Our organisats'on has again generated a surplu6 in the current financial year. Thi8 has been achieved
by the efforts put in by our Chief Executive Officer aNI her management team vtho I￿re able to obtaln
additsonal contracts and income.
This was particularty essential for the organisation because it came under increased financial pressure
caused by wages and cost inflation. Trustees are awa￿ of the difficulty in passing on these increased
costs to individual service users. rnust fund their ovm care. Commissioners have been unable to
meet the real cosl of care for swwcés, and some of our services have had to be renegotiatsd to cover
the costs wthin the contract
The Dudley Carers Respite contract vill be redueAd by £18,S(X) ¥*ith effect from the 1st of April 2025,
and this reduction will continue for the life ol the contract until Marth 2028. Dudley Council is required
to make excepbonalty difficult deusions and effectsvely avoid bankruptcy by issuing a Section 114 noticé
to restrict spending. Dudley Council Commissioners have asked us to confirm that V￿ will continue to
deliver the contract but sadly, this wll mean we must reduce the number of hour6 delNered to support
the contracL
COVID-19 18 further behind us. and we have leamed new way8 ol hybrid working vthereby staff
members work partty from home and partty from the office. This has helped considerably. allowng them
time to Y￿rk in a preferred way to meet their commrtments. and any childcare or family responsibilrti86
they may have.
We are continuing to maintain the posrtion of a Mental Health champi￿ vtho 18 an impartial member of
staff within our organisalion. The Serv￿ is totslty confidential and is available to all staff member8 on
any matter thal is of concem to t1￿￿. whether rt be domestsc or work related. Trustees considered this
lo be an indution ol their intention to sh(rw that we are a caring oTg8nisation and interested in the well-
being of our employees and volunteer•.
The Bimingham Sitting Serrfi¢x continue8 to perform ￿11. We have obtained fvrther funding for the
"Carefs Assi$tsnce Line,. so that ￿ may ￿ntinUe to support many m(Ye wérs througholrt the K4thole
of our area of benefit from a variety of diverse cullures.
Wle have been akAe to gain lunding to exlend Se￿IceS to carers of people wth dement18. This rK)l onty
supports Carers of demenlia sufferers but is also extended to careTS vtho are caring for someone with
other lon*temi condrti¢)ns. The semce is extremely popular and provides a fantasts'c service to meet
the needs of many carers. We have proudty posrtioned ourselves al the forefront of dementia ure in
the Black Country and 8irmingham. Our expenenced team has conlinuously demonstrated
professionalism and compassion. provKJing unparalleled Support lo those impacted by dementia. OUT
commitment to excellence has been recognised through the heartfelt tests'monials of families and the
measuratAe improvements in our dient's welkbeing.
Towards the end ol this financial year our staff hove been enga98d cyi transitioning from the old
Webrosler system to a new Ac£ess People Planning system. It has been a real team effort to ensure
that everyone gets to know the system and is able to lake advantage of rts fijll functionality, which will
ultimately support all departments V￿thin our organisation. In addition, an associated charity has
completed their research into an attemative Customer Relationship Managemenl system. They have
indicated a willingness to ccllaborate with us in taking up the branch facility bthich has already been
built into the system. There will be ultsmate cost savings in using the system this way.
We a￿ now exated to announce 8 strategic merger with a like-minded charity, namely. Carers Trust
Heart ol England Limited. This merger aims to combine resources, expertise. and passion to enhance
our services and reach acros5 the Black Country and 8iThingham. The Combining of both charities will
result in a more finanrialty secure and stsble organisab'on. and we believe this wll help in negotiating

larger and longer-term contracts in the future. We look forward to a new chapteT of growth and continued
dedication to qualty care.

