Chairpersons report - April 2021

This is the annual report as submitted by the outgoing Chair following his or her year of office as both Town Mayor of Romsey and Chairperson of Bartlett’s Almshouses, one of Romsey’s Municipal Charities.
My time as Town Mayor, and therefore as Chairperson, has been prolonged into a two year period due to the coronavirus pandemic and the lockdown that ensued, so meetings have not been able to be held in accordance with the regular schedule.
This has been strange for us all, and of course includes my fellow members on The Board of Trustees, together with the lady residents in our accommodation. Some of our residents have found the necessary restrictions on their movements, and family visits, very hard to deal with. Healthwise though, our residents do not seem to have been too badly affected by the pandemic, and we have not lost any of our residents
to Covid and its variants, although we did lose one of our newest residents to cancer in December 2020. Beryl Johnson had only been with our little community for two years, but she was a well liked and very helpful person. Nothing was too much trouble for her, and she will be sadly missed by the friends she had made at Bartlett’s Almshouses.
Turning to the financial side, we are continuing with a program of necessary improvements to the properties, particularly with regard to water supply problems we have been experiencing over the past few years, and also with essential, but expensive, electrical works that are required to bring our properties up to the standard expected in this modern age. Some of these electrical works are also required by modern legislation which we obviously have to abide by.
Despite these ongoing expenses, the Charity remains in good hands and continues to have a strong financial base. All of these costs are being paid for by a draw down from regular income, without affecting our reserves or having to approach The Almshouse Association or other financial institutions for funding of these renovations and improvements.
At the next meeting of Romsey Town Council I shall be handing over to Councillor Karen Dunleavey, the Town Mayor elect, who automatically takes over as Chairperson of The Board of Trustees of this local important charity, and I would like to wish her every success in her role.

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 31[st] March 2020.

Responsibilities and As the charity trustees of the Trust, you are responsible for the preparation basis of report of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent I have completed my examination. I confirm that no material matters have examiner's statement come to my attention in connection with the examination which gives me cause to believe that in, any material respect:

accounting records were not kept in accordance with section 130 of the Act or

the accounts do not accord with the accounting records
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.
