The trustees present their report with the financial statements of the charity for the year ended 31 March 2021. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019). 

## **OBJECTIVES AND ACTIVITIES** 

## **Objectives and aims** 

The objectives of the charity are the provision of support and information for the relief of persons who have or have suffered mental health difficulties and to ensure the voice of the service user is heard. 

## **Public benefit** 

The Charity provides its support, information and counselling to any member of the public who contacts the Charity. The Resource Centre is open to the public and provides support and guidance to all who request it. The Trustees have complied with the duty in Section 17(5) of the Charities Act 2011 to have regard to the Charity Commission guidance on public benefit in the provision of its activities. 

## **Volunteers** 

The charity continues to rely on the continued support of its unpaid volunteers. 

## **ACHIEVEMENT AND PERFORMANCE** 

## **Charitable activities** 

There has been good progress towards securing the future development of the charity's vision and future work. 

We continue to be the main organisation to ensure the service users' voice is heard across a wide range of committees locally, regionally and nationally within mental health services and appropriate arenas.  These include, Service User & Carer Involvement Group,  North Yorkshire Mental Health Strategy Board, Mental Health Forum, North Yorkshire Crisis Care Concordat.  North Yorkshire Recovery Group, North Yorkshire Public Health Prevention Group, North Yorkshire Suicide Prevention Group. Our partnership working has also strengthen with Scarborough Borough Council's Community Impact Team and local Police officers.  Further to this, Scarborough Survivors have been invited to input into student education with the Coventry University for students undertaking Health & Social Care and Nursing.  Input is also provided to North Yorkshire County Council training for new employees within Mental Health fields. 

We have branched into Whitby to provide a support group on a weekly basis called Whitby Allsorts. 

## During this year:- 

It has been a strange year due to the COVID19 pandemic.  The Board of Trustees would like to acknowledge the hard work and diligence the staff team have shown.  All staff have played their part, many providing the telephone support. At the time of producing this report (August 2021, we have provided 112,300 interventions for those experiencing mental health distress during the COVID 19 pandemic). 

We look forward to the year ahead and continuing with the hard work of this past year, to maintain the vibrant organisation we are becoming.

## **FINANCIAL REVIEW** 

## **Financial position** 

The incoming resources exceeded the outgoing resources during the year by £33,701. Much of the incoming resources relate to specific projects and is restricted to that specific purpose. The general unrestricted income has been sufficient to cover the general expenses resulting in an increase in the free reserves from those at the previous year end by £27,507. The Charity  has net assets of £65,854 of which unrestricted reserves amount to  £8,213. Cash at bank and in hand amounted to £111,472 at 31 March 2021. Additional grant awards have been made following the year end enabling the Charity to extend the services it provides. 

## **Principal funding sources** 

The principal funding source is from North Yorkshire Adult and Community Services and the Scarborough & Ryedale Clinical Commissioning Group, who has provided grants during the year of £57,324. 

## **Reserves policy** 

Scarborough Survivors does not seek to accrue funds beyond that necessary to operate and develop the group. As far as possible all reasonable effort will be made to use funds received by the group fully and in line with the agreed annual budget set by the Board of Trustees. 

Any surplus funds will be carried over to the following year or may be 'ring fenced' for future projects as thought necessary and in the best interests of the group, by the Board of Trustees. 

Free reserves held by the group will not exceed that necessary to operate the charity for twelve months. 

At 31 March 2021 the free reserves were £8,213. 

## **FUTURE PLANS** 

The Trustees continue to look to the strategic continued growth of the organisation, by allowing the Chief Executive Officer the time to develop new projects and partnerships. 

Organisationally we are looking to improve our IT and Communication structure, using a server so staff have access to files centrally and for the phone systems to automatically revert to the support lines as and when necessary.  We are looking to secure specific funding to allow this improvement. 

The A&E Project will continue until March 2022, funded through North Yorkshire Clinical Commissioning group. We will work with our commissioners and the new incoming, Integrated Care Systems (ICS), to build our business plan for this project to continue. 

Our CEO is also acting in a consultative role with other localities to see if a similar model can be rolled out further across North Yorkshire, North Lincolnshire and beyond. 

We will be working with our North Yorkshire County Council commissioners through the re-procurement of the day service, and also with our Tees Esk Wear Valley Foundation Trust partners for the procurement procedure of the Crisis Café. 

Our new Activities Co-ordinator post (Funded by the Tudor Trust) will develop a more structured set of activities and wellbeing workshops for our members.  This will allow our members to chart their progress and growth, with the aim of them setting their own achievable goals. The position has also attracted funding from Two Riding for a budget which would allow a specific spend on activities, both external to the Resource Centre and to invite specialist facilitators in to run activities requested by engaging with our service users.

The charity was formed under its constitution, which was adopted on 20 July 1994. A revised constitution was adopted on 24 November 2016.

## **STRUCTURE, GOVERNANCE AND MANAGEMENT** 

## **Organisational structure** 

The organisation employs a full time Chief Executive Officer, a resource centre co-ordinator and employs staff to operate the Crisis Cafe. 

The day to day running of the reception area and coffee bar is undertaken by volunteers and trustees. 

## **Induction and training of new trustees** 

In house training is provided for trustees and volunteers. 

