Trustees Report

The Trustees have pleasure in presenting their report and the financial statements for the year ended 31st December 2022. The financial statements have been prepared in accordance with the accounting policies set out in Note 1 to the accounts and comply with the Charities Act 2011, the Trust Deed and the Statement of Recommended Practice: Accounting and Reporting by Charities (issued in July 2014).

Structure, governance and management:

The legal and administrative information set out on page 1 forms part of this report.

Governing document:

Tenterden Folk Day Trust operates under the working names of Tenterden Folk Festival, Tenterden Craft Fair and Around Kent Folk and is governed by a Deed of Trust dated 21st May 1994 and is registered as a charity with The Charity Commissioners in England and Wales, charity number 1038663.

Management:

All the Trust’s events are organised and run by the Trustees with assistance from a committee and willing volunteers.

The Trustees who served during the financial year were as follows;

Risk management:

The Trustees have considered the risks to which the Trust is exposed. The Trustees review the risks associated with the Festival and other events on, at least, an annual basis, including the health and safety, financial and insurable risks. The Trust is affiliated to the English Folk Dance and Song Society and a member of the Association of Festival Organisers and Making Music, all of which provide sources of information and advice and offer the opportunity for networking with other Festival and event organisers. The Trust is registered with the Fundraising Regulator which encourages high standards so that the public can have confidence in charitable giving.

Objectives and activities:

The objects of the Trust are to preserve and advance public education and appreciation of traditional and contemporary folk song, music, dance and other related traditions, crafts and folk arts as part of the living heritage. The main activities undertaken in achieving these aims include the holding of the annual Tenterden Folk Festival over the weekend of the first Saturday in October, running educational workshops in schools, the monthly Tenterden Folk Sessions and organising, promoting or otherwise enabling occasional events throughout the year. The Trust also publishes “Around Kent Folk”, the free folk magazine for Kent, Surrey, Sussex and beyond and acts as a local folk development agency.

Achievements and performance:

Tenterden Folk Festival:

With the Covid-19 pandemic on the wane, the 29[th] Tenterden Folk Festival was finally able to take place in a virtually normal way over four days from Thursday 29[th] September to Sunday 2[nd] October. The festival was very well attended and a highly successful event.

The Festival is firmly established as a major event in Kent and attracts increasing numbers of visitors from all over the country as well as from Europe and beyond. The festival continues to develop and grow in a controlled manner. The free music stage, dance stage, stalls, and other events centred on the marquees on the Recreation Ground continue to prove extremely popular. It is the Trust’s intention to continue the controlled and planned development of the Festival in future years.

The 30[th] Tenterden Folk Festival is being planned for the four days from Thursday 5[th] to Sunday 8[th] October 2023 and, funding permitting, we hope to make it a very special event.

The Trust has also been able to recruit several new volunteers who joined the Committee in 2022. Sadly long time committee member Mike Pearson passed away in December 2022.

The Tenterden Folk Sessions:

The Trust also runs a free monthly song and music session style folk club. During 2022 these sessions moved from The William Caxton to This Ancient Boro and are now held on the second Monday of the month. The sessions attract participants from a wide area of Kent and Sussex and occasional visitors from further afield. Floor singers and visiting musicians are always made welcome.

Around Kent Folk

The Trust also publishes Around Kent Folk (AKF), the free bi-monthly guide to folk events in Kent, Surrey, Sussex and beyond. With the help of volunteer contributors, the Trust has expanded AKF to cover more events in Surrey and Sussex and introduced colour pages and adverts and has grown the number of subscribers. AKF can also be read online at www.aroundkentfolk.org.uk. As folk clubs and venues re-opened during 2022 we were able to increase the print run back to nearly the level it was before the pandemic. We are very grateful for the continued support of advertisers, subscribers and friends of the magazine. The surpluses generated from AKF will be used to support the magazine until conditions return to normal and part of the surplus for 2021 and 2022 was used to support the annual festival and particular the Thursday evening concert.

Photograph exhibition:

The Trust’s comprehensive exhibition of photographs taken at previous Festivals and other Trust events continues to be added to each year. The exhibition illustrates the wide variety of folk song, music, dance, craft and traditional activities promoted by the Trust. The exhibition is displayed at the annual Festival. From 2007 to 2017 our official photographer was Lewis Brockway whose top-quality photographs have been used in all our publicity material. Photographs of 2018 were taken by several members of Ashford Photographic Society and photos of 2019 to 2022 were taken by well known local photographer Philip L. Hinton ARPS.

