(2) TO RELIEVE PERSONS WHETHER OR NOT THEY ARE RESIDENT OR TEMPORARILY RESIDENT IN ENGLAND AND WALES WHO ARE IN CONDITIONS OF NEED SICKNESS HARDSHIP OR DISTRESS AS A RESULT OF LOCAL NATIONAL OR INTERNATIONAL DISASTER OR BY REASON OF THEIR SOCIAL OR ECONOMIC CIRCUMSTANCES AND THE TRUSTEES MAY GRANT RELIEF TO SUCH PERSONS EITHER DIRECTLY OR THROUGH THE AGENCY OF OTHER CHARITIES
