Membership Figures

Basingstoke East grew to it’s largest recorded size in 2023 with our January 2024 census figures showing an 18% increase in young people on the previous year. This is one of the highest growths across Hampshire. We have also seen a 6% growth in adult volunteers within the District.

Trustee Report Josh Hensman District Chair

How do you govern a district that is growing so fast?

That’s a question that the trustees have been working on this year. The District Team, ably led by Jack and Paul, has been focused on a growth programme that spanned from Squirrels through to Network. This is alongside providing international opportunities, opening a brand-new District Hub, changing the way we provide the badge service, and growing revenue at Basingstoke Scout Shop by 100% year on year.

The trustee board has been working hard to support these opportunities and provide sound advice and strategic direction. Over the year, the board has focused on good governance, including the effective management of risk and safety, and has made great strides in ensuring that the programme the district provides is well-led, safe and enjoyable.

The year has not been without its challenges, with a focus on scouting nationally and local challenges that have impacted some groups' ability to deliver week-on-week. It is as a direct result of the hard work of the leadership team that these challenges have been overcome, and the district has been able to continue moving forward in a tough socio-economic climate.

It is important to recognise Jack and Paul, who go above and beyond in the service of scouting every day. Having created a great leadership team at a district level and group leaders, they have been able to split their time in seemingly impossible ways to keep up with the requirements put upon them (and many that they put upon themselves!). So many things would not have happened this year without them, and for that, we should all be grateful.

Growth has been strong this year, and opportunities have been everincreasing. Adult volunteers have been recognised in ways that they have not in some time, with the Local Awards Advisory Group really coming into its own. Young people are being represented within the leadership of Basingstoke East and groups within, having a true voice at the table, as they absolutely should.

Through all of this, our finances are good!

The district finds itself in a healthy financial position at the end of the year, recognising the cost of the Essex International Jamboree that was running through the accounts over the course of two years. The board will be working to increase reserves over 2024, focusing on grants and Scout Shop growth to support this aspiration. The board recognises the need for these increased reserves as a result of the continued growth aspirations of the District Leadership Team combined with continued economic uncertainty.

Lead Volunteer Report Paul Hogan-Williams & Jack Tracy District Lead Volunteers

2023 has been another exceptional year for Basingstoke East with the District growing to it’s largest ever recorded size. This really is testament to the dedication of our volunteers across the District providing the quality programmes each and every week along with the amazing events that they put on. We could not do this without these volunteers, so we’d like to really say a massive thank you to all of you!

The quality of programme really is reflected with 110 Chief Scout Awards being given in 2023 and we’ve almost beaten that number already this year with 99 of these top awards up to 14th June.

It’s also been great to recognise our Adult volunteers too, back in January of this year we celebrated the dedication of our volunteers and we were so pleased to present over 100 awards as this amazing event.

As we reflect on the great events of last year with so many growing even bigger in 2024 already. BEASTLY 2024 had over 1,000 people attending which is our largest number to date and we’ve received such wonderful feedback from parents and participants at how much their young people enjoy this day. District camps have also continued to grow, with two Beaver camps taking place this year to accommodate the volume of Beavers wanting to attend, District Cub Camp invited along the Scouts to join them on their weekend at the home of Scouting in Gilwell Park. This year also saw our first District Squirrel event, which our Squirrels having a fun packed day out at Wellington Country Park.

As we look forward to the rest of the year we still have some exciting trips to come with Squirrel Fun Day, Paultons Park for the Beavers plus Chessington for our Cubs & Scouts. We’re also really excited to be sending our first District Contingent to Essex International Jamboree this summer.

Youth Report Nathan Robinson District Youth Lead

I was previously Deputy Youth Commissioner now I have taken on the role of Youth Commissioner as the next step in my scouting career.

I have recently been working on youth shape badge by talking to the GSLs as well as a few other sections to increase participation and awareness of this badge. With this badge I have been making some resources and badge tips to make it more accessible for leads so they don’t have to spend as much time on the planning.

