Welcome
This reporting year ended on 31st December 2021, with the start of the year in lockdown. We managed to out and about as soon as we safely could, and our sections’ programmes have been varied giving our young people an amazing experience over the year.
Our numbers were good across the year with 68 young people across all sections, and a strong leadership team of 12 providing engaging and adventurous activities for the Young People of Tadworth.

Structure, Governance and Management
Type of Governing Document
The Group's governing documents are those of the The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association.
How the charity is constituted The Group is a trust established under its rules which are common to all Scouts.
Trustee Selection Methods
The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association.

Additional Governance Issues
The Group is managed by the Group Executive Committee, the members of which are the ‘Charity Trustees’ of the Scout Group which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate. The Committee consists of 3 independent representatives, Chair, Treasurer and Secretary together with the Group Scout Leaders, individual section leaders (if opted to take on the responsibility) and parent’s representation and meets every 4 months. Members of the Executive Committee complete
'Essential Information for Executive Committee' training within the first 5 months of joining the committee.
This Group Executive Committee exists to support the Group Scout Leader in meeting the responsibilities of the appointments and is responsible for: The maintenance of Group property;
The raising of funds and the administration of Group finance;
The insurance of persons, property and equipment; Group public occasions;
Assisting in the recruitment of leaders and other adult support;
Appointing any sub committees that may be required; Appointing Group Administrators and Advisors other than those who are elected.
Risk & Internal Control
The Group Executive Committee has identified the major risks to which they believe the Group is exposed, these have been reviewed and systems have been established to mitigate against them.

Objectives and Activities
The Purpose of Scouting
Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society.
The Values of Scouting
As Scouts we are guided by these values: Integrity - We act with integrity; we are honest, trustworthy and loyal.
Respect - We have self-respect and respect for others. Care - We support others and take care of the world in which we live.
Belief - We explore our faiths, beliefs and attitudes. Co-operation - We make a positive difference; we cooperate with others and make friends.
The Scout Method
Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and:

Achievements and Performance
Beavers
During the 2021 Spring half term Beavers were emailed activities, such as icecream Sundae making on Sunday, a garden bird watch, Pancake Day activities, paper chromatography, helicopter building and finally a day being a pirate! Thank you to all who shared pictures of their Beaver taking part, it was wonderful seeing you all enjoying yourselves and meant that we were able to mark sections of your challenge badges as completed.
The Colony restarted face to face meetings in April, we celebrated the Beaver’s 35[th] Birthday by completing 35 challenges set by District, and then earned our Faith badge by meeting our Vicar and exploring our church. We met at Park Farm to play a variety of outdoor games and then spent a meeting considering those with disabilities and earned our Disability Awareness badge. We spent a wonderful afternoon at Old Lodge Farm, pond dipping, pulling ragwort and meeting some of our lambs. After half term we played rounders and during the next meeting we made gifts for Father’s Day. We earnt our Navigators badge, and then held a sausage sizzle meeting at Park Farm. We went on a hike to look for lizards and met at the Aqua Sports Centre, Mertham to go sailing and kayaking. We ended the term with our traditional all comers Rounders and picnic.
In the Autumn term the Beavers earned their Air Activities badge, learned our National Anthem and spent a meeting learning about our night sky. We went back to Old Lodge Farm to help with habitat creation. Our older Beavers had a sleepover at Walton Firs, Cobham learning about living together and gaining their first Nights Away Scouting experience. We hiked through Banstead Woods and went back to Park Farm for a Campfire meeting, followed by a meeting exploring Reigate Caves. For Christmas we made white clay ornaments, an Ice-skating Robin card and a calendar. We were pirates again for our Christmas party and finished the term with a visit to Epsom Playhouse to see Beauty and the Beast.

Cubs
The first term for the Pack revolved around construction, first aid, global issues, science, communication, pioneering and a recycling evening all on zoom!
The second term had the Pack split into two halves running alternate weeks and the leaders ran as many outside activities we could including a scavenger hunt, incident hike, went tracking, cooked on campfires and had their very own Tadlympics 2020(+1).
The Pack managed to arrange a summer camp in Essex and although there were limited numbers, all had fun and spent time learning and living together.
The autumn term saw them making more fires, planting bulbs in the church grounds, finding out about Tadworth, having a nature evening, make advent craft and going on a night hike at Box Hill in December.
6 Cubs have earned their Chief Scout’s Silver Award during 2021.
Scouts
The first term for the Troop had the Scouts quizzing about Britain, playing deal or no deal, making cookies, building a boat (though quite small) woggle making, and an evening of construction, again via zoom.
The Troop also needed to be split into two halves in the summer term and learned about survival skills, pioneering, orienteering, and built fires. Their summer camp was in Sussex and including kayaking on the river Cuckmere to the coast where they swam in the sea, wide games, hikes, and lots of cooking. One day’s activities started with the Scouts choosing from a budget, buying online, and cooking their own food as patrols for the following day’s meals, including the joys of substitutions arriving,
In the autumn the Troop was back together, and they built fires, made guys and rope, cooked, did target sports, had a science evening
The Scouts have been taking part in a varied programme working towards their Chief Scout’s Gold awards.

Financial Review
Membership subscriptions alone are not sufficient to meet the day to day running costs of the group, and we remain highly dependent on donations, sponsorship, grants, fundraising and your Gift Aid in order to meet the financial commitments of maintaining our facilities and meeting our District, County and HQ obligations.
The accounts are broken down into two sections as presented in the proceeding pages: Receipts and Payments (page 10), and Statement of assets and liabilities (page 11).
We have been active in obtaining local council grants, as advised by HQ. This amounts to £16,907 in 2021, which will be focussed on Green Hall Maintenance/renovation project over the next few years to improve our facilities for our young people, ensuring our reserves are kept at a suitable level.
The Group also earn a small amount each year from Amazon Smile, and Easy Fundraising commission schemes, and encourage anyone not signed up to do so – ask for more information (hello@1sttadworth.co.uk)

Reserves Policy
The Group's policy on reserves is to hold sufficient resources to continue the charitable activities of the group should income and fundraising activities fall short. The Group Executive Committee considers that the group should hold a sum equivalent to 12 months running costs, circa £15,000.
Investment Policy
The Group does not have sufficient funds to invest in longer term investments. The Group has therefore adopted a risk averse strategy to the investment of its funds. All funds are held in cash using only mainstream banks or building societies.

Independent examiner’s report to the trustees of 1st Tadworth Sea Scout
Council
I report to the trustees on my examination of the accounts of the 1st Tadworth Sea Scout Group for the year ended 31st December 2021
Responsibilities and basis of report
As the charity trustees of the 1st Tadworth Sea Scout Group you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the 1st Tadworth Sea Scout Group accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the 1st Tadworth Sea Scout Group as required by section 130 of the Act; or
-
the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. Accounting Policy
These accounts have been prepared under the historical cost convention with items recognised at cost, or transaction value, unless otherwise stated in these accounts. The accounts have been
prepared in accordance with The Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the United Kingdom & Republic of Ireland (FRS 102).
2. Incoming Resources
Planned giving, collections and donations are recognised when received. Tax refunds and all other income are recognised when they are receivable.
3. Resources Expended
Charitable giving and donations are accounted for when paid over. Amounts received specifically for a project are dealt with as restricted funds. All other expenditure is generally recognised when it is incurred.
