## **Report of the Trustees For The Year Ended 31 March 2023**
The trustees present their report with the financial statements of the charity for the year ended 31 March 2023. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).
## **OBJECTIVES AND ACTIVITIES**
## **Objectives and aims**
The objectives of the charity are the provision of support and information for the relief of persons who have or have suffered mental health difficulties and to ensure the voice of the service user is heard.
## **Public benefit**
The Charity provides its support, information and counselling to any member of the public who contacts the Charity. The Resource Centre is open to the public and provides support and guidance to all who request it. The Trustees have complied with the duty in Section 17(5) of the Charities Act 2011 to have regard to the Charity Commission guidance on public benefit in the provision of its activities.
## **Volunteers**
The charity continues to rely on the continued support of its unpaid volunteers.
## **ACHIEVEMENT AND PERFORMANCE**
## **Charitable activities**
There has been good progress towards securing the future development of the charity's vision and future work.
We continue to be the main organisation to ensure the service users' voice is heard across a wide range of committees locally, regionally and nationally within mental health services and appropriate arenas. These include, Service User & Carer Involvement Group, North Yorkshire Mental Health Strategy Board, Mental Health Forum, North Yorkshire Crisis Care Concordat. North Yorkshire Recovery Group, North Yorkshire Suicide Prevention Group. York and Scarborough Teaching Hospital NHS Foundation Trust's Mental Health Steering Group. Our partnership working has also strengthen with Scarborough Borough Council's Community Impact Team and local Police officers. Further to this, Scarborough Survivors have been invited to input into student education with the Coventry University for students undertaking Health & Social Care and Nursing. Input is also provided to North Yorkshire County Council training for new employees within Mental Health fields. Assistance has also been provided to Student Social Workers and Nurses doing Mental Health placements. We have also provided work placement for student Police Officers. We have branched into Whitby to provide a support group on a weekly basis called Whitby Allsorts.
During this year:-
" Continued to build on the good work the organisation has done over the past few years.
" Secured funding to continue the work of the Crisis Café for a further 4 years under the current contract.
" Crisis Café and A&E Support Worker project is being seen as a 'flag ship' model and we are providing consultative support to our NHS colleagues for similar establishments to be created across North Yorkshire.
" In December 2022 we started the Mental Health Listening service in partnership with The Big Communi-tea based in Selby. We have been providing a listening and emotional support service across the whole of North Yorkshire for service users and carers contacting the Tees, Esk, Wear Valleys NHS Crisis Telephone Line.
We look forward to the year ahead and continuing with the hard work of this past year, to maintain the vibrant organisation we are becoming.

## **FINANCIAL REVIEW**
## **Financial position**
The incoming resources exceeded the outgoing resources during the year by £10,122. Much of the incoming resources relate to specific projects and is restricted to that specific purpose. The general unrestricted income has been insufficient to cover the general expenses resulting in a increase in the free reserves from those at the previous year end by £619. The Charity has net assets of £127,519 of which unrestricted reserves amount to £4,232.Cash at bank and in hand amounted to £146,092 at 31 March 2023. Additional grant awards have been made following the year end enabling the Charity to extend the services it provides.
## **Principal funding sources**
The principal funding source is from North Yorkshire Adult and Community Services and the Scarborough & Ryedale Clinical Commissioning Group, who has provided grants during the year of £55,055.
## **Reserves policy**
Scarborough Survivors does not seek to accrue funds beyond that necessary to operate and develop the group. As far as possible all reasonable effort will be made to use funds received by the group fully and in line with the agreed annual budget set by the Board of Trustees.
Any surplus funds will be carried over to the following year or may be 'ring fenced' for future projects as thought necessary and in the best interests of the group, by the Board of Trustees.
Free reserves held by the group will not exceed that necessary to operate the charity for twelve months.
At 31 March 2023 the free reserves were £4,232.
## **FUTURE PLANS**
The organisation hopes to continue to grow and develop the way in has over the last few years.
## **STRUCTURE, GOVERNANCE AND MANAGEMENT**
## **Governing document**
The charity was formed under its constitution, which was adopted on 20 July 1994. A revised constitution was adopted on 24 November 2016.
## **Organisational structure**
The organisation employs a full time Chief Executive Officer, a resource centre co-ordinator and employs staff to operate the Crisis Cafe.
The day to day running of the reception area and coffee bar is undertaken by volunteers and trustees.
## **Induction and training of new trustees**
In house training is provided for trustees and volunteers.
## **Risk management**
A budget is set by the Chief Executive Officer and approved by the Board of Trustees annually and also a financial report is produced by the Chief Executive Officer to the Board of Trustees on a monthly basis, thus ensuring an active review of the major financial risks which the charity faces on a regular basis. The trustees believe that the maintenance of reserves at the levels stated in the report and the insurance policies held by the charity have mitigated the charity's exposure to the financial risks.
## **TRUSTEES**
The Trustees during the year have been set out on the Reference and Administrative details on page 1.
The Trustees would like to thank our colleagues in Tees Esk Wear Valley NHS Foundation Trust and North Yorkshire County Council for their continued support.
In accordance with the constitution all the trustees will retire at the forthcoming Annual General Meeting.

