Section B Structure, Governance and Management Type of The 1st Whitchurch Scout Group’s governing documents are those of the Scout governing Association. They consist of a Royal Charter, which in turn gives authority to the Bye document: Laws of the Association and The Policy, Organisation and Rules of the Scout Association. The group constitution is defined in section 5.4 of POR. Additional The 1* Whitchurch Scout Group is managed by the Trustee board, the members of information: which are the “Charity Trustees” of the Scout Group which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes charity registration, keeping proper accounts and making returns to the Charity Commission as appropriate. The trustee board meets at least every four months.

Risk and Internal Control

The Trustee board has identified the major risks to which they believe the Group is exposed, these have been reviewed, and actions have been taken to mitigate against them. The main areas of concern that have been identified are noted below.

Damage to the headquarters building, property and equipment. The Group has sufficient buildings and contents insurance in place to mitigate against permanent loss. To continue operations in the event of a loss, the Group would request use of buildings, property and equipment from other organisations in Whitchurch (such as the Parish Hall Committee, Gill Nethercott Community Centre, Churches and Schools) | Injury to leaders, helpers, supporters and members. The Group through the capitation fees contributes to the Scout Association’s national insurance policy. All leaders are trained to carry out the activities that they are authorised to lead or support.

Reduced income from fund-raising. The Group is primarily reliant upon income from subscriptions and fund-raising. The Group as a charity holds a reserve to ensure the continuity of activities should there be a major reduction in income. income to the Group on an ongoing basis, either temporarily or permanently. In addition, the Group is well supported and has the ability to run a number of fund-raising activities at short notice if necessary.

Reduction in or loss ofleaders. The Group is totally reliant upon volunteers to run and administer the activities of the Group. If there was a reduction in the number of leaders to an unacceptable level in a particular section or the Group as a whole then there would have to be a contraction, consolidation or closure ofa section. In the worst case this could mean closure of the Group.

Reduction in or loss of members. The Group provides activities for all young people aged six to fourteen. If there were a reduction in membership in a particular section or the Group as a whole then there would have to be a contraction, consolidation or closure of a section. In the worst case this could mean closure of the Group.

Section C Objectives and Activities

The objectives of the Group are as a unit of the Scout Association.

The aim of the Scout Association is to promote the development of young people in achieving their full physical, intellectual, social and spiritual potentials, as individuals, as responsible citizens and as members of their local national and international communities. The method of achieving the aim of the Association is by providing an enjoyable and attractive scheme of progressive training, based on the Scout Promise and Law and guided by adult leadership.

The main activities conducted in relation to these objectives include: e A progressive awards scheme; e The opportunity to gain awards in areas of interest or proficiency; e A programme of activities conducted on section evenings, during outings and camps. These activities are organised and managed by adult leaders who are themselves subject to a progressive training programme with the support of adult helpers.

Section D Achievements and Performance

Youth membership was down by 4 members at 115 as of 3 1S January 2025 when the annual census was taken, Group membership stood at 140, split as follows:

During the year fund-raising was limited to the Christmas shop These fund-raising activities are well supported by the local community and looked forward to throughout the year.

The Trustees would like to recognise the efforts of all those who support the Group by raising funds and assisting at section meetings and camps.

Scouts On

GROUP REPORT

I'd like to thank the leader teams across the sections for their continued commitment to delivering a fun and exciting program, and for giving their time not only on a weekly basis but also at weekend for camps and activities.

The limiting factor to our section numbers continues to be the number of leaders, All sections could benefit from additional support.

At present we are running at capacity, this unfortunately means there remain children we are unable to offer places. The issue of the waiting list can only fully be addressed by opening additional sections to provide more capacity, and this is reliant on recruiting more volunteer leaders.

The Trustee board has continued to provide excellent support to the group ensuring the facilities and equipment are available to support the section programmes. One function of the board is to define the direction in which the Scout group should develop, to ensure this occurs we need parental input on the Exec. We always welcome new help to the group on any front, be it leadership, fundraising, the Trustee board or occasional help with the sections.

The groups main source of fundraising is the charity shop. A big thank you goes to the many individuals who help run and staff the shop, Many have been helping since the group was fundraising to build the HQ in Bere Hill, their continued support enables the group to develop our facilities and programme.

BEAVER REPORT April 2024 to March 2025

There are currently 20 Beaver Scouts in our colony made up of 17 boys and 3 girls. We have one uniformed leader (myself as lead volunteer), and six non-uniformed section team members. We also benefit from the help of 2 young leaders.

Towards the end of this period, we lost Dan and Griff (both young leaders) to adult-hood and not surprisingly they had more pressing activities on their mind like exams and 18-year-old activities!

As the summer term of 2024 got underway, with the good weather and longer evenings, we tried to be outside as much as possible and undertake lots of fun and adventurous activities. Evenings out included climbing in Winchester, Jay Miller's Circus at Picket Piece, strawberry picking at St Mary Boume and Navigating around Blackwood Forest. Back at the Scout Hut we celebrated St Georges day (belatedly), had a visit from St John Ambulance, did the Accessibility activity badge, made yummy trail mixes, and threw (plastic) tomahawks at targets, and had the usual water fun evening in the hot July sun shooting bottle rockets into the sky!

