This booklet is the Stockport District Scouts Trustees’ Annual Report and Financial Accounts for the period 01/01/2020 to 31/12/2020.

Commissioner, District Youth Commissioner and the District Explorer Scout Commissioner leaders as well as elected members (if opted to take on the responsibility). The Executive committee meets every 3 months.
The District's governing documents are those of the The Scout Association. They consist of a Royal Charter, which in turn gives authority to the By Laws of the Association and The Policy, Organisation and Rules of The Scout Association.
Members of the Executive
The District is a Trust established under its rules which are common to all Scouts.
The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association.
The District is managed by the District Executive Committee, the members of which are the ‘Charity Trustees’ of the District which is an educational charity. As Charity Trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.
The Committee consists of three independent representatives, Chair, Treasurer and Secretary together with the District
Committee complete Module 1, GDPR, Safety, Safeguarding and Trustee Induction training within the first 5 months of joining the committee. They also complete a DBS check.
This District Executive Committee exists to support the District Commissioner in meeting the responsibilities of the appointments and is responsible for:
Protecting and maintaining property and equipment owned/used by the District; managing District finances; providing insurance for people, property and equipment; providing resources for Scouting to operate; managing and implementing the local safety policy; opening/closing Groups, Explorer Units, Scout Networks and active support units, and supervising administration of groups.

District Commissioner
I see the AGM as a celebration of the achievements within the District in the last year. I look back at 2020 and firstly think, did 2020 really happen? How did we get through it?
The first closure of face-toface Scouting ever, facing the worst pandemic the world has seen in modern times, but as Scouters everyone rose to the challenge to keep our young members engaged.
2020 bought the challenges of getting ready to start a new kind of Scouting, when we where told we could return face-to-face there was a number of restrictions and processes that had to be followed. This included in depth COVID-19 risk assessments, deep cleaning of meeting places and a reduction of numbers per meeting, as well as having to work with the traffic light readiness levels which kept on changing week by week. My thanks go out to everyone who was involved in the COVID-19 risk assessment process both at Group and District level.
Unfortunately the District has taken a hit in numbers due to COVID-19. The last census showed we where down 24.6% from the previous year. However this could of been much worse. We forecast originally to be around 35-40% down. The biggest hit we saw was with the Beaver and Explorer Sections, this was due to groups being unable to start new beavers off waiting lists and move Scouts up into the District Explorer Units, I am confident we will see a rise in membership come the 2022 census.
As a District Team we had to make some hard decisions regarding some of our groups and buildings within the District. 1st Bredbury and Woodley’s building was found to be in a dangerous un-usable state following the collapse of the floor. Unfortunately this would of been too expensive
to be repaired and with low numbers of young people and leaders within the group, we made the difficult decision to close 1st Bredbury and Woodley and merge them with 2nd Romiley. This has given 2nd Romiley the chance to grow with all three sections as they previously did not have a Beaver Colony. The building at 1st Bredbury and Woodley will now be sold.
1st Romiley was the next group we unfortunately needed to make difficult decisions about. We where informed of the poor state of the building and lack of numbers wanting to return face-to-face. The building currently is too unsafe to be used. The district executive are now working to put plans in place ready to build a Stockport District HQ where 1st Romiley is. We can then look at re-opening the group. More information will be provided in 2022!
As we now move forward to getting back to Scouting with no restrictions, it’s great to see everyone back enjoying what they do! I would like to thank everyone in the District for the work they put in throughout 2020. It was one of the hardest years we have all ever faced in personal lives, professional and Scouting. My special thanks go out to all the key workers, NHS and emergency service staff who have not only faced hard times at work but have continued to provided support to Scouting.
Thank you to all the leaders, helpers, parents and young members, Scouting in Stockport would not be where it is today if it wasn't for all of you.

We were so fortunate at the start of the year to have Phil take on the role as District Commissioner and Linda replace me as District Chair. I know it has been a strange time to take on these roles but without them we would have been a bit like a rudderless ship.
I cannot imagine what we would have done without the internet, I must say a lot of the magic was way beyond my ancient brain! Congratulations to all those leaders who have kept in touch with their young people. How these contacts are paying off now we are starting to return to a more normal existence.

