## **TRUSTEE REPORT FOR THE YEAR 2023** 

1. The Deal Memorial Bandstand Trust is a Registered Charity that exists to maintain and operate the Deal Memorial Bandstand, Walmer Green, Deal, Kent as a living memorial to the 11 members of His Majesty's Royal Marines Band Service who lost their lives in an improvised bomb explosion at Deal Barracks on 22 September 1989.

2. The Charity is administered in conformity with the provisions of a  written deed,  or constitution,   by the Committee of Management.  Trustees are recruited fro the local community  based  on  the  candidate  having  appropriate  skills  and  experience,  and selection is based on merit.  Trustees are elected each year at the Annual General Meeting. 

Both Trustees and Committee members are volunteers and, as such, are unpaid.  The Structure of the Committee is: 

- 4 x Trustees 

- 6 to 10 x Committee Members 

The Memorial Bandstand ('the Trust Property') demised by the Lease shall be held upon trust  to provide and maintain the Bandstand for the use and benefit of the public so as to commemorate the Royal Marines who lost their lives at Deal on 22 September 1989.  By

a Lease made between Dover District Council of the one part and the Trustees, Dover District Council has granted a lease of the land upon which the Bandstand has been built for a term of fifty years from 1993 at a rent of a peppercorn. 

The Trustees carry on directly or through other entities such general business activity as they deem  proper, including,  but  not  limited  to,  the  organisation  of  free live music concerts for the enjoyment of the general public.  The Charity raises funds to support the on-going maintenance of the Bandstand and associated assets and to engage Bands to perform on the Bandstand. 

3. During the year 2023, the DMBT organised 18 concerts by engaging Brass and Wind Bands from the south east area.  Each concert attracted and audience of approximately 120 members of the public for the free concerts. 

On 9th July 2023, the HM Royal Marines Band gave an outstanding concert on the Bandstand  and  carried  out  the  annual  service  to  rededicate  the  Bandstand  as  a Memorial.   Approximately  5,000  members  of  the  public  attended  this  concert. Distinguished  guests were also  invited, including the  families of those killed  by the bombing, the Commandant General Royal Marines, the MP and local Councillors. 

The Bandstand was also made available to the Town Council, and other fund raising and community activities that are appropriate with the objectives and ethos of the Bandstand. For the use of the Bandstand,  donations are required.  Examples of other community events include: 

   - The annual Cliff Top Challenge, a 55 mile ultra marathon and shorter distances, for the community to choose to run, in order to raise money for the charity, Breast Cancer Now.  The event finishes at the Bandstand and bands play during the afternoon. 

   - Deal Pride held their first event on the Bandstand, with a series of bands playing to entertain the gathered community. 

4. The 2023 concerts and other activities were successful and feedback from the public and Local Authorities was very positive.  The Local Authorities provide grants to help with the significant costs of hosting the Royal Marines concert and, in order to receive the grants, the DMBT evidences the public benefit. 

5. The Bandstand sits on Walmer Green on the sea front and the DMBT has a significant reserves policy that aims to rebuild the Bandstand should a very bad winter storm cause significant damage.  The risk is low, because planned maintenance through the year ensure the Bandstand is able to withstand usual storms. 

In 2023, overall the concerts realised a small surplus.  A larger surplus was achieved at the end of the year because of (a) a financial gift left in a will; and, (b) a donation from the Walmer and Kingsdown Golf Club. No custodian Trustee holds any funds.

Bandstand each Sunday frimn May lo September 2023. with only a
small nutnber of ev¢nts calleelled due ￿ individual bands
availability on ihe day. The annual memorial concert perforn)ed by
Her Majesty's Royal Marines rt￿rned and was held on 9 July 2023
io a full audience on Walmer Grttn and remains the highlight of
our concert series.
RESERVES POLICY:
The level of re￿ryeS at 31 (ktober 2023 amounted to £79.228

The financial statements of the charity, which is a public benefjt entity. have been prepared in
accordanc¢ wilh the Chariiies Act 2011 on a Receipts and Paymcnts basis.

Items ora capital nature, wch as sound equipment etc, are written off tn the year of acquisition. In this
year no ¢xpendiiure was incurred as all equipmeni was hir¢d forevents.

Income which can only be used for r¢strieied purposes. and its relaied expenditUTC. is account¢d for as
restrict¢d funds. All other income arhd expenditur¢ is aceounted for as general funds.

No provision is made in the accounts for taxation as the Trustees are of the opinion that all of the
Trust's activiti¢s ar¢ of a charilable na1￿￿ and therefore outside the scop¢ of taxalion.
Neith¢r the Trusiees, nor any ￿tsOn$ conn¢¢wl with them. have received any remuneraiion or
expenses during the year.
Restricted funds received in the year totalled £120012022 £5,5WI. Funds received from Keni County
Council of £1.200 {2022 £2,200) w¢re in respeel of the hire of media equipment for the Royal Marines
Concert which took place in July 2023. In the year ended 31 Iktober 2022. restricted fvnds were also
received from tk)v¢r Dislri¢l Council of £3JOO for repairs lo ihe Bartdstsnd.
