This has been a year of growth for the district with the opening of new sections including the Districts first Squirrel Dray at 3rd Shoeburyness. We still need to ensure that some of our groups have new leaders however we are making strong moves to recruit both young people and adults. That this is not uniform across groups is known and we will need to look at how we can have some leaders move between groups.
We have had some people step back from roles within the District and I would like to call out a few, Sarah Clarke, our long-standing ADC Scouts has retired from that role after many District camps for outdoor and indoor badges, camping competition and others to numerous to detail. Sarah will be sorrily missed. The ADC roles will now change going forward and be part of a new Program team.
Within groups there has been a number of changes with Pete Brady stepped down as GSL for 1[st] Shoeburyness but left Russell Evans with a group with a strong Leadership team. Adrian Latham has stepped back from his joint GSL and Scout leader role which considering the years he has done is understandable. Syd Halfacre has left Great Wakering, replaced by Ryan Ward who has years of experience within Scouting (and a helpful Sue Smith to help him). Richard Phillips has stepped into a smaller role however is still with 10th Southend. Richard was replaced as GSL by the ever-enthusiastic Jes Phillips. 3[rd] Shoeburyness is a group that Emma Hulme as re-vitalised with strong numbers for Beavers, Cubs and Scouts. Victoria Scammell has joined as GSL for 3rd Southchurch. I would like to thank all of the leaders, including the GSL’s, ADC’s and other roles for their dedication to young people and to ensure safe scouting.

Southend Estuary Scout District
This year will see Scouting restructure into teams. This focuses the governance body, currently the District Executive, onto how the governance of the District as a Charity is address. This will mean the removal of the need to manage property, District activities, administration and focus more on the financial standing of the District as a charity. The roles that the Executive did have will now move to the District teams which is made up of the GSL’s, Network and Explorer team leaders among others.
We have created a new District teams such as the Facilities team, the Charity Shop team, the Program Team. These will ensure that the District can focus on these and you can see the results from the Facilities team currently lead by Mark Chapman who has ensure that we have grants to upgrade out DHQ.
This year we will also be investing in Permit holders training, Archery equipment and Axe throwing so we can better use DHQ rather than groups in the District needing to only do activities on camp. In addition we are working with Garons on opening up a lake (class C waterway) for use of Canoe’s and Kayaks. This will make sure we can delivery adventurous activities close by and without relying on tides.
I would also like to thank the Scout Charity Shop staff who have taken on the District uniforms, badges and soon the communication hub for the District. It is staffed with volunteers who all work to ensure that we have funds for scouting. Recently we have suffered from Covid and other problems within the Shop but this does allow us to have a visible presence in Southend.
Thank you for all your efforts this year delivering Scouting though the District and Groups.

Southend Estuary Scout District
Facilities Team - 2023
Early this year the committee agreed to paint the halls and smartening up our HQ buildings, our aspirations developed which would require external funding. Our HQ, built 1982, should be selffinancing (even better to be revenue generating), used more by our local community, be more environmentally friendly, all of which this would make the refurbishment project more attractive to potential grant providers (especially those more focused on helping the “wider community”)
I proposed 3 phases in line with potential funding streams:
Phase 1 - Painting Hall and all communal areas, replace carpets.
Phase 2 - Widen fire exit and internal doors for disabled access. Install efficient heaters, LED lights, and refurbish 1st floor meeting room.
Phase 3 - Kitchen refit (current kitchen is 40 years old)
Ryan Ward and Lorraine Walter very kindly assisted in defining refurbishment scope, choosing design, sourcing suppliers, assisting with quotes, drawings, providing hall-usage/pricing/future usage, footfall reports, photo’s of community events and much much more. All this helped reduce the vast administrative mountain to secure grant funding. I’m now pleased to report we have secured the final funding to finish all planned works and fit a new kitchen.
The success was to re-position what we need with what Veolia trust will only fund – to secure Veolia trust grant we are required to contribute 10% ourselves (as a Contributing Third Party)

To date we are extremely grateful to have secured refurbishment grants from: ROSCA - £2,800 for disability access

Essex scouts - £7000 + £3000

Veolia Environmental Trust - conditional grant of £18,070
Total funding is £30,870 ( less £1807 towards Veolia’s Contributing Third Party)
The project funding task is far from complete, there remains significant administrative activities to complete competitive tendering and to meet compliance regulations for Veolia’s Conditional grant.
We still have a long way to go and we all appreciate those who helped with painting the hall, replacing lights etc, however this still leaves the biggest task of managing each project with hopefully many willing volunteers!

