Welcome
As my f irst year as Chair of the Trustee Board comes to a close, I have to say it's
been an eye opening experience as far as finances are concerned.
We remain a vibrant and welL supported group, with more Scouts than we've ever
had before. which is fantastic. Our amazing and dedicated Leadership team put on a
varied programme across the 3 sections and we hope aLL of our young people enjoy
every minute they spend with us.
It has falLen to me over the year. however, to be the one asking parents and
guardians for more money to ensure we can keep our group running and continue to
provide the activities we've alL become accustomed to.
We've seen both capitation fees for running the group increase, energy costs
increase astronomicaLLy, and various buildingslequipment faLL into disrepair and
require maintenance/repLacement. ALL these factors, no matter how smaLL add up to
a much bigger picture of financial deficit for the group.
Both the Trustee Board and wider group Leadership Team are very grateful for the
understanding you've shown in accepting the subs increases for 2025 that we
announced last year, but there's stiLI more we need to do to ensure the situation
doesn't get any worse- and this WILI be our focus for 2025.

Group Review
Our Leadership team of 9 adults and 5 young Leaders continues to provide engaging and
adventurous activities for the Young People of Tadworth.
2024 saw a transformation for the various adult roles, moving to Team Based VoLunteering
which l am proud to say Tadworth has been doing for a number of years. It also saw the
aim to separate Governance RoLes and Programme Roles (This is why you WILL see a
number of trustee resignations on the next page}. Tadworth have settled on a 3-team set
up forthe running of the group.
Trustees - focussing on the governance of the charity and Group.
Operations - focussing on the Green HaLL, fundraising. media and other practicaL
jobs for the running of the Group.
Programme-focussing on the programme for our young peopLe.
2024 was a fantastic year for top awards, with 8 Chief Scout Bronze Awards, 15 Chief
Scout SiLver Awards. 4 Chief Scout Gold Awards, l Queen's Scout Award and l King's
Scout Award.
It was a privilege to go to Wir)dsor to ceLebrate Kirsty getting her Queen's Scout and
CaLLum getting his King's Scout Award. A culmination of years of hard work.
In the wider scouting world. Scoutabout returned to the South of EngLand Showground,
and it was great to see Tadworth Leaders and the District Team helping with the running of
the event. and we even managed to get some sleep amid 6,000 excited scouts and guidesl
We have also been given a lovely bit of history for the group, a board with all the Tadworth
Queen's Scouts Listed on. we are currently in the process of getting up-to-date information
and repairing it as it was rescued from a skip! Once we have it back in one piece and
updated. it'll be going up in the Green HalL.
Thanks go to aLL the Leaders and young Leaders for making this happen, for the Group,
parents and the wider districl for their additionaL resources.
We are Looking forward to 2025 with pLans already for more Scouting adventures,
chaLLenges and fun.

Structure, Governance and Management
Type of Governing Document
The Group's governing documents are those of The
Scout Association. They consist of a RoyaL Charter.
which in turn gives authority to the Bye Laws of the
Association and The Policy, Organisation and Rules
IPORI of The Scout Association.
Adopted Constitution
The Group has adopted the constitution as set under
POR Chapter 5
How the charity is constituted
The Group is a trust estabLished under its rules which
are common to all Scouts.

Trustee SeLection Methods
The Trustees are appointed in accordance with the
PoLicy. Organisation and Rules {POR) of The Scout
Association.
Additional Governance Issues
The Group is managed by the Group Trustee Board. the
members of which are the 'Charity Trustees, of the
Scout Group which is an educationaL charity. As charity
trustees they are responsibLe for complying with
LegisLation applicabLe to charities. This includes the
registration, keeping proper accounts and making
returns to the Charity Commission as appropriate.
The Trustee Board consists of the Chair. Treasurer and
6 Trustees and meets every other month.
Members of the Trustee Board complete "Growing
Roots" trairling incLuding "Being a Trustee in Scouts"
within the first 6 months of joining the Board, aLongside
the This Group Trustee Board exists to make sure the
charity is well-managed, risks are assessed and
mitigated. buiLdings and equipment are in good
working order, and everyone follows LegaL
requirements and the organisation's poLicies and rules.
Their support heLps other volunteers run high quaLity
and safe programmes that gives young people skiLLs for
Life.
Risk & Internal Control
The Trustee Board has identified the major risks to
which they beLieve the Group is exposed, these have
been reviewed and systems have been established to
mitigate against them.

