Basingstoke East continued to grow in 2024, with our January 2025 census figures showing an 4% increase in young people on the previous year. One of the really great figures is our growth in adult volunteers which is 21%

What would scouting be without its volunteers?
Over the last year there’s been lots of talk about change not only within the District but nationally; first we had transformation from Executive Committees to Trustee Boards, then came Team Members, Team Leaders, Group Lead Volunteers and District Lead Volunteers to name but a few. Next came the new system, which brought about its own set of challenges, some of which are still being resolved.
The one thing that has remained true throughout is the dedication and determination of our leaders, they are there week in week out delivering a fun and engaging programme to young people across all sections. From hikes and camps, to cooking sessions, crafting and all the adventurous activities, none of which would be possible without an amazing team of volunteers all led by the District Team who in turn are led by Jack and Paul.
What about Trustees what do they do?
The transition from Executive Committees to Trustee Boards was shift in mindset, in truth, Executive Members were always Trustees, but it wasn’t made explicitly obvious. The role of the trustee can be just as varied as that of a leader; from writing and overseeing policies, managing finances and checking that premises are looked after. Whether someone likes to take control of admin, manage contracts, look after finances or has a keen interest in Health & Safety there are roles for everyone.
Essentially Trustee Boards make sure young people have the best experience at Scouts, and they check things are being done safely and legally. Trustees support leaders to deliver a fantastic programme, while making new friends, and learning new skills themselves.
As a District we have had our fair share of changes in Trustee teams which has led to members of the District team supporting gaps where required. Not only that we are fortunate to be one of the only districts within Hampshire to have a well engaged and enthusiastic Youth Team, two of whom also sit as Elected Youth Reps on our Trustee Board.

The fun and the finances!
The district finances are healthy despite rising costs; enabling us to juggle the day-to-day vs seeking grants to support the fun stuff – such as Kit Out and the Youth Workshop. There are also lots more fun things planned for the year ahead, such as; a multitude of camps across all sections, including a big international trip to Kandersteg in 2026 and of course BEASTLY25 which will be even bigger and better than last year!! Thank you everyone for your ongoing dedication and support!

As we reflect on the past year, it's inspiring to see the remarkable achievements and growth within Basingstoke East District Scouts. Our collective efforts have significantly enriched the experiences of our young members, equipping them with invaluable skills for life.
BEASTLY 2024: A Showcase of Scouting Excellence
A highlight of the year was undoubtedly BEASTLY 2024, held at Dummer Down Farm. This event brought together over 700 young people from Basingstoke East, Basingstoke West, and Girlguiding Basingstoke for a day filled with diverse activities and entertainment. The presence of distinguished guests, including the Mayor of Basingstoke and Maria Miller, underscored the event's significance. Attendees engaged in over 70 activities, ranging from crafts and climbing to virtual reality games and an assault course. The main stage featured performances and served as a platform for renewing Scouting promises and presenting awards. An evening social for our dedicated adult volunteers provided a well-deserved recognition of their unwavering commitment.
Celebrating Individual Achievements
Our district takes immense pride in the accomplishments of our members. Notably, Max Edney, a 12-year-old Scout from 1st Chineham (Basingstoke East) Scout Group, was honored with the prestigious Cornwell Scout Badge by UK Chief Scout Dwayne Fields during the Basingstoke Gang Show. Max's exceptional courage and dedication, demonstrated through his fundraising efforts for the Brittle Bone Society despite personal health challenges, exemplify the spirit and resilience we strive to instill in all our Scouts.
District Growth and Development
This year has seen further growth in our district, with an increase in membership. Our commitment to inclusivity and personal development remains steadfast, as we continue to offer a wide array of activities and opportunities that cater to the diverse interests of our members.

Youth Report Eleanor Jones & William Digance District Youth Representatives
Throughout this year, we have had change within the District Youth Team and as District Youth Representatives; Will and I have had a large influence with the progression of the team. Recently, we have been doing two major projects to make our district more youth centred.
Since starting, we have held the District Youth Forum which had different sessions for cubs, scouts and explorers to gain their view and opinions on the district both anonymously and openly. This gave them the opportunity to gain both part of the You Shape badge and influencing our projects in the future of this district.
Following this event, we have planned and, by the point of this event, have run an Explorer Passport Camp. This camp is a camp for the explorers with little leadership except to sign in and sign out along with some of the activities. As a team, we have organised food, programme, risk assessment, kit list and more for this camp to go ahead. As well as that, we will be the primary leads for this camp, making sure it runs smoothly throughout the whole weekend.
In the next year, we are setting our sights even higher. We are planning on developing from our feedback to do another District Youth Forum on the 14th of June, to gain the opinions more from the young people. We are also planning on visiting the groups more so that they are aware of upcoming opportunities and helping them to gain You Shape award.
Finally, we couldn’t have done all of this without the help and support for the wider District team so thank you to anyone that has helped or given time to help run/organise these events. We couldn’t have done it without you.