Hospital Trust ICCGIICB fundirKJl, and spot purchase arrangements have consistently been delivered
by our workforce, although we are nol activety taking on ￿re packages due to their paymenl being
below the affordatAe rate to pay the living wage. which compromises any qualty of care we deliver.
However. our management team endeavors to aokn'se and womote w￿kIng OPPOrtuniti88 to our local
communty lo deliver services lo bcal people.
Unfortunalely followlng a comwthe tender for Dudley Carers SeThlces, Y￿ were unsuccessfijl in
relaining this contract. Sadly. our Dud*y team have been TUPE'd over to Ihe wnning organisation.
The contract is a 3+&year contract. we ￿11 wait lor the recommissi¢)ning of this service in bme to come,
monttonng the winning organisat￿n5 perfomanc¢ and v*fiat the Local Authority will be Iot%king for next
time round.

The charity provided 47.323 care hours delivered as part of a care package during year to a variety
of users, compared Nwth 60.797 in Ihe previous year. The reduthon is largety due to the DET end of life
service coming lo an end and a reduth.on in famdy funded care hours.
In addition. carer contact from OUT none regulated services,. Information, Advice and Guidance delivered
via our Carers Assistsnce Line. Crossroads Accelerated Resp￿Se {CARS) seNice. Bereavement and
Training for carers supported 2,4￿1 unpaidrtamity carers throughout Ihe course ol th8 year.

Line" and offer 8 variation to the service to provide an Accelerated Response Service lor carers
throughoul Ihe winter period. assisting w7th urgent needs that were developing inlo a crisis. Staffs,
knovAedge and urKlerstanding of hthv lo help and ¥¥thal to do in an emergency has proven to be a huge
txtnefrt lo carers and has helped to maintain empbyment of ¢)ur workforce for this seNice.
Blrnilngham Carlng for C•rnr4 W•llb•lng S•rvlce•
The Bereavement and Wellbeing team is a consortium of third sector organisth'ons called 'Communrtie•
In Sync. ICIS), of which our organisation is a member. wrth our CEO being a founder Direclor of the
consortium. Other members ddivering this service include Ideal f￿ All. Wesl BroM￿Ch African
Caribbean Resource Centre. KUUMBA Centre and San(h4*11 AdvoGqCy. The serwce is delivered across
the whole of Birmingham wr¢h stsff working together lo support carers to cope with the loss of th￿r loved
one by offering practical support and a range of bespoke services. The service is led by our Project
Officer wtho manages the team, guiding and supporting them to ensure robust Servi￿ delivery. Sadly,
fundin9 for this project has been reduced this year due to the funding constraints of Birmingham City
Council, which has led to delivering a reduced service across the cty. Staff conlinue to do their best to
deliver a quality 8errfice V•ithin their allocated hours.
Sand*•ll Loul Authorlty Spot Purchase and Pernonal 8udget•
We Continue to take up a few pack￿e5 of care to support the needs of San0￿11 individuals and their
caTers vthenever we can. Mindful of the I¢y4V income provided by the Counal, rt does r￿t allow us to
breakeven and is therefore subsKJEed ty the charty. This seNice focuses on the cared for person but
provides resprte for the carers by our staff assists'ng with a perso1￿Certered care plan. This can involve