Educational Workshops

In May 2019 the Trust received a Grant of £5,000 from Kent Community Foundation - The Overstone Trust to fund a series of workshops in local schools. Workshop leaders worked with the special needs students and the staff at Wyvern School, teaching them folk song, music and dance. The school obtained further funding to enable this project to continue after the initial grant was expended. These workshops had to be suspended during the Covid-19 pandemic but towards the end of 2020 we moved them online using Zoom but the workshop leaders were able to return to Wyvern in 2021 and have continued throughout 2022. The students and staff have enjoyed the experience and benefited from the workshops in many ways. The Trust plans to continue to work with Wyvern School in 2023 and to expand the workshops to other local schools if and when possible.

Folk Development agency:

The Trust also operates as a folk animateur or local folk development agency. The Trust is keen to work with other community organisations, including local authorities, clubs, charities, companies, individuals and other bodies on joint ventures and to be involved in other compatible local arts projects. We can also offer advice and assistance in organising folk events, such as barn dances, ceilidhs, concerts, workshops or other folk music, storytelling, folklore, craft and other related projects. We do not act as a booking agency for performers, but we can often put organisers and artists in touch with each other and offer advice on where to find the type of folk performer or act an organisation is looking for. In late 2022 the Trust was approached by a local nursing home who want to introduce visits from folk musicians into their social calendar and a trial event is being held in March 2023.

We would like to take this opportunity of thanking everybody involved in the Festival including all the dance sides, the guest artists, the floor singers and musicians, the stallholders and of course the audiences, the venues, the VIPs, the general public and Tenterden. In addition we would like to thank the “Friends of Tenterden Folk Festival” and the local businesses that help us in practical ways. We would also like to thank the Town, Borough and County Councils and all the other authorities with whom we have to deal, for their co-operation and guiding us through all the red tape.

Financial results;

The financial results for the year are shown in the Statement of Financial Activities (SOFA) divided between the unrestricted general fund, designated funds and restricted funds. The net movement of funds on the unrestricted general fund for the year was a deficit of £3 167 before transfers between funds. After transfers from other funds the deficit was reduced to £1 567 resulting in the general fund carried forward amounting to £12,972 and Designated funds amounting to £4,705. Restricted Funds carried forward amount to £21.

Reserves policy:

The Trust’s long-term objective has been to hold unrestricted general funds equal to three quarters of the cost of the annual Festival and other regular events. At present this would mean holding unrestricted reserves of over £30,000 and in the current political and economic climate has proved impossible to achieve. The reserves held also need to increase in line with the growth and development of the Festival and other regular events. The Trustees are continuing to monitor the reserves and regularly review the policy.

Our pricing policy:

Our pricing policy reflects our wish to ensure that all the community, whatever their disposable income, have the opportunity to take part in, attend or benefit from the Trust’s events. Festival and event ticket prices and other fees are set at levels which are below what would be required to promote these events and activities on a commercial basis. In addition many of the events at the festival are free or only a nominal entry fee is charged. We therefore continue to depend on grants, donations and sponsorship to stage these events which form the basis of our charitable activities.

Plans for the future:

The Trust plans to continue and develop the activities set out above and also plans to organise other one-off events in future years, subject to putting in place suitable funding arrangements or partnerships.

The 30[th] Tenterden Folk Festival

The 30[th] Tenterden Folk Festival will take place over the four days from Thursday 5[th] to Sunday 8[th] October 2023 and we hope to make this an extra special event. The Festival will open on Thursday evening with a concert supported by “Around Kent Folk” headlined by prominent folk musicians. The general artistic approach to the festival will remain unchanged with the emphasis on traditional English folk song, music, dance, crafts and traditions with occasional overseas guests particularly where there is a common musical source or a specific local connection through the music or the performers.

Educational Workshops

The Educational workshops at Wyvern School workshops will continue in 2023. We will seek funding to enable us to develop and expand these workshops to other local schools.

