Hemblington Pre School is a registered charity that provides preschool care and education for children from 2.5 years old to 4 years old for 15 hours per week during term time. This is provided in the Heathlands Village Hall which is not premises owned by Hemblington Pre School.
Hemblington Pre School is run by a voluntary management committee and salaried preschool staff. Our policies and procedures are reviewed periodically and updated when required and we work closely with the Norfolk County Council.
The income and expenditure for 1[st] June 2023 to 31[st] May 2024 are as follows:

Income is received from preschool fees for under 3’s and government funding for the over 3’s. Unfortunately, again this year we didn’t have as high percentage of fee-paying children and the numbers on role were low up until the summer term. From March this year we have also had an increase in our hall fees.
Fundraising is our major source of income to enable us to buy new equipment and enhance learning experiences. This year we held our annual jumble sale and Easter Fayre. We also held a Halloween disco and a quiz for the first time in quite a few years. The quiz was a great success.
Messy mushrooms continues to be a great boost to our fund raising.

With fundraising money this year, we have focused on the Forest school. Due to the continuous vandalism of the fences, we decided invest in some very secure metal fencing. Unfortunately, we were unsuccessful in securing any grants, so we made the decision to fund this ourselves. The total cost was £9010.00.
This year our Forest school leader resigned and we are still trying to fill this position, however the children have still been able to use the forest school with slightly adapted sessions and one of the parents donated some lovely signs for it. Our focus going forward is to try fundraise so that we can get a compost toilet, some shelter and some storage at the forest school so that we can really make use of this amazing asset more.
The committee have continued to come up with new ideas on fundraising and we look forward to more fundraising events so that we can continue to enhance our Forest School. We would like to thank all our staff for making Hemblington Preschool such a nurturing environment for our children to grow and learn during their preschool years.

Independent Examiners Report to the Trustees
For the year ended 31 May 2024
Respective responsibilities of trustees and examiner
The charity's trustees are responsible for the preparation of the accounts in accordance with the Charities Act 2011 (“the Act”). The charity’s trustees consider that an audit is not required for this year under section 144 of the Act and that an independent examination is needed.
It is my responsibility to:
- examine the accounts under section 145 of the Charities Act,
• to follow the applicable Directions given by the Charity Commission (under section 145(5)(b) of the Act, and
- to state whether particular matters have come to my attention
Basis of independent examiner’s statement
My examination was carried out in accordance with general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, with the seeking of explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below.
Independent examiner’s statement
In connection with my examination, no material matters have come to my attention which gives me cause to believe that in, any material respect:
• the accounting records were not kept in accordance with section 130 of the Charities Act; or
- the accounts did not accord with the accounting records; or
• the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
