Chairpersons report - April 2023 by Councillor Neil Gwynne, The Town Mayor of Romsey This is the annual report as submitted by the outgoing Chair following his year of office as both Town Mayor of Romsey and Chairperson of Bartlett's Almshouses, one of Romsey's Municipal Charities. Since I took over the role of Chair in May of last year, much has happened. We have all enjoyed the wonderful spectacle of the late Queen's Platinum Jubilee, and the local celebrations that took place. Romsey was a special place to be on this occasion, and as I have said a number of times since, I was particularly pleased and honoured to be Mayor of this Town during the amazing street paty and other celebrations that took place. Regrettably, a few weeks later we lost Her Majesty, and after a reign of 70 years it was difficult to consider how the future would be. However, we now have a King to crown, and it is pleasing to know that I shall still be The Town Mayor when his Coronation is held on Saturday 6th May 2023. Turning to matters closer to home, our lady residents mainly seem to be in reasonably good health, and it is very pleasing to be able to report that we have all the same residents as when I took over the Chair some 12 months ago. On the financial side, we are continuing to experience huge problems caused by the current energy crisis, which resulted as a direct consequence of the war in Ukraine. How long these problems will continue is unknown, although they are having a significant effect on our outgoings for energy supply to keep our residents warm and comfy in their homes. And there is also no doubt that with some of our buildings being of an age, maintenance costs will always periodically be significant. A few difficult decisions will, I fear, still need to be made concerning future funding. Despite these extremely heavy ongoing expenses, the Charity remains in good hands and continues to have a strong financial base, and for this l am grateful to the elected officers and in particular to the enthusiasm of The Board of Trustees. Having looked for funding at some of the grant schemes operated by local councils, we do fall foul of some of the qualifying criteria, but I would urge that the Trustees do periodically look to council grants for help - specifically from Romsey Town Council as a whole; individual Borough councillors from the Romsey Wards of Abbey, Tadburn and Cupernham; and the two County Councillors of Romsey Town and Romsey Rural divisions. At the next meeting of Romsey Town Council I shall be handing over the Chair of this important local charity to the Town Mayor elect (which, provided he is successful at the Town Council elections on May 4th, will be Councillor John Ray) and I would like to wish him every success in this role, which I have enjoyed so much over the past twelve months.
