Midland Mencap's Domiciliary Care service continues to operote effectively ond efficiently despite an ongoing backdrop
of local authority financiol constralnts and delays Sn core assessment& Hlghllghts over the year Include the openlng of
severol high quolity occommodation units. signiflcantly improving living conditions and tenancy svstainobility for a
group of longstonding cltizens.
The year olso saw the formal closure of the former Birmingham Multicare Resplte services ot both Silver Birch Road
ond Greswolde Park Rood. This process Involved extensive consult(Jtion with affetted stoff and the formol tron5fer of oll
remaining regulated community based activity from Birmingham Muhicare to Midland Mencap. As a result. the
Domiciliory Care department now provides support to 128 citizens. delivering opproximately 4,800 regulated core hours
per week.
Community Wellbeing Service
The Community Wellbeing Servlce ha5 completed two full years In its current contract cycle. successfully transitioning
from o hlstorically housing related support focus to a brooder preventative model centred on heolth ond wellbeing
outcomes. This city wlde service. supporting odults wlth leornlng disobilitles and/or outlsm. has built strong F)artnerships
across health services. the Third Sector and prlvote organlsations.
Challenges remain. Sncluding the lack of suitoble accommodatlon. delays In social worker assessments. and vncertalnty
in locol authority fundlng. The servlce supported 429 cltizens in the year and currently delivers opproxlmately 1.700
hours of svpport each week.

Carers Emergency Response Service
The Corers Emergency Response Service hos contlnued to deliver consistent. high quolity support and successfully
recruited a new service monoger durlng the year. The service currently has 1.673 corers registered and assessed for
emergency support. Demand remains strong, with 993 referrals recelved over the yeor and 602 emergency response
hours provided. In addition. the teom delivered 1.080 hours of pre planned support to corers. helping to sustoin family

Domestic Abuse Servlce
Mldland Mencap wos 5vcce5sfvl in securlng communlty grant funding dvrlng the year. Thls fvnding will enoble the

In Birmingham. dellvery continued of our Holiday. Activities and Food (-HAF") sessions in partnership with Street Gomes.
offering o totol of elght funded sesslons over the yeor. attended by 104 children and young people, These free 5esslons
hove been essential in providing much-needed support for families experienclng financiol hardship during the ongoing
cost-of-llving crlsis. Demand for Birmingham's CYP services remained high, resulting in increased waiting limes. In
response, the team streomlined ossessment systems to improve efficiency and completed o higher number of
asse￿MentS during the year.
However. our After School Club service faced challenges. ond in January 2025 It was necessary to moke the difficult
decision to end this offering. This was due to the service no longer being finonclally viable. following the opening of
wraporound core provision by local schools at lower cost. which fomilies increasingly chose instead. The service
continued lo support one child whose school did not provide ofter-school core. In reco9nltion of the chlld's needs. the
CYP Service continued to offer speciolist 11 support until an olternative arrangement could be secured by the family.
The Personal A551Stant service maintained con515tent delivery throughout the yeor, wlth nine citizens regularly accesslng
the *rvlce. Two citizens used the PA service In combination with Birmingham Short Breaks. enhancing the flexibility and
choice for fomilies in their commissioned hours.
The Birmingham Women's and Chlldren's Hospitol playworker role w(J5 recommissloned for on odditional year, wlth
hours increased to 28 per week. Thls role has proven to make a slgnlficant posltlve impact on the experiences of
children and young people accessing the hospital and thelr fomllies. The ployworker hos been fully integrated wlthin the
hospltol's Leamlng Disabillty team and the servlce continues to flourlsh. enhanclng patient core and svpport.

