The Annual General Meeting IAGMI for the previous year was conducted on 2nd July 2025 which detailed
the election of Trustees labovel to the Trustees Board of 2r4 Malvem Scout Group. The constitution of the
Scout Association was re-adopted by the Group and quorums voted on. No other trust deed or arhcles of
association were discussed or voted on.
The 2025 AGM minutes may be viewed in a separate document and shall be afdilable at the AGM and on
the Group website.
The AGM for the current year shall proceed on the 1° July 2026. During the AGM all Trustees shall be
elected or confirmed in their current role. the constitution for the charity shall be ￿-adopted and the
quorum detai15 verified and voted on.
The Annual Financial Report shall also be considered. and an independent accounts examiner appointed for
the coming year.
2, Malvern Scout Group is part of the UK Scout Assooation federatlon but is a charity in its own right. We
adopt the constitution of the Scout A550ciation and follow the rules of the Association. We have the same
aims and principles as those detailed in the Associations "Policy, Organi5ation & Rules" do¢umentatlon.
All the scouting sections are overseen by the Group Lead Volunteer IGLV) who has the responsibility for
ensuring that all operatlonal activities (scouting activities) that the adult volunteers deliver are safe and
comply with the Scout Associatlon policies and rules.

The Trustee Board oversee the governance of the Scout Group ensuring that the volunteers and young
people have the resources that they require, that the facilities that they use are safe and that adequate
funding is in place to run the Scout Group.
The Trustee Board also assist the Group Lead Volunteer in ensuring that adequate training in Safety,
Safeguarding, GDPR and 1st Aid is received by adult volunteers, to ensure all activities undertaken by the
young people are done in a safe and Secu￿ environment.
All members of the Trustees Board must also undertake adequate trdlnin8 to ensure they understsnd the
role of the board and the roles of the individual members.
All the training received by our volunteers and Trustees is documented by the Scout Association.

The scoutlng activities undertaken by the Squirrel. Beaver. Cub & Scout sections were many and varied and
included summer camps & weekend camps at variou5 locations. sleep overs at the HQ, hikes on the
Malvern Hills and surrounding areas, water artivities. Jamboree of the Internet, pioneering and many, many
more exiting and fun activities. The young people also work hard on scouting and other activities to gain
badges and have made their leader5 proud by achieving many badges and awards. As a Group we have also
got tO8ether at our annual campfire and firework display and with othef members of the District at the St
George's day parade in Malvern.
A¢hlevements and Performan
The 2nd Malvern Scout Group is a well-e5tabli5hed Scout Group within "The Malverns" Distrirt.
The Group is situated in a purpose-built headquarters building within the town of Malvern.
There are currently over 85 young members, an increase of over 5% in our numbers, varying in ages from 4
to 14. The Group also has a partnership agreement with Beacon Explorer unit, who share our premises,
who have young people from 14 to 18 years of age.
There are over 20 adult volunteer and helpers varying in age frorn 18 to early 7(Ys.
The Group currently has one Squirrel D￿y(4 to 6 years). one Beaver Colony16 to 8 years), one Cub Pack18
to IO% years) and two Scout Troops 110% to 14% years) and is also partnered with Beacon Explorer Unit.

