Summary of the minutes of the Meeting of the Friends of Blackburn Cathedral Council to discuss matters from 2019, held by Zoom on Wednesday 29[th] April 2020
There were 13 members of the Friends’ Council present.
Following opening prayers lead by the Dean, two apologies for absence were received and the Minutes of the Friends’ Council Meeting held on 9th January 2020 were read.
Only two matters arising from those minutes were discussed; the annual donation to Cathedral Flowers and the agreement to fund 30 new Pew Bibles, which were ready to be purchased.
There was no correspondence.
The Chairman reminded Council that the AGM due to be held on Sunday 18th May 2020 had been cancelled due to the Coronavirus pandemic and the business of the meeting would be dealt with by the Friends’ Council.
Minutes of the 2019 AGM:
These had been circulated in advance and with the addition of the actual number who attended (35) the Minutes were unanimously approved.
Annual Report and Accounts:
These had been circulated prior to the meeting and were taken as two separate items
Report:
Subject to the correction of minor errors, the Council unanimously approved the report. Proposed by Paul Mason, seconded by Laurence Wood.

Accounts:
The Treasurer Tony Cope highlighted salient points and the accounts were unanimously adopted by the meeting. Proposed by Laurence Wood and seconded by Paul Mason.
Officers and Officials:
The Council accepted the recommendation of the Trustees that all officers and officials should remain in place until May 2021. All were willing to continue in their role as were the three Council members Laurence Wood, Joan Dorich and Dr. Stephen Brooke due to retire at the AGM in May 2020.
Flower Festival:
Dr Brooke explained the rationale behind the initial postponement and later cancellation of the event. This had been done very reluctantly after full consideration of unlikely availability of artistic directors, national and international exhibitors, concerns over public confidence and future funding for the event.
Council members had been informed prior to the announcement being made in the public arena.
Dr Brooke pointed out they were fully aware of the financial implications to FOBC Council having to take this course of action. He went on to say that communications had been made with all ticket holders asking them to consider donating all or some of their ticket refund to help to cover the considerable expenses already incurred. He was happy to report that to date there had been a good response. Communications had also gone out to all the sponsors asking them if they would donate some or all of their money to help cover the costs so we could at least break even. It was pointed out that the sponsors had already had the benefit of some advance publicity through posters and promotion of our Flower Festival website. Some sponsors had replied and we were waiting for a reply from others.

It looked at this stage that we had covered our costs so no there would be no financial implications to either the Trustees or FOBC Council.
Future Projects:
The Dean reported that many of the projects as outlined at the last Council meeting had been put on hold but not forgotten. He stated that as a result of the lockdown, there have been live broadcast of services from the Cathedral and the Chapter were considering the use of two cameras to enhance the quality. He asked whether or not the FOBC Council would contribute towards the costs and this request was unanimously agreed in principle, subject to seeing full information about costs and what they cover as well as resource implications.
No date was set for the next meeting.

Chairman’s Report
To quote HM The Queen in 1992, it was an ‘ annus horribilis’ and the same could be said for us in 2020. The short phrase “The COVID 19 pandemic and lockdowns” provide the reason why.
At the beginning of 2020, plans for the Cathedral Flower Festival in June, organised and underwritten by the Friends, were well advanced with excellent sponsorship and advanced bookings being very positive. This was due to the efforts of Stephen & Karen Brooke and Tony & Lowri Cope who had put so much voluntary time and effort building on their experiences in organizing and running our 2016 Cathedral Flower Festival. Their report is a separate item in this year’s annual report but I wanted to publicly thank them all for their dedication and significant time spent in the build-up only to be thwarted by the dreaded virus and lockdown which meant the Flower Festival had to be cancelled.
COVID 19 also caused us to cancel our 2020 Annual Meeting scheduled for May at the Cathedral due to lockdown. The Cathedral, together with many other buildings, being closed for the three months of April, May and June. Many Trusts, whose AGM’s fell during this period, decided to ask if those in office or were due to retire, would stay on in their existing positions for a further year. The Trustees called a meeting, which was held virtually on Zoom on 29[th] April, 2020 and everyone who was either due to retire or who held executive office, agreed to remain post. The minutes of this meeting have been transcribed in this annual report on pages 5 – 7 in lieu of the normal previous year’s AGM minutes. The 2019 Annual report was then produced and circulated to all Friends.
During 2020, the FOBC Council, which includes the Trustees, continued to meet on Zoom to ensure that essential business was transacted as well as supporting the Cathedral as best we could and this continues into 2021.