Most of us will have known the loss of someone in the past 12 months. I knew three of the leaders who are no longer with us:
Bernard Elsdon whose fame with the Davenport Cubeano (if that's how you spelt it) still lives on. He was a brilliant Cub leader and to watch him in action even with young people he had never met before was fascinating.
I had a great chat with Jean Browning only days before she died. The hospital gave her a fortnight only some 18 months earlier but Jean took no notice and carried on as normal. I guess being DC was the only job in Goyt District that she had not taken on. I had known Bernard and Jean for well over 50 years so I will miss them.
The third leader, who was a near neighbour, was Roddie Morrison the GSL of 1st Romiley Scout Group. Roddie and family were all set up to go and live in Cornwall when he was recalled to hospital earlier this year.
At least using Zoom St George's Day and Remembrance Sunday carried on, as did various meetings and Appointments, but we miss that great feeling of

Well as we entered 2020 who would have thought what lay ahead, the world was turned upside down with the murmurings of this invisible virus sweeping across the continents.
The year for most of us started quite normal, but how this changed in March.
All the plans made over the previous months for activities and events now had to be re jigged.
How can you run a camp without meeting in a field?
How do you interact with the young people and run an efficient effective program?
Well, I have to admit I was at a loss but this did not phase you the Leaders, oh no, it was almost like this was part of a pre-determined plan that just went from strength to strength.
Truly amazing.
Beavers
Dave McCormack, Helen Lewthwaite and Amy Arnold started the year with the Bushcraft day event at Linnet, what a terrific event this is, fun and learning all wrapped up into one full day.
What went on afterwards?
Well there we were in lockdown but that didn’t stop Dave and his team from coming up with quiz’s, competitions, craft days, camps almost an uninterrupted year except we couldn’t meet up.
Across the Section there were quite a number of Chief Scout Bronze Awards awarded.
Cubs
Andy Arnold took over as ADC Cubs at the beginning of all the disruptions that hit the country last year.
He took the role on with all the enthusiasm we expected, he has surrounded himself with a strong, knowledgeable supportive team and what else could the result be other than an exciting fully interactive program that the Cub section could join in with.
Andy and his team arranged many online activities throughout the year from Quizzes, camps, the big night in, treasure hunts they even learnt how to “say” their Cub Scout promise in sign language, how impressive?
Unfortunately we do not have the numbers to hand but there were quite a few Chief Scout Silver Awards awarded, this in itself says how good the adapted program has been around the District.
Scouts
The year kicked off with the usual trip to Awesome Walls almost 100 Scouts enjoyed either tackling a new sport or honing their skills on a sport they already participate in, a tiring but enjoyable day for all.
As the pandemic really hit scouting, Gareth Williams agreed to step up from a District Leader in scouts to ADC, what a time to take this on?
Gareth, Paul and the rest of the team looked at the diary for the year and worked out what was doable and what wasn’t.
As a team they hosted a District quiz, great fun and something different, next was St Georges day, with the promise renewals, Zoom was rather a new thing to most of us, however it went rather well.
Then the big one, District camp! How, what, when?

Our Sections
Explorer Scouts
All these problems were over come, even to poor Big G doing expedition cooking in the pouring rain, a wide game was thrown in and a Scouts own just to complete the traditional camp experience.
Although the program had to change and diversify the Gold Awards had to be earned and the challenges needed to remain relevant.
Unfortunately I do not have the exact numbers, however quite a few Chief Scout Gold Awards were completed last year.
2020 was a difficult year for the Explorer Section, having seen a drop in numbers on census due to the COVID-19 outbreak. Explorer Units Borough-wide went online to virtual meetings and activities, one of the most tricky parts was keeping Explorers engaged with this.
Unfortunately due to low numbers we have seen Units close or merge with other Units this year.
Moving forward looking past COVID-19, the main focus for the Explorer Section is to build numbers within the Units that we have. As Explorers is now Borough lead this gives us a great opportunity to branch out and make new connections. Being able to run activities on larger scales, giving the young people the chance to complete the Duke of Edinburgh awards and continuing to work towards the top awards for Explorers.
I would like to finish off by thanking all the District teams for the ingenuity, effort and dedication they have shown in the last year and into this year where the challenge is still with us.
I am so looking forward to getting out and meeting all the leaders from around this fantastic District.

Young Leaders have been a concern around the Borough also. We have a number of Young Leaders who have not yet gone through the Young Leader training scheme. We have to remember this training is important from a safeguarding and safety aspect, and well as the development for our leaders of the future. Training courses’ will resume in 2022, with the support of the Youth Commissioner and team we will provide support for the Young Leaders post course.