## **Independent examiner's report to the trustees of Scarborough Survivors**
I report to the charity trustees on my examination of the accounts of Scarborough Survivors (the Trust) for the year ended 31 March 2023.
## **Responsibilities and basis of report**
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the Trust's accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.
## **Independent examiner's statement**
Since your charity's gross income exceeded £250,000 your examiner must be a member of a listed body. I can confirm that I am qualified to undertake the examination because I am a member of the Institute of Chartered Accountants in England and Wales, which is one of the listed bodies.
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
1. accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or
2. the accounts do not accord with those records; or
3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1. ACCOUNTING POLICIES**
## **Basis of preparing the financial statements**
The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention.
## **Income**
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
## **Expenditure**
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
## **Tangible fixed assets**
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.
Freehold property - 2% on cost Fixtures and fittings - 20% on cost Computer equipment - 25% on cost
## **Taxation**
The charity is exempt from tax on its charitable activities.
## **Fund accounting**
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
## **Pension costs and other post-retirement benefits**
The charity operates a defined contribution pension scheme. Contributions payable to the charity's pension scheme are charged to the Statement of Financial Activities in the period to which they relate.
## **Accommodation bond bank**
Bonds advanced to beneficiaries are included within direct charitable expenditure when the bond is advanced. Repayments of bonds are included as incoming resources when the repayment is received.

## **5. INDEPENDENT EXAMINER'S REMUNERATION**
The remuneration paid to the Independent Examiner for the independent examination of the charity's financial statements was £2,520 (2022 - £2,460). In addition £1,440 (2022 - £720) was charged by the Independent Examiner for the provision of payroll services.
## **6. TRUSTEES' REMUNERATION AND BENEFITS**
There were no trustees' remuneration or other benefits for the year ended 31 March 2023 nor for the year ended 31 March 2022.
## **Trustees' expenses**
No Trustees expenses were reimbursed during the current or previous year.
## **7. STAFF COSTS**
One employee received emoluments in the band £60,000 to £69,999. In the comparative year ended 31 March 2022 no employees received emoluments in excess of £60,000.

The nature and purpose of each of the restricted funds is as follows:
## **The Day Centre**
The Day Centre represents the grant received from the Community Fund (formerly National Lottery Charities Board), which has been used for the purchase and development of the Day Centre.
## **Accommodation Bond Bank**
The accommodation bond bank was funded by a grant from North Yorkshire Social Services to provide loans to people with mental health problems, subject to meeting specific conditions, to enable them to find suitable accommodation. Bonds are paid directly to the landlord and repaid by the tenant at an agreed weekly rate.
## **Crisis Cafe**
Crisis Café - Is funded via contract with Tees, Esk, Wear NHS Foundation Trust providing support 7 nights per week. Offering a safe sanctuary for people in distress/crisis within a safe homely environment and for those seeking to prevent the onset of distress. Including the Positive Buddy Scheme.
## **CHIME Workshops**
The grant awarded from North Yorkshire County Council is provide CHIME workshops within the Whitby area, this project was paused during COVID 19 and will be restarted during 2023.
## **A & E Project**
Continues to be funded by North Yorkshire Clinical Commissioning Group via Tees, Esk Wear Valleys NHS Foundation Trust to provide a team of support workers into the A&E Department at Scarborough Hospital for 60 hours per week over 4 days/evenings. To provide support for patients presenting to the department who are in distress.
## **Anti-Stigma Project**
This grant was awarded by MIND to continue the Anti-sigma work. The specific project has been completed and we continue to do this work as part of our core function. As this project is part of the core service the reminder of the grant was transferred to our general funds.
## **Two Ridings**
Two Ridings awarded a grant to help the charity to progress the activities programme, providing well-being activities to clients as part of self-management of mental health wellbeing.

## **Sirius**
Sirius Minerals awarded a grant to progress the activities programme, to assist the charity to provide support for clients to access activities within the community to promote mental health well-being, or for community activities to be provided by the charity.
## **Tudor Trust**
Tudor Trust awarded a grant for funding for the salary of an activities co-ordinator to allow the activity programme designed to promote mental health well-being and resilience to be progressed. This funding is for a three year period.
## **Staff Welfare Fund**
The Tudor Trust awarded the organisation a sum of NIL ( 2022 - £2,000 ) to spend on staff welfare, as a thank you for the amount of hours worked and people supported during the COVID19 pandemic. This has not been spent yet, but at the time of producing this report, we are asking the staff for ideas on how we should spend that money.
## **Mental Health Support Line**
To provide a 24/7 mental health telephone support line, via the Tees, Esk, Wear Valleys NHS Trust Crisis Teams for North Yorkshire, York and Selby. In partnership with The Big Communi-tea in Selby, offering low level mental health support for clients, who do not require the NHS Crisis Team intervention.
## **Mental Health First Aid Line**
To provide mental health support to the people of the Borough of Scarborough between the hours of 6pm to 10pm. For those people who are not able to attend the Crisis Café provision in person. This services allows a dedicated telephone support service.
## **Positive Buddies**
To work in the community with clients, who had been identified as needing some support to access community based support for the mental well-being.
## **Link Worker Community Mental Health Team**
To work out of the Tees Esk Wear Valleys NHS Trust community teams within Scarborough, Whitby, Ryedale to encourage those people being discharged from mental health services to access and integrate back into community support. During the year the Charity received a grant of £29.828 which has been deferred to the year ended 31 March 2024 when the project commenced.