## **Risk management** 

A budget is set by the Chief Executive Officer and approved by the Board of Trustees annually and also a financial report is produced by the Chief Executive Officer to the Board of Trustees on a monthly basis, thus ensuring an active review of the major financial risks which the charity faces on a regular basis. The trustees believe that the maintenance of reserves at the levels stated in the report and the insurance policies held by the charity have mitigated the charity's exposure to the financial risks. 

## **EVENTS SINCE THE END OF THE YEAR** 

Information relating to events since the end of the year is given in the notes to the financial statements. 

## **TRUSTEES** 

The Trustees during the year have been set out on the Reference and Administrative details on page 1. 

The Trustees would like to thank our colleagues in Tees Esk Wear Valley NHS Foundation Trust and North Yorkshire County Council for their continued support. 

In accordance with the constitution all the trustees will retire at the forthcoming Annual General Meeting.

I report to the charity trustees on my examination of the accounts of Scarborough Survivors (the Trust) for the year ended 31 March 2021. 

## **Responsibilities and basis of report** 

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act'). 

I report in respect of my examination of the Trust's accounts carried out under section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or 

2. the accounts do not accord with those records; or 

3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1. ACCOUNTING POLICIES** 

## **Basis of preparing the financial statements** 

The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention. 

## **Income** 

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. 

## **Expenditure** 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. 

## **Tangible fixed assets** 

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life. 

Freehold property -  2% on cost Fixtures and fittings -  20% on cost Computer equipment -  25% on cost 

## **Taxation** 

The charity is exempt from tax on its charitable activities. 

## **Fund accounting** 

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. 

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. 

Further explanation of the nature and purpose of each fund is included in the notes to the financial statements. 

## **Pension costs and other post-retirement benefits** 

The charity operates a defined contribution pension scheme.  Contributions payable to the charity's pension scheme are charged to the  Statement of Financial Activities in the period to which they relate. 

## **Accommodation bond bank** 

Bonds advanced to beneficiaries are included within direct charitable expenditure when the bond is advanced. Repayments of bonds are included as incoming resources when the repayment is received.

## **5. INDEPENDENT EXAMINER'S REMUNERATION** 

The remuneration paid to the Independent Examiner for the independent examination of the charity's financial statements was £2,220  (2020 - £1,830). In addition £941 (2020 - £258) was charged by the Independent Examiner for the provision of payroll services. 

## **6. TRUSTEES' REMUNERATION AND BENEFITS** 

There were no trustees' remuneration or other benefits for the year ended 31 March 2021 nor for the year ended 31 March 2020. 

## **Trustees' expenses** 

No  Trustees expenses were reimbursed during the current or previous year.

## **The Day Centre** 

The Day Centre represents the grant received from the Community Fund (formerly National Lottery Charities Board), which has been used for the purchase and development of the Day Centre.

## **12. MOVEMENT IN FUNDS - continued** 

## **Accommodation Bond Bank** 

The accommodation bond bank was funded by a grant from North Yorkshire Social Services to provide loans to people with mental health problems, subject to meeting specific conditions, to enable them to find suitable accommodation. Bonds are paid directly to the landlord and repaid by the tenant at an agreed weekly rate. 

## **Champions Fund** 

The Charity was awarded a grant of £10,000 from North Yorkshire County Council as part of the Anti-Stigma Project, to award small grants to individuals to step up as champions to facilitate conversations about mental health 

## **Roof Renovation Fund** 

The Charity was awarded  £11,000 by The Tudor Trust to help convert the attic into a space for teenage children to meet and socialise. 

There was an underspend of £1,579 of the Tudor Trust monies, which they kindly allowed us to carry over to benefit the charity as a whole.   The Renovated Roof Space was set to open in March 2019, then due to COVID19, we had to close the centre.  We will look through alternative funding to employ a Young Persons Champion, to assist the young people who access our services. 

## **Crisis Cafe** 

The Charity was awarded a grant of £43,063 in September 2019 to fund a 7 month pilot project of a Crisis Cafe based at Scarborough Survivors. The grant was funded through the Tees Esk Valley NHS. The Crisis Cafe will provide support 7 nights a week. Offering a safe sanctuary for people in distress/crisis within a homely environment and for those seeking to prevent the onset of such. 

## **CHIME Workshops** 

North Yorkshire County Council awarded a £5,000 grant to run some suicide prevention and well-being workshops in the Whitby area. Only one CHIME workshop was completed, prior to COVID19, when the work was pause. 

## **A & E Project** 

The Charity was awarded grants of £81,000 by the Tees Esk Wear Valley NHS to provide a team of mental health support workers based in the A & E department of Scarborough Hospital to provide support for patients, presenting to the department, who are in distress. 

## **Anti-Stigma Project** 

The Charity has been awarded £1,850 from MIND, this money was awarded to continue the good work the Time to Change project was involved in delivering.  Time to Change nationally ended in March 2020, but with our North Yorkshire County Council partners we have continued the Anti Stigma work.  The money was spent on marketing materials. 

## **Staff Welfare Fund** 

The Tudor Trust awarded the organisation a sum of £2,000 to spend on staff welfare, as a thank you for the amount of hours worked and people supported during the COVID19 pandemic.  This has not been spent yet, but at the time of producing this report, we are asking the staff for ideas on how we should spend that money.

Co-op Community Fund - We have been chosen as one of the charities for the co-op local community fund, we will be a nominated charity for a year running until October 2022 and all the fund raised will be unrestricted