Friends of Blackburn Cathedral Annual Bulletin 2020
We were very fortunate to receive some significant legacies during 2020 which has enabled us to donate £30,000 to the Cathedral towards the essential restoration to the Cathedral’s structure with essential repointing having to be undertaken as a matter of urgency. More detail about this is in the report from our Treasurer. We have continued to fund flowers to support the beatification of the Cathedral each week and we thank Raymond Smith, our Vice Chair, for his skills and professionalism with many positive comments being received about his displays.
Vaccination of those most vulnerable (groups 1-4) with their first jab had been completed by mid-February with most of those in groups in 5 and 6 have similarly received their first vaccination. We are so proud that the Cathedral is playing such an important part by using the Crypt to become one of the vaccination hubs. A positive spin off from this is that so many of the local community have come into the Cathedral for the first time and we hope not the last. Yesterday, Mothering Sunday (14[th] March), the Cathedral re-opened for communal worship and prayer as numbers of deaths, admissions to hospital and those who had been tested positive for COVID had significantly fallen. By the time you read this report, it is hoped that some of the more draconian restrictions will have been lifted enabling us to get back to whatever the ‘new normal’ might be. However, this will not be in time for our Annual Meeting which is to be held this year on Zoom commencing at 3pm on Sunday 9[th] May, 2021 with our Dean being the guest speaker.
Finally, may I thank particularly our Treasurer, Tony Cope and our Secretary, Karen Brooke, for all their work over the last 12 months and everyone else who have contributed in what has been a very frustrating year.

Chair and Trustee – Friends of Blackburn Cathedral Council.

Lunchtime Talks
The pandemic caused The Friends to suspend our Lunch Time Talks through 2020, but it is hoped that the talks at the Cathedral can recommence in 2021 and be interspersed with visits elsewhere. Those events which unfortunately had to be cancelled can be quickly reinstated when we are free and able to meet up again.
Firstly the visit to Blackburn Museum with a tour of the icons and lunch back at the Cathedral.
Then a visit to the famous Tiffany glass collection and talk by the curator and lunch at Haworth Art Gallery, Accrington.
A talk by Dr David Grimes at the Cathedral followed by lunch in the Temple Gallery.
Looking forward to seeing you all soon.
Should you be interested in our future events please look at our website www.fobc.info to see the Talks and planned Events on the respective pages or write to :

Flower Festival Report
It was with great sadness and regret that the decision was taken last spring to cancel the 2020 Flower Festival. Plans were well under way; the team having been working hard for many months in the dedicated Flower Festival Office in Church House, meeting prospective sponsors, flower designers and volunteers.
There was great appetite and enthusiasm in the Cathedral, the town and amongst designers to create a splendid spectacle to surpass even the success and buzz created by the 2016 festival.
Sponsors, both old and new had signed up to support the festival and media, press and social media promotion was attracting attention and the anticipation of another successful festival was palpable.
March saw the first lockdown due to Covid-19 and as time went on it became obvious that, due to the serious pandemic which was gripping the whole country and the world, the Festival could not go ahead.
Lowri, Karen, Stephen and Tony would like to thank everyone who had already invested so much time and energy into the organising and supporting the Festival. It promised to be another amazing opportunity to bring people from all over the country into the Cathedral and Blackburn, but sadly it was not to be.

A Message from the Dean
It is impossible to reflect on Cathedral life this last year without considering the impact of COVID-19 across our world and nation. As I write, on the eve on the anniversary of the first lockdown, I am aware of just how much we have had to carry as individuals and as a nation; the burden of lives lost, unexpected grief and pain, vulnerabilities exposed and isolation, loneliness, and financial hardship for many.
During this time, we have also learnt that it is the small things in life that are important: a hug, the freedom to leave home, the shaking of a hand, a visit to members of our family and eating with friends. Indeed, friendship will, I’m sure, be even more important in the years to come as we reflect on just how important friendship is to our wellbeing as human beings.
This is, of course, a wonderful reminder of just how important the Friends of Blackburn Cathedral are in our life and wellbeing as a community at the Cathedral.
This year Chapter have been grateful to receive financial support for significant work to the exterior of the building. We have had initial conversations about support for equipment for live streaming our worship and associated events. This will be a great blessing to many who, not only during the pandemic, find themselves unable to attend the Cathedral as regularly as they once did. With this particular project, the Friends Council asked for additional information to support our application which we are very happy to supply – and we hope before the end of April to be able to supply a report that will outline our proposals in more detail.
One of the unexpected positives of COVID has been the development of worship on-line. For fifty-two weeks we have ‘up-loaded’ Sunday worship at 9.00am together with a weekly reflection on the Cathedral YouTube channel. Evening prayer is open to all on ZOOM and morning prayer is available on YouTube. Throughout this period, we have seen new people join us and have had the opportunity to explore new and creative ways of engaging in worship on-line. Continued …………