Programme Report Craig Harris District Programme Lead
Young people across Basingstoke East have once again enjoyed a fantastic variety of exciting and adventurous activities. From nights away and District camps to fun days out and thrilling challenges, our Programme Team has worked hard to support Groups in delivering high-quality experiences.
In addition to organising District-wide events, the team has provided invaluable support to Groups in running their own programmes. Thanks to the expertise of the BEAST team, we continue to offer exhilarating activities such as archery, tomahawk throwing, and rifle shooting—giving young people the chance to learn new skills and build confidence. Nights Away remain an integral part of Scouting and the team have been on hand to support more adult volunteers gaining their permits and holding Nights Away events.
It’s always inspiring to see our young people thriving and having fun through these activities, and the Programme Team is looking forward to another year of adventure, growth, and success!

Squirrel Scouts Report Jan Wright District Squirrel Team Lead
Another year has come and gone, and we reflect on the exciting journey of our youngest members, the Squirrels, some of whom have now progressed to Beavers. This year, I had the honour of presenting approximately 72 Chief Scout Acorn Awards to dedicated Squirrels. Each recipient left the Drey not just with a handful of badges but with a treasure trove of memories as they transitioned to their respective Beaver Colonies.
We now have 6 Dreys in the District, as we welcome Old Basing our newest Drey, with 1st Chineham opening up a second Drey very soon, which is amazing. We are now offering our Squirrel fun to 122 young people.
Reflecting on the past year, the Squirrels’ engagement in district events has been remarkable. Our first event was a delightful visit to Wellington Country Park, organised by Amy Goodhall. This event was not only fun but set a solid foundation for the BEASTLY day—our first where all Squirrel Dreys participated. The sea of red uniforms at BEASTLY might have been a tad unnerving for our leaders, accustomed to spotting their groups easily, but it provided a splendid opportunity for the Squirrels to meet and interact with the broader Scouting family we often speak about.
Another highlight was the County Squirrel Fun Day at Ferny Croft. It was a day of courage and adventure, starting with a double-decker bus ride, leaving the familiar behind and embracing the excitement of activities like crate stacking and tomahawk throwing. The day ended with most Squirrels blissfully asleep on the ride back, their energy spent on a day full of excitements.
Looking ahead, we’re excited to continue these traditions with another trip planned to Wellington by Amy Goodhall in March, followed by BEASTLY and the Squirrel Fun Day. Additionally, two leaders from Basingstoke Air are brewing something thrilling for our next gathering. More details will follow in our upcoming reports.

I can’t end a report, without a sincere thank you to all the Volunteers. Whatever your title has changed to, one thing that never changes is your dedication and enthusiasm. It’s what makes Scouting great and Squirrels so successful. I’ve seen first-hand on my visits how wonderful you all are, and as I embark on another round of popping my head through the door of our Squirrel Dreys, I’m looking forward to seeing everyone again, but most of all, I’m looking forward to being inspired and enthralled once again.

Beaver Scouts Report Magda Esterhuyse District Beaver Team Lead
The Beavers or Basingstoke East had a very exciting year in 2024. Our District events started off with a brand new event “Beavers around the world” which happened at the end of February. This was organised by Vicky and the district team and was a great success. A fantastic addition to the quiet winter season for the Beavers.
Next up was our trip to 4 Kingdoms with the rest of Hampshire county beavers on 20 April. We took 113 Beavers from most groups and as always it was a fantastic day out.
In May, we joined the rest of the District at Beastly, where the young people had the chance to experience a myriad of scouting and other activities.
June is usually the time for our District Beaver camp and this year we opened it up to Beavers of all ages, and held it over two different weekends. We had 58 Beavers at the one in early June and 45 at the one at the end of the month. This was only possible due to the incredible hard work of several leaders, especially the cooks, who were happy to come back for an encore two weeks after the first one. As always, the Beavers rose to the challenge of very often their first night under canvas and even the youngest ones really enjoyed it.
After the summer break we had a Teddy Bears’ picnic at the Walled garden and of course October is when we have our annual trip to Paultons park with County. This year we took 122 young people down. A fantastic time was had by all.
In between all these events, all the colonies were meeting weekly, having local sleepovers and camps and doing their badgework, with several young people gaining their Chief Scout bronze awards. All of this shows that the groups are all committed to offering a varied and balanced programme to the Beavers in the district and we would like to take this opportunity to thank each and every volunteer who give their time to help run the Beaver colonies and district events throughout the year.

