilst using our existing site for some of their outdoor activities.

The Executive Committee

A team of 16 volunteers, have met online and face to face to continue to support the delivery of a programme which can be safely rolled out to our young people, and to ensure we can continue to support our community.

Our focus in 2022 has been to continue to support our sections as they transitioned back to meeting in person, and to establish two new sections (a new beaver colony and squirrels drey), to continue to engage with and support local activities in our villages and to oversee fundraising and delivery of our new scout and community building and activity field.

New Scout Hut and Activity field Project Update 2022

Background

Over a number of years, 1[st] Sutton Scout Group has been working hard to build a new home for its thriving groups which would also be open for use to the wider community too. The Group also decided it wanted to increase the size of our site to allow for more outdoor activities including camping and bought 0.5acre of adjacent land from Sutton Poors Land Charity.

This has been a particular focus for the Executive Committee over the last 7 years, previous key milestones included;

Year 2022

After delays to the project due to the national pandemic (2020- 2022), the big news in 2022 was we managed to complete the purchase of the land sale (July 2022), and were particularly fortunate to have had legal services provided (pro bono) by Birketts.

The group has now extended its site to the side and rear which will provide a much bigger site for games, activities and camping.

In 2022 we also had to focus on discharging our conditions on our planning permission and making a start on site to keep our planning permission ‘alive’. In July 2022 a planning application submitted and approved to discharge our pre-commencement planning conditions (conditions 6 Travel plan, condition 8 soft landscaping, condition 9 biodiversity). We also submitted and had our Building regulations application.

In the summer (June- July 2022) - our planning permission and building regulations were implemented and permission kept alive by starting to use the land for scouting activities and laying of pipework inspected by East Cambridgeshire DC Building Control.

In December 2022 – A new 70m fencing was erected along our rear boundary; with particular thanks given to Dave Himpett.

SECTION 5: FINANCIAL REVIEW

Charity Reserves Policy

The Group's policy on reserves is to hold sufficient resources to continue the charitable activities of the Group should income and fundraising activities fall short for at least the forthcoming year ahead.

The Executive committee considers the Group’s budget annually to enable it to meet its charitable objectives.

The Group held general reserves of approximately £8,000. This is the level required for operating expenses.

Investment Policy

The Group does not have sufficient funds to invest in longer term investments. The Group has therefore adopted a risk adverse strategy for the investment of its funds. All funds are held in deposits using only mainstream banks or building societies.

The Group Executive regularly monitors the levels of bank balances and the interest rates received to ensure the Group obtains maximum value and income from its banking arrangements. Occasionally this may involve using an account that requires a period of notice before funds may be withdrawn. Before doing so the Group Executive considers the cash flow requirements.

Subscription Policy

The Group Executive regularly monitors the level of subscription chargeable to members to ensure that subscriptions to district are met. During the year subscriptions were £45 per term. These subscriptions paid by members are used to support the Scouting activities, badges, materials, resources etc., as well as the hire of meeting areas such as The Pavillion and The Glebe.

Fundraising Policy

The Group undertakes a variety of fundraising activities to support the objectives of the charity. The purpose for the majority of our fundraising efforts this year has been focussed upon our hut replacement project.

The principal source of fundraising activities during the year includes catering events, a newly launched annual village Fireworks event (in partnership with the local Feast committee), annual Christmas draw, clothing collection, Santa's sleigh donations, other generous donations and gift aid claimed on donations received in the previous tax year.

The Executive has established a sub group of the committee under the committee terms of reference. This is to identify and actively pursue fundraising. Now that planning approval and building regulations are in place future plans include sourcing grants, match funding, company sponsorship as well as local level fundraising in the group. The group plans to encourage more parental involvement in fundraising going forward.