indivlduals who are involved in the co-productlon process and contribute to the development ond delivery of servlces)
wos introduced in June 2024. Twelve chlldren transitloned to the Adulthood Teom, with sensitive support put In ploce to
ensvre members felt safe and secure with new facllitators. Between June 2024 and Morch 2025. two YES Grovp
focilitotors led a total of 24 sessions. Over the course of the year, members contrlbuled io consultation work with West
Midlands Police regording Dlsoblllty Hote Crime. The group is plonnlng further Initlatives. including a summer trip. a pllol
project with EduFvn for young commissioners. ond consultotlon work In May 2025 with Birmingham Clty Council for the
Young People's Strategy.
In recognition of its co-productlon work. the CYP Service achieved bronze occreditalion Irom SEND Champion Group
and continves to work towards silver occreditation. This will be achleved through the estobllshment of o Yovng People's
Panel ond fvrther consultation with children and yovng people. These developments oim to ensure the CYP Servlce
remains child-centred. responslve. and drlven by the voices of those it serves.
The Worcestershlre Short Breoks servlce was successfully recommissioned vla Svtton Croft. securing oll tendered
contracts. This commissionlng enabled the service lo expond its provlsion to a total of fourteen packoges, delivered
from two locotions.. Warndon Hub and the Rylond Centre. in portnership with Brom5grove School. This expansion hos
provided stobility for children. young people. fomille& and staff across the Worcestershire reglon.
Strengthened relationshlps wlth Sutton Croft enobled the Worcestershlre service to secvre oddltlonal HAF funding.
svpporting the Reody. Steady, Worcester programme. The funding ollowed children ond young people to enjoy o fvll
doy ot Atwell Farm Park - an inclusive envlronment deslgned to ensure oll visitors feel safe. valved. ond Inclvded. This
Initiative hos strengthened the portnership between Midlond Mencap and Atwell Farm Park. enhonclng accessibility for
children and young people wlth speciol educotlonal needs ond disobilities.
July 2024 sow o new coordinator toke on the Coventry service. whlch hos since grown significantly. During the yeor
capocity increosed from eleven to 37 regular ollendees with packages. covering both Short Breoks and Community
Support. As o result. double weekend sesslons hove been offered since October 2024 to meet demond. Positive
relationships with the Coventry commissioning teom led to Midlond Mencap securing a new Short Breaks contract from
1 April 2025. olongslde a new Block Emergency Controct.
Collaborotion with Coventry's Family Hubs teom enobled the CYP service to expand sesslon dellvery across a range of
venues. includlng Pathways Fomlly Hub (Radford), The Moat Family Hub (Wolsgrave). and Hormony Family Hub
(Hillfields). This exponded provision has provided families ocross Coventry with a wider choice of occessible and
localised servlces
In Worwickshire, o low volvme of referrals and only o smoll uplift in hourly rates resulted in the decision not to re-tender
for the new Shorl Breoks controct which commenced 1 April 2025. The previous controct ended on 31 March 2025, with a
handover tronsition period until 1 August 2025. for the four existing pockoges.

The Walsoll Corers Hub malntolned strong engagement. with over 3,000 carer5 registered. Around 400 new carers
recelved svpport dvrlng the year, Including wellbeing check-lns. welfare advice. peer support. group activities. one-to-
one information and guldonce. and Parent Carer support vlo the Max Card scheme. In Quarter 4 alone. the hub
recorded over 2.270 website vlslts. Carers. wellbeing scores improved from 2.01 to 3.21, with 54% reportlng Improved
wellbeing ond 50% feeling more confldent.
Walsgll Dlsobllily Hub
The Wolsall Dlsability Hub experlenced further growth during the yeor, with neorly 300 reglstered citizens ond Increased

Parkride - Accessible Cycllng

from bodies including the West Midlands Combined Authority, Sutton Coldfield Charltable Trust. Perry Barr NNS. Sutton
Coldfield NNS. and Coventry Clty Council supported the delivery of 312 sessions. engoging over 2.450 portlcipants.
Sessions included one-to-one support, led rides. Porkspin octivitles and cycling with confidence courses. as well as
support for local events, Self-funded sesslons olso contlnued, with regular partlcipants keen to extend thelr cycling
experiences
Followlng the success of the Coventry City Councll-fvnded Cycling wlth Confidence courses. Parkride introduced weekly
self-funded sessions In Longford Park. benefiting 16 partlcipants to contlnue cycling. The team continues to pursue
fvndlng streoms to ensure the sustainablllty of this importont project.

The team expanded connections in the leornlno disabillty and outism sectors through a secondment to Birminghom
Community Healthcure Trust. supportlng the rollout of the Oliver McGowan Mandatory Training. This creoted

continved, embedding citizen voices ocross the organisolion. A pilot digltol workshop group explored the role of o
shadow/odvisory board to svpport trustees in decision-moking. In September 2024. the group conducted o survey and
consvltotion In relotion to the Weoley Castle Communlty Centre. culminating in o presentation to the Boord of Trustees
to highlight proposed improvements.
Worcester Day OpportunStles
Midland Mencop continues to deliver o person-centred Doy Opportunities service for odults with learning disobilities and
oddilional needs. moving away from a building-based model to community-bosed octivities. This includes one-to-one
support tailored io individual preferences such os wellbeing walks. trips. ort ond music sessions. bowling. clnema trips.
ond skill-building actlvitles such as trovel training and employment support. A recent highlight Included o citizen
orgonising a day trip to Bristol to visit three train stations and enjoy a picnic.
Coventry Doy Opportvnity Activitles
Following successful co-production event& the Coventry service now delivers four regular sesslons.. music. drom
Porkride cycling. and the popular Meet Eat and Notter sessions for carers and Individuols wlth odditionol needs. Plons

Weoley Castle Commvnlty Hub
The Weoley Costle Community Hub has hod on exceptionally busy year. The Hoppy Bean Café remains a thrlvlng space
for citizen5 to connect. with over 300 regular porticiponts engoging in activities and enjoying the café environment.

b. Reserves policy
Over the last fifteen years Midland Mencap hos bvilt up substantial assets ond cosh reserves. The Trustees and
Executive team recognise that though the level of reserves provides the chority with significont financial security. it also
potentiolly inhibits relatlonships with exlsting or potentiol funders.
Having o reserves policy and clear explonotlons on why reserves ore held at particular levels Is o key part of the
internol financial management of the organisatlon. allowing the Trustees and management teom to manoge resources
effectively and plon for the fvture.
Free reserves are the funds Midland Mencap con expend on any of Its chorltable purposes without external restrictions
from funders This does however exclude restricted fvnds os these must be spent for a speciflc purpose that was initiolly
Intended by the f under. The free reserves olso exclude the orgonisation's tongible flxed ossels held for the the charlty's
own v5e. This is because these assets ore used by Midland Mencap to deliver octlvltles and 05 such will not be Instantly
converted to cash lo meet o fvndlng deficit should such need arise. In addition to this. designated funds are olso
excluded from free reserves. The designated funds ore set oside to meet essentiol ond speciflc short to medium term
liabilities ond prolects that odvance the organlsation's choritable aims and objectlves.

£5,528.295) of thls Is represented by tangible fixed assets held for chorltable use, £783.000 (2024 £630.000) of which Is

The Trustees consider that the current level of reseNes will ensure thot. in the event of a slgnlficant drop in funding. they
will be able to continue the Choritoble Company's current activities whilst consideration is glven to woys in which
additional funds may be rolsed. The reserves levels ore monitored and maintoined throughout the year.

Midlond Mencop continues to hold 100% stake In its subsldiory, Blrmlngham Multi-care Support Servbces. This Is o
charltable company. limited by guarantee, whose mlssion. values. objectlves ond activltles olign wlth those of Midland
Mencop. As such the Mldland Nencop finonclal Statements are reported as consolidated accounts in occordance with
relevont Accountlng Standards.
The total consolidated Income of £10.794,540 (2024 - £10.994,996) included £45,795 (2024 £580,242) Income from the
subsidlory and the total expenditure of £9,315,255 (2024 - £8.945,963) included £262.942 of subsldiary expendlture (2024
£521.869). Followlng substantiol redundancy and other closure cost& the subsidiary reported a deficit of £52.147 (2024
surplus of £58.373} and the overoll group reported a surplus of £1.659.626 (2024 - £2,148.215). The consolidated total
reserves stood ot £16,985.n2 (2024 £15.326.086). The group continues to hove sufficlent cash flows to carry out its
chorltable objectives.

In Jonuary 1995 ond registered as a charlty. The Choritoble Company wos estoblished by its Memorandum of
Assoclation, which sets out the objects ond powers of the Charitable Company and is governed by its Articles of
Association. The Memorondum ond Articles ot Association were amended ond a resolution wos possed ot o Speclol
Generol Meeting held on 31 October 2018. The Charity Commission hos olso opproved the omendments to the governing
documents.
b. Methods of oppointment or electlon ot Trustees
The monogement of the Group ond the Charity is the responsibility of the Truslees who ore elected and co-opted under
the Articles of Association.
None of the Trvstees hove ony beneficial interest in the Charitable Company. All of the Trustees are members of the

reglstered offlce are given in the reference and adminlstrotion section of these finonclol statements.
The noture of the charlty's operations and principal octivilies are to provide a wlde ronge of services to people
with leorning dlsabilities. which include Home Svpport, Supported Llving. and the Corers Emergency Response
Service {CERS) under the chorlty's CQC registered domiclllory core servlces. Leorning Disability Community
Wellbeing Servlce (CWS). Sitting Service. Plocing Vulnerable Urban Residents Into Employment and Trainlng
(PURE) ond Hovsing Manogement Services.
Accounilng policies
2.1 80sis of preporotion of financiol statements
The flnoncial statements hove been prepared in accordance with the Charities SORP (FRS 102)- Accounting
ond ReF)Ortlng by Chorities". Statement of Recommended Practice opplicable to choritles preporing thebr
accounts in accordance with the Flnancial Reportlng Standard applicable in ihe UK and Republic of Ireland
(FRS 102) (effective 1 Jonuary 2019), the Flnoncial Reporting Stondard opplicable In the UK ond Republic of
Ireland (FRS 102) ond the CompaniAs Act 2006.
Mldlond Mencop meets the definition of o publlc benefit entity under FRS 102. Assets and liobllities are
initially recognised ot hlstorical cost or tronsoction value vnless otherwise stoted In the relevant occounting
policy.
The Consolidoted statement of finoncial oclivities (SOFA) and Consolldoted bolonce sheet consolldote the
financial statements of the Charlty ond its subsidiary undertoking. The results of the subsidiary ore

2.2 Golng concern
The Trustees assess whether the vse of golng concern 15 appropriate l.e. whether there are ony materiol
uncertolnties related ro events or conditions thot may cost significont doubt on the ability ot the Group and
the porent charitable company to contlnue as o going concern. The trustees make this assessment in
respect of a period of one yeor from the date of outhorbsation for Issve of the finonclol statemenls ond
hove concluded thot the Grovp and the parent charitable compony has odeqvote resources and liquid
funds sufficlent to support its cosh flow requirements and to continue in operational exlstence for the
foreseeoble future ond there ore no malerial vncertabntles obovt the charlty's abillty to continue os a going
concern, thvs they continue to adopt the going concern basis of accountlng in preparing the flnancial
stotements.

All income is recognlsed once the Chority hos entitlement to the income. it is probable that the income will

Grants are included in the Consolidated stotement of finonciol actlvitles on a receivable bosis. The balance
of income received for specific purposes but not expended durlng the period is shown In the relevant funds
on the Bolonce sheet. Where income is received in advance of entitlement of receipt, its recognltion Is
deferred and included in credilors as deferred Income. Where entitlement occurs before income is received.

has provlded the specif led services as entitlement to the gront only occurs when the performonce-relaled

Other income is recognlsed In the period in which it is receivoble ond to the extent the goods have been
provided or on completlon of the service.

2.4 Expendlture
Expendlture is recognised once there Is o legol or constructive obligatlon to transfer economlc benetit to a

of the obllgatlon con be measured relbobly. Expenditure Is clossified by actlvlty. The costs of each octlvity
ore made up of the total of dlrect costs ond shored costs. inclvding support costs involved In vnderlaklng
each activity. Dlrett costs ottributoble to o single ottivlty ore allocated directly to thot actlvity. Shored costs
which contribute to more thon one actlvity and support costs which ore not attrSbutoble to a single octlvity
ore apportloned between those octivities on a bosis consistent with the use of resources. Centrol staff costs
are ollocated on the bosls of time spent, and depreciafjon charges ollocated on the portion of the asset's
use.
Expenditure on raislng f unds inclvdes all expenditure incvrred by the Group to ralse funds for Its charitable
purposes ond includes costs of all f undraising actlvities events and non-charitable tradlng.
Expenditure on charllable actlvlties Is incurred on directly vndertaklng the octivitie5 whlch further the
Group's objertives, as well a5 any ossociated support costs.
Governance costs include those costs assocloted wlth meeting the constitutional ond statLrtory
requirements of the Charity and include audit fees and costs Ilnked to the stroteglc management of the
Charlty.
All expenditure is inclusive of irrecoverable VAT.
2.5 Interest receivable
Interest on f unds held on deposit is included when receivable and the omount con be meosvred reliably by
the Group.. thi5 15 normally upon notiflcatlon of the Interest pold or payable by the Institution wllh whom the
funds ore deposited.
2.6 Taxation
The Chorlty Is considered to pass the tests set out In Porograph 1 Schedule 6 of the Finance Act 2010 ond
therefore it meets the definltion of a charltoble company for UK corporation tax purposes. Accordlngly, the
Chority is potentially exempt from taxation in respect of income or capital gains received wlthin categories
covered by Chapter 5 Port 11 of the Corporotlon Tax Act 2010 or Section 256 of the Toxotion of Chargeable
Golns Act 1992, to the extent that such Income or gains are applied exclusively to charitable purposes.

