The Group’s governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and the Policy, Organisation and Rules of The Scout Association. The Group is a trust established under its rules which are common to all Scout Groups. The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association. The Group is managed by the Group Executive Committee, the members of which are the ‘Charity Trustees’ of the Scout Group which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate. The Committee consists of three independent representatives, Chair, Treasurer and Secretary together with the Group Scout Leader, individual section leaders (if opted to take on the responsibility) and community and parent representatives. The committee usually meets around four times a year. Members of the committee complete ‘Essential Information for Executive Committee’ and Data Protection training within the first five months of joining the committee. The committee exists to support the Group Scout Leader in meeting the responsibilities of the appointment and is responsible for: - The maintenance of Group property - The raising of funds and the administration of Group finance - The insurance of persons, property and equipment - Group public occasions - Assisting in the recruitment of leaders and other adult support - Appointing any sub committees that may be required - Appointing Group Administrators and Advisors other than those who are elected. ## **Risk and Internal Control** The Group has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include two signatories for all payments and comprehensive insurance policies to ensure that insurable risks are covered. ##  ## OBJECTIVES AND ACTIVITIES The Purpose of Scouting Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society. ## **The Values of Scouting** As Scouts we are guided by these values: **Integrity** – we act with integrity; we are honest, trustworthy and loyal. **Respect** – we have self-respect and respect for others. **Care** – we support others and take care of the world in which we live. **Belief** – we explore our faiths, beliefs and attitudes. **Co-operation** – we make positive difference; we co-operate with others and make friends. ## **The Scout Method** Scouting takes place when young people, in partnership with adults, work together based on the values of Scouts and: - Enjoy what they are doing and have fun - Take part in activities indoors and outdoors - Learn by doing - Share in spiritual reflection - Take responsibility and make choices - Undertake new and challenging activities - Make and live by their promise. The Group meets the Charity Commission’s public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings. ## ACHIEVEMENTS & PERFORMANCE The 2021/22 year will, for my part, be one of the most challenging faced by the group. And yet, there are several “green shoots” which bring renewed optimism for the future of the group. Covid has had an enormous impact on what we have been able to do during the year, with impacts especially on camps; one of the key activities which are a crucial element in helping our young people achieve their Chief Scout Awards. As 2022 has progressed, we’ve been able to reinstate almost all of our Scouting activities but recognise that the rising cost of participating in camps and other special events will increasingly be a factor for some families and it may be some time yet before we return to the high attendances we have experienced for camps in previous years. The single biggest challenge we currently face is in recruiting and retaining leaders. When I took on the Group Scout Leader role in January 2020 recruitment was high on my priority list for the group, however Covid has left us with fewer leaders that we had previously and I am so very grateful to the wonderful team of Leaders from other sections who have helped support the Scouts section particularly, both through Zoom meetings and then as we resumed face to face. The shortage of leaders has also impacted our numbers and capacity. We’re one of the few, if not the only group, not to increase its members post Covid restrictions. With the arrival of Covid, Beaver meetings reduced from three down to one, Cubs from three down to two and Scouts from two down to one. Like all leaders, I have been determined that we should re-open and re-grow the group, but am also mindful that whatever we do has to be sustainable, hence the energy currently going into recruitment both at a Group and District level. Parent rotas will, in future, be an essential part of our provision and my hope is that some of those parents enjoy Scouting enough to volunteer as future leaders. We’ve also started conversations with those former Scouts who are currently at University to encourage them to return to Scouting after their studies. Most exciting of all at the moment is that the “children” of two of our existing leaders are training for their Wood Badge with the prospect that they will lead two of our Cub Sections in the fairly near future. However it’s the Scouts Section where help is needed most and volunteers will be most welcome so please email me at gsl@4thworthscouts.org.uk if you feel able to help in any way. What we have been able to work on in the meantime, is the infrastructure. We’ve been busy making improvements, carrying out repairs and maintenance and clearing out equipment which needs replacement, or we no longer use. The boiler and heating have been replaced and a new controller installed which will help us be more efficient with our energy use. We’ve installed LED lighting externally so that activities outdoors are