STRUCTURE. GOVERNANCE AND IIANAGEMENT
The Group's goveming documents are those of The Scout Assoejation. They consist of a Royal
Charter, which in tum gives aLrthority to the Bye Laws of the Association and the Policy,
Organisation and Rules of The Scout Association.
The Group is a trust established under ris rules which are common to all Scout Groups.
The Trustees are appointed in accordance with the Policy. Organisation and Rules of The Scout
Association.
The Group is managed by the Group Truste8 Board, the membefs of which are the 'Charity
Trustees. of the Scoirt Group which is an educational charity. As charity trustees they are
responsible for complying with legislation applicable to charities. This includes the registration,
keeping proper accounts and making retums to the Chaiity Commission as appropriate.
The Trustee Board consists of the Chair. Treasurer, Secretary. Group Lead Volunteer (ex officio)
and six trustees. The board usually meets three times a year.
Members of the Trustee Board complete five training modules; Essential Information, Trustee
Introduction, Safety, Safeguarding and GDPR. wrthin the first five months of joining the board.
The Group Trustee Board exists to make sure the charity is well-managed, risks are assessed and
mitigated, buildings and equipment are in good working order, and everyone follows legal
requirements and the organisation's policies and rules. Their support helps other volunteers run
high qualty and safe programmes that gNes youn9 people s￿'11S for Ibfe.
Rljk and Int•rnal Control
The Group has in place systems of intemal controls that are designed to provide reasonable
assurance against material mismanagement or loss, these include two signatories for all payments
and comprehensive insurance policies to ensure that Insurab￿ risks are covered.

The Group meets the Chariiy Commission's public benefft cxlteria under both the advancement of
education and the advancement of citizenship or communty development headings.
ACHIEVEMENTS AND PERFORMANCE
At the Scout Census on 3161 January 2024, Ihe Group had 148 youth members and 32 adull
volunteers. In total there were 180 members, a decrease of 5 people c<)mpared with the 2023
census.
The Group has two Beaver Colonies. three Cub Packs and two Scout Troops. All sections run at or
near maximum capacity, exrKpt for Eastergate Cub Path which without a natural feed of beaver
scouts usually always has space for additional members.
During the year the Group Trustee Board held three in person meetings and the AGM on 24* June
2023 at st Philip H¢Jward Sthool as part of a family 'Bamham Bird Scout, activrty aftemoon. At the
AGM Kate Holland and Emma Holmes stoc*J down. Andy Lax was appointed to the trustee board
as Group Chair.
We thank all our volunteers for their hard work. dedKation and support during the past y8ar and
welcome those who have recently joined the team as volunteers. All sections rely on adults
volunteering their time to plan and lead Y￿ekly sessions, activities, camps, and undertake
administrative tasks. Additional volunteers ts all sections are needed to ensure we can continue to
provide a fun and active programme for our members. We'd welcome anyone interested in joining
the team, there are a number of ftexible ways you Gan support the group to work around the time
you have available to volunteer.

Barnham Beaver Colony
Amelia Gale continues to lead this section. with support from her section assistants. During the
year the beavers achieved over 250 badges, wilh eight Chief Scout's Bronze Awards achieved.
Walberton Boavor Colony
Nicki Biddulph continues to lead this colony supp)rted by her section assistants. Walberton
Beavers have achieved 300 badges during the year. wrth six Chief Scout's Bronze Awards
aGhioved.
Barnham Cub Pack
The Cub Pack has been Viithout a cub leader Sin￿ Helen Freeman stood down in December
2019, Mark Guy with support from a team of seGtion assistsnts have continued to provide activities
for the pack in collaboration with the other two packs. During the year five cubs achieved the Chief
Scout's Silver Award.
Ea8tergate Cub Pack
Mark Guy continues to lead the pack with supwt from three section assistsnts. Th8 pack no
longer has a regular feed of memb8rs due to thè dosure of Eastergate Beaver Colony. as a result
the pack relies on new members joining or transferring from other cub packs due to relocating to
the area. This year fvK) Cubs achieved the Chief Scoul's Silver Award.
Walberton Cub Pack
Chris ￿lan continues to lead Walberton Cub Pad(, %*ryth a growing team of section assistants. The
team works closely wf(h the other trwo packs to ensure a similar wogramme of activitie8 18 offered
to all Cub8 in the Group.
Phantom Scout Troop
This year there have keen a number of changes in both troops leadership teams, with new
volunteers joining, others moving between sections and the departure of tsvo long standin9 8COUt
leaders. The two troops continue to work in collaboration to continue to offer a syogramme of
activities for all Scouts. This year one Scout achieved their Chief Scout's Gold Award.
Ghost Scout Troop
Ghost Scout Troop leadership team has seen the most change over the year. with new section
assistants joining, enabling the troop to continue to provide an active programme of activiti8S,
working in partnership wth the Phantom Scout Troop leadership team. This year one Scout
achieved their Chief Scout's Gold Award.

FINANCIAL REVIEW
Reserves Policy
The Group's policy on reserves is to hold sufficient resources to continue the charitable actNlties of
the Group should income and fundraising activities fall short. The Group Trustee Board agreed at
its April 2022 meeting to increase reserves to £10,000, equivalent to tsyelve months running costs
approximately.
At the end of the year income reserves amounted to £17,689.29.
Investment Policy
The Group d08s not have suffi¢iènt furKls to invest in longer temi investments. The Group has
therefore adopted a risk averse strategy to the investment of ts furKls. All funds are held in cash
using mainstream banks or building societies.
Basls of Accounting
The accounts have been drawn up on the receipts and payments basis which is consistent wrth t
previous year. In line wtih The Charity Commission Statément of Recommended Practice and Th8
Scout Association rules non-Mo￿trry assets do not need to be valued and sh¢)wn within the
accounts. 1 st Bamham's non-monetary assets wedominantly consist of a large quantity of
camping equipment and other items used in providing activities for the Scouts, Cubs and Beavers.
Items are replaced as and when they reach the end of their setviceable lrfe. The current value of all
items of equipment is in the region of £20,000. All these assets are fully insured with Unity
Insurance Services on the basis of their current values. with the exception of tents which are
insured on a new for old basis regardless of their ages.
