Objectlves and Actlvities
To manage and administer the affalrs of Tlbshelf Village Hall to provide a safe and secure
environment as a centre for community social, cultural, and recreatlonal actlvltles and to
foster communlty well- being, social trust, cohesion, and a sense of belonglng among the
resldents.
Our vision is to
l. provide a welcoming andvibrant community hub forcommunity events that stimulates communltv
engagement and lively social interaction for the well-being cf the community and alleviates problems
with physical and mental health issues caused by poverty and loneliness,
2. promote community diversity, equality and inclusion and foster a sense of belonging and
community spirit among residents.
3. provide a f i rst-class well-equipped venue, to encourage healthier lifestyles for all ages by offering
facilities for indoor fitness classes, toddlers, and pre-scliool development, and encourage participation
in community life, arts, and culture.
4. promote and organlse social and fund-raising events for the benefit of the charity and support
events that create a strong sense of community pride and identity by providing access to a wide range
of interests.
Tibshelf village hall is a traditional village hall used by the community for social gatherings, fu nctions,
activities, meetings, private parties, and fund-raising events The comtnunity has a lorlg-standing
vested interest in the hall owing to its history a nd its proven significance to our village life. The cha rity
manages the village hall's affalrs to provide a safe and secure environment for Community social,
cultural, and recreational activities in a village of over 4000 residents, It engages with, and
communicates to, all sections of the community to promote events and activities that meet their
needs to attract diversity and inclusiveness of use for all ages.
2. Achievements and Performance
During 2024 to 2025 the village hall underwent substantial refurbishment..
The floor wa5 removed and replaced due to safety concern. A £20,000 grant secured at the
end of the 2023-2024 financial year was used to replace the concrete and a new floor was
fitted.
Redecorated and new light fittings installed.
100 New chairs purchased the old chairs were donated to the local church,
New l(itchen was purchased and fitted through securing £6,000 in grant funding and fitted for
free by a member.

We a re very fo rtu nate to have a volunteer runnlng the bar facility a nd this continues to generate much
needed incometo maintain the running of the hall. We held our second OktoE)erfest, Burns Night and
New Year's Eve party which all generated income- all these events support community spirlt and have
a positive impact on the physical and mental hea Ith of the comm unitv.
The village hal I continues to have a diverse range of activities Includ i ng:

Tots Group
Art
Brass band practice
Hea Ith exercise classes
Bingo
Warm Space
Social Group
The hall is used as a warm and safe environment for new parents to bring their babies for health
checks, regu la r l<id's activities take place in the hall, and the local historical society host events too.
The Parish Council who are the Trustees, host annual events for the community, including the
Fireworks event, Christmas Light Swltch on and host Craft Fairs to support local businesses and attract
residents to visit ou r hall.
3. Funding
Grants of £5000 and £IOOO were secured which enabled the kitchen to be replaced.
4. Financial Review
The re-instatement of a bar facility was introduced in April 2023, with a volunteer running it has
increased revenue, but the energy bllls needed to be re-contracted in July 2024 which saw a steep rise
in energy costs this year,
The Trustees reviewed the hire fees in March 2025 and have increased hire fees to meet these costs
and ensu re financially viability of the vlllage hall for the future, whilst offering affordable events and
hire space for all the communltv.
5. Structure, Governance and Management
The charit¢s assets, namely the village hall building, car park, meeting room and surrounding land was
transferred from Tibshelf Old Peoples Club. The charity was initially setup in May 1994, (Trust Deed
document N84ISI 941 and Tib5helf Parish Councll became the Trustees.
The Villa82 Hall Management Committee consists of trustee5 and current hirers of the hall.

## **Examiners Report to the Trustees of the Tibshelf Village Hall – CHARITY No 1040224** 

I report on the accounts of the charity for the year ended 31 March 2025. 

## **Respective responsibilities of trustees and examiner** 

As the charity’s trustees you are responsible for the preparation of the accounts; you consider that the audit requirement of Section 43(2) of the Charities Act 1993 (the Act) does not apply. It is my responsibility to examine the accounts under Section 43(3) of the Act and to state, on the basis of procedures specified in the General Directions given by the Charity Commissioners under Section 43(7)(b) of the Act, whether particular matters have come to my attention. 

## **Basis of examiners report** 

My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts. 

## **Independent Examiners statement** 

In connection with my examination, no matter has come to my attention: 

1. which gives me reasonable cause to believe that in any material respect the requirements 

   - to keep accounting records in accordance with Section 41 of the Act and 

   - to prepare accounts which accord with the accounting records and 

   - to comply with the accounting requirements of the Act have not been met, or 

2. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
