Tenterden Folk Festival – The Future
Following a highly successful Tenterden Folk Festival 2024 which took place from Thursday 3rd to Sunday 6th October we are sad to announce that the Trustees have decided not to continue to run this ever-popular annual event. This was an exceedingly difficult and emotional decision and was taken for a variety of reasons which are not all financial and some of which we would like to explain further.
When the festival started in 1993 the total cost was just a couple thousand pounds, but this has grown to over £50,000. With the Covid pandemic and the economic crisis of the last few years, more and more time has had to be devoted to fundraising and the availability of grants for arts and music, especially traditional English folk song, music, dance, and crafts, has plummeted. After taking appropriate advice, the trustees cannot see this position changing in the next three or four years. Despite best efforts the trustees have been unable to obtain any long-term funding or financial guarantees. As a well-respected registered charity of long standing, the festival cannot take financial risks, which would ultimately become the personal responsibility of the three trustees, therefore few options remained.
The festival has, for over 30 years, been organised and promoted by the trustees and a very small voluntary committee of folk enthusiasts and local people. The average age of the three current trustees is now something over 70 and for a number of years they have been considering how to hand the festival to a younger generation of folk enthusiasts but have not been able to achieve this, although some excellent and very active new committee members were successfully recruited over the last few years.
Since the festival started in 1993 the amount of complex and ever-changing rules and regulations with which the festival has to comply has grown rapidly as the festival grew and developed and the amount of time the trustees have to devote to it has of course grown in line with it.
The trustees felt that it was best to go out on a high while the festival is still a thriving popular event, and still entirely solvent, and did not want to see it start to decline and struggle hence the taking of incredibly sad decision at this time. We are very grateful to everyone who has supported Tenterden Folk Festival over the last 30 plus years especially Tenterden Town Council, Ashford Borough Council and Kent County Council, all the public houses and venues, all the businesses, trusts and organisations that have sponsored the festival or advertised in the programme, all our loyal and friendly suppliers, and of course the town and people of Tenterden.
We would also like to thank all the artisans and traders who have taken part in the craft fair, the hundreds of Morris sides and folk dancers who have taken part, the guest artists, and all the singers and musicians as well as everyone who has attended the festival.

Introduction
The annual four day Tenterden Folk Festival came to an end with a very successful event in October 2024. At that point the Trustees decided the festival was no longer viable in its current form with the longer term effects of the Covid pandemic, the financial crisis and the age and health of those involved in the organisation. So what does the future hold for Tenterden Folk Day Trust?
The Tenterden Folk Sessions
Tenterden Folk Club started in The Eight Bells in 1992 and, despite several changes in venue, it has been running consistently ever since. The current format is a free folk song and music session in a bar. With effect from 13th November 2024 the sessions have been relocated to the main ground floor bar at The Tenterden Club on the second Wednesday of the month. This move may also offer the opportunity to hold folk club events in the upstairs function room with special guest artists.
Around Kent Folk magazine
The Trust took over publishing AKF following the sad deaths of Bob and Kathy Drage in December 2017. Since then circulation has grown, more editorial, and colour have been added so that now approximately 700 copies of AKF are printed every two months and distributed to folk clubs in Kent, Surrey and Sussex. The magazine is also available to read online. The Trust aims to continue to build on this success.
School workshops
The Trust has been involved with running educational workshops on folk song and dance in primary and secondary schools in Ashford and wider Kent for many years. The workshops involve professional folk musicians going into schools to work with the students and staff. They started as a small part of KCC’s Kent Festival. For the last few years we have been working with the special needs students at Wyvern School. These workshops have been temporarily suspended due to lack of funding. Both the Trust and the school are keen to restart them if and when funding is available.
Occasional barn dances or ceilidhs
In 2024 the Trust ran two successful fundraising barn dances, as well as the festival barn dance, at the Old Dairy Tap Rooms. We are also promoting a barn dance in March 2025 and hope to stage further barn dances or ceilidhs in the future.
Occasional concerts and special events
For over 30 years the Trust regularly promoted occasional special events during the year, often in co-operation or partnership with folk clubs, Councils or other local organisations. We worked with Ashford Borough Council, Kent County Council, Produced in Kent, The Kent County Show, Folk at the Drum, Revelation Ashford and others. The Trust is keen to continue to work with local organisations to promote folk music in Tenterden and Ashford.
Consultancy
The Trustees and our contacts have wide experience of organising folk events and can offer consultancy services and advice to other organisations to help to include folk song, music, dance and traditions in their programme of events.

