Trustees' report

The Trustees present their report and financial statements for the year ended 30 September 2021. The trustees have adopted the provisions of the Statement of Practice (SORP) "Accounting and Reporting by Charities" issued in March 2005 in preparing the annual report and financial statements of the charity.

Structure, governance and management

The Tinsley Area Trust Fund (TATF) was declared a Trust in 1992 and was registered at the Charity Commssion on 15th March 1995.

The TATF Constitution was amended in April 2001

Objectives and activities

The Tinsley Area Trust Fund was originally made possible through Planning money received from British Coal to Opencast at the Tinsley Park site.

The £100,000 received for the Tinsley area was invested and the interest distributed annually to Community groups active within the boundary (Tinsley S9 postcode area).

In 2016, the TATF agreed to hold and distribute grant monies received from E.on Biomass. E.on Biomass have a fully commissioned plant in the Tinsley area and have committed to pay a grant each year, based on annual power generation from the plant.

Review of activities and achievements

At the start of the 2020-2021 year, funds held totalled£63,526

This was split: TATF Original grant £52,735 and £10,791 E.on Biomass.

Unfortunately, due to the continuing Covid-19 Coronavirus pandemic, all activities during 2020-2021 were placed on hold, and no further grants were awarded during the year from either the TATF Original Fund or from E.on Biomass.

Grant income of £67,990 was receivedduring the 2020-2021year from E.on Biomass. This was in respect of generated output during 2018, 2019 and 2020 (£25k/£25k/ £17,990) The 2020 payment was lower than that for previous years due to a major outage during the year.

The grants awarded through the TATF provide a range of activities for many different social groups and make a positive and valuable change within the community.The Trustees are optimistic that the lifting of Covid-19 restrictions will allow grant making activities to fully resume during the 2021-22 year.

Public benefit statement

The Trustees have and will continue to make grants to not-for-profit organisations and groups that provide educational, recreational, social welfare and leisure-time activities to improve the life conditions for individuals who reside within the Trusts area of benefit.

Trustees responsibilities for the financial statements

Charity law requires the trustees to prepare financial statements for each financial period which show the state of affairs of the charity and of net income or expenditure of the charity for that period. In preparing those financial statements, the Trustees are required to:

The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the group and enable the trustees to prepare financial statements. The trustees are responsible for safeguarding the assets of the group and hence for taking reasonable steps for the prevention of fraud and other irregularities.

Tinsley Area Trust Fund

I report on the accounts of the Charity for the year ended 30 September 2021, which are set out on pages 6 to 8.

Respective responsibilities of trustees and examiner

The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.

It is my responsibility to:

q examine the accounts under section 145 of the 2011 Act;

q to follow the procedures laid down in the general Directions given by the Charity Commission under section 145 (5)(b) of the 2011 Act; and

q to state whether particular matters have come to my attention.

Basis of independent examiner’s report

My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.

Independent examiner’s statement

In connection with my examination, no matter has come to my attention:

(1) which gives me reasonable cause to believe that in any material respect the requirements:

q to keep accounting records in accordance with section 130 of the 2011 Act; and

q to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act

have not been met; or

(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

1 Receipts and payments accounts

Because the level of income and expenditure is below £250,000, the group has opted for the accounts to be prepared on a receipts and payments rather than an accruals basis. This is in line with Charity Commissioners guidelines for small charities and is seen as more appropriate for this project.