not only better lit, but are more environmentally friendly. An invaluable and very welcome partnership with local Army veterans ensures that the grounds are well maintained and I would like to thank them for all the work they do behind the scenes to maintain and enhance the excellent facilities we have at 4[th] Worth. The archery and climbing areas have been cleaned out and new mats installed making the equipment even safer to use and the space more flexible for other activities when the climbing wall is not being used. We’ve serviced all the shooting equipment to be able to offer this activity to our young people, several of who have achieved very highly and even represented their country internationally. Once we have tidied and cleaned a bit more, we aim to redecorate the hall itself and will be looking for parents and carers to help, in the project led by one of our former Scouts/Explorers. 4[th] Worth has a long and incredible history. In its 114 years to date, it’s survived two world wars, Spanish flu and now Covid. Gareth Southgate is amongst the thousands of young people who have enjoyed their Scouting here and gone on to achieve great things. Change is inevitable, but the fundamentals of Scouting and what we offer young people in Crawley is unique and life-shaping, if not life-defining. The learning and experiences that we provide, coupled with the preservation of the Scouting ideals and values visioned over a century ago by our founder Lord Baden-Powell are still in enormous demand across the UK by parents and carers keen for us to help shape their children as future citizens. And with good reason. When Scouts across the globe join together, they celebrate the bond they have in common, the values they share through the promise they have made, not their differences. They work as one. There are no barriers. In the words of John Lennon, “you may say I’m a dreamer, but I’m not the only one”. But I wonder how different and how much better our world might be if everyone had the opportunities that we offer through Scouting and lived as a Scout. Even through the small role 4[th] Worth plays in just a part of Crawley, we really can and do make a difference. 4[th] Worth Scout Group is a success and will grow again because of the hard work and dedication of its Leaders, Executive and supporters; around 50 altogether. Without what they do, week in, week out, we wouldn’t exist and we wouldn’t be able to teach those life skills, share our experience, knowledge and wisdom and help to prepare our future generations for life. Thank you, every one of you. I am so very proud of you all and what you achieve. David Palmer Group Scout Leader 12 July 2022 ## **Hudson, Mackenzie & Nelson Beaver Colonies** Beavers are currently running nearing full capacity with 1 joint section on Friday nights. We are running at 23 Beavers with more joining after Easter. We have 10 Leaders on our books with 4 Young leaders at present. Beavers have been taking part in lots of new activities with an outdoor sleepover planned for May 2022. Leaders continue to be up to date with training and we have managed to keep some new leaders who are settling into sectional assistant roles. Ideally, we need to be looking for more leaders who can be trained up and given experience enough too eventually re open Hudson on Tuesday nights which will give us a key growth status in Crawley District. We are still catching up on Chief Scout Bronze Awards from Covid which means we have a smaller amount of Beavers currently gaining this award. Moving on, now we are face to face we can concentrate on re-establishing our usual high track record of bronze award recipients. Jack Sharp ## **Keneu Cub Pack** Once again this has been a difficult year for all with the ending of COVID restrictions still on our minds. Having said that Keneu cubs have risen to the challenges and enjoyed a varied programme throughout the year. These have resulted in 251 badges being awarded with 10 cubs achieving the Chief Scout Silver award before transferring to Scouts, having learnt many new skills along the way, which we hope they will continue to use and grow in confidence in the future. During our pack meetings cubs have learnt to cook, both indoors and over open fires, taken part in hikes in daylight and during cold, dark evenings, had a try at Kendo, joined the other cadet units at the Remembrance day parade in town, enjoying a craft day with the other cubs and beavers from this group, learnt to work as a team, which is still a challenge for many of them, but they are all getting better at this! We held our first camp in February and although this was only at the Scout hut, it was a big challenge for all as it was something that we all have missed over the last 2 years. This was very successful and we are looking forward to holding camps further afield in the coming year. All this has been made possible with the help of Parents supporting events, the Adult volunteers who give up their time to help at weekly meetings, camps and planning for these activities to happen, and the cubs who have joined in and left with smiles on their faces. We have also welcomed 2 Young Leaders into the section who have been a valuable part of our leadership team. As the leader in charge of this section none of this would be possible without the support of everyone involved in Keneu pack, especially Beryl, Lisa, and Barbara, our young leaders, a big THANK YOU goes to all of you, and an extra special thank you to Danny who supports meetings, camp and me personally, as without his support in the background, it would not be possible for