Sandwell and Blmilngham Conllnulng H•alth Care (CHC) and long-tern) chronlc Illness
condltlons
The Black Country ICB fvnds services to supwt service usern vtho are chronically rfl or have a palliative
care condition offered over a 24-hour penod. Districl Nurses, GPS and other health professionals can
refer patients to our service. All palients. care is tsilored to their individual needs to ensure safety ar#J
care is a￿yS delivered. P*ients may require more than one Crossroads Care Support Worker to
attend them several times a day or may require a Care Wlorker to stsy with them at night to provKle
support for the famity to rest from carirrfJ responsibil￿e$.
CHC 'Nlght Pop In. SeNlce
The"Nighl Pop In" Service conb.nues to support families and their loved one with a Chron￿ ilness during
the nighl. Santhvell ICB fund staff to wsrt several times during the night as per their requirement. To
check the Y￿lIbeIng of patients living at home. stsff will travel throughoul the ￿ole of Sandwell
delivering nighty care and support throughoui the year.
"Connectlve palllatlve Care" ICPC
We are delighted to remain a valued consortium partner for the"Connective Palliative Care" Team. wrth
staff seconded 2417 to the dinical team. who visrt pat*nts ￿￿thIn the community, helping them to remain
in their own home as their prefer￿d pla￿ to be at the end of their life. This contract is now in its 8
year and remains on an annual re1wia￿e ¢ontracL It is hoped that the service wll continue over the
foth coming years. as this is an excellent service that supp)rts SandwEII residents who do not have
access to any hospice local to them.
Dlrect Payments
We continue to encourage Se￿1￿ users to take up their Direct Payments wtr¢ us, although the fvnds
they receive are from the Local Authorrty. The Problem remains that our breakeven costs due to the
increased living wage are increasing, so tt is necessary for us to ask service users to lop up to the
required cost in order for us to meet their needs. Some families are willing to do this. and of course
others find this finanaalty difficult. %*hich remains a problem.
Bereavement Fundlng
Sandwell Metropolitan Borough Counal Carers Grant fund this service. This is a small grant to deliver
robust service, however we endeavor to build this into services e.g.. our Carers Assistance Line a
now receiving calls from ¢arefS vtho are recenty bereaved in need of help and support. vthith our
advisors respond to by providing face to face or one to one support inf(ialty and encourage the bereaved
carer tr) attend our Coffee Mornings and other local groups lo meet others vtho are in a similar situation,
to Soaalize and inlegrate wrth the communty.
Dudley Carern Wellbelng Servlce and Dudley Resplte Serv1¢•
As previously OU￿1ned unfortunately we were unsuccessful in JU￿ 2024 in having this contract
recommissioned to us. losing out to anOt￿r organisats'on based in Birmingham.
Dudley Local Authority s￿rt the serwce into four lots,. 1. Digital infornation for carers, 2. Carers
Information Serwce". 3. Young Carers Service and 4. Resixte Care for Carers. We were successful in
gaining the Carers Respr(e Service to delNer resprte requested via the Carers Hub throughout the whole
of Dudley.

The initial funding for this was £40.OCQ for 12 months, shoruy after the award of lunding the Counul
announced cuts to their fLtnding due to Council financial pressures. wnfirming that this budget V￿uld
be cut to £21,500 for the remaining part of the year 202415 and will continue at thal rate for the
forthcomin9 3+&year contracL Our Care team V￿re highty motivated and successful to build a new
support team around thi5 new seNice and remains to be well organised. All other lots Y￿re affected by
these Cuts resufting in over half their funding being cut arKI the children's Servi￿ merging wilh the
adult's serrfice as both prqe(ts were by the same organis8ti0n.

Flnanclal Revlew of the year
For the year ended 31 March 2025 there was an Ir￿Me of £1,813.152 {2024- £2,098.017) and a total
expendrtufe, of £1,701,091 12024- £1,979,757) gmng a net surplus of £112,IA1 12024- £118,260).
In keeping with current Charity Commission guidance, operating costs have been appOrts.￿ed between
the various activrties using the ts'me records maintsined by the Charty.
The incoming and outgoing resources can be seen in notes 2 to 7 in the Notes to the Financial
Ststements.
As part of the ongoing "risk revievf perfomed ty the trustees at their wular meetings, Ihe charty is
concerned with regards to luture fundng streams and in¢reasir#J overheads.

The chanty's prinupal funding sources are set in 'Achievements and Perforniance..
Investment Pollcy and ObJ0dv•¥
The Charity does not have a formal investment policy. The charity holds several bank accounts to spread
the risk in respèct of the govemment guaranlee stheme. All funds are held in the main. in interest
be8ring accounts ranging from instant access to a maximurn of 120 days, notice. and as such these
monies are shthyn on the Bdance Sheet as cash at bank and in hand rather than as inveslrnents.
Reservos Pollcy
Currenlty the Charity has £966,191 12024 - £851.844) in unrestricted funds. and free reserves of
£596,536 12024 - £488,344). The free reserves are unrestricted net. current assets. Induded in the
total reserves are restricted funds of £54,371 12024 - £56,657). It is the intended policy of the trustees
to retsin suffiaent finanual reserves to enable the ￿rnPany to maintain its. charitable activities for a
period of six months. The level of reserves is monitored on an On￿oing basis and the aim of the
trustees is to achieve a level of reserves sufficient to cover any conts'ngent liabilrties which might arise
from the cancellation of current service contracts. redundan¢y costs or Commitments under non
cancellable operats'ng leases. We retain fijnds to cover any deficts, vthich result in statutory aLrthority
underfunding or increased demand and general cash flow Iluctuations.
Currentty the funds hdd meet our target. however, such is the nature of funding care that we cannot
become complacent. Therefore, costs are constanty being reviewed, as as charging rates to
énsure that contracts are not vtholty running at deficit levels (the Charty accepts that by tts very nature
it should not operate purely to make surpluses and must not forget rts c*antable okl'ectives).
Golng Concern
The finanual statements have been prepared on a going concem basis as the Irustees believe Ihat no
material uncertainties exist. The trustees have considered the level of funds held and the expected
level of income and expendrture for 12 months from approval of these finanual ststements. The
budgeted income and expendrture provide Suffic￿ level of reseryes to all￿ the charty to conts'nue as
going concem.