The year since the last AGM has flown by. Growth in numbers of young people and volunteers is strong, which is an indication of how much fun is had by all throughout the months.
Camping is a strong favourite with all, outdoors is always a winner but even during the colder months there have been a number of sleepovers to keep things ticking over until the canvas can be unpacked again. The early May Bank Holiday will see Cubs heading for an old favourite camp site, Youlbury. While last year’s adventurous campers joined the District Cub camp at the home of Scouting, Gilwell Park.
Having access to the District Hub has been popular with various groups enabling them with the chance to use the laptops to achieve some of the Digital badges for the first time for some Packs. Additionally the opportunity to take part in the District lead JOTI, giving a chance to speak to other Scouts from around the world. October would not be the same without the day out to Chessington World of Adventures, a fabulous trip regardless of whether it’s thrills or animals you seek.
The District Hike has also just taken place, the Cubs were amazing completing the 8km route, unlike last year the weather was kind to us. None of this would be possible without the passion and dedication of the volunteers who give up their time. A massive thank you is due to every single one of you, from me to you for everything that you do to give the young people of Basingstoke opportunities to have so much fun

Scouts Report Tim Gibbons District Scout Team Lead

Throughout the year the scouts in the district have continued to have the opportunity to spend nights away. Since the last report this started with the district scouts attending Ferny Crofts to complete their expedition challenge award. This weekend is the culmination of their journey as a scout and allows them to plan their hike routes and then map read round the route.
The next event was the district attendance at Essex International Jamboree. This was a great week with the scouts able to join approx 8000 other scouts/explorers with lots of fun activities. Then scouts from across the district joined other scouts from the county at the Summer Camp week at Lyon’s Copse. This is a patrol based camp with lots of activities and camping and cooking in patrols.
This was followed by a weekend of learning survival skills. A large number of scouts attended this camp and gained their survival skills badge. Activities included fire lighting, making waterproof matches, cooking on open fires and sleeping in self built shelters. The year was finished with Patrol and Assistant Patrol leader training. This is where the young people learn the skills for 1st level leadership.

BEASTLY Report Jack Tracy & Paul Hogan-Williams Event Leads
BEASTLY 2024 marked a significant milestone in our ongoing commitment to fostering collaboration and community spirit within the Scouting and Girlguiding movements. Building upon our established relationships with Basingstoke West District Scouts and Girlguiding Basingstoke, the event expanded its reach by welcoming participants from surrounding districts, exemplifying the unifying power of shared experiences and collective learning.
The event witnessed our biggest turnout to date and 2025 is set to be even bigger as our collaboration with Basingstoke West District Scouts and Girlguiding has never been stronger. The success of BEASTLY is a testament to the dedication and hard work of all involved, and it has paved the way for future joint ventures. Furthermore, the inclusion of neighboring districts has broadened our community network, fostering new friendships and partnerships that will undoubtedly enrich our programs in the years to come.
BEASTLY 2025 is fast approaching and takes place on 17th May 2025. We have continued to build upon the solid foundation from our previous years, introducing new activities and opportunities that reflect the evolving interests and needs of our members. Our focus remains on inclusivity, personal development, and, above all, ensuring that every participant leaves with lasting memories and enhanced skills.
We extend our heartfelt gratitude to all the volunteers, leaders, and participants who make BEASTLY an unforgettable experience. Your enthusiasm and commitment are the driving forces behind our continued success.

14-24 Team Report Jack Dilly 14-24 Team Lead
Having led the 14 to 24 team for over a year, I am proud to see the developments we have been working towards across Explorers, Young Leaders, and Network come to life. These achievements have only been possible thanks to the dedication and innovation of our team, who have gone the extra mile to enhance the experiences we offer.
Last year, we set out to launch a new Explorer Unit, make Young Leader training more accessible by offering local and free provisions, and strengthen our Network programme. I am pleased to report that all of these goals have been successfully achieved. Additionally, this year has seen an impressive number of top awards earned by young people and leaders, a testament to the commitment of both participants and the volunteers who support them.
Looking ahead, we remain focused on expanding opportunities—offering more camping experiences, developing valuable skills for life, and ensuring all young people in our section have access to high-quality, enriching programmes. As we continue to grow and evolve, I am excited to see what we can achieve together in the coming year.