I will be looking at starting youth forums for the young people to share and develop their views on scouting in their groups as well as district events. This is to allow us to see what that young people want to see or if there are areas we can help on. This will also benefit us by adapting the events to make it more appealing for the young people.

We are also looking at getting as many 18-24 years on trustee boards in different groups as possible to share there views and ideas. When we have as many as we can we are looking to set up a discussion event with these people to explain and help understand what they actually will be doing.

I would like to thank everyone that has or have been helping and giving up their time and energy to support our young People

Programme Report Craig Harris District Programme Lead

As a District Programme Team, the number and variety of events have continued to develop and we offer all young people the opportunity to take part in exciting and engaging activities. Many of our favourite events have returned such as Chessington and the District Hike, with the addition of new events too such as Wellington Country Park. It’s always great to see the uptake these events have, and thanks to all of our adult volunteers for making them happen.

Young people from across the District have also continued to experience nights away events as well as adventurous activities as we develop our provision through new activity permits and new activities.

With Squirrels now an integral part of our Scouting family, we recently held our first District Squirrel event to Wellington Country Park which was loved by our youngest Scouts. A range of events is offered to all age groups and we’ve seen these provisions grow.

As well as supporting Groups delivering high quality programmes and activities, we’re looking forward to another year of exciting activities for all of our young people.

Squirrel Scouts Report Jan Wright District Squirrel Team Lead

What a difference a year makes! We now have 5 established Dreys in Basingstoke East, with several others coming on stream in the future.

It’s been an incredibly steep learning curve, not just for me as ADC but for all the Squirrel Leaders in the District. Confidence has grown and some Dreys already have their first Squirrel camp/sleep-over under their belt and are planning the next one, while others are still working out the logistics of taking a dozen or more under 6’s on a night away with the prospect of no sleep.

At the time of writing, I’ve met with some, but not all of the Squirrel Section Leaders and I’m blown away by the commitment to their young people, and also the relationships they are building with them. Squirrels are being given opportunities to experience activities they would never be allowed to outside of Scouting, we are privileged to be in that position.

Our first District Squirrel Event was organised by Amy Goodall 1st Basingstoke Squirrels, and she arranged for us all to go to Wellington Country Park. For the Squirrel age group, just spending the day away from parents can be a big deal and is an adventure on its own, but there were also train rides, petting zoo, bouncy pillow, lots of different playgrounds, including a dinosaur trail, and a sand pit, which kept them busy all day.

Bramley, my own Drey, used the opportunity to teach them about independence and they carried their own rucksacks, sorted out their own food, put their rubbish in the bins and even put their own shoes and socks on after going on the bouncy pillow. Not only did they display amazing independence, but the pride they showed in doing so was really quite emotional, and taught us that we should never underestimate our Squirrels. They can do more than we think they can, and more importantly they can do more than THEY think they can, we just need to give them the chance to do so.

Our next ‘big event’ for Squirrels will be BEASTLY, some attended last year, but this year I believe all Dreys are being represented. This is a great chance for Squirrels to not only meet other Squirrels, but to learn where they are in the Scouting community, to rub shoulders with other Sections and see how big their family really is. After BEASTLY we have Ferny Crofts in September, a District Squirrel Event which will further increase the number of activities that will stretch and challenge them.

I take my hat off to all the Section Leaders, Assistants, helpers and everyone who volunteers, and whose commitment goes towards making our established Dreys such a success, and I urge those Groups still on the fence, to reach out to either me or one of the other Dreys, we are here to support you.

If this year is anything to go by, I may well have to ask for more space next year to fit into my report all the things we have done with our Squirrels and all the things we have planned – I certainly hope so.

