District Commissioner Report 2024

Our focus points within the District is

  1. Scout knowledge for Leaders

  2. Recruitment of young people and adults

  3. Permits for Activities

  4. Young Leaders

  5. Network (18 to 25 year olds)

This has been a year of transformation for the district with the introduction of a new events team and now a new Program team. Our groups continue to evolve their leadership and we now have the leadership teams in place to support our programs. This means our recruit focus will move to focus on young people while still keeping on recruiting adults.

We have had some people step back from roles within the District and I would like to call out a few, Eloise Chase our Chair and Daryl Chase a long-standing Trustee who what both stepped back to focus on their Wakering Scout roles. We all thank them for the service that they have made to the District Trustee Board while recognising that they will not really be stepping back from Scouting.

I’d personally like to thank Mark Chapman for all his efforts to renew and renovate District Headquarters. This included many days hunched over a keyboard typing submissions for grants, working with contractors, Ryan Ward and Loraine Walters to make sure the quotes, the building and the end results all tied together with the requirement of the grants. Mark, Loraine and Ryan have committed hours to making a facility that can be used by the whole District and we can see that through the number of weekends where Beavers and Cubs have booked out the Facility.

This year has seen Scouting transform into teams and taken more of a focus on the Charity requirements that Scouts needs to adhere too and ensuring that safety is part of planning adhering to the Transformation from Scouts. We have created a new District teams such as a Facilities team, a Charity Shop team, and Events Team and a Program Team.

A new focus this year will be on the change from Compass to our new Scout system. This will bring a change in the way training is completed in Scouting which reduces the complexity of the current training. This new change will be led by Richard Philips along with Jo Bushnell. This will require the whole District to be involved in the change.

Southend Estuary Scout District

The area within the District that needs the most focus is the Program that is delivered to young people. This is the primary role of Scouts as an Educational Charity. With this in mind there is need to understand and consider the program being offered by each and every Section. This will be the focus of the District as we evolve into a program lead organisation. This will be a significant change in the interaction that Sections and Groups have with the District.

I would also like to thank the Scout Charity Shop staff who have taken on the District uniforms, badges. It is staffed with volunteers who all work to ensure that we have funds for scouting.

Thank you to all Leaders for your efforts this year. Scouting is a major advantage for young people giving them confidence, experience and skills for their future.

Facilities Team - 2024

District HQ Refurbishment Project 2023-2024

The initial goal was to paint the halls and smarten up our HQ buildings, however our aspirations developed which necessitated significant external funding. Our HQ, built 1982, is used by our local community, now refurbished it’s proven to attract many more users and be more self-financing.

Mark Chapman provided fundraising expertise in 3 phases:

Phase 1 - Painting hall and all communal areas, replace carpets.

Phase 2 - Widen fire exit and internal doors for disabled access. Install efficient heaters, LED lights, and refurbish 1st floor meeting room.

Phase 3 - Kitchen refit (kitchen was 40 years old)

None of what you see today could have been possible without Ryan Ward and Lorraine Walter who very kindly assisted in, choosing design, sourcing suppliers, assisting with quotes, drawings, providing hall-usage/pricing/future usage, footfall reports, photos of community events and much more. All this helped reduce the vast administrative mountain to secure grant funding.

Southend Estuary Scout District

We were extremely grateful to ROSCA funding, who were instrumental in securing larger grants from Essex Scouts and Veolia Environmental Trust. We secured refurbishment grants of almost £30,000 from the following:

The project required very significant administrative activities to complete competitive tendering and to meet compliance regulations for Veolia’s conditional grant, in line with government regulations.

Having taken almost 2 years, we have finished the works. The District Trustees and District, as a whole, really appreciate all those who volunteered their services including Nore explorers, network, scouters, parents, family and friends.

District Beavers Program Report - 2024

We have had a great year with lots of District Activities.

We started last summer with a district trip to Hopefields in Brentwood, it was a lovely day out with lots of colonies attending and everyone had a great time.

We started the autumn term with lots of colonies holding sleepovers and lots of badge work.

In December we had our annual carol concert, this was at the Salvation Army in Clarence Street, we had some lovely Christmas hats all made by the beavers and lots of lovely Christmas jumpers from the leaders. Always a lovely evening with the story of Christmas as well as lots of hymns.

The district did a trip to the panto, we go and see an amateur dramatic group each year. This year it was Jack and the Beanstalk and the Beavers all enjoyed them selves.

Lots of groups attended the Gang Show in February and all reported how much they enjoyed it. After Christmas we continued our beaver traditions with Art Attack, this is a craft event and was won this year by 4[th] Thorpe Bay, well done.

We had lots of colonies attend the ROP camp and everyone had fun, would like more time for activities next year and to have planned it’s a knockout teams in advance of the camp. In June we had our District sports night and was enjoyed by all that attended. We also had our District hike which we hiked from Shoebury east beach to Uncle toms cabin where we then built sandcastles.