Youth Provision
Out Of H.Q.
During 2020 Stockport Districts first ever youth team was formed. The team now consists of a Youth Commissioner, a Deputy Youth Commissioner and three Assistant Youth Commissioners. We are still on the look our for one 18-25 year old to join our team so please get in touch if you fancy a new challenge!
Despite having only just formed, this year the youth team supported many online events held at both District and Group level and as the year went on we have helped our young people return to face-to-face Scouting. It has been amazing to see so many of our young people still achieving their top awards even with a health pandemic going on.
Well, what can I say about 2020 that hasn’t already been mentioned? The full lock down that affected our local area for 9 months of the year had a significant impact on our ability to run activities away for our Headquarters as well as camps, residential trips etc.
That said, we still managed to undertake 742 nights away on 2020, which came as a really surprise when I started looking at the number of this report. On top of this there was a total number of 1616 people who took part in an activity away from their HQ.
Out of these activities that were notified to District during 2020 only 1 was “Rejected”, this was for a hike that went above 500m and the Leaders involved did not have the correct Activity Permit to support that hight.
I am sure there are still sections within Groups that are not notifying District of activities but please remember that whilst this process may seem bureaucratic, it is there to comply with POR.
The COVID-19 lockdown gave us time to work on some of our plans for the future. We have collaborated with the UK HQ youth team to help develop the new #YouShape Award launching next month, and put plans in place to give the young people in the District a chance to feedback on their activity programme and the support they receive.
Over the coming year we will be helping the Borough Explorer Scout Commissioner to support our Young Leaders through their training and help them to find new roles in Scouting when they turn 18.

The process is to enable the whole District to prove we are complying with the requirements of POR taking into account that The Scout Association are still subject to a Coroners and Health & Safety Executive inquiry following the sad incident with one of our Stockport District Explorers on Great Orme in August of 2018. We as a District are still heavily under that spotlight and the current processes will be updated once the findings and rulings for that inquiry are known and the Scout Association modifies its rules accordingly.
As I write this in June of 2021, areas are now well on their way to be opened up and outdoor activities and camps are starting to be held, I look forward with interest to receiving many more notifications over the coming months.

Please note that some Groups and District Sections are missing from these tables as they were unable to complete any activities away from their HQ before face-to-face Scouting was suspended due to the COVID-19 pandemic.
Local Training
The training team (TA’s) have again achieved another great year with 12 Wood Beads being awarded in Stockport District well done to everybody.
Congratulation to all the appointed leaders in completing their training and gaining their wood beads.
It has been a harder commitment, for the team this year with Covid-19, with 21 Groups plus 8 Explorer District Units and the District Teams.
modules validated once learners have completed their required modules for the roles they have taken on.
In the next coming year we will do our best get the District up to date, but if you need anything regarding your training please do not hesitate to contact me.

We had to change the way we validated training, zooming and telephone calls only, but we still managed to sort out the learners and get them through their training needs, thank you to the TA’s.
Mandatary Ongoing Learning what a job with HQ sending out emails, County sending out emails the job was getting more and more demanding, pressure all round to get people up to date. The team rallied round and did a great job.
HQ changed everything in September now 1[st] Aid, Safety and Safeguarding and would all have to be done every three years, this caused a bit of confusion but we sorted it out with the new Trustee Modules for all Executives members which is now in the Executives training.
Unfortunately MOL is one of the priorities along with Getting Started from HQ and County and is something that will need doing as soon as possible for all members.
Our work is still ongoing in the District, we are getting round the groups, units plus the District teams, but as always with just 14 TA’s and three of them also TA for Managers and Supporters we still have some Groups Units and District Teams that that still need

District Treasures Report
Independent Auditors Report
I continue to improve the procedures I implemented after the previous year’s accounts, which the auditor has seen as a good positive for the accounts produced for the 2020. Unfortunately, COVID19 and new work commitments have affected the production of some Explorer Accounts which will be implemented into the accounts and audited as and when they are produced. There
I have audited the accounts of Stockport and District Scout Council for the year ended 31st December 2020. The District Treasurer provided comprehensive documentation and reconciliations for the financial year in question and in my opinion the accounts have been diligently prepared and give a true and fair view of the state of the organisation’s affairs and its financial position.
is still an issue with invoices being raised and being timely paid, which will have to be monitored and necessary action taken if required.Issues with District members being reimbursed in the coming year will be implemented with the introduction of an on-line payments system by a dual authorisation bank account and will achieve quicker payments for our service providers.
In order to maintain the standard of this year’s analysis of income and expenditure, the importance of ensuring that all members keep detailed records and receipts of all transactions should be reiterated.

Key Facts
23% of our members are female. This is a figure we are a proud to have maintained from before the pandemic when our membership was also 23% female. Male (77%) Female (23%) Self-identify ( >1%) Prefer not to say (>1%) Our total membership has dropped by 25% in the last year. This is mainly due to COVID-19. Cubs is currently our largest section with a 33% share of our members. Cubs remains to be our largest section with Explorers as our smallest section for under 18’s.