Beaver Scouts Report Magda Esterhuyse District Beaver Team Lead BEAVERS gea7 ai

2023 was another fun filled year for the beavers in Basingstoke East. The summer term saw several District and County events happening and several beaver colonies took the opportunity to take part. In April we joined the rest of Hampshire county for a great day out at 4 Kingdoms. May saw us attending Beastly with the rest of the district and getting the opportunity to try our hands at several activities we would not usually be able to. In June, the older beavers were able to attend the District Beaver camp at Gordon Brown Centre and July saw some of them going off to District All Sections camp at Paccar. It was the first time I personally took Beavers on a 2-night camp and they were brilliant!

The Autumn term started with the first District Teddy bears’ picnic since lockdown at the brilliant venue of the Walled garden near Down Grange sports complex. In October it was time for the ever-popular exodus to Paultons Park with the rest of the County.

February 2024 saw the first of a brand new event called “Beavers around the world”, where the beavers had the opportunity to “travel” to 5 different countries and experience a little of that country – some fun facts, and an activity or two. A brilliant replacement for the old New Year’s Party and very well supported by most colonies. A fab way to cheer up a dreary winter term!

Apart from the bigger events, beavers are meeting weekly and as colonies work on badges and learning many useful skills for life. Several beavers across the district were able to gain their Chief Scout Bronze awards before moving up to Cubs.

All of this is thanks to the amazing beaver leaders all through the district, without whose hard work every week and over the weekend events none of this would be possible.

Cub Scouts Report Pam Byrne District Cub Team Lead

As always it has been a busy year with so many opportunities offered to Cubs across the District to take part in many different activities and events organized by groups and the District alike.

Camping is always popular and while the Winter months may have kept the tents in garages, there were many sleepovers held giving Cubs the chance to still gain Nights Away experience while earning badges that are difficult to gain during a regular meeting. Collaboration between groups also gives Cubs to meet new people and make new friends.

Following on from the District Cub camp last year was closely followed by the all Section Camp which was very successful.

There was also what is fast becoming the annual day out the Chessington World of Adventures, this event is fast becoming a firm favourite with the Cubs, from those enjoying the more gentle rides to our thrill seekers.

The District Hike has also just taken place, the Cubs were amazing completing the 8km route, taking them through the muddiest of countryside and for some getting caught out in the hail, yet they kept going and did brilliantly at the challenger bases.

None of this would be possible without the passion and dedication of the volunteers who give up their time. A massive thank you is due to every single one of you, from me to you for everything that you do to give the young people of Basingstoke opportunities to have so much fun.

Scouts Report Tim Gibbons District Scout Team Lead

Scouts from across the District have had another fun year of events ranging from summer camps to hikes and more.

The District Hike sees Scouts from across our Groups test their navigational skills, some with much more success than others. Small groups of Scouts were given a route to follow with activities to complete during the course. The Scouts who took part all seemed to enjoy the day, despite some groups taking over 6 hours to complete the route.

Scouts have supported Julian House for the second year in their Basingstoke Big Sleepout event where over 30 of our young people slept rough for a night to raise awareness for homelessness. The Scouts raised over £2,500 for this worthwhile cause.

A number of events are planned for this year including an Expedition Challenge weekend, a week-long Summer Camp and also a PL/APL training weekend to help our young people develop their peer leadership skills. Scouts will also be challenged with a survival camp weekend to test their skills.

BEAST Report Craig Harris Programme Lead

BEAST is our District’s Active Support Unit which aims to provide adventurous activities to young people by bringing specialist equipment and skilled leaders to make these activities available. We’re able to offer rifle shooting, tomahawk throwing, archery and more within our own District and further afield.

The number of trained leaders, and the range of activities that we can offer has grown and we’ve been able to offer these activities to support our Group’s programmes. The team have visited weekly meetings and camps to deliver these adventurous activities to our young people.

Following the addition of Squirrels last year to our District, we’ve invested further in activities such as soft archery which have proved popular with Squirrel and Beaver sections as they prepare our youngest members for the adventures to come.

