Trustees’ Annual Report 2023

Dothill Pre-School and Childcare is run as a charity for the public benefit of the children in the local area.

The aims of the charity remain the same and the setting continues to enhance the development and education of children aged 2 to 11 years by creating a welcoming environment that encourages all children to develop a love of learning through exploration, fun and challenge, in a safe place.

All children attending the setting are offered equal opportunities regardless of their gender, race, culture, religion, means or ability and are supported to achieve their best from their unique starting point.

Rosey Marsland is the identified contact for the Charities Commission and attends all trustee meetings.

Trustees were elected to their posts and will serve the charity until they choose to resign or the charity closes.

Trustees have not taken any remuneration or expenses during the year and volunteer their services in the interests of ensuring quality provision for the children attending the setting. The trustees have kept an eye on financial matters throughout the year and are confident that the setting continues to provide good value for money.

To safeguard our children, all Trustees are checked under the Disclosure and Barring Service.

The annual general meeting (AGM) was held in November 2023. All service users were notified of the meeting but only the Trustees, Rosey Marsland (Executive Director) and Claire Olliver (setting manager) attended.

Minutes of all trustee meetings held have been recorded as consistently true and accurate and signed copies are kept on file.

The constitution the setting has adopted remains current and no changes were proposed by the trustees during this year.

Who can attend the setting?

Our trustees recognise the importance of equality of access and of opportunity. Children aged from 2 to 11 years from across Telford are welcome to attend the setting. The Pre-School offers 15 hour funded sessions for 2,3&4-year-olds and also the extended 30 hours for any eligible 3&4 year olds.

The Out of School club offers before and after school childcare (primarily for children attending Dothill Primary School) and a holiday club (open to a wider catchment) during all school holidays.

The setting works in partnership with parents’ and supports their requirements for their children, and has contact with parents, carers, other relatives, and childminders, as far as any legal constraints allow. We monitor the gender and ethnicity of children joining our setting to ensure that there is no unfair discrimination.

What activities does the setting offer?

The ethos within the setting is learning through play.

Learning is encouraged through exploring first-hand fun with age-appropriate activities, challenges and experiences. A wide range of activities provides experiences across the whole of the Early Years curriculum with a broad and balanced curriculum offered to all children attending the setting. Every child matters, and staff are expected to ensure activities and opportunities planned cater for every child’s individual needs and abilities.

Children are encouraged to be independent, and staff take the lead from the children, taking into account their current interests and needs when planning or scaffolding learning.

The setting has senior members of staff with responsibility for special educational needs, behaviour and health and safety. There is a clear emphasis on children sharing, taking turns, building good relationships, and enjoying their learning. The executive director takes an active hands-on approach to monitoring the provision and resources so that the children have good quality learning experiences.

- What has happened throughout this year at Dothill Pre school and Childcare?

Dothill Pre-School and Childcare continues to be busy and thriving. Our manager is committed to seeing the setting grow and develop, ensuring the best possible outcomes for the children that attend. The children continue to enjoy coming to the setting and all feedback received from visitors and parents is very positive, frequently mentioning the friendly atmosphere and warm and friendly staff.

As a setting we are very fortunate to have a dedicated staff team and as a result do not experience a large staff turnover, however throughout this year we have seen a couple of significant staff changes. A long-standing pre-school staff member resigned to pursue a completely different career path and our deputy manager requested to adjust her working hours and in doing so created a job-share position. The role of part time deputy manager was advertised and an existing senior staff member was appointed, following a rigorous interview procedure. As the numbers on role within the pre-school continue to grow two new members of staff were appointed in September and have very quickly become an essential part of the staff team.

In September the pre-school increased the provision it offered by offering year-round care instead of a term time only pre-school, the aim was to offer our parents more flexible childcare. The uptake for this extended care has been limited but we are hopeful that it will steadily grow over the next few years.

The out of school club has seen an increase in numbers of children attending as our parents return back to work after the COVID period. The holiday club has been able to open for every school holiday throughout the year and despite numbers of children attending being limited we have seen a steady increase in bookings each holiday.

