2021. The Iruslees have adopted the provisions of the Ststement of Recommended Practice ISORPI

statements of the charity.
Objecllves and principal activities.
Queen Street School Preservation Trust is a Registered Charity. the obj'ectives of which are..
To wuire, preserve and maintain the old school and other buildings in the Queen Street area,
and lo cary out repairs, alleratsons, maintenanee 2nd eonstruclion on the same in order lo create
an educational, heritsge and communf(y centre for the benefit of the people of Barton, visitors,
schools and educational hi5torian5.
To continue to preseTre and maintain and to manage the said centre.
To acquire and maintsin for the advancement of education a museum comprising a collection of
artefacls for display and study purposes on the subject of the history of primary educatson with
particular reference lo Samuel Wiloerspin and his role in rt.

lo the Development Offior. via the Council of Managemenl and Finance.
Flnancial Revlew
The Slalemenl of Financial ActNrt￿S (SOFA) shows that al the end of the financial year we had posilbve
serves tr) ¢arry forward of £532.986. ¢ompared wrth posrtive reserves of £516,334 at 31 August 2020.
The Trustees are continuing fundraising activities. and income from rents and organised school and other
visits are increasing We are confident therefore that our a¢tTrvitses are sustsinable and that we are on
course lo increase the surplu5 on unreslricled reserves. The Trustees consider il prudent that
Un￿$t￿tted reserves should be suffic*nl to cover al least one yearfs operating costs.

Achievements and perfomionce
The Impact of Covid 19
Covid 19 restrictions (March - July 20201 which had been eased during the summer were re-imposed in
the autumn 8$ part of the govemment tiered system. A second national lockdown in England began on 5
November.
The Museum 2nd Coffee Shop were closed from March 2020 due lo Covid 19. 8nd all work stopped.
Staff were furloughed and volunteer activities ceased, tentatively resuming behind the scenes with care in
the lead-up to the new financial year. The Old School Canteen reopened in July 2020 with 8ddilional
space provided by closing the Reminiscence Classroom lo provide safely distsnced sealing and using
the Playground also. Restricted access lo the Museum slarted in August 2020 with a one-way visitor flow
and the removal of all lacb.le exhibits. Reduced volunteer staffing meant that wintef opening hours
(weekends only} had to be adopted, and a ftjrther closure of the sile due lo Covid followed in November
2020. The coffee.shop re4opened in May 2021, onts again with extra safely spaced sealing inside and
outside, and the Museum in July with a soft-launch of the ￿diSplaYed rooms, followed by a formal launch
as part of Heritage Open Days in September 2021.

Covid Recovery
A Covid recovery grant of £10.000 was awarded to the Trust by the Nat￿nal Lottery Heritage Fund
facilitating the redisplay of the former Inlerpretstion Room into a Victorian Classroom, and the former
18905 Classfoom into a Warts'me Classr¢)om. Interprelatson was dispersed throughout each of the
historic rooms
Rebranding of the Museum was also undertaken and associated changes to publicity and the Trust's
social media messaging, including preparations for a new website.
The Covid recovery project was managed by Heritage Consultant, Ali Bodley. who has also drafted..

delivered our first outreach wofkshop Iwartimel lo of our regular schools, Hull Collegiate.
School visits were not possible during the redisplay work. and we need to rebuild our education team so
a re-launch of our educalion programme is planned for September 2022 while we review and revamp the
learning sessions.

After a tenure of fifteen years, John Walker retired a5 Chair. This pericmj covered the restoration of the
derelict building, opening of the Museum and establishing The Wiklerspin as a key partner in the town's
visitor eeonomy. The Trust is immensely graleful to John for enthusiaskn"c involvement and his ￿re
an(J encouragement of volunteers.
lan Wolseley retired as Development Offi￿r - a role he began in 2006 in a full-time c8P8city overseeing
the resloralion and setting-up of the Museum, an¢J continuing in a part-time capacity as manager of the
Museum until this year. lan fomally Joined the Trust and took over as Chair from September 2021.
As part of our succession planning, Yvonne lQ"ng was welcomed to the Museum in January 2021 to lake
on the new part-lime role of Business & Sile Manager concentrating on cafe and opefatsons of the
buildings and the site, and helping make sure our public service5 run efficiently, including the visitor
attraction experience and the hire of OLJr faulities.
In addition lo Yvonne's appointment, further delegation of the fomer Development Officer's role has
included broader involvement of volunteers in management and running of Ihe Museum. and changes lo
our committee and working groups structure.