Explorer Scouts Report Jack Dilly 14-24 Team Lead

In last years report, I announced that we hoped to begin another explorer unit so that more young people in Basingstoke East can attend explorers, giving an earlier start time, a more central location and a different date so there are less barriers for those wanting to join. I am pleased to say the explorers team have achieved this as explorers now has a second group in the district, Penguins ESU, which has completed its first term successfully. Penguins are looking towards creating more adventures and working with the existing Yeti ESU team to improve the opportunities across both groups. The new group brings a brilliant opportunity to explore different ways of working and different opportunities that the new leaders may bring to the team.
Alongside this we are exploring more opportunities with Basingstoke West and improving our top awards provisions. Notably, Yeti and Penguin both attended the Basingstoke West Silent Disco which widened scouting partnerships locally and provided a fun activity for all. Further to this we are beginning to explore the possibility of running local Duke of Edinburgh's (DofE) award expeditions as well as local support for those completing DofE to ensure they have better support through the award process.

Young Leaders Team Lead
We have 36 YLs across the District. 5 of those have completed the entirety of their programme and earned their Young Leader Belt and we have 2 more only missing one of the four modules. Of the 36 YLs, 16 are, per the OSM data, yet to complete their required Module A training.
Last year, we began running local courses with the great help of Kirsty from Basingstoke West District. Module A was run once a term and the other modules on a rotating basis with a view to allow YLs to complete all their modules within a 12-month period if they attended all three sessions. Uptake for these sessions was low resulting in the high number of missing Module A completions still. Reporting is an issue with YLs and notifications of people completing modules often fails to make it back to us making the accuracy of information difficult to judge despite efforts to try and cleanse all the data and push people into providing updates during 2024.
Hampshire Scouts appear to be restarting some of their YL training activities which should hopefully be welcomed by those needing training and we will continue to promote these courses with the YLs needing it.
After efforts earlier in 2024 to reach out to GLVs, there does now seem to be good reporting from Groups to register new YLs so thank you to everyone for your help with this. We now need to continue to work on the engagement to ensure that YLs are completing their training, particularly Module A, and to encourage people to complete their Missions to allow them to earn their Young Leader Belt.

Network Report Ben Young Network Team Lead
Basingstoke Network has had a great year, and we have really started to settle into our stride. We’ve seen growth in our group of regular members this year, welcoming both new joiners and returning members from university. We’ve enjoyed some great events this year, including an adultsonly night at Playzone, our second summer camp, an evening at Basingstoke’s board game café, Gilwell Reunion, a badminton night, and a series of online games nights for those at university during term time.
We’ve been working with the Explorer teams from Basingstoke East and Basingstoke West to increase awareness of Network within the Explorer sections. In October, we ran an event inviting older Explorers to join us for a Network meeting. In December, we were invited to join the Explorers' silent disco with Explorers from both districts. As a result of these events, we’ve received more inquiries about Network from Explorers and have observed better engagement from those who have recently joined.
We have also begun to form a relationship with the Student Scout and Guide Organisation (SSAGO) at Winchester University. We joined them for their creative and fun cardboard knights activity in February and have invited them to join us in Basingstoke for a challenge hike towards the end of April. We’re looking forward to continuing to build this relationship and anticipate the interesting events it will bring.
We’re already looking to the new year with the Isle of Wight Revolution camp, a joint Network and Explorers event, another summer camp, more online events, and other interesting activities.

The Team is always here to help but we are always looking for new members with skills that would enhance each area we cover.
Communication
Sam Belcher has been busy over the year, with the monthly job of finding articles for Look East and keeping you as updated as possible with Facebook & the Basingstoke East Scouts website: bescout.org.uk. Sam is also behind support@bescout.org.uk, so any new leaders who need scouting emails or other IT help, he is your man.
Growth, Development, Inclusion & Diversity
A large title that covers a lot. The district has grown this year and that is thanks to every section leader who managers their young people through the sections & the group wanting to join lists. Some sections are full and finding Squirrel places has been testing at times. Communication with groups around their wanting to join lists is key, with district help and knowledge on who is full or who have spaces, we can offer more young people scouting. I am pushing forward with the district wanting to join list, Chineham and Old Basing are now working from this list. Over the coming months, I will be working with groups to encourage the use of the district list, which also helps with duplication of names on multiple lists. Besides being the person behind the team, I have also been put to work on the ground to get the new Explorer unit, Penguin, up and running and putting together Old Basing Squirrel Drey’s programme and weekly meetings. As always, adult volunteers are key, and I have been able to help adults get to grips with the new membership system and helping Keith D with the new welcome monthly meets.
Beastly, saw the first year of the Inclusion Hub. The aim was to help young people who would usually struggle with a big event, and give them a space to gather themselves and then move onto an activity when they are ready. We are all learning as we go, and it seems a mountain to climb, but we have made some improvements with the same team for this year’s BEASTLY Inclusion Hub. On a different note, an inclusion bag was handed out to Group Lead Volunteers, back in October, to start the conversation of what is needed at a section meeting, when helping young people enjoy scouting. This may not be the only thing that will help but with other considerations in place, for everyone, we try our best.