This year has seen an emphasis on developing both our inside and outside environments. Throughout the year cosmetic enhancements have been made to the internal environment; including providing ‘real’ resources for the children to use when engaged in their play, the addition of some ‘Hygge’ inspired soft fairy lighting and soft furnishings to create a cosy area, and the development of the book area. We were very fortunate to be gifted a sum of money from another early years setting that was sadly closing and as we had already identified the need to develop our outside area, it was decided that we would use this money to purchase large wooden equipment. As the development of our outside area is a large and costly project, we are looking to complete this over several phases.

A local HR company was appointed to review our staff handbooks and update staff contracts, ensuring that all legal requirements are adhered to.

Annual DBS update service checks were carried out on all staff and trustees registered with the service. All staff and trustees continue to have up-to-date enhanced DBS checks in place.

The setting continues to buy into Telford and Wrekin core package and welcomes the support offered by Telford & Wrekin. Telford and Wrekin carried out our annual Section 11 safeguarding audit and no follow up actions were required. Staff continue to attend training when required and designated staff attend termly network meetings for safeguarding, SEND and Out of School clubs. Child Protection training for all staff has regularly taken place during staff meetings.

The setting continues to support local secondary schools by offering placements to students in Year 10 carrying out their ‘works experience’ weeks.

The executive director and setting manager hold annual appraisal meetings and termly support and supervision meetings for all staff, these scheduled meetings have a health and wellbeing element embedded within them as well as areas for professional development. The setting manager also receives an annual appraisal and termly support and supervision meetings, these meetings are carried out by the executive director.

The manager meets with the executive director on a weekly basis to share any safeguarding concerns and other relevant information, in addition the manager also provides a written half termly managers’ report.

The manager attends all trustee meetings and provides the trustees with a written report.

All staff attend monthly staff meetings, these meetings have an agenda and always include a child protection/safeguarding and health and safety element. Staff within the pre-school also attend a monthly EYFS meeting. Minutes of these meetings are kept on file and staff receive a copy for their own records.

Our Statutory Duty as a charity

As Trustees, we are confident that we have compiled with the duty in Section 4 of the Charities Act 2006 to have due regard to public benefit guidance published by the Commission.

The Trustees would like to thank the staff of Dothill Pre-School and Childcare for all their hard work, support and enthusiasm and the parents who put their trust in the setting and bring their children here.

I report to the trustees on my examination of the accounts of the above charity ("the Trust") for the year ending 31st December 2023.

Responsibilities and basis of report

As the charity's trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ("the Act").

I report in respect of my examination of the Trust's accounts carried out under section 145 of the 2011 Act and in carrying out my examination. I have followed all the applicable directions given by the Charity Commission under section 145(5)(b) of the Act.

The examination included a review of the accounting records kept by the Charity and a comparison of the accounts presented with these records. It also included consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as Trustees, concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ''true and fair view'' and the report is limited to those matters set out in the statements below.

1. Principal Accounting Policies

a) Basis of Accounting

These accounts have been prepared in accordance with FRS 102 "The Financial Reporting Standard applicable in the UK and Republic of Ireland", the statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (Charities SORP (FRS 102) and the Charities Act 2011.

The accounts are prepared in sterling, which is the fundamental currency of the charity. Monetary amounts in these financial statements are rounded to the nearest £.

The accounts have been prepared under the historical cost convention. The principal accounting policies are set out below.

The trustees consider the charity to be a going concern and have considered a period of twelve months from the date of approval of the financial statements.

b) Income

All incoming resources are included in the Statement of Financial Activities when the charity is legally entitled to the income and the amount can be quantified with reasonable accuracy.

c) Expenditure

Expenditure is accounted for on an actual basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to headings they have been allocated to activities on a basis consistent with the use of resources.

d) Taxation

No provision has been made for Corporation Tax as the charity is exempt from tax on its charitable activities.

e) Tangible Fixed Assets

Depreciation is provided to write off costs of each asset over its estimated useful life at the following rates:
