Chglrmon's stotement
For the yeur ended 31 Morch 2024
The chtsirmon presents hls stotement for the yeor.
Much of this year hos been ployed out agcjinst the significant Ilnonclol difflcultle5 focing Birmingham City Councll.
Indeed. most of the local authority oreos we operote in the presenting circurnstonce hos been one of financiol pressure
tsnd the need for efficiency sovings. However. this hos noi deierred us from continuing to deliver our mlsslon ond our
servlces have continued to dellver hlgh quolity outcomes to cit12ens ond fomilles os planr)ed.
In oddilion. the ongoir)g developments with how the NHS Is structured and delivers its services hos been on Importont
port ol our work os we engage with new neiwtsrks ond form new strategic relationships. Firstly. with Integroted Core
Boards (IC8) in the reglon. the entity that joins up health ond core services. to impfove people's heofth ond wellbeing.
ond to make sure everyone hos rhe some access to services and gets ihe sorne outcomes from tfeatment. care, or
support. Perhops more importontly is the forging of o strong colloboratlve reloiionshlp wlth the locol Integrated Core
Systems (ICSI whlch ore partnerships that bring together NHS orgoniststions. local outhorities, the Voluntory. Community
& Social Enterprise (VCSE) Secror ond oihers to take collective responslbllliy for planning services improving heolth ond
reducing Inequalities ocross the region.
We htsve been successful In both positioning Mldlond Mencop In these new governance ond operotlng systems os well

Mencap ond the wider sector on key straregic Boorcls ond Forums uncl consequently eroaged with senior colleagues

This hos been o solid yeor of performonce. Desplte the externol pressures bearing down on our frontline services ihey

ovr own high standards.
Recruitmeni ond retention remoin a challenging issue ocross the Thlrd Sector. Ensuring our workforce Is o key stroteglc
priorily hos been o slgnificont focus of organis(Jtional monagement time throughout the year. Importontly. especlolly In
the foce ol the cost-of-living crisi& the orgonisotion is committed ro poylng the Real Living Wage. In addition. there is o
conslstent fr)cus on recruitment which hos seen ihe organlsotiori stabilise its workforce with voconcy rotes across the
orgonisorion below the national averoge. A very significont pressure on the ¢>rganisoiion Is the need lo ensure legol

alongside the existlng mondatoru progromme and refresher covrses Going forward no oddiliontsl Ivniylng hos been

Another strotegic priority thot has mc>de great pro9ress in the lost twelve rnonths has been developlng meonlngful

A prlority of both the Executive arid Non-Executlve hos been to closely monitor not only the externol forces beoring

To thot end we have continued to develop o bespoke digital core monogement system connecting every collea9ue tts

between finance oyerslght and budget holdlng manwer
We are very mindful of the potential future impoci of funding decisions taken by our stotutory portners over which we
have little or no control. We hove worked hard over precedlng ueors to make the resourcing ond delivery of ovr
Services as effective and efficient os possible. However. thi5 is becoming increasingly difficult to achieve within the