BEASTLY now returned for its third year on Saturday 18th May 2024 with 750 young people joining us for the day. The event, supported by the BEAST team, will see our young people enjoy a large range of activities from climbing to rifle shooting and from inflatables to drumming workshops. The growth of this event has been incredible and it really does offer something for everyone to enjoy.

We are actively looking for a Team Leader for BEAST. Our BEAST team provides the adventurous activities such as Archery, Rifle Shooting, Tomahawk Throwing and much more but we need someone to help lead and grow this unit even more.

As a new team and role that I have entered within the last year, I am excited to be able to give better focus and attention to the areas within the team, including Network, Young Leaders and Explorers. Across all areas we have been working on improving and developing the provision we already provide, including starting to plan local training and support for young leaders, plans to start a new explorer unit to meet demand and an improved network program to keep new leaders engaged in local scouting and helping at other groups in multiple ways!

Alongside this our current explorer group has continued to deliver their program with various event opportunities for the young people.

Overall, this team has only been created in the last year and has a huge scope of potential to explore new opportunities and ways of working to make scouts better for everyone.

Explorer Scouts Report Jack Dilly 14-24 Team Lead

Throughout the last year Yeti ESU have attended a variety of events such as Scouts Speak Up, Ferny Fest, CHAOS Camp and BEASTLY 2023 to name a few! All of these were greatly enjoyed by the explorers and some of which were new events which we hope to see again over the following years.

Yeti ESU on their weekly sessions have had a variety of new and old ideas and delivered a variety of evenings. Recently they have done work towards their community impact badge by planning ways they could have an impact on their community and followed this up with a litter pick and a session by Basingstoke food bank.

Yeti ESU has grown as a unit, and this is a great sign of success however we now see the need to open a new unit to accommodate more explorers. The new unit has undergone a substantial amount of planning, and we hope for it to be opened soon. With this we are starting to look at recruiting new leaders and hope that this will enable better provision of further opportunities such as the Duke of Edinburgh’s award and open the scope for larger district explorer events.

Since Basingstoke Network was reignited in the end of 2022, the group has had a steady growth in numbers and held several successful events in 2023 including: Bowling, Game nights, a camp at Pinset and the very first Network Christmas Meal!

Event planning for 2024 is well under way and I'm really excited for this first quatre of the year. We've gone into the year with 23 members.

Collaborations with BcOT are underway, we are in the process of arranging days to speak with their students as well as a stand at the college. This has opened the door for many opportunities to work together, and created conversations regarding future events and talks with the students. We are also in the process of creating a social media page to enhance internal outreach.

Some of our members went to the Isle of Revolution Festival and had a wonderful time. Looking forward we're planning to arrange similar events and continue delivering the great program we've developed over the last few months.

Young Leaders Report Richard Green

Young Leaders Team Lead

In the District we now have 41 Young Leaders. We've spent the last year really focusing on data: ensuring all our records are accurate, up-to-date, and that everyone on the system is still active as a Young Leader. With the records updated, we've then shifted to focus on compliance for training, ensuring that all Young Leaders are completely their Module A within 3- months of registering.

Are a recent meeting, we're kicking off work with Basingstoke West on running face to face training days for the Young People which will be interesting to see what the uptake is like as how we can evolve and develop this.

Since taking on the Young Leader role last year, I've had the pleasure to award five people with their Young Leader buckle for completing all their training and missions. I'm hoping that with our work to simplify and increase the accessibility of the Young Leader material, we can get more over the line and completed.

Support Team Report Julie Jacobs Support Lead

New person, New team, New focus. Since joining the East core team in Sept 23, lots of initial conversations and actions have taken place. The Support Team covers:

Communication: with Sam Belcher as my key team member, he has been working on Look East articles and now is forging forward with Facebook, main website & adult website becoming as up to date as possible.

