## **Minutes of 19th Gradbach Scout Camp Annual General Meeting Held at Gradbach Scout Camp on Sunday 5th March 2023**

## Minutes of the Last Meeting: 

The minutes of the 17th Annual General Meeting were agreed as a true and correct record. Proposed by Anthony Rushworth, Seconded by Mark Rushworth 

Matters Arising: 

There were no matters arising from the previous meeting. 

## Chairman: 

Mark welcomed everyone to the meeting and thanked all those present (and all those who had volunteered) for their valued contributions during the previous year. Mark apologised for not being around much in 2022 due to outside commitments, but commented on how humbling he found it to see what is continually done by the Gradbach team and District helpers. 

Treasurer Report: 

John reported that 2022 represented the site’s first operating year where to a large extent things have been back to ‘normal’ activities post the effects of COVID. 

The site had a very healthy total income of £86K, with customer income being split circa half indoor accommodation and half camping.  Significant amounts of repairs and maintenance, along with general site improvements have taken place during the year. A major milestone has been the commissioning of a new borehole water supply costing £37K, which has solved the site’s long-term bugbear of not having an adequate potable water source. 

Other areas of maintenance expenditure included, cottage ceiling repairs, partial new cottage windows, site water pipework renewal, water system service, site vehicle services, and general regulatory and HSE compliance.

The campsite started the year with total funds of £215k and ended the year with funds of £214k. In summary, the funding position for the financial year was as follows:

Gordon Simmonds who has been the site’s independent examiner for many years has decided to step down and I would like to thank Gordon for his help, support, and advice over those years.  Our newly appointed independent examiner is Ian Potts and the committee extends its thank to Ian for taking on the role.  The accounts have been independently examined and signed off by Ian and will be presented to the High Peak District Scout Association’s Executive Committee, Gradbach Scout Camp’s governing body for approval at its AGM. 

There were no questions for John, but Ian Potts stated that he was impressed with John’s book keeping and the process of auditing had been made relatively simply by John’s accurate ‘adding up’ skills and governance. In turn John said that it was great to have Ian onboard as our auditor, especially with his scouting background and association with the site. which helped in an understanding with some of the more ‘peculiar’ expenditures we make. 

## Warden Report : 

Mark reported that It would be fair to say that 2022 saw us return nearly back to normal, following the Covid shutdown of 2020/21. We are not quite back at 2019 levels, our busiest year yet, but well on the way, despite the upheaval that many Scout groups and schools continue to experience. 

A number of events returned in 2022 including at the third time of asking, the 40th Border Hike, Essex Scout Marathon and of course we were delighted to host our District ‘Wallaboree’ camp in May. Additionally many groups enjoyed a Summer camp with us in what for once was a normal Summer, without any flooding, moor fires or a worldwide pandemic ! 

To the end of 2022 we completed bookings totaling 105 farmhouse nights, 69 cottage nights, 139 camping pod nights and 8485 camping nights. 

In addition to the usual compliance and servicing works, larger maintenance works were completed at the site during 2022, included the progression of the farmhouse development to the detailed design stage, a number of windows across the Farmhouse & cottage and the installation of a new borehole and improvements to our site water distribution pipework, including a new water main down through Cliff & Sues field.

The Duty Warden rota, returned running from Easter until the end of October and a huge thanks to all our old and new friends who joined us as duty wardens. 

I would like to thank everyone involved with the site, in particular I would like to mention: Mel Babington who as our booking secretary is the first contact most of our customers have with the site and as everything is in the world nowadays, people expect instant answers ! Thanks very much Mel. Simon Davies for looking after our social media presence and generating interest in the site. Look out for this year’s April 1st post! 

Thanks to our committee, chaired by Mark Babington, to our Treasurer John Pritchard, Secretary Simon Davies, to Charlotte Rushworth for taking on the running of our Providore, Will Ingleby for running our website and to Tony Rushworth & Nick Ware who expertly look after everything ‘technical’. My thanks also go to the Gradbach Committee who continue to play a valuable role in helping guide the site into the future, following recent challenging times. 