Friends of Blackburn Cathedral Annual Bulletin 2020
As we move forward there are two significant projects under consideration for which we hope to be able to gain support from FOBC during the coming years. These include a reordering of the Jesus Chapel and the development of a small part of the Crypt, originally designated as the Chapter House. That said, until we are the other side of COVID much of our thinking is on hold, but we do hope that before the end of the year we can at least place our aspirations and plans on the table for discussion.
The year cannot pass without me highlighting the disappointment of so many both locally and nationally following the cancellation of the Flower Festival in 2020. The energy, dedication and total commitment of Lowri Cope and Karen Brooke was inspiring. But once the reality of the COVID pandemic became apparent it was clear that the show could not go ahead. I just want to say a very big thank you to them and FOBC for the commitment to deliver the festival and their willingness to accept early on in the pandemic that cancellation was the only option. I do hope that the bulbs are only in hibernation and that they might blossom again very soon!
As Dean, on behalf of the Chapter, I would like to thank the Friends of Blackburn Cathedral for their ongoing support in all that we seek to do as a Christian community. I have valued friendship and hope that you will continue to play a significant part in our mission and ministry in the year to come.
With every blessing.
The Very Reverend Peter Howell-Jones, Dean of Blackburn and President of the Friends

Treasurer and Membership Report
After a very difficult and challenging year for Charities, I am pleased to be able to present a positive report of the accounts for the year ending 31[st] December 2020 to The Friends of Blackburn Cathedral.
After comments made last year by our independent examiner, following his review of the 2019 accounts, we have changed the way of reporting our financial affairs by including any donations to the Cathedral as an expense rather than a grant from our reserves as we have shown in the past. In 2019 we made a grant to the Cathedral of £3,000, however has we have already declared our surplus for 2019 to the Charity Commission, the grant to the Cathedral in 2019 is not shown in these accounts for comparison purposes.
Had we not changed our way of reporting our grants to the Cathedral, I would be reporting a surplus of £4,742.65 for 2020, but bringing the grant to the Cathedral into the expenses as we now do means I report a deficit for the year of £25,257.35 after the grant of £30,000 for the works detailed in the Chairman’s report, which in turn was match funded towards the £100,000 costs of this work.
With plans well advanced, after deciding to cancel the Flower Festival it presented a number of financial challenges to the Friends having already spent some £30,000 in preparation for the event.
Dr Brooke has already outlined the strategy for mitigating the possible financial exposure to the Friends in the summary of the Council meeting minutes. Thanks to the generosity of ticket holders and sponsors, many of whom either donated part or a full contribution, we found ourselves able to cover the costs with a small surplus. There will be some additional costs in the current year whilst we move items stored at the Cathedral back to the storage facility.

Friends of Blackburn Cathedral Annual Bulletin 2020
After defraying the grant to the Cathedral our cash at bank, including the balance in our Paypal account, stands at £181,234.82 and our total reserves £183,557.82.
Our accounts have been vetted by our appointed independent inspector Mr Alastair Harris. As previous, Alastair was extremely thorough and has approved the accounts for 2020. I thank him for undertaking this work on behalf of the Friends Charity.
Membership
Our membership has again reduced this year by 2 members to 247.

I thank all the members for their continued support and look forward to working with the Council members through 2021.

Cathedral Slide Show
Members will recall that in our 2019 Autumn Newsletter we mentioned the discovery of slides and commentary of our Cathedral.
The slide show was created in about 1966 by Friends led by long-time member Dr. John Bertalot.
At the time the series of colour slides with commentary about our Cathedral which was taken around the diocese to help raise funds for the Cathedral's completion. It included 'before and after' slides of the nave and crypt.
It was this collection that was presented to William and Sarah Thompson showing what their munificence had contributed to our Cathedral as they gave £50,000 to beautify the nave and £25,000 to build the Lantern Tower. These were enormous sums of money in those days for which the Cathedral was extremely grateful.
We are in the process of having this transferred to a digital format and look to offer copies to anyone wishing to purchase one, cost will be £10.
If you would like to reserve a copy please contact our Secretary Karen Brooke who will hold your interest on file and let you know when they become available.

The Prayer of the Friends of Blackburn Cathedral
Heavenly Father, We give thanks for the daily Worship and witness of our Cathedral Church; For the faith of those past and present Whom you have blessed through prayer and fellowship and in bread and wine. We ask that you will guide and bless us, our Bishop and the people of this Diocese that we may grow in faith and love to become a holy people. So enliven us by your Spirit that we may bear your healing love to those who are full of joy and faith as well as to those who are bewildered and broken. And as we remember how Mary bore your blessed Son into the world so may we make Him known to others for the fulfilment of our lives and the healing of the nations.
Amen