The Background
The first “Tenterden Folk Day” took place on Saturday 2nd October 1993 and, according to the programme, there were 15 billed guests, 13 Morris sides and 18 events. The guests included some familiar names such as Band of Two, Pete Castle, Lucy Castle, Keith Kendrick, Jez Lowe, Bing Lyle and Tonbridge Mummers, as well as some less familiar names including “Lo! & Behold” which was a one off collaboration between Jez, Pete, Lucy and Bing especially for the event. The dance sides listed are all well-known teams who we mainly still see at Tenterden, including Bishop Gundulf, East Kent Morris, Kits Coty Morris, Maenads and of course the host side Woodchurch Morris. The craft fair was an important part of the programme from the beginning and in 1993 it took place in the Junior and Infant School Halls and was organised by Linda Robards from Ashford Library. The other Committee members are listed in the programme as Alan Castle who is still there over 30 years on, Christina Bax (now Fuller) from Ashford Borough Council, Keith Rundell from Kent Arts and Libraries, Dave Grabham founder of Woodchurch Morris was the dance co-ordinator and the late Anne Thomas who remained closely involved until her sad death in 2011. Sponsors of that first folk day are listed as Ashford Borough Council, Kent County Council, Tenterden Chamber of Commerce and Folk Spots and the support of Tenterden Town Council and Woodchurch Morris is also noted. The venues for sing-a-rounds were the Vine and the Eight Bells with the evening concert taking place in the upstairs room of the Eight Bells, which we still miss!
Tenterden Folk Day Trust was formed in 1994 and registered as a charity with Alan and Dave as the first Trustees, together with Cllr John Link and Jerry Smith who was the landlord of the Eight Bells. The Bells was also the home of Tenterden Folk Club. Anne Thomas became a Trustee the following year as did then Cllr Mike Levy. The second folk day in 1994 actually started on Friday evening with a Friday Folk Club upstairs in the Eight Bells with John Kirkpatrick topping the bill. The programme guest list includes such stalwarts as Bob & Kathy Drage, Bo Foakes, Bob Kenward, Vic and Tina Smith (with The Sussex Pistols) and many more. The festival had already started to develop and in 1995 there were nearly 30 guests listed including Martyn Wyndham Read and the late Johnny Collins and a Friday evening sing-around was added. By now we were also holding the Eight Bells folk club twice a month and also running the educational project in local schools which continues today.
The next big change was in 1998 when the event was re-branded “Tenterden Folk Festival” and for the first time a few events were added on the Sunday. The guest list was headed by Martin Carthy who headlined a sellout concert in the Eight Bells. The barn dance band that year was The Cock and Bull Band, one of the best known bands on the festival circuit. We continued our policy of including some of the best traditional English singers on the guest list in 1999 when we booked both The Copper Family and Ian Campbell.
The festival has continued to thrive, develop and grow but the Trust has always remained true to its original charitable objectives. To preserve and advance public education and appreciation of traditional and contemporary folk music, song, dance and other related traditions, crafts and folk arts as a part of the living heritage.

Trustees Report
The Trustees have pleasure in presenting their report and the financial statements for the year ended 31st December 2024. The financial statements have been prepared in accordance with the accounting policies set out in Note 1 to the accounts and comply with the Charities Act 2011, the Trust Deed and the Statement of Recommended Practice: Accounting and Reporting by Charities (issued in July 2014).
Structure, governance and management:
The legal and administrative information set out on page 1 forms part of this report.
Governing document:
Tenterden Folk Day Trust operates under the working names of Tenterden Folk Festival, Tenterden Craft Fair and Around Kent Folk and is governed by a Deed of Trust dated 21st May 1994 and is registered as a charity with The Charity Commissioners in England and Wales, charity number 1038663.
Management:
All the Trust’s events are organised and run by the Trustees with assistance from a committee and willing volunteers.
The Trustees who served during the financial year were as follows;

Under the terms of the Trust Deed, Ashford Borough Council, Kent County Council and Tenterden Town Council each have the right to appoint a nominated Trustee.