2022 saw some sad news with Sue West, who had bravely battling illness for some time sadly passing away. For many years Sue had been an ever constant in Buxton scouting circles, an active part of the Gradbach Camp Committee, running our Camp Providore for many years and helping out on numerous events and activities on site. Just a lovely, kind hearted person. Rest in Peace. 

2023 looks like it will be a very busy year as groups catch up with camps and we have already held another successful ‘Chilly Challenge’ camp, where 140 campers survived temperatures of -4C. The things people will do for a badge !

As of June 2021 the Gradbach / HPDS Constitutions had been revised whereby the remainder of the Gradbach Scout Camp Committee was elected as ‘Council Members’ to facilitate charity commission requirements. As such each of the HPDS groups would not have an elected member on the Gradbach Scout Camp Committee. If desired they would however be welcome at our meetings and it was agreed that the Gradbach Secretary would still send them copies of our minutes for information. Outside of that they would have the opportunity to be updated / involved in the Gradbach goings on at HPDS District Executive Meetings. 

Action (MR) : After the passing of Sue West there was a vacancy on the Council Members and it was suggested that this was taken to the HPDS AGM later in the month to ask if any of the group representatives attending would like to fill the role. There was also a request from the Secretary for an updated list on email addresses for the local group best contact(s) for forwarding Gradbach minutes and details of meetings.

## **Annual Reports 2023** 

## **Chairman’s Report 2023** 

Another busy year has been and gone. Once again, our volunteer staff have been very productive. The site is generally looking excellent and well maintained. 

Because of significant personal commitments I must confess that I have not spent much time at Gradbach over the last year. 

That said the team always seem to manage very well without me. 

This year has largely been a hold and contain year. Expenditure has largely been limited to essential services and compliance issues. The goal has been to accumulate sufficient funds to carry out the planned works to the Farmhouse in 2025. All design works are complete and tenders were submitted, we now know what we need to move forward. 

That said the team have managed to update the Den kitchen and install the much talked about staircase making the Den a much more user friendly place for duty wardens. 

The next year brings opportunities for the site and the people who help run it. I am especially looking forward to seeing how the MK11 young wardens initiative develops. For the future security of the site it is important to get the younger elements of the district involved in Gradbach. 

Many thanks to Mark Rushworth for his devotion to the Warden role and of course all of the other volunteers who turn up rain or shine to keep the site the way we all love it.

## **Treasurer’s Report 2023** 

## **Report for the Year Ending 31st December 2023** 

2023 was a very strong year financially for the site generating a net receipts over payments of £57k. This was driven by a record year in terms of camping income representing £58k and also no major capital expenditures taking place during the year. Total income for the site was £114k, with customer income being split 57% camping, 30% Farmhouse, 10% Cottage and 3% Pods. 

Significant amounts of remedial maintenance and regulatory compliance was carried out during the year, the largest being a new Den kitchen and major upgrade to the Den’s electricals costing a total of £9k. The site started the year with total funds of £214k and ended the year with funds of £272k.

Total assets for use by Gradbach Scout Camp and belonging to the High Peak District Scout Council is estimated at a value of £2,591k, which consists of; buildings and contents: £2,161k, land: £390k, vehicles: £35k, other: £5k. 

The accounts have been independently examined and agreed by Ian Potts and in addition to being approved at Gradbach Scout Camp’s AGM, they will be presented to the High Peak District Scout Association’s Executive Committee being the governing body for approval at its AGM.

I report to the trustees on my examination of the accounts of Gradbach Scout camp for the year ended 31st December 2023

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

• 1.  Accounting records were not kept in respect of the Trust as required be section 130 of the Act: or 

• 2. The accounts do not accord with those records 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **Camp Warden Report 2023** 

2023 saw us further increase our visitor numbers, following the Covid shutdown of 2020/21. We are nearly back at the 2019 levels. 

