StrLiclure. goveriiaricc and manageineiit Icontiiiuedl
The Group ExecLrtive Committee has identified the major
risks to which they believe the Group is exposed, these
have been reviewed and systems have been estsblished to
mitigate against them. The main areas of concem that have
been ideMifi8d are:
1. Damage to the building, propety 8nd equipment. The
Group would request the use of buildings, property and
equipment from neighbouring organisations such as the
church, Community centre and other Scout Groups. Similar
recipro¢al arrangements exist y￿th these organisations. The
Group has sufficlent buildings and contents insurance in
place to mitigate against pennanent loss.
2. Injury to leaders, helwr8, 8UPPOrters and members. The
GfOUP through the capitation fees contributes to the Scout
sociations national accident insurance policy. Additionally
the Group holds additional insuran¢8 to cover noTrmember
occasional helpers. and1088 of eamings cover for leader8
who may not receive such cover via their employer.
Safety 18 a primary concern for all members of the group
and Risk Assessments and the relevant activity approvals
are undertaken before 811 activities tsk8 place.
3. Reduced income from fund r81sing. Th8 Group is primarily
reliant upon income from subscriptions and fundraising. The
group does hold a 12-month reseNe to ensur8 th8 continuity
of activities should there be a major reduction in in¢ome.
The Committee Could ra1s8 the value of subgcriptions to
InC￿aSe the Income to the group on an ongoing ba$l8,
either temporarily or pemanently.
. R8dLtction or loss of188ders. The group is totally reliant
upon volunteers to run and administer the activities of the
group. If there was a reduction in the number of leaders to
an unac¢ept8ble level in a particular 8ection or the group as
a whole then there would have to be a contraction,
consolidation or dosurè of a sedlon. In the worst case
s¢enario the complete closure of the Group.
S. Reduction or10s8 of memb8rs. The Group provides
activities for all young people aged 4 to 18. If there was
reduction in membership in a particular s8ction or the group
as whole then there would have to be a contraction,
consolidation or closure of a section. In the worst case
scenario the complete closure of the Group.
6. The group has in plao Systems of intemal controls that
are designed to provide reasonable assurance against
m8terial mismanagement or loss, these include 2
signatories for all peymants and a comprehensive insuran¢è
policies to ensure that insurable risks ar8 covered.

Fiiiai)cial Review
Brtef statsment of the ¢harlty'S pollcy on
reserves
The Group's policy on reservès is to hold suffiaent
resources to continue the charitable actiV7tie8 of the group
should income and fundraising activiti6s fall short. The
Group Executive Committee considers that the group should
hold a Sum equivalent to 12 months runnlng costs, circa
£10,000.
The Group held reserves of approximately £23,000 agalnst
this at year end. This is above the level required for
operatlng expenses.
Details of any fvnds materi81ty In d8ficlt
{circum8tsnces plu8 Steps to eliminate)
There are no funds materially in deficit.
Further financial review detslls (optlonal Information)
The Group's Income and Expenditure is relatively small and
as a consequence the Trustees ¢hoos8 to keep our fund8
immediatsly 8vallable and not to invest in longer-tem
investments such as stocks and shares. Th8 Group has
therefore adoptéd a low risk strategy to the investment of its
funds. All funds are held in ca8h using onty mainstream
banks.