During this rewrting period the Scout Association has continued to make amendments to the Scout
Association Policy Organisation & Rules IPORI. In February the Trustee Board received a Regulatory Advice
and Guidance note from the Charity Commission for England and Wales. The Scout Association initiated
actions that were required to be tsken be Trustee Boards to comply with the note. The Trustee Board of 2nd
Malvern Scout Group have initiated a full review of the Leadership Team and Trustee Board processes to
assure members of the Leadership Team and Trustees that the Group comply with the controls, procedures
and structures in place to keep everyone safe in Scouts. The review is very comprehensive and 2Th1 Malvern
Scout Group plan to be fully compliant as early as possible but with completion by 2027.
The Group Leadership Team and TfUStees agreed to Investigate and fund four building improvement
projetts. in this reporting period. with the aim of reducing the running costs of the premises.
al Translucent pane15 were installed into the roof of the veranda to increase light levels both in the
veranda and into windows of the Pathways and main Hall to try to reduce the time that internal lights
were switched on. Thls project was successfully completed early in the year.
bl Solar panels were installed onto the roof of the buildlng supplemented by battery storage. This large
project was made possible with a grant from Malvern Hills Distritt Council and match fundin8 from the
Group. The project was completed in February 2026 and early indications, even with the bad weather,
are that the panels are producing much of the power reqUI￿d to run the premises.
cl The Leadership team agreed for the lighting on the premises to be upgraded to more efficient LED
style lighting over a two-year period. Of the 108 individual lights in and around the premises only 10
remain to be upgraded. Although initially expensive to instsll the new lighting will benefit reduced
running costs going forward. The project shall be completed nearly one year ahead of schedule.
dl Air Source Heat Pumps are being investigated as a replaoment for the LPG gas boiler. However
early indications from the heat loss survey and quotstions indicate that the Air Source heat pump may
cost more to run than the existing gas boiler. Further information is required before a decision is made
by the Leadership Team from both a financial and environmentsl perspect6ve.
The outside areas produce a lot of green and brown waste from the vegetsble areas, t￿e$ and shrubs, and
grdssed areas. All this "waste" Is composted. We also recycle food waste in our wormery. All of these items
are composted during the year and the resulting compost used on the raised beds in the grounds for future
vegetable and plant growth.
Following the change in Government regulation5 to workplace recycling, that came into force in March
2025. the Group have now implemented 3 commercial recycling collection every two weeks with Malvern
Hills District Council IMHDCI. This is addition to the existing commercial waste collection every two weeks
for non-recyclable waste.
Financial Review
The Trustee Board monttor the finan￿S of the Group throughout the year with the Treasurer delivering a
financial update at each quarterly meeting. The finan￿$ of the group are still in a strong position, even
with the ever-increasing energy costs. The Board ha5 ensured that adequate funds are maintained and are
available as an "emergency fund- to ensure the Group can function in extreme events.

on the Group website.

Plans for the Future Perlod and Other Addltlonal Inf0M￿tIOn
The Group Leadership Team have approved plans to instsll a traverse wall onto the boundary wall that was
renewed last year. This facility 5h311 be accessible for all sections wtthin the group and shall also provide an
additional activity asset for visiting scout groups.
The Air sour￿ Heat Pump project shall be investigated further in the coming year.
The scouting activities are planned and implemented by the dedicated team of adult volunteers, led by the
Group Lead Volunteer IGLVI. Their professionalism and enthusiasm continue to deliver a fantastic,
educational and fun program for the young people of the Group.
The dedicated team of adult volunteers is also backed up by parents offering to assist with certain outdoor
and off-site athvitSes. All occasional helpers must agree to undertake a Scout Association DBS Check and to
Safety and Safeguarding training. This help is gratefully re￿iVed and 8reatly appreciated by the adult
volunteers and the Group and a huge thank you goes out to all those who have helped during the past year.
There is, however, alway5 a need for more adult w)lunteer5 and helpers within the sections and I would
encourage any parent. relative or friend to get Involved in any way that they can. This also applies to the
Trustee Board, and we would welcome new members to apply to the board. By spreading the
organisational tssks amongst more volunteers. we could deliver even bigger and better activities for the
young people of the Group. If you feel you would like to get involved in any role just speak to your sectton
volunteers or contact the Group Lead Volunteer or Chair for more information. Contstt detsils may be

## **Independent examiner’s report to the trustees of 2[nd] Malvern Group Scout Council** 

I report to the trustees on my examination of the accounts of the 2[nd] Malvern Scout Group for the year ended 31[st] March 2026. 

## **Responsibilities and basis of report** 

As the charity trustees of the 2[nd] Malvern Scout Group you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). 

I report in respect of my examination of the 2[nd] Malvern Scout Group accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

in connection with the examination giving me cause to believe that in any material respect the account to not accord to those records. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