2.14 Financial Instruments
The Group only has flnancial asseis ond flnanclal liabilities of a kind that quolify os basic financial
instruments. Bosic financlal Instruments are initially recognised at transoction value and subsequently
measured at their settlement volue with the exception of bank loons whlch are subsequently meosured at
omortlsed cost using the effective interest method.
2.15 Finance leases and hire purchase
Assets obtained under hire purchase contracts and finance leoses are capltalised as tangible f ixed assets.
Assets acquired by finonce leose ore depreciated over the shorter of the lease term and their useful lives.
Assets acquired by hire purchase are deprecioted over their useful lives. Finance leases ore those where
substontially all of the benefits and risks of ownership ore assumed by the Charity. Obligations under such
agreements are included in creditors. net of the finance charge allocated to f uture period5. The finance
element of the rentol poyment is chorged to the Consolidoted statement of finonciol octivities so os to
produce o constant periodic rate of chorge on the net obligotion outstanding in each period.
2.16 Operating leases
Rentals paid under operating leases ore charged to the Consolidated statement of f Inancial activities on o
stralght-llne basis over the lease term.
2.17 Penslons
The Group operates a def ir)ed contribvtion penslon scheme. The assets of the scheme ore held seporotely
from those of the Charlty and the pension charge represents the amounts payable by the Chority to the
fund in respect of the yeor.
2.18 Fund accovntlng
General funds are unrestricled funds which ore availoble for use at the discretlon of the Trustees in
furtherance of the generol objectives of the Group and which have not been designated for other purpose&
Designated funds comprlse unrestricted funds that have been set aside by the Trustees for particular
purposes. The aim and use of eoch designated fvnd is set out in ihe notes to the f Inanciol statements.
Restricted funds are funds which ore to be vsed In accordance with specific restrlctions imposed by donors
or whlch have been raised by the Group for particular purposes. The costs of raising and odminlsterlng such
f und5 are chorged against the speclflc fvnd. The olm ond use of each restricted f und Is set out in the notes

Pension commltments
The group operates a defined contribution pension scheme. The assets of the scheme are held separotely from
Ih05e of the group in an independently administered fund.
The Choritable group contributes to group personal pension plans for certoln employees. Midland Mencap
continues to comply with Work Place Pensions law by making contrlbutlon5 to the new pension scheme for oll
ellgible employees. All employees who quolify are automaticolly enrolled into the pension scheme. Those
employees who are not automatlcolly ellgible ore given the opportunlty to opt into the penslon scheme. The
employer contribution Is 3Ytr in line with the Penslon regvlator requirements. The old pension Kheme wos closed
to new entrants so it Is sel to remain stoble or decrease os employees moke coreer moves.
The pension cost charge represents contributions payable by the group lo the fund ond omounted to £124.735
{2024 - £125.736). Contributions totalling £NII {2024 - £24.405) were payable to the fund ot the balance sheet
dote and ore included In other creditors.

Birminghom Multi-core Support Servlces Limited is a wholly owned subsidiary of Midland Mencop. For the year
ended 31 March 2025. Mldland Mencap provided oll functions of flnancial services. stroteglc ond operotional
monogement. Amounts chorged to Blrmlngham Mulii-core Support Services Llmited to cover these costs
totalled £50.722 (2024 - £101.560). For the parent charitoble compony. the bolance due from Birminghom Multi-
Care Support Services Llmited at the balance sheet date was £2.509 (2024 - £5.272).
Midland Mencap Is o member of Forward Carers CIC ond the CEO of Midlond Mencap is a Board Director of the
CIC and one of two 5vbscribing members. The amount due to Midlond Mencop ot 51 March 2025 in respect of
manogement charges wos £Nil (2024 - £13.240).
Midland Mencap is a member of Plnewood Maintenance Limited. on e5tote mointenonce service responsible for
the upkeep of the chorlty's reglstered office. During the yeor. Midlond Mencop paid service chorges of £29.731
to Pinewood Malntenance Llmited ond received an annuol monogement charge of £20.230.
