As a member of the Early Years Alliance and the Nalional Day Nur3eri6s Association. we a
committed to providing hlgh quality care arKI e￿caI]0n for thildren below ststutory school
age. We do this by.
Uslng the training and support given by Hampshire& Services for Young Children.
Using the training and support given by the Earty Years Ailiance and ￿ National Day Nurseries
Association.
. Wothng to improve learning goals by means of a cuniculutn talored to rr￿et the need of every
individual child.
Involving parents as much as possible in the group and in th￿r child's learning.
Offering individual attention thrDugh a Key Carer system and a high ratio of adults to children.
Little Fingers Pre-school offer¥ a warm welcome to everyone would like to get involved with
the group supporting the above aÈtns and objectives.
The trLEtees confirm that they have complied wtth their dLty under the charities act 2011, to have
regard to public beneftt guidance published by the Ghartties commission. The tnjstees believe that
dl of the charitFes activities furthered rts charitable purposes for the public benefit.
Achievements and Pertorniance
Despite the challenges of rising costs arKI the opetational changes at the P￿-SChOol, Little
Fingers Pre-school has continued to achieve the aiffts of the charity. some of which have been
highlighted below-.

We have continued our excellent relationships with the two lo￿1 prirnary schools. We work wtth

The ongoing improvement to the quality of education by improvements to routines and full
access to outdoor leaming (free flow play) but also due to heightened engagement of staff as a

of runnir¥J a small local charity, maintainirvJ staff leve& arKt managed by a voluntary committee, a
considerabfe. However, we continue to attract a lull role ol children who are kept safe arKi are happy to
and leam * trje pre*chool.

Treasurer's report 202212023
The accounts for the 2022123 year whith have now been signed off by the Independent Examiner
show that we made a £22,021 operating profft. However. as always wtth accounts it is important
to consider the detail that sits behind the numbers.
1. A reduction o* *ees from parents of £12,000. down by 25% in 2022. but this is more than
offset by a very impressive increase in Govemment funding of £55.000 up by 133Yo in 2022.
This is due to more genefDUS funding a￿angements supporting three-year-olds. It also
explains the reduction in fees frum parents a8 they relate mainty to two-year-olds so not
funded by Governmerrt.
2. Fundraising has increased by £4000, lawely due to the Covid constraints diminishing. allowing
a range of pn)active funding events by staff conNrllttee and parents.
3. The revised optional charge for Child￿n'S consumables brought in an additional £13.500.
4. Staffing costs have increased by appruximately 16% explaned by an addttional part-time
member of staff. additional hours required for long care pa￿ntS for children and pay
increments for two full-time members of staff.
5. Other costs are more or less consistent Wtth last year.
6. All trust monies and donatiorE tov￿rdS the purdiase of the premises have been transferred to
LF CIO although Little Fingers Pre-school is owed £4,150 tor professional fees on acquisition
and is in the process of being repaid.
We have cash at the bank of £60,019 and £18.134 in our savirKJ account plus £25.000 in reserves.
Fundraising efforts continued during the course of 2022123 and thanks should go to all the
Committee. Staff, Olivia and Carotyn as well as members of Vemham Dean village who have
contributed, whether by assistirKJ wrth the plant sales, the ￿ttle Fingers Ea8ter Egg Hunt, the
Christmas Raffle - it all helps and is much appreciated. In total £8,073 has been raised for the
Pre-school th￿Ugh fundrassing efforts. In addttion the pre-school received a grant of £383 for
utilising on toys and equipment which allows the Staff to purchase new equipment for the pr
school.
Finally as we look fornard to 2023124, Little Fingers continues to be in a fantastic and thriving
place and l atn sure tt will continue to go from St￿ngth to strength.

