of care home, including Rushymead. Bud¢Inghamshi￿ CThJnty Counal would ￿dinatI1Y cary wt inspections of the
Home but although therè were occasional informal visits the more formal review process was cgnducled as a result
of the Covid ￿￿triCtIOnS and these, like CQC had rK)t rèsumed aft•r those ￿StriCt10n5 wer¢ lifted.
Follwng a series of inladents starting arol￿d June 2023 the Trustees t(x)k th8 drfficujt decAsion to cknse the Home in
February 2024.

In June 2023 the Tfustees received an ￿onymouS message advisirtg that a staff member. had been ordering and
rernoving for their personal use quanbbes of soft drinks. The Trustees investigated Ihe matter thoroughly and when the
staff mewbor was confronted wth the al￿ga￿'0ns they stat&J that Ihey had agrÈed with the Manager that they could bè
taken In lieu cif claiming overtime. This tan (x)ntrary to some of the Managerfs own statement was inconsistent trAth
the fact that the staff member was alrÈ8dy daimirjg 8 signrffcant wnount of overtime Iwhid) was itself the subject of a
Separate invesligath)n as it was exc￿ve1. Evenbjally aftw attempts to gèt thè staff member to attend a Disciplinary
hAeeling, they tendered their resignation effecbve 1 September 2ff23. ￿thoUgh the stsff mèmbor thwlened lo tskg the
mattèr to an emwoyméftt tribunal for Construdi￿ dismiss￿ rLO further acl'on vras in fact taken.
In August 2023 the Home was fO￿d into an extraoi¢thnary iiem of exponditure vrtjen rt SUffe￿d an infeststion of bed
bLJgS, the cost iy èradicab.on being £20.280 induding VAT.
As a result of the issues vAth the bed bu95 &JGkinghamshirp County CounTrl ￿ryled wl an i08FeCtion of the Home.
During their visit one of the senior inspeclors was verbalEy knused by a staff member. Furthermore. Buckinghamshire
County Council found inrydences of hygiene and residents. care, the cOnS￿uence of which was to suspend the charity
from taking on any new 8uckinghamshire C(MJrrty coun¢￿ referred resKlents. This alsctr prompted cac to carry out its
own inspection and confimied the same shixicomings. This Staff member join￿1 the charity in the autumn of 2012 ar
until 2023 98ve the Trustees no reason to be concemed abtyth the￿ continuing suttability to undertake t￿[r dutlès and
responsibdrtie5 in a satisfactory manner. AS a resuh of 0)ndL￿t during the insp&ction and the shortcoming
entified this staff n*mber was dismissed at a Disryplinary Hearing and Ihis decjsion was upheld folowing an appeal.
Again this staff m￿ber threatened to refer thè matter io an empjoyment tribunal but Ihis did not malerialise.
Despite consideiable efforts by the staff to address the issues wjentified by Bud(inghamshire County Counal and CQC
thè Hom6 was unablé to pérsuadÈ them to lrft therr suspension. forang the Trustees to decide on an orderfy Closu￿ of
the Home. The last resident left on g Febiuary 2024 and thè staff red￿nda￿leS were completed in an orderly fashion
around the same *me. The Trustees to ¥thnts￿e 811 the hard wcffk and dedKation shown by all the staff
Ihroughout this period.
During th¢ period from April 2022 lo J8nuary 2024 Rushymead suffered llitemiittenl and a signrficant number of empty
rooms.

During the year the Charity re￿iVed £1.(￿9.719 from care home accommodation fees and spent £1.298.145 woviding

Bdef ststsmerrt ol the charity's policy on reserves
It is the policy of the Trustees to plan adequate funds for such amounts as are appropriate lo provide thè carÉ and
8UPPOrt of our residents. The chartys reserves at 31 Marth 2023 do not meet the policy. Res6Nès héld at 31 March
2023 totsl a deficit of t316.7￿, wth an unrestricted defiryt of £326.758 and a restricted SUTpILts of £10.000.