The Wilderspin Schoolroom V•ryndow has been repaired.
The fomier Girt5' Classroom. used previously as the Interpretalion Room, was restored (repainted,

No activity or events have been possible during the Covid crisKs. Occupancy levels a￿ restricted until a
Fire Safety Audit is undertaken and the remedial works Completed lcomp￿ted 20211221.
The Lockdown coincided with a successfvl grant applicalion to EnTrust for £40,000 to enable us lo instsll
a lift. A lot of preparation work was neeessary. and the lift was installed during 2021. The electrics were
upgraded. and a fire alarm system arml emergency lighting installed.
We are very grateful lo the LondTrust for their funding SUPFQrt of the lift. A new tJTr"ler has been installed
thanks to an EU IERDFI Smart Energy grant.
Since taking on the Hall in 2015 the Trust has been successful raising around £94,000 of grant funding
for the works so far to supplement our own cash contribulion. The in-kind support of volunteer5 over the
years is valued at many thousands of pounds. Individual and corporate generosity for the pew cushions.
amongst other things, amounts lo over £34.000. and the value of investment and cash support by South
Bank Players and Friends at Barton is over £10.000.

This is truly a magniftrnt plural achievement
and we are well on the way to creating a niche
perfomiance venue for community use. Yet rn0￿ funding is needed to rnodemise the ground floor to
create spaces we can use ourselves for Museum acbvities including our events and school visits. The
ground floor will also be used for cornmercial and communty hire too. In lime. the aim is 10 9enerate
in¢ome from the Hall which will help.￿ppOrt the Museum.
The Trust's efforts to attract additional exlemal funding will be signifieanlly improved if il can be shown to
potential funders that it is able to provide more funds from its own resources and from community
5UPPgrt. and to that end we launched an appeal to local businesses and individuals.
Looking Ahead
The Covid recovery project identified a need to pre<Jress further dissemination. research and publication
about Wilderspin lo older students, colleges and academics. aduh edl￿t￿)n groups - as well as school
groups.
The Trust has been successful securing funding from the Humber Museums Partnership lo develop a
Memory Café in 2022 as part of our cornmunity outreach and engagement.
New links with Wildeispin descendants in USA could lead to donation of personal artefacts including the
Travelling Bookcase.
During the Covid lockdown we established a link with the Jacobs Foundation Global Education Museum
Initiative based in Swtzerland. The Gemini project will provide curated "learning joumeys. on the topic of
education, and the vision is to enable contributing museum5 to present their eolleebons and their
educational know-how, as well as build an intemational communty of museums.
A fire safely audit is planned in 2021122 for the Joseph Wright Hall (completed 2021)- The next proje¢l
will centre on increasing aydrence capacity by improving fire escape routes.

North Lincolnshire Courtcil owns the freehold of the land on which the School stands. The Authority
granted a 50 year lease to the Tnjst. rent free. There is an oplion lo purchase the freehold for £1,
which the Charity is ¢on$iderirvJ.
The buildings themselves belong to the Queen Street School Preservation Trust. The precise cost of
bringing the buildings to their present condition was £1.765.180.
Such costs were not capitalised as fixed assets in the Balance Sheet as there was considerable
doubl as lo whether the costs incurred represented the true value of the land and buildings. The
Trustees sought an external valuation in 2012 whth gave a value of £470,000 which was recognised
in the account5.
In 2015 the Trust acquired the Ciladel next door lo the School from The Salvation Amiy with a loan
from North Lincolnshire Council for £90.000. An agreement was made lo repay the purchase monies
to the Council once the building is refurbished and fully operational as a Comrnunity Arts Theatre.
