The District is managed by the District Trustee Board, the
members of which are the 'Charity Trustees, of the Scout
District which is an educational charity. As charity truste05

Risk and Internal Control
The District Trustee Board has identified the major risks to
which they believe the District is exposed, these have been
r8viewed and systems have bean established to miligale
against them. The main areas of concem that have been
identrfied are..

Damage lo the building, property and equipment - Th8 District
would r8quest the use of buildings, prop6rty and equipment
from neighbouring organisations such as the church,
community centre and olher Scout Districts. Similar reciprocal
arrangements exist with these organisations. The District has
sufficient buildings and contents insuranc£ in p18ce to mitigate
against permanent loss.
Injury to leaders, helpers, supporters and members. The
District through the capitation fees conlribules to the Scout
Associations national accident insurance policy. Risk
Assessments are undertaken before all activities.
Reduced incnme from fund raising The District is primarily
reliant upon income from subscriptions and fundraising. The
Districl does hold a reserv8 to ensure the continuity of
activities should there be a major reduction in income. The
Committee could raise the value of subscriptions to increase
the income to th8 Districl on an ongoing basis. either
temporarily or parmanently.
Reduction or loss of le8d6rs. The District is totally reliant
upon volunteers to run and administer the activities of the
District. If there was a reduction in the number of leaders to
an unacceptable level in a particular section or the District as
a whole then there would have to be a contraction,
consolidation or closure of a section. In the worst case
scenario the complate closure of the Districl.
Reduction or loss of members. The District provides activities
for all young people aged 4 to 18. If there was 8 reduction in
membership in a particular section or the Dislrict as whole
then there would have to be a contraction, consolidation or
closure of 8 Section. In the worst case srAnario the complete
closure of the District.
The District has in place systems of int8m81 controls that are
designed lo provide re8sonabl8 83suranc8 againsl material
mismanagement or loss, these include 2 signatories for 811
payments and comprehensive insurance policies to énsure
that insurable risks are covered.

The District's policy on reserves is to hold sufficient resources
to continue the charitable activities of Ihe District should
income and fundraising activities fa51 short. The District
Trustee Board considers that the District should hold 8 sum
equivalent to 24 months running costs. circa £24CJJO.
The District held reserves of approximately £100,000 against
this at year end This is above th818vel required for operating
exp8ns8s. However this is to provide funding for the
development of the facilitias at our other Camp Site
8rownJohn's Copse.

Dorset District Scout Council for the year ended 31.03,2024
Responsibilities and basis of reiwt
As the charity trustees of the Dorchester & West t>orset District Scout Council
you are responsible for the preporation of the accounts in accordance with the requirements of
the Charities Act 2011 Cthe Act,).
I report in respect of my examination of the Dorchester a West r)orset District Scout Council
accounts carried out under section 145 of the 2011 Act and in carrying Out my examiTh]tion I
have followed all the applicable Directions given by the Charity Commission under section
