## _**DISTRICT CHAIRMAN’S REPORT**_ 

My first year in this role has proved to be more challenging than I would have expected. Obviously, the situation with Simon is a challenge but I will let the County Commissioner comment on this. All I will say is that I hope that he feels able to return to a role that he excels at; we cannot fault his dedication to scouting. 

This year, I have a few new experiences. Tasting over 30 cakes at Nelson Rural’s bake off. How my blood sugars fell the next day I still do not know. I have abseiled of the end of Bournemouth pier; great if you used to be rubbish at heights. Witnessed the true scouting spirit when the Explorers agreed to forego their camp secret Santa in favour of one of our Cubs who lost everything in a house fire. 

Our social media feeds tell us that we are seeing a lot more normal activity in all of the sections, with many week-long summer camps, and this tells us that we are finally recovering from Covid. 

At this AGM, we will be saying farewell to Lew Pearson as our District Treasurer. Lew has been involved in Scouting for over 50 years and has finally decided to retire. I would like to put on record my thanks to him for his efforts for all of my tenure on the District Executive over the last 12 years.

## _**DISTRICT COMMISSIONER’S REPORT**_ 

As you will know your District Commissioner, Simon Lonsdale, is taking a sabbatical from his role. Simon needs to recharge his batteries and, in the meantime and supported by the County team, I will act as your DC. I see this as a temporary measure, as I will reiterate my two key points from my meeting with your GSLs and District team last month: 

- Simon has my full confidence as your substantive DC. 

- There are no plans to break up Central Norfolk District. 

To make Simon’s return easier, we have a lot of work that we can do. For example, we have about 30 pre-provisional appointments where the members need to go before an appointments advisory committee.  We are carrying too many vacancies across the District team. Improving the communications between section and Groups will make this easier to plan and take the burden of Simon’s shoulders. To help this, we have a started a series of section leader meetings to plan and agree District level events. I am told that in the past, these were successful and with Dragon Slayer planned for next month, I am hopeful for the future. 

Thank you for all you are doing for scouting and for giving young people skills for life week in and week out and for the warm welcome I have received since becoming the interim DC. 

I will keep you informed about Simon’s situation and hopefully he will return to his role in the near future.

## _**– GARVESTONE OUR PROGRESS SO FAR**_ 

After last year’s great progress, this year things have slowed down. For a large part this is due to Lee Anderton standing down as the Site Manager and Quartermaster. 

Camping bookings have been minimal, but we are using the site for section activities. Air rifle, archery and axe throwing remain a popular use of the site. 

If we can re-energise the District, Garvestone will remain a viable site where our young people will continue to experience nights away events on a small campsite. The signs of this are positive as we have a stocktaking weekend planned in October. 

The biggest financial decision is whether to replace the existing toilet block with a new facility that would incorporate showers. Given the high cost, we have decided not to propose this budget at this AGM but will differ it until we are confident that we will be making the best use of our money.

## _**WELLS SCOUT ACTIVITY CENTRE**_ 

You will see from the balance sheets that Wells has had a successful year financially. This year, we have continued to have high occupancy for booking at weekends and through the summer holidays. 

The building will require some additional maintenance this year as it has suffered from under investment for a few years. We had plans for upgrading the electrics and heating, but these are having to be further reviewed owing to the surge in fuel costs. We are in a positive place as we can afford to do this work. 

The role of Site Manager will be crucial to this transformation, and we should look to develop a small ASU to manage the site and support those who book it. 

We do have a challenge at Wells that relates to our relationship with Orchard Caravans who trade on the approach road to the site. We have right of access but an incident of vandalism by graffiti, allegations of leaving their security gates open and careless driving have not helped us. We will work to improve this important relationship so the site can be as productive as possible.

## _**DISTRICT EXPLORER SCOUT COMMISSIONER’S REPORT**_ 

The Explorers have been making full use of things getting back to normal. In short, they joined Marham at the pantomime, enjoyed use of a private box to watch the speedway at King's Lynn, planned and ran another fantastic St. George’s Day, took part in a virtual BPA and enjoyed a enjoyable summer camp to Dorset where the hiked along the Jurassic coast, formed strong team work skills and went to Brownsea Island where I got the pleasure to invest a new member into scouting. 

This year has also see Wolf Explorers at Fakenham back running, Nelson Explorers rebranded into Dragons and, just recently the new Bull Explorers formed at 2nd Dereham. 

On the young leaders side, the District has seen their first ever multi module young leader training ran and two young leaders completing their young leader training and now have taken on adult leadership roles in the District. 

Next year will see the Explorers and network going to Switzerland with the young people making great efforts running axe throwing at the Folk in a Field festival to raise funds whilst gaining skills in running the range. All in all the Explorer has seen great growth this past year in the future looks even better.

## _**DISTRICT CONSTITUTION**_ 

Last year, we adopted our new District Constitution. It documents how the District will manage and govern itself along with details of its financial standing orders. 

When making the decision to adopt it, we agreed that it would be reviewed again this year to ensure that it is fit for purpose. I have reviewed the constitution and I am content that it does not need any amendments apart from adding the ever expanding Explorer Scout units. 

I am proposing that we approve our constitution and set a review period of two years, or earlier if there are changes to POR or other statutory obligations we are bound by.