We had a small workshop in the summer with only a few leaders but was a good chance to help the new leaders and give them lots of ideas.

Lots of Chief Scout Bronze Awards this year, well done to them all.

Thank you to all of the leaders for all your hard work running the colonies and all the activities you help with and badge work you have undertaken, your all amazing.

Southend Estuary Explorer Scout Report – 2024

2023-24 was another amazingly successful, enjoyable, adventurous year for our explorers with strong & strengthening numbers across all 3 units. Here are a few highlights…

Activities across the units:

All units had good attendance at; District Ready Steady Cook, District Island Hopping (trying to avoid sloppy mud), Columbus Halloween film night-in-the-woods, District Ice skating to celebrate Christmas. Many joined a magnificent Network mega-firework display and Kids Kingdom(minibus fundraiser) with local scouts. All units improved their links with scout troops but there is still more to do. The section delivered Young Leader training and First Aid training day for leaders and explorers, some YL’s are supporting groups.

Units, either individually or combined, enjoyed golf driving range, crazy golf, fire cooking, cooking competitions, sleeping in hammocks, stargazing and navigation, biking, learned camping skills and various hikes. All units enjoyed unit winter camps.

Nore ESU completed a scuba diving course, many experienced sea canoeing, learned Tennis, RacketBall, Crazy Golf, and visited St.Marys Church. Nore organised Beach nights, Mulberry Hike, Skreens Park High Ropes, Chinese and Japanese cooking, built crazy golf course and over 10 participated in Southend Gangshow. Some helped HQ refurbishment project and participated in HQ environmental project and weeds removal. Many from Nore also thoroughly enjoyed the international jamboree camping experience.

Nore awarded 8 Bronze DofE and Chief Scout Platinum awards. Over several months, two enthusiastic teams completed their DoE training, participated in several hikes, navigation exercises, hiked North Downs Way and then successfully finished their Silver DoE expedition on the South Downs. A great achievement. Many were awarded Essex Challenge badge.

Columbus ESU focused on scouting skills (knife maintenance, sleeping in hammocks, maps & compasses and good backpack techniques). Many completed You Shape badge, attending Remembrance Sunday service and Firework clean-up. Columbus enjoyed disability awareness nights bike maintenance, food bank talk, climbing and a debate night. Columbus hosted a Christmas party, enjoyed attending SEMAC camp, bowling at KingPins, and Geocaching in Southchurch.

Patriot ESU participated in Round-3 24hour British Pedal Car Championship they completed over 300 miles and won two 2[nd] places. Patriots U16 girl team were overall runners up British pedal car championship, their first national trophy and earnt a place on the podium – an amazing achievement. Patriots supported local foodbank, created new open fires area at the school for school and scouts to use. They attended National Monopoly run in London, plus organised a local event - a very enjoyable event attend by Nore, Columbus and scout troops

Patriots attended Southend Halloween parade and local Remembrance service. Other events included mental health talk, guest speaker, building a cardboard canoe, football competition and axe throwing. Two received their Chief Scout Platinum and Bronze DofE awards. Four were awarded the Jack Petchey Award. Patriots finished the year, attending Essex Jamboree, hosting 30 Swedish scouts which made it a truly memorable experience.

Southend Estuary Scout District

SEMAC Multi-Activity Camp is one of the year’s highlights camping on Dorset’s beautiful Jurassic Coast. SEMAC was well attended by over 50 explorers and network, where everyone completed an action-packed long weekend paddleboarding, mountain biking, climbing/abseiling, archery, camping, & biking, all rounded off with a fancy dress Rave-in-a-Barn night and several campfires. Network visited Brownsea Island to invest many new members.

Our Minibus has served us extremely well, (transporting us more than one million passenger miles!), now a replacement is more urgently needed. We continue to fundraise but much more fundraising and grants success is required. Essex Scouts have already kick-started the grant funding.

We all celebrated with John Bearman who rightfully received his Medal of Merit award for absolutely outstanding service to Columbus, Thorpe Bay beavers, special needs group and our district over too many years to mention. Congratulations John.

This year our explorers had opportunities to join an incredible list of activities each encouraged by a team of very dedicated enthusiastic leaders, assistants, and supporters for which we are all extremely appreciative and thankful. With such a great leadership team, I am confident that the rest of 2024 and 2025 will be equally adventurous.

Responsibilities and basis of report

As the charity’s trustees you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 (‘the 2011 Act’) and you consider that the financial statements have been prepared in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland, and an audit requirement does not apply.

I report in respect of my examination of the charity’s financial statements carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145 of the 2011 Act.

Independent examiner’s statement

I have completed my examination. I can confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 1. accounting records were not kept in respect of the charity as required by section 130 of the 2011 Act; or

  1. the financial statements do not accord with those records; or

  2. the financial statements do not comply with the applicable requirements concerning the form and content of accounts set out in Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the financial statements to be reached.