Risk management:
The Trustees have considered the risks to which the Trust is exposed. The Trustees review the risks associated with the Festival and other events on, at least, an annual basis, including the health and safety, financial and insurable risks. The Trust is affiliated to the English Folk Dance and Song Society and a member of the Association of Independent Festival and Making Music, all of which provide sources of information and advice and offer the opportunity for networking with other Festival and event organisers. The Trust is registered with the Fundraising Regulator which encourages high standards so that the public can have confidence in charitable giving.
Objectives and activities:
The objects of the Trust are to preserve and advance public education and appreciation of traditional and contemporary folk song, music, dance and other related traditions, crafts and folk arts as part of the living heritage. The main activities undertaken in achieving these aims include the holding of the annual Tenterden Folk Festival over the weekend of the first Saturday in October, running educational workshops in schools, the monthly Tenterden Folk Sessions and organising, promoting or otherwise enabling occasional events throughout the year. The Trust also publishes “Around Kent Folk”, the free folk magazine for Kent, Surrey, Sussex and beyond and acts as a local folk development agency.
Achievements and performance:
Tenterden Folk Festival:
The 31[st] Tenterden Folk Festival took place over four days from Thursday 3[rd] to Sunday 6[th] October. The success of the festival was greatly helped by good weather, and it was very well supported and attended. Sadly, as explained elsewhere, the Trustees reluctantly made the decision that, mainly due to financial pressures since the Covid pandemic, and the “economic crisis”, 2024 would be the last Tenterden Folk Festival run by Tenterden Folk Day Trust.
The Tenterden Folk Sessions:
The Trust also runs a free monthly song and music session which for most of 2024 took place at This Ancient Boro in Tenterden town centre. However, due to a change in ownership of the venue these sessions have been relocated to The Tenterden Club and now take place on the second Wednesday of the month. We would like to thank the Tenterden Club for their support and co-operation. These sessions continue to attract participants from a wide area of Kent and Sussex and occasional visitors from further afield. Floor singers and visiting musicians are always made welcome.
Around Kent Folk
The Trust also publishes Around Kent Folk (AKF), the free bi-monthly guide to folk events in Kent, Surrey, Sussex and beyond. With the help of volunteer contributors, the Trust has expanded AKF to cover more events in Surrey and Sussex and introduced colour pages and adverts and has grown the number of subscribers. AKF can also be read online at www.aroundkentfolk.org.uk. We are very grateful for the continued support of advertisers, subscribers and friends of the magazine. Part of the small surpluses generated from AKF are often used to support the festival and particular the Thursday evening concert AKF concerts.
Photograph exhibition:
The Trust’s comprehensive exhibition of photographs taken at previous Festivals and other Trust events continues to be added to each year. The exhibition illustrates the wide variety of folk song, music, dance, craft and traditional activities promoted by the Trust. The exhibition is displayed at the annual Festival. From 2007 to 2017 our official photographer was Lewis Brockway whose top-quality photographs have been used in all our publicity material. Photographs of 2018 were taken by several members of Ashford Photographic Society. From 2019 to date the photos were taken by well-known local photographer Philip L. Hinton ARPS.
Ceilidhs or Barn Dances
During 2024 the Trust ran two very successful fundraising ceilidhs in conjunction with Old Dairy Tap Rooms. The bands waived their fees and the venue was donated so that all proceeds could go to support the festival. Further such events are planned for 2025.

Educational Workshops
In May 2019 the Trust received a Grant from Kent Community Foundation - The Overstone Trust, to fund a series of workshops in local schools. Workshop leaders worked with the special needs students and the staff at Wyvern School, teaching them folk song, music and dance. The school obtained further funding to enable this project to continue after the initial grant was expended. These workshops had to be suspended during the Covid-19 pandemic but towards the end of 2020 we moved them online using Zoom but the workshop leaders were able to return to Wyvern in 2021 and the workshops continued throughout 2022, 2023 and most of 2024 when funding was unable to be obtained to keep them running. The students and staff have enjoyed the experience and benefited from the workshops in many ways and the workshops will be missed by all concerned. The Trust plans to continue to re-instate the workshops if new funding becomes available.
Folk Development agency:
The Trust also operates as a folk animateur or local folk development agency. The Trust is keen to work with other community organisations, including local authorities, clubs, charities, companies, individuals and other bodies on joint ventures and to be involved in other compatible local arts projects. We can also offer advice and assistance in organising folk events, such as barn dances, ceilidhs, concerts, workshops or other folk music, storytelling, folklore, craft and other related projects. We do not act as a booking agency for performers, but we can often put organisers and artists in touch with each other and offer advice on where to find the type of folk performer or act an organisation is looking for.