For the earlier part of the autumn 2024 term whilst the weather allowed, we continued to be outside as much as possible, carrying out a litter pick around Whitchurch, and everyone enjoyed the annual Great Whitchurch Chip Shop Challenge. Once the clocks went back and the weather became less favourable, activities headed indoors more and the Beavers did work towards the Communicator, the Safety and the Global Issues activity badges. The Beavers learnt about knots and pulleys, decorated Poppy wocks for Remembrance Day, made Guy Fawkes and then burnt them ona campfire to celebrate Guy Fawkes night. We also held the annual autumn night hike under the railway tunnels, went to Aldershot for the ever-popular Donutting, and had a Christmas party.

As 2025 got underway, with the typical bad weather and cold evenings, lots of inside badge work was completed including pancake eating, a games night, a craft night, learning about endangered animals, celebrating world book day, and the Money activities badge. We did manage to get out the Hut three times in the Spring term of 2025. We hada chilly night hike under the stars, we visited Newbury Pets at Home for the Animal Lover activity badge, and we had an easter egg hunt using What3Words.

Looking back, | don’t know how we fit it all in!

Lastly, | want to take this opportunity to thank Claire, Andre, Janine, Sharon, Lucy, Hannah, Cosmo and William for their ongoing support.

4st Whitchurch Cubs Section Report

2024 — 2025 48‘ Whitchurch Cubs meet on Monday evenings 6.30 to 8pm. The Cub pack is currently made up of 29 Cubs aged 8 to 10 % years old, 7 leaders and 1 young leader. Pack nights are full of fun, challenge and adventure. Pack nights have been busy; we challenged ourselves at Andover Clip and Climb and aimed for the target while shooting at the hut. PCSO Andy Jones visited us and talked about his role in the police, and how we can keep ourselves safe. Following our remembrance parade Lt Col Lyndsey Kelly joined us and we discussed her role, and the Cubs were able to try on some of her equipment. We took the train to Overton and enjoyed a night hike to Overton Scout hut where we spent the night. The Cubs took part in I’m a Cub get me out of here, which had the Cubs using many of their sense. From our scrap we created what we thought Cub Camp would look like in 75 years, which prepared us for the district challenge. Raising money for Toilet Twining we created a toilet on the hut floor from donated change. Outside of all of this we also did a little bit of badge work at the hut as well. In March we went to Butchers Coppice Scout Activity Centre near Bournemouth for our Spring camp. This involved lots of activities from Crate Stacking to fencing and Cave Bus and singing round the campfire led by the leaders and Roba parent that joined us for the camp. A great time was had by all.

Summer camp this year was at Broadstone Warren Activity Centre. 18 Cubs tested their skills and bravery, sleeping in tents for 4 nights, with Archery, Zip wire, Tunnelling, Tomahawk throwing, camp site fire and singing, with many other activities all rounded of bya trip to Knockhatch a new favourite for Cubs and Leaders.

Followinga full year of Cub activities and delivering a balanced programme a further 12 Cubs gained their Silver Chief Scout award, the highest award a Cub can achieve. It is a testament to the effort they put in and the diverse programme that is delivered.

All of this would not be possible without the planning and hard work of the leaders and young leaders who give up their time to plan and deliver the programme and activities we do. | would like to acknowledge a 2 of our leaders who are sadly leaving us this year. Firstly, Jon Gibb who stepped down from Scouting after 15 years at Easter this year, and then to Nick Smith who after 13 years is sadly stepping down after this year’s summer camp. A big thank you to both of you for all you have done for Cub’s you will both be missed.

Scout Report 24/25 ao! and Wyvem Scout Troops are currently running with 71 Scouts — So here is what they got up In July 24 we attended the District 6 a side Football competition and the Scouts did us proud, this is a great event that really fosters a team spirit.

September was the first District Camp for many years and 64 Scouts attended this weekend in Ferny Crofts, New Forest. Taking part in adventurous activities from climbing, shooting, high ropes, archery, crate stack, and the usual camp fire. Dusk hike in October is a lovely evening stroll out and gives us a chance to start on the map reading skills, which will be needed in later years for those looking at their Expedition challenge and Duke of Edinburgh Award.Spooky canoe in October half term — always a popular event giving the Scouts the chance to get on the water, luckily MOST stayed out of the water.

November is the Remembrance Day Parade and the Scouts are always a credit to theTroop and gives us the opportunity to remind the town we are here.

Winter camp in January started the year off, the weather wasn’t in our favour, and sadly some of the activities had to be altered. We still managed a night hike, created coats of arms and Saturday night was Banquet night in front of the fabulous round table the Scouts made during the day.

) The Night hike in March rescheduled from November, saw 5 teams complete in this. As the Scouts walk between bases in teams without leaders, this is a way of building teamwork and taking | responsibility. Not a great date choosing the night the clocks go back, as that meant an even later finish | and less sleep! | AprilScouting — Stlocally. Georges Day Parade — this time in Andover, to remind the town what a force Whitchurch is in | | This summer we head off to Kernow in Cornwall for our Summer camp — for 39 Scouts attending this is a jamboree like experience with Scouts attending from Africa. So much going on. | would imagine that when the Scouts get in from their Troop nights and you ask them what they did, they reply “| dunno” They have badges that they can’t remember what they did to earn - so just to let you know, over the past 12 months, they have designed and built a crazy golf course, learnt about Black History, solved real life CSI crimes, learnt First Aid and could usea defibrillator to save someones life. Made hedgehog houses, upcycled lamps and t-shirts, cooked lots — most of which was | edible. Learnt about online safety and other religions. BUT on top of all that and maybe the best of all, ; they are leaming Skills for Life — teamwork, resilience, friendship.