Group Achievements and Performance
Beavers
Our Beaver Colony has an amazing support network. firstly our wonderfuL parents who
give their time freely and share their skiLLs. sometimes with very Little notice. Sean and
Damien from the DownLands Trust who have deveLoped activities specificaLly for our
Beavers to enjoy. Radha who visits us for our first meeting of each term, when she
welcomes our oldest Beavers as they swim up to move on to Cubs. Our friends at Aqua
Sports who take our Beavers Kayaking and SaiLing every summer. We really couLd not run
our meetings without these wonderfuL people and would Like to take this opportunity to
thank them aLL.
The wide variety of activities that are incLuded in our termLy progr2mmes are designed to
enabLe the Beavers to earn their many ChaLLenge Badges and so earn their Chief Scout
Bronze Award. This year this has resulted in the award of Adventure. Outdoors, Personal.
SkiLLs, Teamwork and WorLd Challenge Badges. Most of our Beavers also achieve their
Chief Scouts Bronze Award by the time they move on to Cubs.
Cubs
2024 started with some the cubs learning some first aid. our annual trip to the Church of
the Good Shepherd Panto was enjoyed and then onto an evening of puppet makingl Our
Pack Holiday was at Frylands Wood enjoying our own activities, as weLI as site activities
including bouLdering and barreL cart making. We then put on puppet shows with the
puppets we made, finishing with some Science and Gardening.
In the summer, we had a bring a friend evening where we recapped some of our first aid
siILs, then went onto some baking. some construction chaLlenges and then a campfire, We
also went out on a cycle around Walton heath. celebrated puddings galore, and ended with
some water sports at Mercers Lake, and expLoring Reigate Fort.
Summer Camp saw the Cubs exploring Southend on Sea from our Camp at HockLey. With
site activities including nerf-guns, tunneLLing and cLimbing, we aLso had a trip out to the
seaside and got to explore the RNLI inshore boathouse and get up close and personaL with
their D-CLass and Hovercraft Lifeboats. Ending Wlth Lunch and ice cream on the beach.

In the autumn we enjoyed games, a look at nature, Light painting. a Look at The Scout's
Earth Tribe. Then onto biscuit decorating, an evening at Reigate Town HaLI with the Mayor
where 8aLoo (Toml was presented with a Long Service Award from the Council. We were
back at WayLands Campsite for our Sleepover. where 20 cubs enjoyed a one night away in
the bunkhouse, with crafts, games, teambuilding and 3 massive Cubs vs Leaders ChalLenge
(which they only just beat the Leadersl). We atso returned to Heathcote Court where our
Cubs went carol singing to the residents bringing festive cheer to everyone therel
Scouts
The Scouts have been enjoying a wide programme based around their requests and a keen
focus on "traditional" scouting where possibLe.
The Spring saw the Scouts build an obstacLe course in the Green HaLL, 2 Art Attack
evenings where they explored different mediums, a Masterchef evening where the Scouts
pLanned their 3 course meal within a budget, bought the food and then cooked it for the
Leaders. FoLLowing on from the Success with Cubs, we welcomed the UK OWL and Raptor
Centre where the Scotus got to meet OWLS and other birds of prey up cLose and personaLI
The Summer term saw the Scouts hone their navigational skiLLs and foLlow an orienteering
course around Nork Park. Scoutabout was back in 2024 where the Scouts joined 6000
Scouts/Guides for a weekend at the South of EngLand Showground for Lots of fun and
activities. We returned to Park Farm for some fire lighting, and backwoods cooking. The
end of the term saw us return to Mercers Lake for an evening of fun on the water.
Our summer camp took us back to Broadstone Warren where the scouts enjoyed cLimbing,
archery, a trip out on the river Cuckmere to the sea at Seven Sisters. The Scouts enjoyed
their "Scouts Choice" day. where they got to plan and buy their food. and what they got up
to. The end of camp saw some chaLLenging striking of camp, with torrential rain, but the
Scouts worked weLL together to get everything down and back to Tadworth.
In the Autumn Term saw Lots of creativity- the scouts made truffles, adverts for Scouts.
P3racord bracelets. paracord woggLes. cardboard guys. Ending the term with an evening of
RifLe Shooting. and then our annual fiLm and pizza evening.
We also got to ceLebrate 4 Chief Scout Gold Awards this year which was amazing.