Pre-8chool Manager's report 202212023
Well here we are, wrappirg up another busy but rewarding year at the pre-S(knol. The year has
seen many exciting char¥Jes, wonderful events. ￿me teth"ng, emotional atKI times but as
always, it's a true te*ament to my amaziTrJ team and (ximmittee for their support that it was all
taken in our stride and we manage to ￿hleve 9) mLKh. I want to say a h￿e thank you to all of
them.
OFSTED - in January 2023, OFSTED finally ome to visit. From the rrKiment the call was taken to
inform us of the inspection the next day, pan￿ set in, there were tears. tantrums and hysteria. So to
the staff. my awtogies. On a serious mte, or￿e the news had sunk in we all supwrted each other
to believe in ourselves.
From the outset. ttrE inspcttor put us all at ease. T1￿ inspection went VW ￿hly. As soffte of
you may kmw I can often talk tcK) much bul, in this siiuation, it certainly halted any questions from
the inspector as l just talked land talked) alx)Lrt our wonderful pr&￿IK)01. The staff were fantastic,
breeziro through Safeguardi￿ questions they were ask￿. Tr inFM)use saf8Juardiry, at each staff
meetirYJ prov￿1 invaluable. We all agreed thal we actually quite enjoyed the experierce. A big
thank you to Olivia, making sure I had all the Fx)li￿eS and relevant documents rf they were ne￿ed
and to Carolyn for offerit¥J ￿ViCe and reassurance.
We are thrilled with the overall Good. A hLwJe thank you ar)d congratulations to my team. Even
when they doubt thefflselves, I believe in their deciston makirKJ arKI moral code for the betterment
and Ihe weffare of the children.
STAFF - while talking a￿ut my team it briTvJs me on to Miss Lana. After many years of
commitment arKJ hard work at the pr&thol, she decided it was time to enjoy time wrth her family
as her husbarf retires. After wor*ing with her by my side for 19 years, it was a wb1￿1 I wa￿1
prepared lo dI￿Vs8- head in the sand afKJ all that. I'ffl rK)t afraKJ to say tl but I really couldn't see
myself managing at the pre-￿￿￿)0[ wrthoui her, but here l am arKJ thal is down to how my ieam
have adaptoJ and adjusted to their new roles. They have stepped up takir@ more responsibility in
the day to day teachirHJ, have been workitMJ really hard aryj given me lots of sup￿rt. I canl thank
or praise them emugh. Mss Susan has relUM￿ to the aftw a few years off and has
slotted back into the team like she never left.
Miss Lana is incredibly MISS￿ aThJ will a￿VayS be in the heart of Ihe pr&￿h0o[ but she has
assur￿1 us that she wonl be a stranger, enjoying her new ￿lebrity *atus by makn'rKJ guest
appearan￿s.
TRAINING - like each year the staff (x)ntinLE to devebp th￿r iTrYividual CPD by atterKlirg various
training, watching welynars at staff meetiTNJs or at ￿Me, safeguarding quizzes al staff meetirgs
and face to face trainirKJ.
At the pr&￿￿K)01 we are supporting three Childr￿ with additional n￿s, myself arKJ Miss Chelsie
have been Iwky enough to attend THOMAS trainiry, an indepth 3 week wurse in supwrting
children with ASC {Autisttc Spectrum CoThlttion). The cx)urse was InCr￿lible arKJ nas given us ihe
tools to support the children in the setttng. makirYJ ￿re they achieve their best possible outcomes.

I would like to share a few proud moments, one when we hw4e the SALT team and Portage
visrt the pre-schcx)I they tell us thal we have every SUPfX)rt strat￿JIeS in place to support the

Luckily, we had the supty)rt of our worMJerful r￿￿h￿K)ur Richard Edg￿fflbe, who t￿k on the role
ol Projecl Manager. Wrth his help we have had the windows, doors and root replaced. We are
l(K)king lO￿ard to a warm winter ai the pre-￿tH)01. There are many more plans lor the we-school
that l am very excited ab)ul - watch this space. A thank to Carolyn arKI Tess for helpiro us
secure grants to hdp wrth the costs.
This year was a successful fundraising year - a sp￿181 thanks to the l￿mMtttee'S Frwids of
Little Fingers for all their Kleas. help and wpwrt.

I have now commenced the independent eyamination with the helpful assistance of Olivia Duckney, the
Finance and Administration OFffcer, covering the accounting year to 31 August 2023. My signing off takes
place after your formal meettng and ITUStees Report-.
The relevant Charity Cornmission authorities state, -An independent exominotion tis a fomi of eKternol
scrutiny providing o limited check on specific matters-. The IE is only required to confirm whether ony
moterial matters of concern have come to their attention-. It is not on audiL
I have reviewed the standard form Receipts and Payments for year end 31 August 2023 and Balance
Sheet as at that date which appearto be in order. and 31s0 made comparisons with the results for 2022.
Key points are:
l. A reduction of fees from parents of £12,000 {down 25% v 20221 but more than offset by a very
impressive increase in Government funding of £55,000 lup 133% v 20221- This is largely due to
more generous funding arrdngements supporting 3*e3r-olds. It also explains the reduction in
fees from parents as they relate mainly to 2wear-olds not so funded by Government.
Fund raising has increased by a most credltable £4,000. largely due to the CDvid threat
diminishing allowing 3 range of proactive funding events by The Committee and Parents.
3. The revisèd optional charge for children's consumables brought in an additional £13,500.
4. StaffÈng costs have increased by approximately 16% explained by an additional part time
member of staff, addttional hours required for longer care periods for thildren and pay
increments for 2 full time members of staff.

As an advisory, LFPS is now holding significant tash assets and steps should be taken to maximise
interest receivables and an appropriate resolution passed at the AGM to open an Interest-bearing
account to this effect ASAPI This will have to be in LFPS'S name in the first Instance at least until Ofsted
have approved LF ao child-care operations and appropriate surplus cash balances transferred at the
appropriate time.
Given the frustrating impediment caused by Of5ted's delay in grantlng the authorisation for the CIO to
operate normally I have discussed wtth Olivia Duckney possible temporary arrangements for the core

business to remain operational wtthin LFPR and treat the LF CIO as a Tandlord, and lease the property
to LFPR on a non-proftt basis allowing it to be reimbursed for all property related overheads which LF
ao will bear. There is scope in both constitutions for a leasing arrangement, but it might be prudent to