The Trust also received a substantial donation from a large international company which turned a predicted deficit for the year into a small surplus.
We would like to take this opportunity of thanking everybody who has been in the Festival including all the dance sides, the guest artists, the floor singers and musicians, the stallholders and, of course, the audiences, the venues, the VIPs, the general public and Tenterden. In addition we would like to thank the “Friends of Tenterden Folk Festival” and the local businesses that help us in practical ways. We would also like to thank the Town, Borough and County Councils and all the other authorities with whom we have to deal, for their co-operation and guiding us through all the red tape.
Financial results;
The financial results for the year are shown in the Statement of Financial Activities (SOFA) divided between the unrestricted general fund, designated funds and restricted funds. The net movement of funds on the unrestricted general fund for the year was a surplus of £2191 (2023 deficit £3 695) before transfers between funds. After transfers from other funds the surplus was increased to £2212 (2023 deficit £3,195) resulting in the general fund carried forward amounting to £11,989 (2023 £9,777) and Designated funds amounting to £9948 (2023 £4,179). Restricted Funds carried forward amounted to zero (2023 £21).

Reserves policy:
The Trust’s long-term objective has been to hold unrestricted general funds equal to three quarters of the cost of the annual Festival and other regular events. At present this would mean holding unrestricted reserves of over £30,000 and in the current political and economic climate this has proved impossible to achieve. The Trustees could not see any way in the current economic conditions that the reserves held could be to increased to this level in the foreseeable future and this was the major reason for the decision not to continue with the annual festival. Most of the Trust’s smaller activities will continue unchanged.
Our pricing policy:
Our pricing policy reflects our wish to ensure that all the community, whatever their disposable income, have the opportunity to take part in, attend or benefit from the Trust’s events. Festival and event ticket prices and other fees are set at levels which are below what would be required to promote these events and activities on a commercial basis. In addition many of the events at the festival are free or only a nominal entry fee is charged. We therefore depended on grants, donations and sponsorship to stage these events, and particularly the festival, which form the basis of our charitable activities.
Plans for the future:
The Trust plans to continue to hold occasional one off events such as ceilidhs, barn dances and concerts, run the monthly Tenterden Folk Sessions, and publish Around Kent Folk magazine in print and online. The educational workshops may restart if and when adequate funding can be obtained. The Trust may also organise other one-off events in future years, subject to putting in place suitable funding arrangements or partnerships.
Statement of Trustees responsibilities:
The law requires us as Trustees to prepare financial statements for each year which give a true and fair view of the state of affairs of the charity and of the surplus or deficit for that period. In preparing those financial statements we are required to:

Select suitable accounting policies and apply them consistently;
-
make judgements and estimates that are reasonable and prudent; and
-
prepare the financial statements on a going concern basis unless it is inappropriate to presume that the charity will continue in operation.
The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and enable us to ensure that the financial statements comply with Charity Law. We are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud or other irregularities.

Independent Examiner's report
Independent Examiner's report to the trustees of Tenterden Folk Day Trust
I report on the financial statements of Tenterden Folk Day Trust (Charity number 1038663) for the year ended 31st December 2024 set out on pages 7 to 14.
The charity's trustees are responsible for the preparation of the financial statements in accordance with the Charities Act 2011 ("the Act"). The charity's trustees consider that an audit is not required for this year under section 144 of the Act and that an independent examination is needed.
It is my responsibility to:

examine the financial statements under section 145 of the Charities Act,
-
to follow the applicable Directions given by the Charities Commission (under section 145(5)(b) of the Act, and
-
to state whether particular matters have come to my attention.
My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the financial statements presented with those records. It also includes consideration of any unusual items or disclosures in the financial statements, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the financial statements present a 'true and fair' view and the report is limited to those matters set out in the statement below.
In connection with my examination, no material matters have come to my attention which give me cause to believe that in any material respect:

the accounting records were not kept in accordance with section 130 of the Charities Act; or
-
- the financial statements did not accord with the accounting records; or
-
the financial statements did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the financial statements give a 'true and fair' view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the financial statements to be reached.