Financial Review
Membership subscriptions alone are not sufficient to meet the day to day running costs of
the group, and we remain highly dependent on donations, sponsorship, grants. fundraising
and your Gift Aid in order to meetthe financiaL commitments of maintaining our facilities
and meeting our DistricL County and HQ obligations. Gift aid is normaLLy cLaimed the year
after so we can ensure we maximise our cLaims.
The accounts are broken down into two sections as presented in the proceeding pages:
Receipts and Payments Ipage 11}, and Statement of Assets and Liabilities Ipage 121. 2024
resulted in a deficit of £4,105.52 - this was foLLowing the Trustee decision to replace the
fence at the Green HaLL, at the cost of £4.780.
The Group enjoys the use of the Green HaLL under a Lease granted by Tadworth Green HaLL.
The Lease is a fuLL repairing Lease with an annuaL rental of £100. The lease has an expiry
date of 23 June 2033.
Looking ahead to 2025, with rising utility costs and potential haLL rates going up, the
Trustees agreed to raise Subscriptions to cover these rising costs.
The Group earns a smaLL amount each year from Easy Fundraising, and we would
encourage anyone not signed up to do so- ask for more information

CurrentLy our reserves are at £42,000 and therefore £17,000 is currentLy available for
spending on the maintenance and renovation of the Green HaLI.

Reserves PoLicy
The Group's poLicy on reserves is to hoLd sufficient resources to continue the charitable
activities of the group shouLd income and fundraising activities faLI short. The Board of
Trustees considers that the group should hold a sum equivalent to 12 months running
costs. circa £25,000.
Investment Policy
The Group does not have sufficient funds to invest in longer term investments. The Group
has therefore adopted a risk averse strategy to the investment of its funds. ALL funds are
heLd in cash using onLy a mainstream bank. with the surplus heLd in a bank deposit account
earning a smaLL amount of interest.

I report to the trustees on my examination of the accounts of the 1st Tadworth Sea Scout
Group for the year ended 31st Decembor 2024
Responsibilities and basis of report
As the charity trustees of the 1st Tadworth Soa Scout Group you are responsible for the
preparation of the accounts in accordance with the requirements of the Charities Act 2011
('the Art'l.
I report in respect of my examination of the 1st Tadworth Sea Scout Group accounts carried
out under section 145 of the 2011 Act and in carrying out my examination I have foLLowed
aLL the applicable Directions given by the Charity Commission under section 14515){bl of
the Act.
Independent examiner's statement
I have compLeted my examination. I confirm that no materiaL matters have come to my
attention in connection with the examination giving me cause to believe that in any materiaL
respecL"
accounting records were not kept in respect of the 1st Tadworth Sea Scout Group
as required by section 130 of the Act., or
2. the accounts do not accord with those records.
I have no concerns and have come across no other matters in conneclion with the
examination to which attention should be drawn in this report in order to enable a proper

prepared in accordance with The Statement of Recommended Practice: Accounting and Reporting by

2. Incoming Resources
Planned giving, coLLections and donations are recognised when received. Tax refunds and all other
income are recognised when they are receivable.
3. Resources Expended

a project are dealt with as restricted funds. AIL other expenditure is generally recognised when it is
incurred.