The site hosted the 41st Border Hike, a WSJ county training camp, and many summer camps. To the end of 2023 we completed bookings totalling 99 Farmhouse nights, 75 Cottage nights, 106 Camping Pod nights and 9829 Camping nights. 

In addition to the usual compliance and servicing works, larger maintenance works were completed at the site during 2023, included the progression of the farmhouse development to the detailed design and tendering stage. Unfortunately, we are just a bit short on funds to commence work on the project this year. Further improvements have been made to our site water distribution system, including a new water pipe to site 7 and a new kitchen installed in the Den- this has really improved the facilities for our duty wardens. 

The Duty Warden rota ran from Easter until the end of October and a huge thanks to all our old and new friends who joined us as duty wardens. 

I would like to thank everyone involved with the site, in particular I would like to mention: 

Mel Babington who as our booking secretary is the first contact most of our customers have with the site and customers always speak highly of Mel and how helpful she is Thanks very much Mel. Also, to Simon Davies for looking after our social media presence and generating interest in the site. 

Thanks to our committee, chaired by Mark Babington, to our Treasurer John Pritchard, secretary Simon Davies, to Charlotte Rushworth for taking on the running of our Providore, Will Ingleby for running our website and to our technical team of Tony, Nick and young John who expertly look after everything ‘technical’. My thanks also go to the Gradbach Committee who continue to play a valuable role in helping guide the site into the future, following recent challenging times. 

We have been blighted by many trees on site, suffering from Ash Dieback and these are being managed on a continual basis. A huge thanks to Pete & Ruth Pollard who have taken the lead on this project and to the staff who then turn it into logs for our wood burners. On the plus side it has saved our fuel bill! 

2024 looks like it will be another busy year, with us hosting the Wallaboree in May and our building bookings have already nearly surpassed the 2023 level. We have already held another successful ‘Chilly Challenge’ camp, where 140 campers survived near freezing temperatures.

## **41st Border Hike : Gradbach 2023** 

On the weekend of 22nd to 24th September 2023, the Border Hike and John Bradbury Trophy event was run again at Gradbach Scout Camp, with Scouts attending from all over the country. 

Border Hike and John Bradbury teams set off in teams of four and had to navigate their way around a nine-mile route, with incidents along the way. For the first time in the hikes history 50 teams entered the event (with a waiting list) after some team changes 50 teams walked the event. 

The teams arrived at Gradbach during Friday evening and set up camp. On checking in at Event Control they were given a kit inspection time and a start time for the following morning.  Hike control was located in the farmhouse again, with 50 teams the booking in progress took longer than anticipated! 

At the early morning start the Explorer teams had their kit checked and were sent them off on a 2- hour orienteering exercise. Once all the Explorers had started the Scouts then had their kit checked. 

The Scout teams were then given the route in Control and sent to the marquee to plan their route and have it verified. The Explorers followed the same process once they were back from the orienteering. 

The teams completed 4 incidents around the hike. The incidents all went very well, our thanks go to Emma Wilson and Mike Wilson for providing them. 

All the teams finished the Hike and all got back to Gradbach by late afternoon, all were in good spirits. On return all teams were offered soup and snacks by Nick and his team. 

Our thanks go to James, Ash and Dan of Derbyshire Scouts Communication Team for their efforts in keeping us all in contact via the radios. 

On Saturday evening entertainment was provide in the marquee for the staff, leaders and other participants with a cinema (the cinema attendance was good). 

On Sunday Morning, we held our “Scouts Own” service in the marque due to the inclement weather. The service was run by Solomons Explorers many thanks go to all, after the Scouts Own the Presentation followed in the Marque with Sue Harris CC and Gyles Wren ACC. We must also thank Mary for the trophies. 

Finally, a thanks to Nick and his team for keeping all the staff fed and watered for the weekend. 

This year’s winners were: - Border Hike – 1st Lindow Scouts (second year) John Bradbury Trophy – 4A Explorers Joanna Knowles Trophy (Highest placed local team) – Solomons ESU/3rd Buxton Scouts