District Beavers Report - 2023
The past year has been spent trying to get back to normal following Covid. All groups were back meeting face to face and district activities all resumed and a chance to start planning and arranging activities and events as a district.
We started our activities with a County funday, this was held at Skreens park, the County ran a Beavers in Tents weekend, we along with quite a few other districts just joined them for the funday, taking part in lots of activities.
We had our annual Art Attack in October with an under the sea theme, this was well attended and our District Commissioner Andrew came along and picked the winner which was 3rd Thorpe Bay, they did a great scene using items that can be found in the sea that should be recycled.
Carol concert was in December at St Lukes, a lovely big church with plenty of room, just parking was an issue as would you now it the school also had an event on so we could not use the school parking.
Sports night was held in June and was a great event as always, followed closely by our District hike which this year was done at Belfairs woods.
Coming up we have a District Day out at Hopefields Animal Sanctuary as well as planning the winter events.
This year we have presented lots of Chief Scout Bronze Awards and I want to thank all the leaders for all the hard work they have given over the past year.

Southend Estuary Explorer Scout Report – 2023
2022-23 was another amazingly successful, enjoyable, adventurous, and international year with strengthening healthy numbers across all 4 or our units, however more recently Mariners numbers are wavering again. Here are a few highlights…
The year started with a truly adventurous Summer Venture SV22 at the Gower, South Wales, attended by 34 keen explorers and leaders, who totally immersed themselves into a week of amazing activities. These included refreshing 6am sunrise swims, climbing, coasteering (some jumped from heights of greater than 10m into the sea), paddleboarding, kayaking, coastal hiking, building fun water rockets all interspersed with daily volleyball challenges. Activities across the units:
All units had strong attendance at; District Ready Steady Cook, District Island Hopping (trying to avoid sloppy mud), joined a magnificent Network firework display, Columbus Halloween-in-the- woods night and District Ice skating to celebrate Christmas.
All units improved their links with scout troops but there is still more to do, some YL’s are supporting other groups. The section delivered Young Leader training and first aid training day. Units, either individually or combined, enjoyed golf driving range, crazy golf, fire cooking, sleeping in hammocks, sailing, kayaking, paddleboarding, hikes, stargazing and navigation, biking, and scavenger hunts. Twenty Nore explorers completed scuba diving course (majority progressed to complete the ‘Deep Dive’), participated in several land yachting sessions, powerboating skills training, sailing, and waterfront canoeing trip under the pier. Columbus learned survival skills & water filters making, Wakering sea wall bike ride, Mega Twister, run climbing nights at SYC (many sessions with feeder troops), progressed with Raquet Sport badge, You Shape Badges and more. Patriots attended National Monopoly run in London, Saffron Warden 24 hour Jailbreak, and ran 5-A-Side Football competition (won by Columbus). Some units enjoyed trips to the UK’s first Electric Car Charging Station. Patriot provided opportunity for Bronze qualifying DofE hike and a few Nore completed their Silver DoE award this year.
District Ray Day – Nore/Columbus/Mariners enjoyed watersports day sailing, powerboating, water skiing, canoeing/Kayaking in beautiful sunning conditions, joined by Upminster scouts. Of particular achievement, Patriots participated in two 24 hour British Pedal Car Championship collecting awards for U16 and U14 team, plus visited Ringwood (British Grand-prix) Blackbushe which brought more success and improved overall ratings in the championship and a formal invite to the French racing calendar next year.
SEMAC Multi- Activity Camp - One of the year’s camping highlights at Biblins, nested in Wye Valley, was well attended by explorers and network (for the first time this year). Everyone completed an actionpacked long weekend canoeing the wye valley with its challenging rapids, went deep wet caving in the Welsh mountains, mountain biking, climbing/abseiling, hiking, all rounded off with evening fancy dress games and campfires.

2023 - no less than three International Jamborees!

7 members from Nore and Patriot attended 25th International World Jamborees in South Korea and all have great memories to share that will last a lifetime. Alice shared, “best bit, I absolutely loved the closing ceremony because it was a kpop concert and we could see everyone from the jamboree once again”

5 more explorers plus Columbus leader Harrison joined North America Jamboree, Ethan shared “My favourite part of the jamboree was the amazing 5 day camp-canoe trek on rivers, lakes and wilderness, the next best was the trips in Canada to Niagara falls and to the Canadian wonderland theme park”

Yet more explorers also joined International Jersey Jamboree, led by our very own Emma and John Bearman.
Our Minibus has served us extremely well, (transporting us more than one million passenger miles!),a replacement is needed and a minibus-fund is in progress but much more fundraising and grants success is required. Essex Scouts have already kick-started the grant funding. We all celebrated with Graham Stock and Nick Smith who rightfully received their Merit Service awards for absolutely outstanding service to their units and district over too many years to mention. This year our explorers had opportunities to join an incredible list of activities each encouraged by a team of very dedicated enthusiastic leaders, assistants, and supporters for which we are all extremely appreciative and thankful. With such a great leadership team, I am confident that remaining 2023 and 2024 will be equally adventurous.