1 Accounting policies:
These financial statements have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant notes. The accounts have been prepared in accordance with the Statement of Recommended Practice (SORP) Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued in July 2014 and with the Charities Act 2011.
Incoming resources:
Voluntary income, including revenue and capital grants and donations, is recognised where there is an entitlement and reasonable certainty of receipt and the amount can be ascertained with reasonable certainty.
Interest receivable is recognised on an accruals basis.
The Trust relies on volunteers who act as committee members and provide a vital workforce at the Festival and at other events during the year. The value of the services provided by volunteers cannot realistically be quantified and is therefore not included in the financial statements.
Resources expended:
Resources expended are included on an accruals basis, inclusive of VAT which cannot be recovered.
Depreciation:
Depreciation is provided on all tangible fixed assets at rates calculated to write off the cost of each asset evenly over its expected useful life as follow;

Hire of venues:
Use of some of the venues used for the annual Festival and other events is donated or discounted by the owners. We are unable to fully quantify the value of certain of these donations which, in relation to the Trust's income and expenditure, could be substantial. Where the hire fee can be reasonably estimated this is included as a donation under incoming resources and under hall hire in resources expended. Where we are unable to reasonably quantify the value of the donations of the use of premises no provision is included in the financial statements.
Fund accounting:
Funds held by the Trust are either;
Unrestricted general funds - these are funds that can be used in accordance with the charitable objects of the Trust at the discretion of the Trustees.
Designated funds - these are funds that have been set aside by the Trustees out of unrestricted general funds for specific future purposes or projects.
Restricted funds - these are funds that can only be used for a particular restricted purpose in accordance with the terms of the grant or donation.
Further explanation of the purpose of the restricted funds is included in the notes to the financial statements.
2 Legal status of the Trust:
Tenterden Folk Day Trust is governed by a Deed of Trust dated 21st May 1994 and is registered as a charity with The Charity Commissioners in England and Wales.

7 Restricted funds
Capital equipment funds
During the year the Trust received grants totaling of £7317 from Ashford Borough Council for capital equipment. For accounting purposes, a dance floor costing £6853 has been capitalised and a badge making machine and a computer printer have been charged to Repairs and Renewals.
Workshop Fund
In May 2019 the Trust received a grant of £5000 from Kent Community Foundation - The Overstone Trust to run a series of folk song, music and dance workshops in local schools. The Trust chose to work with Wyvern School, a special school for children with severe, profound and complex needs that caters for learners from 3 to 19. Although that fund has been fully expended we continued to work with Wyvern School during 2024.

8 Designated funds
Photograph Exhibition
The Trust collects photographs taken at the Festival and other events and mounts a photograph exhibition which is displayed in various venues to promote folk song, music, dance, crafts and traditions to new audiences. Photographs from the exhibition are also displayed at the Festival. The Trustees have created a designated fund to assist with the costs of the exhibition.
Around Kent Folk
Around Kent Folk magazine is a free guide to folk song, music and dance events and is published six times per year as a printed magazine and online. Advertising income, subscriptions, donations and other income are firstly used to fund production, distribution and other costs. The magazine is operated on a not for profit basis with part of the small surpluses normally made being used to sponsor the Around Kent Folk concert at the Festival.
New equipment fund
When the Trust receives grants to purchase equipment it often needs to contribute to these costs from its own resources or show that it has other matched funding. The Trustees have therefore set aside funds to assist with future material purchases of equipment and the eventual replacement of existing equipment at the end of its useful life.
Fixed asset depreciation fund
The fixed asset depreciation fund represents the remaining net book value of assets held on Restricted Funds which will be depreciated over the remainder of their useful lifes.

10 Trustees and officers emoluments
No emoluments are paid in respect of the services of Trustees or other officers. The Trust is a Charity managed entirely by volunteers.
11 Related party transactions
There have been no transactions with related parties during the period under review (2023 - none).
12 Taxation
The Trust is exempt from tax on income and gains falling within section 505 of the Taxes Act 1988 or section 256 of the Taxation of Chargeable Gains Act 1992 to the extent that these are applied for its charitable objects. There is no liability to tax for the year.