any of this happen. I would also like to thank parents for trusting and supporting us with everything that we do with the pack and hope that you will continue with this as it is vital that we work together as a team for the sake of the children involved so that many more new activities can happen in the year to come. Pauline Moore ## **Rann and Milton Cub Packs** _Rann and Milton merged during the pandemic and are continuing to work together in the 2022/23 year._ Rann Cubs started the year off with 18 cubs plus 7 from Milton. We have completed some badges including Home Help, Stage 3 First Aid and Disability Awareness. We have had a Chinese New Year evening, a film night, cooked pancakes, carried out a chip shop survey which, even despite the rain, is always enormously popular! We celebrated Mother’s Day and Easter with craft activities and have run a sports evening and a problem solving night as well as building up the challenges that Cubs require to achieve their Silver CSA award before moving on to Scouts. More recently, we celebrated the Queen’s Platinum Jubilee with a Cream Tea to which Mums, Dads and carers were invited. We’re really looking forward to be having our first camp for over two years in August. It’s just a long weekend, but great to be organising these events again which are not only a key element of Scouting but are also provide the opportunity to do activities which need more planning or time as part of our overall programme. We’d like to wish all the Cubs moving on the Scouts “good luck” and hope that they enjoy the next stage of their Scouting journey. And, lastly, a very big thank you to all the leaders of Rann and Milton – without them we couldn’t run the packs and help our young people achieve all that they do. Diana Thomson Rann Akela ## **Martlets Scout Troop** This has been a year of challenges and adjustments for the Scout section at 4[th] Worth. Starting with our return to a mixed face to face and online programme as lockdown restrictions eased and we could meet in person again. This slowly moved to a full face to face programme of meetings which we’ve been able to carry on ever since. The new way of doing things took a little while to become natural for both Scouts and Leaders alike but we managed! Unfortunately, due to the timing of the easing of restrictions in 2021, we weren’t able to take the Scouts on a Summer camp last year or indeed do any form of residential activity. In 2022, however, Scouts are looking forward to taking part in Kent International Jamboree in August and Leaders are very much looking forward to proper camping again too. The Troop membership has remained strong over the last year, but unfortunately the number of adult volunteers working with us has dropped. This means we were forced to close our Thursday Troop so there is currently just one Troop meeting each week. While there are benefits to this, it does mean that it’s a very large Troop, but we’ve managed to make it work and offer Scouts as much as we possibly can. We do hope to re-open our Thursday Troop as soon as we can find some additional volunteers who are able to run it, which will allow us to offer more Scouts a place at 4[th] Worth. Over the course of the year, Scouts have worked hard to catch up on the badge work that they missed as a result of online meetings, especially those who were at the older end of the age range who worked really hard to make sure they could achieve their Chief Scout Gold Award. We have had three Scouts successfully complete this in the last year, with several more very much on track to complete it in the year ahead. We have also been working hard to refresh and build skills that have been neglected over the previous years, particularly with our Patrol Leadership Team. They have completed a number of training activities designed to teach them the skills they’ll need and make them more confident leaders, including a full day hike and a camping skills day. Scouts have also taken part in the London Live Monopoly Run again this year after a pandemic enforced break in 2021. We took more Scouts to London than ever before, and everyone had a great day exploring the city and playing a real-life version of Monopoly before returning to the HQ and spending the night there after consuming a lot of pizza and ice cream! 2021 also saw Crawley District launch the search for their participants for the World Scout Jamboree in South Korea in 2023. Several 4[th] Worth Scouts put themselves forward and we were delighted to hear that one of them, Joe McKeever, was selected and will be heading off to Korea as part of the West Sussex contingent next year. We have lots planned for the coming year and hope we can continue to grow the Troop and increase what we can offer all our Scouts. Alan Spackman ## **Shackleton Explorers** Shackleton Explorers which is partnered with 4[th] Worth Scout Group, provides opportunities for those aged 14 to 18 to continue their Scouting adventure. The unit was led by Tim Winter (until Sept 2021). Since that date, the unit leader role has remained vacant being covered by Sean Edwards (District Explorer Scout Commissioner). There are several other assistant leaders including Clair Pushman, Phil Osborn, Nicole Granger, Ben Foley, and Elliott Hooley-Jones. Shackleton Explorers offers a varied programme to its members both at weekly meetings and camps. We have 10 members partaking in their Duke of Edinburgh Bronze and 10 members partaking in Silver. We have also offered a survival camp in September 2021 (where the Explorers had to build their own shelters and survive for a weekend with no