Growth, Development, Inclusion & Diversity: I currently have 2 members within the team. Gerorgina Charlton & Nick Hicks who work on all projects covering different aspects. We have held our 1st Inclusion Open House chat in Feb, where any leader could come along, share their challenges, knowledge & the team could help and support, if needed. Our 2nd Inclusion Open House chat is on the 28th Sept. Nick Hicks is the team member on the ground, if you like. He has been out and about helping those leaders who need help with making slight changes, to section meetings, to best meet the young people needs. You would not believe how many youth enquiries come through each week! We must be doing something right! We all do a great job at managing our waiting to join lists, but I think we can make improvements. Not sure what the answer is yet, but that will be a project the team will be working on, in conjunction with the rest of the District Team. Diversity is also on the radar as we look to see how we can appeal or work alongside other communities.

Kit Out a new project which is currently in the “Getting Ready” stage. We have secured money and are now buying kit, putting processes and people in place to make this happen. Kit Out is a gear sharing scheme, for those inside & outside scouting, who only need kit for 1 or 2 activities i.e hikes or an expedition. You will be able to hire the kit for a minimal charge, making some activities more inclusive, in this time of “the price of living crisis”.

Inclusion came to Beastly. With several young people finding Beastly overwhelming, additional members joined the team to support and create a safe space for those who needed it. Supported by, Relax Kids, HQ & Rotary grant, we were able to provide kit & people power, for this to happen.

Community Engagement: took off with the Poppy display at Tesco, then followed by the St George’s day display. We have made useful contacts with community leads, to promote Scouting and start to have conversations about up-and-coming projects. I.e Old Basing Carnival, Popley Community Day. The Big Help Out, we will be working with West to get Scouting’s name out there & encouraging others to volunteer. We will be in the town centre on the 8th June showing that it is fun as adult to volunteer with us.

Fundraising: always a tricky thing to explore, knowing when to apply and for what project. From HQ grants to those that are offered by local authorities, there has been time spent preparing paperwork and making contacts to enable our bigger projects to happen.

Just one more thing, Scout Shop , physically & online. A multi-functional team across both aspects of Scout shop, now work timelessly to ensure the needs of everyone associated with the scouting community far & wide.

My thanks go to everyone in my team and all those around who have helped me settle into my role and I look forward to what we can achieve in the next 12 months.

The Charity Trustees of Basingstoke East District Scout Council are the ex-officio, nominated, elected and co-opted members (all voting) of the District Board of Trustees. The County Chair and County Commissioner retain the right of attendance. The District Commissioner and District Chair are also ex-officio members of each sub-committee.

The trustees present their report and the examined financial statements of the charity for the year ended 31st December 2023.

The District's governing documents are those of the Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association. The District is a trust established under rules which are common to all Scouts.

The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association.

The District is managed by the District Trustee Board, the members of which are the Trustees of the Scout District, an educational charity. As trustees, they are responsible for complying with legislation applicable to charities. This includes registration, keeping proper accounts and making returns to the Charity Commission as appropriate.

The Board, which meets quarterly, consists of 7 ex-officio trustees, up to 6 elected trustees, and 5 trustees nominated by the District Commissioner.

Trustees are provided training in Safety, Safeguarding and Charity Law, to support the appropriate governance of the District.

This Board exists to support the District Commissioner in meeting the responsibilities of their role and is responsible for:

Risk and Internal Control

The District has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss. These include 2 signatories for all payments and comprehensive insurance policies to ensure that insurable risks are covered.

Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and:

The District meets the Charity Commission’s public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings.

Financial Review

Reserves Policy

The District’s policy on reserves it to hold sufficient resources to continue the charitable objectives of the District should income and fundraising activities fall short. The District Executive Committee considers that the District should hold a sum equivalent to one year’s annual membership subscription.

The District held reserves of approximately £50,000 against this at year end as undesignated funds. This is above the level required for operating expenses however this can be explained by ongoing activities being self-funded as we continue to support Groups as necessary.

Investment Policy

The District does not hold sufficient funds to invest in longer term investments. The District has therefore adopted a risk adverse strategy to the investment of our funds. All funds are held in cash using only mainstream banks or building societies. Our aim is to get the best possible interest rates with low risk.