Other events:

Our aim is to promote or influence a range of other events, to preserve and advance public education and appreciation of traditional and contemporary folk song, music dance, crafts and traditions. Statement of Trustees responsibilities:

The law requires us as Trustees to prepare financial statements for each year which give a true and fair view of the state of affairs of the charity and of the surplus or deficit for that period. In preparing those financial statements we are required to:

Independent Examiner's report to the trustees of Tenterden Folk Day Trust

I report on the financial statements of Tenterden Folk Day Trust (Charity number 1038663) for the year ended 31st December 2022 set out on pages 8 to 15.

The charity's trustees are responsible for the preparation of the financial statements in accordance with the Charities Act 2011 ("the Act"). The charity's trustees consider that an audit is not required for this year under section 144 of the Act and that an independent examination is needed.

It is my responsibility to:

My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the financial statements presented with those records. It also includes consideration of any unusual items or disclosures in the financial statements, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the financial statements present a 'true and fair' view and the report is limited to those matters set out in the statement below.

1 Accounting policies:

These financial statements have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant notes. The accounts have been prepared in accordance with the Statement of Recommended Practice (SORP) Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued in July 2014 and with the Charities Act 2011.

Incoming resources:

Voluntary income, including revenue and capital grants and donations, is recognised where there is an entitlement and reasonable certainty of receipt and the amount can be ascertained with reasonable certainty.

Interest receivable is recognised on an accruals basis.

The Trust relies on volunteers who act as committee members and provide a vital workforce at the annual Festival and at other events during the year. The value of the services provided by volunteers cannot realistically be quantified and is therefore not included in the financial statements.

Resources expended:

Resources expended are included on an accruals basis, inclusive of VAT which cannot be recovered.

Depreciation:

Depreciation is provided on all tangible fixed assets at rates calculated to write off the cost of each asset evenly over its expected useful life as follow;

Hire of venues:

Use of many of the venues used for the annual Festival and other events is donated or discounted by the owners. We are unable to fully quantify the value of certain of these donations which, in relation to the Trust's income and expenditure, could be substantial. Where the hire fee can be reasonably estimated this is included as a donation under incoming resources and under hall hire in resources expended. Where we are unable to reasonably quantify the value of the donations of the use of premises no provision is included in the financial statements.

Fund accounting:

Funds held by the Trust are either;

Unrestricted general funds - these are funds that can be used in accordance with the charitable objects of the Trust at the discretion of the Trustees.

Designated funds - these are funds that have been set aside by the Trustees out of unrestricted general funds for specific future purposes or projects.

Restricted funds - these are funds that can only be used for a particular restricted purpose in accordance with the terms of the grant or donation.

Capital equipment funds

By 31st December 2020 the Trust had expended all capital grants on the specified equipment for which the grants were received and these had been capitalised and depreciated in accordance with the accounting policies shown at note 1.

Workshop Fund

In May 2019 the Trust received a grant of £5000 from Kent Community Foundation - The Overstone Trust to run a series of folk song, music and dance workshops in local schools. The Trust chose to work with Wyvern School, a special school for children with severe, profound and complex needs that caters for learners from 3 to 19. Although that fund has been fully expended we continued to work with Wyvern School

8 Designated funds

Photograph Exhibition

The Trust collects photographs taken at the Festival and other events and mounts a photograph exhibition which is displayed in various venues to promote folk song, music, dance, crafts and traditions to new audiences. Photographs from the exhibition are also displayed at the Festival. The Trustees have created a designated fund to assist with the costs of the exhibition.

Around Kent Folk

Around Kent Folk magazine is a free guide to folk song, music and dance events and is published six times per year as a printed magazine and online. Advertising income, subscriptions, donations and other income are firstly used to fund production, distribution and other costs. The magazine is operated on a not for profit basis with the small surpluses normally made being used to sponsor the Thursday evening concert at the annual Festival.

New equipment fund

When the Trust receives grants to purchase equipment it often needs to contribute to these costs from its own resources or show that it has other matched funding. The Trustees have therefore set aside funds to assist with future material purchases of equipment and the eventual replacement of existing equipment at the end of its useful life.

Fixed asset fund

The fixed asset fund represents the remaining net book value of assets held on the General Fund which will be depreciated over the remainer of their useful life.

10 Trustees and officers emoluments

12 Taxation

The Trust is exempt from tax on income and gains falling within section 505 of the Taxes Act 1988 or section 256 of the Taxation of Chargeable Gains Act 1992 to the extent that these are applied for its charitable objects. There is no liability to tax for the year.