The charty mainlains an 'Officers and Directors. insurance policrf in respect of the trustees. Reviews
of cover are ur)dertaken annualty cornmensuTate *ryth the level ar￿ type of actlvty the charity
undertakes.

Future Plans
The intention is to ensure that the chanty provides an effiaent and hFgh-qualty service lo its end users
vthile at the same time maintsining a financialty vIa￿e operalion.
The charity is cuffentty delivering a signrficant amount of chronic and palliative care. and we are
continuing lo make inroads into the Black County and Birmingham areas. looking al new opportunities
to support the V￿lIbeIng of carers. The strategic development of the charty is to look al supporb.ng
more sdf-funding families ￿￿h their care needs. ak>ng vrith building dedicated services to help carers
of people wth dementia throughoLrt all these areas. as rt is well known that some areas have a very
limrted offer for families, eSpeu'al￿ to those from the ethnic minority rnmmunth'es.
Our organisation continues to develop seryices meeting CQC standards of care and support. We
nsistently ￿VIeW and assess our services againsl these stsndards. achieving CQC'S "Gc#)d" rating.
However. our Registered Manager is aware of the standards being introduced and is endeavoring
to strive to athieve "Outstanding. when ￿ have the opportunty to be measured by CQC when Ihey
next fully inspecl our service.
We continue to outsource most disc1￿1nary matters that arise. which is now more economically viable.
Outsourang helps to reduce the amounl of b'me spent by senior managers, although it is imperalive
that all matters a￿ invesb'gated thoroughly. We believe this allcws managers to be supported in their
role to ensure cases are treated impartialty and fairty.
The Charity wll maintain its activity and conb.nue to research and pursue other sources of funding, and
trustees will conlFnue to monitor the effects of Government changes. As the prior year saw a big
reduclion in our reserves, we are st"Il focusing on ensuring that all services are Viable. bfeakeven and
do not impact on the financial viability ol the organisation.
Followng a board discussion. it was fell that our Ch8imian and CEO should approach Carers Trust
Heart of England based in Coventry, covering Coventy, Warwckshire and surrounding areas. to
consider the possibility of merging organisations. due to financial constraints that both organisations
are now faced with.
A meeting was held v*ith both Boards in January 2025, to discuss this proposal and rt was agreed that
followng a period of due diligen￿. if 811 were happy. solicitors would be appointed to take this forward
to ultimately have Crossroads Canng for Carer5 merged Carers Trust Heart of England. which
ensured that Black Country and Birmingham services would continue to be seNed by Crossroads
Caring for Carers. All ¢ommissioners. Charity Commission and Companies House. service users and
stsff would be infomied and agreemerrts gained pnor to the final consolidation of services.

charity and a company limrted by guarantee. company no. 2950188. It is governed by rts Memorandum
and Articles of Association dated 19 Juty 1994, updated on 2 November 2(M)7 wilh guidance from the
National Assouation of Crossroads. The company is registered as a charity the Charty
Commission. Chartty no. 104C679. frcm 9 September 1994. All Directors of the company are also
Trustees of the charty and members of the Management Commrttee wfio meet on a regular basis to