equipment!), opportunities to go climbing, tomahawk throwing, bowling, badminton, hiking, and cooking. We have our own website which shows the variety of past activities at: https://shackleton.crawleydistrictscouts.co.uk/ The unit is starting to bounce back from the impact of Covid and is looking to organise a summer camp to Kent Jamboree in 2022, a winter camp and is considering what different experiences and camps to offer in 2023. At present we have between 25 and 30 members. We are very lucky to have volunteer leaders with lots of activity permits including climbing, abseiling, tomahawks, rifle shooting and hill walking which allows us to offer an engaging programme to our members. We have also shared these skills with 4[th] Worth Scouts to help integrate the unit closer to the group and look forward to continuing this relationship going forwards. My sincere thanks to all those who have supported the unit and continue to do so; it’s much appreciated my me and the members. Sean Edwards (District Explorer Scout Commissioner) ## **Supporters Committee** Although it has been a quiet year for the supporters and fund raising events have had to be adapted, it is safe to say that the members of the committee have risen to the challenges and have not let Covid beat us! By being adventurous, we have found ways to fund raise in order to keep sub payments as low as possible. There have been various ways in which this has been done and these have included continuing to maintain the 100 club and keeping the draws done every month, which benefits all members that are part of this fund raiser by ensuring that the prizes are paid out in a timely manner, therefore encouraging new members to join it so that they also receive a prize when their number has been drawn. Other ways that we have raised funds include holding a raffle on-line in the summer, and as restrictions were lifted during the year we were able to hold our annual firework display and Christmas fair and we thank you for adapting to the minor restrictions which we still had to have in place in order to make these the success that they have been. We would also like to thank everyone that attended and anyone who also helped either on the day or prior to the events taking place and hope you will continue to support any future events that are planned. Although the committee is small, new members are welcome to join our meetings, which are held about once a term, away from the hut and are also a social event for all involved. If you are interested in helping out in the future, please do not hesitate to speak to your section leaders who will be happy to give you more details of what is involved. ## REMEMBER ANY HELP IS GRATEFULLY RECEIVED AND WILL BENEFIT YOUR CHILD WITH THEIR SCOUTING JOURNEY Pauline Moore & Beryl Weller ## **Shooting** Although we still hold the best rifle team and 3-position team trophies for scouts shooting in this country it’s now only because of Covid. We greatly need scouts from 4th Worth to join us shooting on a Saturday morning to defend these trophies in the future. Our coaches and instructors include present and past Great Britain and England Shooters. We currently have just three young shooters in training from 4th Worth. Crawley still won the District inter county competition. All four of the team shoot and train at 4th Worth. The top score in the county was Mirjam Mordavszky; one of our Scouts. She is also the winner of Division 2 of the National Camelot league; quite a feat for a young lady under 14 years. ## peteR p.s. £101,905.33| ## **Independent Examiners Report to the Trustees of the 4th Worth Scout Group** I report on the Accounts of the Group for the year ended 31 March 2022, which are set out on pages 3 and 4 of the Annual Report. As the Charity's Trustees you are responsible for the preparation of the Accounts and you consider that the audit requirements of section 42(3) pathetic Charities Act 1993 ("the Act") does not apply. It is my responsibility to state on the basis of procedures specified in the General Directions given by the Charity Commissioners under section 43(7)(b) of the Act, whether particular matters have come to my attention. My examination was carried out in accordance with the General Directions given by the Charity Commissioners. My examination included a review of the accounting records kept by the Charity and a comparison of the Accounts presented with those records. It also included consideration of any unusual items or disclosures in the Accounts, I do not express an audit opinion on the view given by the Accounts. In connection with my examination, no matter has come to my attention: - (1) which gives me reasonable cause to believe that in any material respect the requirements to keep accounting records in accordance with section 41 of the Act; and to prepare Accounts which accord with the accounting records and to comply with the accounting requirements of the Act have not been met; or - (2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached. It doesn’t cost much to join, just £12 per year! A monthly draw is held with prizes of £15, £10, and £5 for 10 months of the year and £50, £30, and £20 for draws in June and December. Winning payments will be sent to your home address by cheque. Membership runs from July to June the following year, but if you wish to join part way through the year payment will be pro-rata for the remainder of the year. We would prefer payments to be made to the bank direct, but will accept cash or cheque to join and then full payment the following July, ideally by Standing Order through your bank account.