Kit Out
Kitout.org.uk has been launched and is now available to scouting, schools & DofE young people who want to hire kit for hikes or camps. It has been hard to find time to get this up and running, so thank you to all those who have helped this become a reality.
Community Engagement
This comes in waves, from operating water stations at the Half Marathon to Hot Chocolate & Marshmallow stall at Dummer Down Farm & being invited to the Dialogue Society who bring together different groups of people (social, cultural, political & religious).
Scout Shop
The Scout Shop went from strength-to-strength last year, physically & online. A multi-functional team across both aspects of Scout shop. With more orders coming through, more promotions, we are now seeing a good contribution to both districts (East/West) yearly income. This enables both districts to continue to enhance the scouting experience for the young people with new equipment & resources.

Volunteer Development Team Report Keith Douglas Volunteer Development Lead
In my first year in this role and after a 50 year gap from Scouting in my youth; I have simply sought to meet as many fellow Volunteers as possible. I have undertaken many District Visits and also presented many Commendations. This has helped me gain an insight into what might be helpful and what may be practical to achieve.
My first action was to reactivate our use of the free Basingstoke Voluntary Action & Do It Websites to increase our chances of finding Volunteers from outside our existing contacts.
Next it became clear that use of Facebook was not consistent across our groups; so I have been encouraging its use to increase our visibility to our local communities. A Look East article included our new set of Facebook Guidelines .
Similarly; I have increased the use of our LinkedIn Page to appeal to the local business community, particularly for potential volunteers. A survey of all our premises revealed mostly little use of signage ; so I have been encouraging the purchase of bolder signage to increase our visibility to the local community. A Look East article included our new set of Signage Guidelines .
To complement the new Welcome Conversation Initiative; I have started monthly, informal Get Together sessions at our Chineham Hub for New & Potential Volunteers.

The Charity Trustees of Basingstoke East District Scout Council are the ex-officio and elected (all voting) of the District Board of Trustees. The County Chair and County Lead Volunteer retain the right of attendance. The District Lead Volunteers and District Chair are also exofficio members of any sub-committees of the charity.

The trustees present their report and the examined financial statements of the charity for the year ended 31st December 2024.
The District's governing documents are those of the Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association. The District is a trust established under rules which are common to all Scouts.
The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association.
The District is managed by the District Trustee Board, the members of which are the Trustees of the Scout District, an educational charity. As trustees, they are responsible for complying with legislation applicable to charities. This includes registration, keeping proper accounts and making returns to the Charity Commission as appropriate.
The Board, which meets bi-monthly, consists of up to 12 trustees, 2 of which are ex-officio with the remaining positions filled by elected or co-opted members.
Trustees are provided training in Safety, Safeguarding and Charity Law, to support the appropriate governance of the District.
This Board exists to support the District Lead Volunteers in meeting the responsibilities of their role and is responsible for:

Risk and Internal Control
The District has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss. These include 2 signatories for all payments and comprehensive insurance policies to ensure that insurable risks are covered.

The District meets the Charity Commission’s public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings.
Financial Review
Reserves Policy
The District’s policy on reserves it to hold sufficient resources to continue the charitable objectives of the District should income and fundraising activities fall short. The District Executive Committee considers that the District should hold a sum equivalent to one year’s annual membership subscription.
The District held reserves of approximately £50,000 against this at year end as undesignated funds. This is above the level required for operating expenses however this can be explained by ongoing activities being self-funded as we continue to support Groups as necessary.
Investment Policy
The District does not hold sufficient funds to invest in longer term investments. The District has therefore adopted a risk adverse strategy to the investment of our funds. All funds are held in cash using only mainstream banks or building societies. Our aim is to get the best possible interest rates with low risk.
